Key outputs include: (1) Assessment and Management of Fishing Capacity in the Southeast Asian Region; (2) Compilation and Enhancement of Fisheries Information Systems or Mechanism; (3) Standardization of Indicators; (4) Evaluation of Current Pelagic Species Management Strategies; (5) Publication of a Terminal Report; and (6) Implementation of a Project Monitoring and Evaluation Framework. A range of activities has been planned and implemented to achieve the six (6) targeted outputs of the project. Among these, a Mid-Term Review and Evaluation (MTRE).The proposed project, Implementation and Assessment of ASEAN Regional Plan of Action for Management of Fishing Capacity, seeks to evaluate the implementation of fishing capacity management across ASEAN Member States (AMSs), with particular focus on transboundary pelagic species. The primary objective is to strengthen regional cooperation and enhance fisheries governance mechanisms through the implementation of the Regional Plan of Action for Management of Fishing Capacity (RPOA Capacity). This initiative aims to support the development of a harmonized Fisheries Management Plan, emphasizing resource sustainability and environmental integrity. The project encompasses all AMSs except Lao PDR and Singapore.The success of this project, Implementation and Assessment of the ASEAN Regional Plan of Action for Management of Fishing Capacity, would not have been possible without the generous support from the Government of Japan through the Japan-ASEAN Integration Fund (JAIF), and collaboration of various agencies and stakeholders. This project was made possible through the collaboration of Malaysia, represented by the Department of Fisheries Malaysia (DOFM) as the Proponent Agency, and the Southeast Asian Fisheries Development Center / Marine Fishery Resources Development and Management Department (SEAFDEC/MFRDMD) as the Implementing Agency

Report on the Regional Technical Consultation on Current Status of Regional Fisheries Information/Mechanisms in the Asian Region : TAMU Hotel & Suites, Kuala Lumpur, Malaysia
This RTC is a key component of the project titled “Implementation and Assessment of the ASEAN Regional Plan of Action (RPOA) for the Management of Fishing Capacity”, which is generously funded by the Japan-ASEAN Integration Fund (JAIF). The project involves close collaboration with government agencies responsible for fisheries management across all ASEAN Member States (AMSs).
Running from April,2024 to March 2026, this two-year project aims to strengthen regional cooperation and enhance integration of fisheries information systems/mechanisms within AMSs. Through the implementation of RPOA-Capacity in selected pelagic fisheries, we hope to achieve greater resource sustainability and environmental resilience.
Recognizing the urgent need to place 100 percent of fishery stocks under effective management, we must accelerate efforts to reverse unsustainable fishing practices, combat illegal, unreported, and unregulated (IUU) fishing, and address the persistent thre at and mitigate overfishing.SEAFDEC/MFRDMD organized the Regional Technical Consultation on Current Status of The Regional Fisheries Information/Mechanisms in the Asian Region, 28 – 30 May 2025, Kuala Lumpur, Malaysia funded by the Japan-ASEAN Integration Fund (JAIF) This meeting was attended by participants from the representatives from Brunei Darussalam, Cambodia, Indonesia, Malaysia, Myanmar, Thailand and Viet Nam; representative from Fisheries Research Institute (FRI) Kampung Acheh, FRI Batu Maung, FRI Bintawa; Resource Persons from the Universiti Malaysia Terengganu (UMT); representatives from SEAFDEC Secretariat and SEAFDEC/TD; Chief, Deputy Chief, Special Departmental Coordinator, and officials from SEAFDEC/MFRDMD.This publication has been funded by the Japan-ASEAN Integration Fund (JAIF) through the Implementation and Assessment of the ASEAN Regional Plan of Action for the Management of Fishing Capacity project.
