Modelling the impacts of policy interventions for agrifood systems transformation in Indonesia
The Government of Indonesia and FAO have recognized the need for thorough analysis and modelling of Indonesia’s agrifood systems to support agrifood systems transformation efforts in the country. This is needed to provide a better understanding of the governance context in agrifood systems, including the political economy dynamics influencing performance, as well as to identify synergies and trade-offs across different policy goals and optimal policy mixes for achieving multiple policy objectives. In this regard, FAO facilitated a project to pilot an innovative approach to modelling for food systems transformation. This modelling approach was developed and implemented by a team of researchers from IFPRI, IIASA, IISD and Christian-Albrechts- University of Kiel. It uses three different economic models to generate insights that can assist Indonesian policymakers in developing technically sound and politically feasible policy interventions for agrifood systems transformation. This report provides context for agrifood systems transformation in Indonesia and describes the overall modelling approach before synthesizing the results of the individual modelling activities and distilling these into the overall findings of the modelling. It concludes with implications from these findings for policymaking for agrifood systems transformation in Indonesia and suggestions for the next steps. The economywide impacts of increasing water security through policies on agricultural production: The case of rice and sugarcane in Pakistan
Increasing demand for water juxtaposed with shrinking supplies will require a transfer of water resources out of agriculture into the domestic, industrial, and ideally environmental sectors. To examine the potential of policies to facilitate a release of water from agriculture, this paper uses IFPRI’s Computable General Equilibrium Model with a water extension, CGE-W, to assess the impact of commodity taxes on two highly water consumptive crops, rice and sugarcane, on water consumption and the overall economy. We find that land use grows by 1.56 million acres overall when the tax is imposed on both commodities, while 3.2-million-acre feet (MAF) of consumed water, equivalent to 6.35 MAF of water withdrawals, are released from agriculture. These outcomes are due to sugarcane’s reduced use of land over two cropping seasons and significant changes in cropping patterns. The study also examined releases of water from other possible policy measures and found that an even tax rate of 30% on sugarcane, rice and cotton yields 8.73 MAF of water from agriculture. However, with a hotter, drier climate virtually all these releases of water disappear because water must stay in agriculture due to higher evaporation and less precipitation, which raises irrigation demands. The needed policies will go beyond just taxation and might include changing cropping patterns and irrigation practices, as well as development of drought resistant varieties. Other approaches, such as buying tubewells from farmers, and developing markets for nonagricultural purchases of water, may have a role. Men can cook: Effectiveness of a light-touch men’s engagement intervention to change attitudes and behaviors in rural Ethiopia
Graduation model interventions seek to address multiple barriers constraining households’ exit from poverty, however, few explicitly target unequal gender norms. Using a randomized control trial design, combined with three rounds of data, we investigate the impacts on gender equitable attitudes and behaviors of a graduation program that seeks to simultaneously “push” households out of poverty and improve unequal gender norms in Ethiopia. Understanding intra-household food allocation rules: Evidence from a randomized social safety net intervention in Bangladesh
Evidence shows social protection can improve diets, but little is understood about how effects vary within a household or what factors determine how food is allocated across different household members. We use individual food intake data from two randomized control trials to estimate intrahousehold dietary impacts of cash or food transfers, with or without nutrition behavior change communication (BCC), in two regions of Bangladesh. We assess whether intrahousehold impacts 1) are consistent with different allocation "rules" hypothesized in the literature, 2) differ by transfer modality, provision of BCC, or regional context. Results indicate that households distribute food equally among their members (men, women, boys, and girls), both in absolute terms and in proportion to individual-specific requirements and deficits. Patterns are similar across regions and do not depend on transfer modality or whether BCC is provided. Context Semi-arid regions are one of the most vulnerable regions of climate change to agriculture. Karnataka, a semi-arid state of India has warmed by 0.4 °C with declining trends in average annual rainfall by 10 % over the last century, is highly vulnerable to climate change. To adapt with this climate change impact, Government of Karnataka along with CGIAR institutes and agriculture universities had initiated the Bhoo-Samrudhi program in 2013 to promote climate smart agriculture practices in the state. The gendered impacts of the COVID-19 pandemic in Kenya, Niger, Rwanda, and Uganda: Evidence from phone surveys
The COVID-19 pandemic has had far-reaching impacts in every part of the world, including on vulnerable populations in rural areas of low- and middle-income countries. This report explores the ways in which men and women in rural areas of four countries in sub-Saharan Africa (SSA)—Kenya, Niger, Rwanda, and Uganda—experienced the COVID-19 pandemic and associated income losses, as well as their responses to the crisis. To identify and monitor the differential effects of the COVID-19 pandemic on women and men in rural households, IFPRI conducted phone surveys in selected regions of the four focal countries, with financial and technical support from the Food and Agriculture Organization of the United Nations (FAO). Fresh produce value chains in Kenya: Challenges and prospects for enhanced market access and inclusion of smallholders
Production and marketing of fresh produce provides opportunities for small holder farmers in low- and middle-income economies to engage and benefit from high-value markets and value chains. Fresh produce markets can be valuable for transforming the food sector in many low-income countries but perishability and difficulties in organizing supply chain logistics mean access remains challenging for smallholders.
Contract farming is one potential mechanism that smallholder farmers in developing countries can use to participate in and benefit from domestic and global value chains (Okello and Swinton 2007; Barrett et al. 2012; Minot and Sawyer 2016; Ruben 2017; Ton et al. 2017). Linking smallholder farmers more directly with national and global consumers should increase both the demand and producer prices for their fresh produce. Increased access to and participation in such value chains increases farm income earned by smallholders. Improvements in inclusion and efficiency of value chains are vital to enhance the effectiveness of contracting models, and to enhance the market access and integration of smallholders. Inclusion is important because large buyers, including processors, modern retailers, and exporters, are often hesitant to engage with small and marginal farmers and may prefer working through brokers, which reduces benefits to farmers. Rural underemployment and urbanization: Insights from a nine year household panel survey from Malawi
Rural labor markets in Africa are frequently characterized by underemployment, with farmers unable to fully deploy throughout the year one of their most important assets—their labor. Using a nine-year panel data set on 1,407 working-age adults from rural Malawi, we document changes in rural underemployment over this period and how they are associated with urbanization. Nearby urban growth results in increased hours worked in casual labor (ganyu) and in non-agricultural sectors, at the expense of work on the household farm. Improved urban access is also associated with a small increase in wage labor and, at the intensive margin, with hours supplied in household enterprises.
