    User’s manual Regional Fishing Vessels Record (RFVR) database system

    The database system of the Regional Fishing Vessels Record (RFVR) (here after called “RFVR”) is an online system collaboratively established by the ASEAN Member States (AMSs) under the ASEAN-SEAFDEC Strategic Partnership (ASSP) mechanism. The special SOM-34th AMAF, 13-14 August 2013, agreed in principle to establish a Regional Fishing Vessels Record (RFVR) as a tool to combat IUU fishing in the Southeast Asian region. The RFVR database consists of 28 key data elements to support the fishing vessel inspectors in preventing Illegal, Unreported, and Unregulated (IUU) fishing vessels. It is expected that RFVR will work as a practical tool for related authorities of the ASEAN Member States (AMSs) in checking and taking corrective actions against inappropriate behavior of its fishing vessels, thereby supporting the elimination of IUU fishing in the Southeast Asian region. For example, AMSs can take appropriate actions against “stateless vessels, IUU fishing vessels, pouching” by sharing information and identifying problematic vessels through the collective fishing vessels information in the RFVR. Therefore, periodically updating the RFVR is needed to assure that the shared fishing vessels information among the ASEAN Member States (AMSs) could prevent and eliminate IUU fishing in the Southeast Asian region. SEAFDEC/Training Department, as a RFVR database system center, revised the system to replace the old version of RFVR established in 2015. The key changes of the RFVR new version are: 1) AMSs can upload all country vessels information and manage users to the RFVR directly via the web-based application, 2) the RFVR is opened to public users with limited access, 3) Dashboard, and 4) download related documents functions.Japanese Trust Fund (JTF

The meeting is one of the regional programs under the SEAFDEC/UNEP/GEF Project on Establishment and Operation of a Regional System of Fisheries Refugia in the South China Sea and the Gulf of Thailand. The meeting updated the progress of national and regional activities, especially on the establishments of the fisheries refugia, legislation/fishery law reform in supporting the management of established fisheries refugia, the adoption of the regional guidelines on indicators for sustainable management of fisheries refugia, and financial and co-financing from partners.UNEP/GE

    Study on the Fisheries Socioeconomics in Ranong Province, Thailand

    The study on the status of fisheries socioeconomics in the learning site of Ranong Province is the one activity under the project “Small-scale Fisheries Management for Better Livelihood and Fisheries Resources” with funding support from the Japanese Trust Fund. The project emphasized improving the livelihood and well-being of fishers and the sustainable management of small-scale fisheries in Southeast Asia. SEAFDEC/TD, in collaboration with the Department of Fisheries, Thailand has implemented the project activities in applying EAFM in the pilot learning site of Ranong Province. The study on the status of fisheries socio-economic in line with gender dimension was conducted in the pilot learning site of Ranong Province to collect the baseline information on the fishing community. The study results could help the policymaker and project manager develop and formulate the EAFM plan and its activities in line with the community condition to sustain the small-scale fishers’ livelihood and fishery resources

    This report is under the SEAFDEC/UNEP/GEF Project on “Establishment and Operation of a Regional System of Fisheries Refugia in the South China Sea and Gulf of Thailand”The fourth meeting of the Site-based Fisheries Refugia Management Board in Trat Province and the first meeting of the Operational Management Board for Fisheries Refugia in Trat Province were jointly organized by Rayong Marine Fisheries Research and Development Center, Department of Fisheries on 22nd November 2022, at Trat City Hotel, Trat Province. It was aimed at consideration, discussion, and adoption of the operational management plan for fisheries refugia at Trat Site which was developed by the Operational Management Board for Fisheries Refugia in Trat Province on 2nd September 2022 and improved by Thailand’s National Scientific and Technical Committee on 3rd - 5th October 2022. The meeting was presided over by Ms. Thitiporn Laoprasert, Director of the Trat Fisheries Provincial Office, and Chairperson of the Site-based Fisheries Refugia Management Board in Trat Province. There were total of 45 participants who joined the meeting, including board members, resource persons, officers of the Department of Fisheries, project officers, and observers from the government and private sectors.UNEP/GE
