    La vulnérabilité des personnes âgées est-elle insensible aux efforts financiers des États ?

    National audienceLa vieillesse est une période de la vie où l’homme perd progressivement ses capacités physique et mentale, occasionnant une dépendance plus forte vis-à-vis d’autrui. Biologiquement, le vieillissement est un processus limitant potentiellement la pleine expression de la vie humaine : l’homme est donc vulnérable dans la vieillesse. Les personnes âgées en perte progressive d’autonomie physique, économique ou sociale peuvent trouver tout ou partie du soutien nécessaire à leur état auprès de leur famille proche. Dans ce cas, les solidarités familiales peuvent s’exprimer de plusieurs manières : aides financières directes (versements occasionnels ou réguliers, achat ou remplacement de biens nécessaires à la vie courante ou aux loisirs, …), soutien matériel plus concret (comme la préparation ou les visites pour les repas, l’aide au jardinage, au bricolage, à la toilette, …), cohabitation de plusieurs générations au domicile des enfants. Cependant, cette solidarité familiale, d’abord conditionnée par les capacités (financières) des individus, dépend aussi de leur volonté et celle-ci semble aujourd’hui moins fréquente dans nos sociétés développées que par le passé. Ainsi, selon les cultures, les milieux sociaux et les époques, les descendants peuvent renoncer ou refuser de prendre en charge leurs parents âgés pour des raisons qui leur sont propres ou imposées par la faiblesse de leurs conditions de ressources. Certains auteurs [Rettaroli R., Samoggia A., Scalone F., 2010 ; Pison G., 2009 ; Yaakoubd A-I., 2010) voient une nouvelle fois dans ce phénomène de perte de volonté de solidarité face à la vieillesse dans la famille, le signe d’une individualisation croissante de la société. Dans ce contexte, les politiques publiques prennent une importance nouvelle, apparaissant à la fois nécessaires pour lutter contre la vulnérabilité dans la vieillesse du fait d’un affaiblissement de l’entre-aide privée mais aussi potentiellement capables de pallier cette incertitude des solidarités familiales en aidant les individus âgés à affronter plus facilement la perte d’autonomie, indépendamment de leur situation familiale. Ces politiques publiques peuvent donc être vues comme un complément, voire un substitut important aux solidarités privées quand celles-ci sont déficientes ou inexistantes. L’intérêt que nous pouvons porter à ces politiques publiques est donc d’autant plus fort que les transferts économiques de l’État sont de plus en plus souvent les seuls à même de limiter la vulnérabilité des plus âgés. Dans quelle mesure les politiques publiques du vieillissement sont-elles importantes, ou efficaces pour lutter contre la vulnérabilité des plus âgés d’entre nous ? Pour explorer cette question, notre recherche s’est donnée pour objectif d’apprécier ces politiques publiques de manière comparée en choisissant d’intégrer dans la mesure du possible l’ensemble des pays d’Europe puisque ceux-ci connaissent tous déjà de manière plus ou moins précoce et vigoureuse le phénomène du vieillissement de leur population. Les recherches préalables à ce travail nous ont tout d’abord confrontés à la difficulté de trouver des données comparatives et comparables dans le temps et l’espace autour des questions de vulnérabilité des personnes âgées et « d’efficacité » des politiques publiques. Pour mener à bien ces comparaisons entre pays d’Europe, nous avons choisi de retenir l’échelle nationale comme niveau d’observation, tout en étant conscients qu’il existe de nombreuses disparités régionales au sein de chaque pays. Cette première étape de la recherche nous permet, et ce sera l’objet de notre première partie, d’identifier des pays dont la population âgée est plus ou moins « vulnérable dans la vieillesse » en révélant cette vulnérabilité au travers des quelques indicateurs comparatifs disponibles dans la base de donnée européenne de référence choisie. Dans un second temps, notre attention s’est portée sur la notion « d’efficacité des politiques publiques » au regard de la vulnérabilité en menant des explorations au travers de corrélations entre les performances des pays sur les indicateurs de vulnérabilité des personnes âgées repérés précédemment et les « investissements » de ces mêmes pays dans le domaine de la santé ou de la vieillesse. Enfin, le futur du vieillissement démographique de ces pays est intégré à la réflexion pour une mise en perspective des liens entre politiques publiques et vulnérabilité des personnes âgées en Europe. Cette recherche exploratoire propose de tester l’intérêt des données démographiques et économiques agrégées existantes au niveau européen pour l’étude spatiale de la vulnérabilité dans la vieillesse

    International audienceSon Jarocho, a musical genre from Veracruz, Mexico, has been nationally regarded during the 20th century as one of the original components of the Mexican cultural heritage. The recent popularizers of Son Jarocho have drifted away from the historic styles in favor of new forms that may be more commercial. The Jaranero Movement —named so after the central use of the jarana, a small guitar of Spanish origin—, attempted to recover the tradition of Son Jarocho musical style, since it has been exploited for commercial goals since the 1940s. It also tries to recover the roots of the genre, “whitened” or lost to European influences. In the last 20 years the new generation of Veracruz musicians and the Chicano movement in the United States have multiplied their collaborative efforts to recover an authentic version of Son Jarocho. In this process, the encounter with the African roots have been occurring in a new way.El son jarocho, género musical originario de Veracruz, México, durante el siglo XX se ha considerado uno de los componentes originales de la herencia cultural mexicana. A mediados de siglo, el género se alejó de sus formas históricas para favorecer un formato más comercial. El Movimiento Jaranero —llamado así por el uso central de la jarana, una pequeña guitarra de origen barroco— intentó recuperar las bases de la tradición frente a la lógica estilizada con fines comerciales, en práctica desde la década de 1940, para reivindicar las raíces no europeas de esta música “blanqueada”. En los últimos 20 años han surgido proyectos de colaboración entre las nuevas generaciones de músicos jarochos y el movimiento chicano en Estados Unidos.     Bringing Energy Aware Routing closer to Reality with SDN Hybrid Networks

    Energy aware routing aims at reducing the energy consumption of ISP networks. The idea is to adapt routing to the traffic load in order to turn off some hardware. However, it implies to make dynamic changes to routing configurations which is almost impossible with legacy protocols. The Software Defined Network (SDN) paradigm bears the promise of allowing a dynamic optimization with its centralized controller.In this work, we propose SENAtoR, an algorithm to enable energy aware routing in a scenario of progressive migration from legacy to SDN hardware. Since in real life, turning off network equipments is a delicate task as it can lead to packet losses, SENAtoR provides also several features to safely enable energy saving services: tunneling for fast rerouting, smooth node disabling and detection of both traffic spikes and link failures.We validate our solution by extensive simulations and by experimentation. We show that SENAtoR can be progressively deployed in a network using the SDN paradigm. It allows to reduce the energy consumption of ISP networks by 5 to 35% depending on the penetration of SDN hardware, while, strikingly, diminishing the packet loss rate compared to legacy protocols

    Proxima's orbit around Alpha Centauri

    International audienceProxima and α Centauri AB have almost identical distances and proper motions with respect to the Sun. Although the probability of such similar parameters is, in principle, very low, the question as to whether they actually form a single gravitationally bound triple system has been open since the discovery of Proxima one century ago. Owing to HARPS high-precision absolute radial velocity measurements and the recent revision of the parameters of the α Cen pair, we show that Proxima and α Cen are gravitationally bound with a high degree of confidence. The orbital period of Proxima is ≈ 550 000 years. With an eccentricity of 0.50 +0.08 −0.09 , Proxima comes within 4.3 +1.1 −0.9 kau of α Cen at periastron, and is currently close to apastron (13.0 +0.3 −0.1 kau). This orbital motion may have influenced the formation or evolution of the recently discovered planet orbiting Proxima, as well as circumbinary planet formation around α Cen

    International audienceThe projection factor (p-factor) is an essential component of the classical Baade-Wesselink (BW) technique, which is commonly used to determine the distances to pulsating stars. It is a multiplicative parameter used to convert radial velocities into pulsational velocities. As the BW distances are linearly proportional to the p-factor, its accurate calibration for Cepheids is of critical importance for the reliability of their distance scale. We focus on the observational determination of the p-factor of the long-period Cepheid RS Pup (P = 41.5 days). This star is particularly important as this is one of the brightest Cepheids in the Galaxy and an analog of the Cepheids used to determine extragalactic distances. An accurate distance of 1910 ± 80 pc (±4.2%) has recently been determined for RS Pup using the light echoes propagating in its circumstellar nebula. We combine this distance with new VLTI/PIONIER interferometric angular diameters, photometry, and radial velocities to derive the p-factor of RS Pup using the code Spectro-Photo-Interferometry of Pulsating Stars (SPIPS). We obtain p = 1.250 ± 0.064 (±5.1%), defined for cross-correlation radial velocities. Together with measurements from the literature, the p-factor of RS Pup confirms the good agreement of a constant p = 1.293 ± 0.039 (±3.0%) model with the observations. We conclude that the p-factor of Cepheids is constant or mildly variable over a broad range of periods (3.7 to 41.5 days)

    Half a century of ageing in France: Dynamics and specificities of the Mediterranean coastline

    International audienceDrawing on demographic data observed on a detailed territorial scale, the authors analyse the differentiated ageing of geographic spaces in France over the last forty years, taking account of the two dynamics (natural and migratory) driving the process. The clustering tools implemented – the results of which are presented in maps– bring to light unexpected littoral specificities, in particular on the French Mediterranean seaboard. Taking into account both the proportion of elderly people and their concentration in specific parts of the territory, the chapter shows that the rate of ageing is lower in urban than rural areas, a fortiori along the Mediterranean coasts, so that one can speak of ‘two Mediterraneans of French ageing’. The chapter underscores the major repercussions of the residential mobility of the populations at different stages of the life cycle for the ageing of the territories and, more broadly, the link between demographic ageing and the process of ‘littoralisation’. It confirms the value of territorially fine-grained demographic data in showing the dynamics of ageing in its territorial specificities and exceptions

    International audienceThis article deals with microwave tomography for brain stroke imaging using state-of-the-art numerical modeling and massively parallel computing. Iterative microwave tomographic imaging requires the solution of an inverse problem based on a minimization algorithm (e.g., gradient based) with successive solutions of a direct problem such as the accurate modeling of a whole-microwave measurement system. Moreover, a sufficiently high number of unknowns is required to accurately represent the solution. As the system will be used for detecting a brain stroke (ischemic or hemorrhagic) as well as for monitoring during the treatment, the running times for the reconstructions should be reasonable. The method used is based on high-order finite elements, parallel preconditioners from the domain decomposition method and domain-specific language with the opensource FreeFEM++ solver

    Etude de la Segmentation Internationale des Processus Productifs (SIPP). Une reformulation de la théorie de la fragmentation

    In a context of rude international competition with the rise of emerging countries, the production chain of MNCs becomes more complex. The objective of this thesis is to study the strategies of ISPP carried out by the MNCs. The first chapter establishes the shortcomings of works on the international fragmentation of production processes, which are mostly ‘country’ based studies and are no longer in line with changes of the current industrial world. In this chapter, the ISPP is defined. In Chapter 2, we build a partial equilibrium model to a single firm (the MNC) in order to find the main elements that determine ISPP and to show the different strategies by which MNCs segment their production process. In Chapter 3, we construct four new ISPP measurement indices and conduct relative descriptive studies. Chapter 4 verifies and complements the results obtained in the previous chapters, using two econometric models based on the French MNCs data and those relating to the countries where they have production activities. It appears that the ISPP combines the traditional theories and the new logics relating to international fragmentation; the constraints or advantages related to the firm and countries determine the choice of the firm to segment or not its production process via mixed or/and vertical strategies. Today, international fragmentation of production is no longer just a matter of the association of western multinational companies with suppliers of countries with low labor costs. Access to foreign markets, to a specific knowledge and skills are increasingly targeted. The strategies have evolved greatly and the level of countries too.Au vue de la concurrence internationale qui s’est accrue avec l’évolution des pays émergents, les chaînes de production des FMN suivent des schémas de plus en plus complexes. L’objectif de cette thèse est d’étudier les stratégies de SIPP opérées par les FMN. Le chapitre 1 établie les manquements des travaux relatifs à la fragmentation internationale des processus de production qui sont en majorité des études ‘pays’ et ne sont plus en accord avec les changements relatifs au monde industriel actuel. La SIPP y est définie. Dans le chapitre 2, nous construisons un modèle d’équilibre partiel à une seule firme afin de trouver les principaux éléments qui déterminent la SIPP et de montrer les différentes stratégies par lesquelles les FMN segmentent leur processus de production. Dans le chapitre 3, nous construisons quatre nouveaux indices de mesure de la SIPP et faisons des études descriptives relatives. Le chapitre 4 vérifie et complète les résultats obtenus dans les chapitres précédents via une étude économétrique. Il ressort que la SIPP allie les théories traditionnelles et les nouvelles logiques relatives à la fragmentation internationale ; les contraintes ou avantages liés conjointement à la firme et aux pays déterminent le choix de segmenter ou pas son processus de production via des stratégies mixtes et/ou verticales. La SIPP ne se résume plus seulement à l’association des FMN occidentales donneuses d’ordre à des fournisseurs de pays à faible coûts de main d’œuvre.     Effects of eliciting long-run price forecasts on market dynamics in asset market experiments

    In this study, we investigate (a) whether eliciting future price forecasts influences market outcomes and (b) whether differences in the way in which subjects are incentivized to submit ``accurate'' price forecasts influence market outcomes as well as the forecasts in an experimental asset market. We consider four treatments: one without forecast elicitation and three with forecast elicitation. In two of the treatments with forecast elicitation, subjects are paid based on their performance in both forecasting and trading, while in the other treatment with forecast elicitations, they are paid based on only one of those factors, which is chosen randomly at the end of the experiment. We found no significant effect of forecast elicitation on market outcomes in the latter case. Thus, to avoid influencing the behavior of subjects and market outcomes by eliciting price forecasts, paying subjects based on either forecasting or trading performance is better than paying them based on both
