The Measurement, Evaluation, and Performance of Managers and Employees in Kosovo’s Enterprises
In the market economy and in terms of an increasing competition, enterprises try to use as effectively as possible all of their sources. Therefore, in such competitive environment, in order to develop the organization, it is necessary to manage human resources with various methods and techniques. Human resources that are motivated and well selected are considered as a competitive advantage for the enterprise. Training the managerial staff and employees helps in increasing business’s performance. A strategic and integrated approach to provide stable success for the enterprise is the improvement of performance for the people that work there by developing the practical and individual skills of the team. One of the elements that has been tried to be treated in this paper is the management of performance, the management of performance systems, the methods of evaluating the performance and the importance of measuring workers performance for the enterprise. This paper contains empirical data, collected through questionnaires and interviews, and also secondary data based on the existing literature about issues that have to do with the management of performance.Therefore, through this research we intend to analyze the measurement and evaluation of managers and workers’ performance in Kosovo enterprises by using comparative reviews. In order to be clear, we have first compiled a questionnaire which will help us in developing the contact. The implementation of the questionnaire, the methodology and the formation of the sample is realized by analyzing the determining factors that affect the measurement and evaluation of managers and workers performance. The research was realized with owners, managers and workers of enterprises in Kosovo. The sample is intentional (not probable). Having very little literature in this field, we hope to have helped at least a bit for everyone interested in this field.
Deindustrialization of Kosovo and establishment of the private sector in Kosovo - Obstacles
This paper aims at analysing activities, and some of the causes of deindustrialization of Kosovo’s economy, and the stage of initial establishment of the private sector in Kosovo. The purpose of the paper is to present the current situation and development orientations, namely to review some of the obstacles from the perspective of entrepreneurs, with a view of eliminating such obstacles and fostering development. The paper shall provide a comparison of exports and imports, with a special focus on obstacles to Kosovo’s SMEs. This paper shall prove an overview on the situation of SME development and its sectors, and it is an effort to mirror the main obstacles preventing competitiveness and development of the sector. The analysis in this paper represent an effort to inform stakeholders with the sector, and help interested parties to take necessary action in improving the situation in the sector, and to assist sectors in benefitting from business opportunities, by creating a business development conducive environment, so that the changes occurring in the sector feed economic development, foster employment and help in attracting foreign investmentsThe main goal of the paper is to provide a basis for informing various actors involved in industrial development policy making in Kosovo.On the other hand, it is also an effort to contribute in consolidating information and statistical records, with a view of providing an accurate overview on Kosovo’s industry
The Victims of Road Traffic in the Territory of Kosovo and the Way of Their Compensation-Indemnity
Taking into account the fact that in the world the road traffic accidents happen very often and go up to very large numbers, which often are also very disturbing, then there is an indispensable need to study this problem, because without identifying the problem and its causes then it can neither be fought nor prevented.The significance of this paper lays on the presentation of some data regarding the number of accidents and their victims, the ways of compensation for the damage and the presentation of some measures in order to protect the victims of accidents from secondary victimization.This paper fills a scientific gap for victims of accidents and their way of compensation, which until now for the case of Kosovo has been not addressed significantly in terms of theory and practice also. For the presentation and the development of this issue have been used statistical method, comparative method and among others also the case study methods.In other words, the main purpose of this paper is to present data that expose the difficulties for the realization of the right of victims after suffering accidents and also to propose some norms that would protect the victims from secondary victimization, as victims after suffering a traffic accident may be hurt again until the realization of their demand for compensation according to the law
The State’s obligation to protect the individuals lives from the consequences of domestic violence: Kosovo case
The aim of this paper is to treat the important aspects, which deal with State’s obligations to protect individuals’ lives from the consequences of the domestic violence. Thus, domestic violence is a concerning issue, which derives many consequences that sometimes are irreparable. In many cases, the State is obliged to save individuals’ lives from the effects of the domestic violence.The State will not be held responsible in all the cases for the consequences of the domestic violence. Due to the scarcity of the regulation of all the situations in the normative terms, the judicial practice that considers the cases of the right to live has evolved greatly, such that it has set many standards in case of increased institutional responsibility towards the consequences caused by the domestic violence.Due to a practical elaboration, the paper as such will focus in the treatment of cases from the judicial practice in the context of the State’s obligation to save individual’s life, whose life is endangered. Furthermore, there will also be an emphasis in the protection of the right to life and the State’s responsibility in relation to the consequences caused by the actions of the third parties
Kosovo farmers demand for agricultural loans
Funding is essential issue for the development of a business, but how the funding will be covered is the issue selected by the financial situation of entrepreneurs. One of the forms of financing is also agricultural loan, but, how is the demand of farmers for these loans and what size of farms request more loans are questions which we will explain in this paper realized by interviews of 250 farmers in five regions of Kosovo (Pristina, Gjilani, Mitrovica, Peja and Prizren) during period of March - September 2013. Data will be processed in SPSS 16.0 program through the production function Cobb - Douglas, regression method - Ordinary Least Square
Passenger Perception towards E-ticketing Services, Airline Industry
This paper aims to identify the critical dominant incidents and key instigators that influence on usage or lack of usage of e-ticketing by Kosovo Air Passengers.The research at hand utilizes the Grounded Theory of Barney Glaser and Anselm Strauss, and the Critical Incident Technique in order to identify the factors that influence on the (diss) satisfaction of the travellers in using e-ticketing. For the purpose of this paper, the empirical data were gathered through interviews by using open ended questions. Among 93 interviews with the random selected passengers, 13 interviews were deemed as invalid.The empirical results highlighted the need for raising the consciousness regarding the efficacy and the advantages of eticketing. On the other hand, many other passengers cannot conceive the possibility of travelling without use of e-ticketing, given that in the past they spent much time in finding the right agent, desired destination, purchase difficulties in making reservation, confirmation, changes, or they had to carry large amounts of cash money to buy tickets which raised insecurity concerns.Research is limited only to the description of critical incidents that occurred in Prishtina International Airport. Majority of the respondents were highly-educated with high income status. These characteristics create a bias and constrain our ability to extrapolate from the findings. Nevertheless, the study serves as a point for more in-depth analysis and discussion on e-ticketing behaviour in Airline industry
The Impact of Foreign Direct Investment on the Export Performance: Empirical Evidence for Western Balkan Countries
Recently there are many authors that have studied and analyzed the impact of foreign direct investments (FDI) on the export performance. They have different opinions about the effect of foreign direct investments on the export performance. Some of them in their papers conclude that FDI have positive effect on the export performance and some not. There are also findings that FDI do not have any impact on the export performance. Of course for economic benefit of host country it is not important only the amount of FDI, but also their structure. To measure the effect of FDI on the export performance is not easy.Therefore, the main objective of this paper is to analyze empirically the foreign direct investments and exports performance during the period of 1996-2013 in Western Balkan countries. The paper also investigates for the fixed effects and individual heterogeneity across countries and years. Based on the panel regression techniques and Least Square Dummy Variable (LSDV) regression method, FDI positively affect export performance in the sample countries in various model specifications.The results and conclusions of this paper we hope that will help everybody who are interested and studying this matter, especially the policy makers. The last ones have the obligation to facilitate and promote the export if they award confirm that FDI contribute on developing their economy.
The lack of Financial Statement Spplication in Kosovo’s Farms and its Consequences
The application of financial statement analysis in business activities is essential but this is often seen as frivolous in developing countries and in Kosovo as well . From the research conducted in hundred farms in different regions of Kosovo we understood that the application level of financial statement applied is low and in few farms it does not exist at all. The following research questions were used for this research:1. Why does this situation happen? 2. To what extent are farmers familiar with the financial statement analysis? 3. What is the farmer’ willingness to advance in financial statement analysis field? 4. What would be the consequences due to the lack of application of financial statements?
Kosovo – from Dayton to Rambouillet
A mature, wise, successful and concluding diplomatic action would be recorded if the international community would not have ignored the Yugoslav crisis in its beginning, and if it would conference less for the same matter without finding a solution, but it would hold a single international conference for the serious crisis in Yugoslavia, with serious partners and allies, lead by the USA.Why did this not happen, at least in Dayton, when such a crisis had already passed four years since its inception? The answer is rather flagellant for the international community, because unfortunately, in relevant circles of political and diplomatic force, the determination and courage for a consolidated and decisive action for a solution was not created yet.In this conference, a third one in the series (after the ones in the Hague and London) addressing the crisis in former Yugoslavia, determination, courage and bravehood was only on the side of one single international factor, the USA. It had all that, after all failing efforts of the EU in resolving this piece of the crisis, which was now being dealt with by the USA and the Dayton Conference, without having the potential or the pretence to put a halt to the wholesome crisis which had already metastasized throughout the former SFRY area.The Dayton Conference had delegated the Kosovo problem to the Contact Group, together with other matters disputable with the political order in the former Yugoslavia, until a final settlement of peace. For a long time, it was said that the Kosovo issue would have to be tackled by a future diplomatic cycle.The Dayton Peace was considered to be the concluding act of the former Yugoslav dissolution and reconstruction crisis. Disputable matters, left to the competency of the Contact Group, were more related to crisis management, preservation of provisional balances, ensuring mediation and presence of international institutions for the purpose of monitoring. The Contact Group had no power to reach decisions on political and geo-political matters. It would only operate within the framework of the Dayton Peace.[1]The Dayton Conference ruined all hopes of Albanians that something could be done to solve the Kosovo issue, with the same way Kosovo continued to trace, peaceful, subordinating and humiliating. It was ultimately recognized that other paths should be pursued to achieve the everlasting goal of freedom and independence.If what happened, or better said, if what was necessarily to happen for the future of Kosovo, the Liberation War, lead and commanded by the Kosovo Liberation Army, did not happen, Kosovo, Serbia and Montenegro, the whole region, would still be living in the suffocating stink of blood and gunpowder, in the nightmare of war and genocide, which was rising to an unprecedented tragedy. The Liberation War of Kosovo, with its extent, sobered and cleared, provoked and appealed to the international community to act, as it acted, breaking the taboos established by rules of a past time, and by setting a more solid and serious cornerstone of consolidation of a new political and diplomatic system, which would be more active and more fruitful. With a view of creating a different world, a world of emancipation, hope, courage and progress, this war (KLA war, author note) ultimately detached the international community from the illusion that it had been saved from the Balkan with the Dayton Agreement. The Contact Group – was the most concrete body which could be imagined under a shadow “international community” – was in favour of a compromise, a type of a conflict regulation, which was rightfully unfavoured in the Balkan. (the Contact Group, a group of “great powers” – United States, Russia, Germany, Great Britain and France – was created in 1994, with a view of revitalizing the former International Conference on the Former Yugoslavia ( ICFY ).[2]The EU was rather complex and deeply divided in terms of the Yugoslav crisis. The three most powerful countries, Germany, France and Great Britain, had very different political approaches to the dissolution of the former Yugoslavia. By such approaches, each of the states persisted to use the crisis in ensuring their individual positions inside the EU, starting from political influences and up to the future concepts of European security.[3]Setting from these discrepancies and detractions of policies and interests of greater powers of Europe, and the impossibility of approximating and unifying these extremes, to make Europe a Union in its essence and full meaning of the word, the actions of the USA in resolving the crisis are comprehensible and justifiable. Being the leader and decisive in partial attacks of the Northern Atlantic Alliance, to come to a peace conference by coercion, similar to the Dayton, it was not possible to tackle the whole Yugoslav crisis at one go, in a single conference. In fact, a prior well-studied concept had been missing, because knowing the circumstances and other factors, there would be no one to deal with the matter in terms of coming to a solution. The impact of security and intelligence policy in the era of cyber crimes
Creation of National Cyber Defense Strategy, is the only security and the best protection against cyber-crimes. This is the starting point, from where adequate policies and necessary legal measures begin, aiming the creation of a solid ground and responsible users by implementing comprehensive measures and legal restrictions.The methodology used to achieve the recognition of users with applicable legislation and regulations on the use of the Internet, as well as legal obligations; implementation of procedures to use communication systems; signing and approval by users of their responsibilities; knowledge and information on the risks and threats stemming from the use of communication networks; certification of trained and specialized staff; classification and processing of information in a particular system; identifying unauthorized users who use classified information networks in public systems and private sector; creating barriers in distance entry networks and information systems, etc.Various Security and Intelligence institutions covering and operating in these areas are responsible for the creation and promotion of National Cyber Defense Strategy, analyzing the risk to implement protective measures for preventing attacks on Cybercrime (Cyber Crimes).
