Replication Data for: "Partisan Governance and Minority Party Vetoes: Evidence from State Legislatures"
No full textIt is often argued that bipartisan lawmaking depends on minority legislative parties controlling institutional veto points through divided government and/or supermajority pivots. Using a new dataset of state legislative roll call votes on tax increases – an issue where states vary in whether they require majority or supermajority votes – I assess (1) whether minority control of veto points is necessary for bipartisan policymaking and (2) whether there are greater levels of partisan governance when the majority controls all veto points. I find that partisan governance is more likely when the majority controls all vetoes. However, bipartisan policymaking is still the most common outcome even when institutional conditions are seemingly ideal for partisan governance. Interviews with state policymakers uncover various non-institutional reasons for bipartisanship regardless of veto control. My findings suggest that while institutional rules can compel bipartisanship, they are just one of many reasons why the minority party participates in lawmaking

who is a neurodivergent Army veteran. I share my personal journey and
experiences, highlighting marginalized communities’ challenges in the education
system. I delve into the impact of cultural invasion, the transmission of
trauma across generations, and the importance of critical consciousness in
addressing educational inequality. I also discuss the role of spatial thinking
and language in shaping learning experiences. I emphasize the need for
cultural awareness, inclusivity, and equity in educational spaces and highlight
the transformative power of embracing one’s differences. Overall,
I explain the complex dynamics of social identity, trauma, and education
and call for a deeper understanding and critical examination of these issues

Power-sharing is a recognized strategy for reaching durable settlements among rivals. However, power-sharing arrangements are often violated when one side grabs power. We examine public perceptions of power-sharing versus power-grabbing in the context of local policing in Mosul, Iraq. In a survey experiment, we explore if individuals believe that security in Mosul, in the aftermath of ISIS occupation, is enhanced or reduced under power-sharing versus power-grabbing treatments that vary the authority held by distinct factions of the counter-ISIS coalition. We find not only greater public support for power-grabbing over power-sharing on matters of policing and security but also important moderating effects of conflict-related victimization. While non-victims favor ingroup power-grabbing to enhance local, sectarian control, victims place a premium on stability, welcoming even external, out-group control over power-sharing among groups that might conflict with each other. Our results underscore the challenges of institutionalizing power-sharing mechanisms for peacebuilding after conflict
