    Measuring progress toward empowerment: Women's empowerment in agriculture index: Baseline report

    This report provides a comprehensive analysis of the Women’s Empowerment in Agriculture Index (WEAI) baseline survey results, summarizing both findings from the WEAI survey and the relationships between the WEAI and various outcomes of interest to the US Government’s Feed the Future initiative. These poverty, health, and nutrition outcomes include both factors that might affect empowerment and outcomes that might result from empowerment. The analysis includes thirteen countries from five regions and compares their baseline survey scores.     The economywide effects of teff, wheat, and maize production increases in Ethiopia: Results of economywide modeling

    The government of Ethiopia is investing significant public resources to increase overall national production of teff, wheat, and maize. To better understand the likely economywide effects of increases of between 12 and 14 percent in the national production of these cereals, a set of production increase scenarios for each crop were run using a computable general equilibrium model of the Ethiopian economy. The analyses were extended to also consider the effects of several international wheat price and wheat import scenarios, a wheat subsidy program, and maize exports.     The Malawi Africa Research in Sustainable Intensification for the Next Generation (Africa RISING) Baseline Evaluation Survey (MARBES) survey was implemented during July–October 2013 as part of IFPRI’s Monitoring and Evaluation (M&E) of Africa RISING. The Africa RISING program aims to create—through action research and development partnerships—opportunities for smallholder farmers in Africa south of the Sahara to sustainably intensify their farming systems and to improve their food, nutrition, and income security. Initiated in 2012, the program is supported by the United States Agency for International Development (USAID) as part of the U.S. government’s Feed the Future (FTF) initiative. As part of the program, the International Institute of Tropical Agriculture (IITA) leads a sustainable intensification effort focusing on the cereal-based farming systems in the Guinea Savannah Zone of West Africa (Ghana and Mali) and East and Southern Africa (Malawi, Tanzania, and Zambia), while the International Livestock Research Institute (ILRI) leads the research activities focusing on the crop-livestock systems of the Ethiopian highlands. The International Food Policy Research Institute (IFPRI) has been tasked with M&E of the three projects. Malawi Africa RISING is being implemented in Dedza and Ntcheu districts of the Central Region of Malawi, within the FTF Zones of Influence. The research activities are led by Michigan State University (MSU). MARBES collected detailed household- and plot-crop level data addressing various topics: employment (agricultural and non-agricultural); health; agricultural land; crop inputs, harvest, storage, and sale; livestock ownership, feed, and water; agriculture-related challenges and coping strategies; credit and off-farm income sources; housing conditions and ownership of various durable assets; subjective welfare and food security; household-level food consumption; non-food expenditure; agricultural shocks; and child and women anthropometry. The village survey collected data on access to basic services; access to extension services; social organizations, mobility, and village-level shocks; access to natural resources; metric conversion units; and prices of crops and food items. MARBES covered 1,149 households and 54 villages drawn from the two project districts.     Korea: Growth, consolidation, and prospects for realignment

    The Great King Sejong initiated an active agricultural research and development (R&D) policy in Korea about 570 years ago. Famous for many scholarly and scientific achievements, including the creation of the Korean phonetic alphabet, he founded a national scholarly institute, known as the “Hall of Worthies,” encouraging the most talented scholars in the country to conduct a variety of research activities (Eckert et al. 1990). Sejong’s focus was on efforts to improve the welfare of the common people, including the promotion of agriculture to secure an adequate food supply. One part of his agricultural R&D effort was to transfer relatively advanced agricultural techniques used in the southern provinces to the north, where farmers were still using Chinese techniques that were not well suited to Korean conditions. King Sejong sent out officials from Seoul to study advanced agricultural technology and prepared a manual, “Straight Talk on Farming,” designed to help advisers and farmers suit their agricultural practices to the agronomic and climatic conditions on the peninsula. Based on survey data, the king reported that the average farming household in the province around Seoul could produce “several times” more using better farming methods. Recognizing the importance of climate to farmers, the crown prince invented a rain gauge, which ranks among the major technological achievements of the period. Every village in the country was required to report rainfall and the amount of rain absorbed into the soil (Eckert et al. 1990). Despite this impressive start, for many reasons, Korean agricultural R&D, Korean agricultural progress, and the Korean economy all languished for much of the next 500 years.PRIFPRI1; Pro-poor science and technology policies; Public Policy and InvestmentISNA
