The meeting aims to focus on 4 agendas including 1) Preparation for 5 years Action Plan for Management of Mackerel Refugia in Koh Kong Province; 2) Action Plan for Closing Mackerel Fishing starting on December 2020 to March 2021; 3) Current Management of Estuarine Terrapin (Batagur affinis) and Siamese crocodile (Crocodylus siamensis) in Sre Ambil Channel System, Koh Kong province; and 4) Current Process of Establishment of Marine Fisheries Management area (MFMA) in Koh Sdach Archipelago, Koh Kong. The meeting attended by 25 participants in total from Fisheries Administration, Department of Agriculture, Forestry, and Fisheries, Fisheries Administration Cantonment in Koh Kong province, Department of Environment, Department of Tourism, Department of Land Management, Urban Planning and Construction, Koh Kong Provincial Hall Administration, Kiri Sarkor District Administration, Mondol Sema District Administration, Sre Ambil District Administration, Koh Sdach Commune, Koh Kong Provincial Police, Koh Kong Provincial Military Police, Maritime Police, and NGOs.UNEP/GE

User’s Manual of the Electronic ASEAN Catch Documentation Scheme, Part 2: Catch Declaration
No full textThis manual was produced under the ASEAN-SEAFDEC Strategic Partnership Program by the Training Department of SEAFDEC with the cooperation of the SEAFDEC/UNEP/GEF Project entitled the "Establishment and Operation of a Regional System of Fisheries Refugia in the South China Sea and the Gulf of Thailand" (called in short Fisheries Refugia Project)The ASEAN Catch Documentation Scheme (ACDS) is a management tool to prevent the entry of fish and fishery products from IUU fishing to the supply chains in the ASEAN Region. Towards the improvement of the traceability system for marine capture fisheries, the manual's overall objective of the ASEAN Catch Documentation Schemes' electronic system is to guide relevant stakeholders along the supply chains to understand the step-by-step how to implement the eACDS applications.
The eACDS User’s Manual consists of 6 parts described along with traceability system processes from catching to landing, purchasing, transferring of catch to processing, using raw materials in processing, issuing the certification, and exportation. Besides, some countries in the ASEAN region implements transshipment at sea. The eACDS applications, therefore, include the transshipment at sea in a separate part. There are six parts of the manual as follows: Part 1: Introduction of the eACDS;Part 2: Issuance of the Catch Declaration (CD); Part 3: Issuance of the Movement Document (MD); Part 4: Issuance of the Statement of Catch (SC) and Catch Certification (CC); Part 5: Transshipment at Sea; and Part 6: System Administration.
This manual refers to the 1st Part of the eACDS System focusing on the issuance of the Catch Declaration (CD). The processes include requesting for port-out, catch reporting at sea, request for port-in, catch-weight verification, and issuance of the Catch Declaration to the fishing master. The stakeholders concerned in the process are mostly related to the fishing master or fishing boat owner and port authority. The participants were from two identified Refugia sites, namely Bolinao, Pangasinan and Masinloc, Zambales. The goal of this training is to provide updated data that will assist the Local Government Units (LGUs) in establishing policy measures to conserve spawning and nursery Refugia in their respective municipalities. The propose of this meeting is to brainstorm for action plan for Mackerel Refugia Management which is based on management’s goal. The goal aim at ensuring sustainable use and management of mackerel resources contributing to enchantment local livelihood. Moreover, (6) six objectives have been set during this meeting. These objectives are (1) to create and process an effective management mechanism; (2 to strengthen the law enforcement to crack down illegal fishing of mackerel during closed season; (3) to raise a public awareness on threats to mackerel and its habitats and to promote the public participation in the conservation action; (4) to strengthen doing a research, monitoring fish stock, catching, spawning season, migration, and fishing gear, and find a measure to reduce fishing pressure on mackerel stock; (5) to protect and restore the healthy ecology to ensure mackerel's spawning habitat; and (6) to strengthen the collaboration of both nation and trans-boundary through sharing the information of mackerel stock and protection at regional and international level.UNEP/GE
