La médiation pénale en France : déclin, dénaturation ou renouveau ?
International audienceCe chapitre d'ouvrage analyse les évolutions du recours à la médiation pénale en France depuis les années 2000. Cette alternative aux poursuites est apparue dès les années 1980, à la suite d’initiatives prétoriennes de quelques procureurs, et avec le soutien d’associations socio-judiciaires, d’aide aux victimes et de quelques universitaires. Ces initiatives locales ont suscité un véritable engouement, puisqu’environ 70 parquets pratiquaient cette alternative aux poursuites dix ans plus tard (Lazerges, 1992). Toutefois, depuis le milieu des années 2000, le nombre de mesures ordonnées par les parquets n'a cessé de diminuer, sans compter quelques signes de dénaturation des finalités et des principes qui structurent cette alternative. La logique prédominante de gestion des flux à moindre frais, couplée à des doutes sur leur efficacité et des craintes sur leurs potentiels effets contreproductifs pour certaines victimes, notamment de violences conjugales, ont conduit de fait à une réduction de l’effectivité du dispositif de la médiation. Quelques universitaires et divers acteurs du système pénal ont malgré tout continué à promouvoir d’autres dispositifs de justice restaurative, consacrés par le législateur en 2014, mais qui ciblent cette fois des individus poursuivis ou condamnés, en surplus de procédures judiciaires classiques. Les nouveaux programmes introduits depuis 2014 se déploient progressivement, mais ces expériences demeurent marginales. Plutôt qu’offrir un modèle de justice réellement alternatif, ils ambitionnent de prolonger et d’enrichir les quelques « échanges réparateurs » éventuellement amorcés dans un cadre judiciaire, mais qui trouvent difficilement leur place durant l’audience de jugement (Gautron, 2024)
Verrouillages à la transition touristique : enseignements tirés de l’analyse des stations de sports d’hiver par la dépendance au sentier
International audienceSkistationen (frz.: stations de ski) stehen vor mehreren Herausforderungen, die zu ihrem Niedergang führen könnten – darunter insbesondere der Klimawandel. Überlegungen zum Wandel des Gebirgstourismus nehmen Gestalt an, stoßen jedoch auf Widerstände. Diese Arbeit zeigt den Beitrag der Evolutionären Wirtschaftsgeographie und des Konzepts der Pfadabhängigkeit zur Analyse der Lock-in-Mechanismen auf, die diesen Wandel hemmen. Sie macht deutlich, dass in Skistationen gewisse Hemmnisse aus einer Kombination wirtschaftlicher, struktureller und politisch-institutioneller Faktoren entstehen. Zwei konkrete Lock-ins werden herausgestellt: die spezifische Beschäftigungsstruktur und eine weit verbreitete Denkweise, der zufolge der Wintersport im Gebirge alternativlos ist. Diese Dynamiken zeigen, dass die engen Verflechtungen zwischen den Akteur*innen einer regionalen Tourismuswirtschaft ihre Weiterentwicklung behindern können.Ski resorts face a number of challenges that threaten their future and potentially lead to their decline, one of which is climate change. Although dialogue on the transition of mountain tourism is beginning to emerge, it is often met with resistance. The present paper provides an overview of how evolutionary economic geography and the concept of path dependence can be used to analyse the lock-in mechanisms slowing down this transition, and highlights those caused by a blend of economic, structural and political-institutional factors in ski resort areas. Two types of lock-ins are distinguished: specific employment structure and the widely-shared view that mountain areas have no alternative to winter sports. These dynamics show that close relationships between stakeholders in a regional tourism economy can actually slow down its development.Les stations de ski font face à plusieurs défis qui peuvent entraîner leur déclin, dont celui du changement climatique. Des réflexions sur la transition du tourisme en montagne émergent, mais se heurtent à des résistances. Ce travail met en lumière l’apport de la géographie économique évolutionniste et du concept de dépendance au sentier pour analyser les mécanismes de verrouillage freinant cette transition. Il met en évidence des verrouillages résultant d’une combinaison de facteurs économiques, structurels et politico-institutionnels dans les territoires dotés d’une station de ski. Deux verrouillages sont caractérisés : la structure spécifique de l’emploi et un état d’esprit largement partagé selon lequel il n’existe pas d’alternative aux sports d’hiver en montagne. Ces dynamiques montrent que les liens étroits entre les parties prenantes d’une économie régionale touristique peuvent constituer un frein à son évolution

C’est dans la chanson « Dans ma ville, on traîne » (album La fête est finie, 2017) qu’il aborde de la façon la plus claire et directe son attachement personnel au territoire, et que l’on perçoit le lien contradictoire qui relie l’artiste à Caen, ville à la fois aimée et détestée. Pour Orelsan, les lieux vécus ne sont pas neutres, ils servent à témoigner des conditions de vie des habitants et des injustices sociales
Multi-MOX: Facilitating plutonium multi-recycling in the French PWR fleet
International audienceThis study examines the Multi-MOX (MMOX) strategy for plutonium multi-recycling in PWRs using the CLASS fuel cycle simulation tool with assembly-level calculations. MMOX facilitates the multi-recycling of used nuclear fuel by mixing reprocessed plutonium from various sources to create viable fresh nuclear fuel. The strategy significantly curtails the growth of the plutonium inventory, but does not stabilize it entirely in the long term. Although lower fuel burnup reduces plutonium build-up, it increases the production of minor actinides. Comparing MMOX with non-recycling and mono-recycling scenarios, we find that it reduces plutonium inventory by 35% and 19%, respectively. Despite a higher level of minor actinide production, MMOX decreases overall transuranic element production. Additionally, MMOX reduces the need for interim spent fuel storage by a factor of ten compared to non-recycling and by two-thirds compared to mono-recycling, while substantially lowering the age of stockpiled used nuclear fuel
Disproportionate Left Ventricular Enlargement in Mitral Valve Prolapse: Prevalence, Predictors, and Association With Outcomes
International audienceLeft ventricular (LV) end‐systolic enlargement in severe degenerative mitral‐regurgitation (MR) is a class I surgical trigger. Whether it occurs disproportionately to less‐than‐severe MR due to mitral valve prolapse and is associated with mortality are unknown. We aimed to analyze prevalence and association with survival of disproportionate LV enlargement in less‐than‐severe MR. Methods A multicenter cohort international study enrolled 2848 consecutive patients (52% women, 69±16 years) with degenerative MR prospectively quantified and graded mild or moderate. Primary end point was survival under medical management. Secondary outcome was survival throughout follow‐up stratified by performance of early mitral surgery within 3 months postdiagnosis. Results Among LV remodeling parameters (abnormal end‐diastolic diameter, LV end‐systolic diameter [LVESD] absolute and indexed), LVESD ≥40 mm (present in 12.4%) was the sole independent associate of reduced survival (5‐year 70±3 versus 76±9%; P =0.009). LVESD ≥40 mm was independently linked to larger body surface area, effective regurgitant orifice, and left atrium, and to male sex and diabetes. With multivariable comprehensive adjustment, LVESD ≥40 mm (adjusted hazard ratio [aHR], 1.25 [95% CI, 1.005–1.53]; P =0.04) remained associated with excess mortality under medical management, even after adjustment for lowered ejection fraction (aHR, 1.49 [95% CI, 1.13–1.95]; P =0.004) and in all patient subsets. Among patients with moderate degenerative MR and LVESD ≥40 mm, 22% underwent mitral surgery within 3 months, which was associated with superior survival, even after comprehensive adjustment (aHR, 0.11 [95% CI, 0.005–0.51]; P =0.002). Conclusions Disproportionate LV enlargement in patients with less‐than‐severe degenerative MR is common, particularly with larger bodies, regurgitation, and overall cardiac remodeling. LVESD ≥40 mm is associated with worse survival independent of all baseline characteristics, even lowered ejection fraction, and represents a marker for risk stratification of patients who are generally not yet considered for medical or surgical/interventional treatment
A Manufacturing-as-a-Service Scheduling Problem and its Tripartite Decision Perspective
International audienceThe Manufacturing-as-a-Service (MaaS) paradigm offers flexible and on-demand manufacturing services through digital platforms, including the case where customer facilities outsource tasks to providers of manufacturing resources (i.e., machines). A key challenge lies in matching the tasks and resources requested by customers with suitable providers according to their specific requirements. Within the limits of the available requirements and their level of accuracy, task-machine eligibility can be represented in various ways, such as binary values or score-based weights. These requirements are then integrated into the subsequent scheduling problem to be solved by the MaaS platform. In this paper, we extend a scheduling model by integrating task-machine eligibility score-based weights as input to the scheduling problem via eligibility level constraints. Numerical experiments are conducted on randomly generated small instances based on benchmark schemes to study the implications of the introduced task-machine eligibility levels. The quality of sequences proposed within the MaaS framework is empirically evaluated for customers and providers in both aggregate and individual manners
Investigating the C2 Modulation of the Imidazo[1,2‐ a ]pyrazine‐Based Hit Compound CTN1122: Synthesis, in vitro Antileishmanial Activity, Cytotoxicity and Casein Kinase 1 Inhibition
International audienceOur research group previously discovered CTN1122 , an imidazo[1,2‐ a ]pyrazine compound with promising antileishmanial activity against intramacrophage amastigotes of Leishmania major and L. donovani strains. CTN1122 effectively targets Leishmania casein kinase 1 (L–CK1.2) and exhibits a favorable safety profile. To further explore its chemical space, we developed a convergent strategy to modify the C2 position of the imidazo[1,2‐ a ]pyrazine core using Suzuki‐Miyaura coupling of the corresponding triflate intermediate. Among 15 newly synthesized analogs, seven derivatives featuring variously substituted phenyl rings at C2 demonstrated L–CK1.2 inhibition within micromolar to submicromolar ranges and antileishmanial activity in vitro with low cytotoxicity in macrophages. Compounds 7 d and 7 l were particularly potent, with IC 50 values of 1.25 μM and 0.92 μM against L. major , and 1.44 μM and 2.34 μM against L. donovani , respectively. They showed IC 50 L–CK1.2=0.30 μM and 0.57 μM with enhanced selectivity indices (SI=3.8 and 1.6) over the human CK1ϵ ortholog. Additionally, four C2 analogs and two C5 isomers exhibited notable antiparasitic effects without strongly inhibiting L–CK1.2, indicating a possible alternative mechanism of action. Compound 7 k displayed the highest general activity, with IC 50 values of 0.31 μM on L. major and 0.27 μM on L. donovani , coupled with favorable selectivity indexes
