Religious Moderation in the Perspective of Religious Community Organizations of Persatuan Islam (PERSIS)
This research aims to describe the leadership perspective of the Persatuan Islam (Persis) Branch of Tanjungsari on the concept of religious moderation, analyze its relevance to Emile Durkheim’s structural-functional theory and George Herbert Mead’s symbolic interactionism, and explain its sociological implications for community interaction in Tanjungsari. This study employs a qualitative-descriptive approach using field studies and library research. Data were collected through observation, interviews, and documentation, involving Persis religious leaders and community members as primary data sources, while books, journals, and official documents served as secondary data. The analysis applies sociological interpretation based on Durkheim’s and Mead’s theoretical frameworks. The findings indicate that Persis Tanjungsari understands religious moderation as a social mechanism that fosters harmony while maintaining Islamic orthodoxy. Moderation is practiced in social interactions but not extended to theological compromise. The organization functions as a moral regulator, cultivating tolerance without diluting religious principles. This aligns with Durkheim’s concept of religion as a source of social solidarity and Mead’s view of meaning formation through interaction. This study contributes to the sociology of religion in Indonesia by revealing the internal meaning-making process of moderation within Persis and its implications for community cohesion
Talent Management Through Competency Tests to Improve the Quality of State Civil Apparatus
This study analyzes the implementation of talent management through competency testing as a strategy to improve the quality of the State Civil Apparatus (ASN) within the Makassar City Government. Using a qualitative case study approach, the research explores the competency gaps identified among supervisory-level employees who participated in the 2024 competency assessment conducted by BKPSDM Makassar City. Data were collected through observations (12 February–15 March 2024), documentation review, and interviews with key stakeholders. The findings show that although 93% of employees fall within the “optimal” competency mapping category, only 20% meet the requirements for higher job placements, while 40% are still developing, and another 40% fall below required standards. Significant competency gaps were found in self-development, managing change, and orientation to results. These gaps indicate that competency test results have not been fully integrated into a comprehensive talent management system, particularly in linking assessment outcomes with strategic development, placement, and career acceleration policies. The study concludes that while competency testing provides a strong diagnostic foundation, its effectiveness in strengthening talent management relies on consistent follow-up mechanisms, data-driven decision-making, and sustainable development programs. Recommendations include enhancing HR analytics, reinforcing merit-based policies, and establishing continuous monitoring to develop a professional, accountable, and high-performing ASN workforce
The Influence of Environment and Motivation on Work Discipline of Elementary School Teachers
Work discipline is an essential element of human resource management and a prerequisite for achieving optimal teacher performance. However, preliminary findings in several public elementary schools in the Singorojo District indicate that some teachers still exhibit low levels of discipline in terms of attendance and completion of administrative tasks. This condition suggests the presence of underlying factors affecting teacher discipline, particularly the work environment and work motivation. This study aims to analyze the influence of the work environment and work motivation, both partially and simultaneously, on the work discipline of elementary school teachers. The research employed a quantitative approach with a survey design. The population consisted of 266 elementary school teachers in Singorojo District, and a sample of 160 teachers was selected using proportional sampling. Data were collected through questionnaires and analyzed using descriptive statistics, as well as prerequisite tests (normality, linearity, multicollinearity, and heteroscedasticity), and simple and multiple linear regression analyses. The findings indicate that the work environment has a significant influence on teacher work discipline (R² = 0.336). Work motivation also significantly affects work discipline (R² = 0.246). Simultaneously, the work environment and work motivation contribute 40.1% to teacher work discipline (Sig. 0.000). A supportive work environment and high work motivation are proven to enhance the work discipline of elementary school teachers. These findings underscore the importance of enhancing the work environment and bolstering teacher motivation as key strategic efforts for schools. Future research is recommended to explore other potential predictors such as leadership, organizational culture, or workload
Legal Protection of Good Faith Buyers in Developer Bankruptcy: Indonesian Supreme Court Decision 24K/Pdt.Sus-Pailit/2025
This study examines the legal protection afforded to good-faith housing buyers when objects of a Binding Sale and Purchase Agreement (PPJB) are included in a developer's bankruptcy estate, focusing on Supreme Court Decision No. 24 K/Pdt.Sus-Pailit/2025. The research employs a normative juridical method, using statutory, conceptual, and case approaches to analyze bankruptcy law, consumer protection norms, PPJB regulations, and judicial reasoning. The study finds that although the PPJB in the case was privately executed and did not comply with the formal requirements of Ministerial Regulation ATR/BPN No. 16 of 2021, the Supreme Court affirmed that buyers who had fully paid and taken possession before bankruptcy qualify as good-faith third parties entitled to protection. The Court emphasized the asset separation principle, holding that only assets legally owned by the debtor at the time of bankruptcy may form part of the bankruptcy estate, thereby limiting the universality principle and prioritizing substantive justice. By annulling the curator’s action, the decision strengthens consumer protection in developer bankruptcy cases. This study concludes that buyers require both preventive and repressive legal protection, and that PPJBs should be executed as authentic deeds with a power of sale clause to prevent future disputes
Enhancing the Professional Capacity of Islamic Religious Education Teachers in Developing KOSP through a PAR-Based Mentoring Program in North Lampung
This community service activity aims to strengthen the professional capacity of Islamic Religious Education (PAI) teachers in developing the Operational Curriculum for Educational Units (KOSP) based on the Independent Curriculum in North Lampung Regency. This activity was motivated by teachers' limited ability to compile KOSP documents, Learning Objective Flows (ATP), and contextual teaching modules aligned with the principles of independent learning. The Participatory Action Research (PAR) approach was implemented as a participatory mentoring model, positioning PAI teachers as active partners throughout the problem identification, implementation, reflection, and evaluation processes. This program involved PAI teachers from 20 educational units and was implemented through structured activities, including socialization, interactive training, collaborative KOSP and ATP workshops, ongoing mentoring, and joint reflection. The results of the community service demonstrated improvements in teachers' curriculum development practices, as participants were able to produce school-based KOSP documents, design systematic ATP aligned with learning outcomes, and develop contextual and differentiated PAI teaching modules tailored to student characteristics and the local context. In addition, the mentoring process fostered increased self-confidence, collaboration, and reflective awareness. The uniqueness of this activity lies in the PAR-based mentoring design, which emphasizes active involvement, collaborative learning, and sustainability
Development Of Regulations To Prevent And Address Algorithmic Bias In E-Commerce Competition Law
The study identified shortcomings in Law No. 5 of 1999 on algorithmic discrimination in the e-commerce business. The study employs normative legal methods, incorporating a legislative, conceptual, and algorithmic justice approach, as well as a comparative analysis of EU and US regulations. Secondary data, including ICC cases, were analyzed through literal, co-curricular, and teleological interpretations. This highlights the limitations of existing norms in addressing digital dynamics. Law No. 5/1999 does not have explicit regulations on automated algorithms, including definitions, transparency, or auditing of systems. Real cases, such as Shopee's internal delivery priority, harm small businesses through biased weighting factors, violating Article 19(d) and Article 25(1)(a). The first step is to mandate that major platforms disclose their algorithmic principles and conduct quarterly independent audits. Furthermore, strengthen ICC with technologists and data management rules. Long-term measures include international cooperation and the application of Pancasila-based ethics to achieve social justice, which is crucial for protecting SMEs in Indonesia's digital market, aligning with the global dominance of algorithms, and in line with ICC's principles aimed at combating AI collusion. Reform promotes healthy and inclusive competition
Presidential Elections Without a Threshold in Indonesia: Strengthening Citizens’ Political Rights After the 2025 Constitutional Court Decision
The presidential threshold in Indonesia, requiring political parties or coalitions to secure at least 20% of parliamentary seats or 25% of valid votes to nominate presidential candidates, has long sparked debate over the constitution. Critics contend that this requirement operates as a structural barrier that limits citizens' political rights and consolidates oligarchic dominance. This study examines the abolition of the presidential threshold following the Constitutional Court's Decision No. 62/PUU-XXII/2024, which annulled Article 222 of the 2017 Election Law. Employing a normative juridical and comparative approach, the research analyzes constitutional principles, judicial reasoning, and electoral practices in selected democracies, including France and the United States. The analysis demonstrates that removing the presidential threshold broadens political participation, enhances inclusivity, and fosters fairer democratic competition by reducing the dominance of major parties. Although the absence of a threshold may increase the number of candidates and the likelihood of run-off elections, such consequences can be mitigated through appropriate institutional design. Normatively, this study concludes that abolishing the presidential threshold is constitutionally justified and necessary to fully realize citizens' political rights and democratic sovereignty in Indonesia
Legal Certainty and Financial Inclusion Effects of POJK 29/2024 on Innovative Credit Scoring
The development of financial technology has led to the emergence of ICS as a solution to the limited access to formal credit still experienced by underbanked communities and MSME players in Indonesia. This study aims to analyze the role of ICS in increasing financial inclusion and to examine the implementation of POJK 29/2024 in supporting the optimization of ICS for MSMEs. The research method employed is normative legal research, utilizing a legislative and conceptual approach. The results demonstrate that ICS plays a crucial role in expanding credit access by leveraging AI and ML-based alternative data, thereby reaching underbanked communities and MSMEs that lack a formal credit history. In addition, POJK 29/2024 provides legal certainty and a more comprehensive governance framework for the implementation of alternative credit, particularly in relation to licensing, supervision, and consumer protection. Banks are expected to optimized the use of ICS in the credit assessment process to improve access to financing for MSMEs while continuing to apply the principle of prudence
Capacity Building of Principals and Islamic Education Teachers on SPMI Implementation in North Lampung
This mentoring program aimed to enhance principals’ and teachers’ understanding and practical skills in implementing the Internal Quality Assurance System (SPMI) in Islamic Religious Education (PAI) learning, thereby fostering a quality culture grounded in Islamic values. The program was motivated by the low level of SPMI understanding and implementation in schools in North Lampung Regency, where PAI learning had largely been administrative and had not sufficiently addressed students’ character and value development. The activity was designed as a participatory, mentoring-based community service program involving 10 school principals and 25 PAI teachers from six public secondary schools, and was conducted over three months. The mentoring was implemented through four stages: socialization of SPMI and the PPEPP cycle, technical training on quality-based learning documents, field mentoring during classroom implementation, and monitoring and evaluation. The results indicate a significant improvement in participants’ understanding of SPMI and the PPEPP cycle. Teachers were able to develop value-based learning documents, apply reflective learning strategies, and implement character-oriented evaluation, while principals demonstrated stronger leadership as drivers of school quality culture. This mentoring also strengthened collaboration among principals, teachers, and supervisors in implementing an integrative and contextual SPMI. In the long term, this program contributes to the development of a sustainable quality assurance system for Islamic education. It offers a replicable mentoring model for other regions with similar educational context
