APARTHEID AND RACIAL DISCRIMINATION 
IN THE REPUBLIC OF SOUTH AFRICA 
 
 The Assembly of Heads of State and government meeting in it Second Ordinary 
Session in Accra, Ghana, from 21 to 25 October 1965, 
 
 Recalling the resolution adopted on 25 May 1963 by the Assembly of Heads of 
State and Government resolutions AHG/Res.5(I) and AHG/Res.6(I) of July 1964, as well 
as resolution CM/Res. 48(IV) of March 1965, on the problem of apartheid and racial 
discrimination, 
 
 Considering the report of the Ministers for Foreign Affairs of Liberia, 
Madagascar, Sierra Leone and Tunisia, who had been requested by the Conference of 
Heads of State and Government in Addis Ababa in May 1963 to speak on behalf of all 
African States at the meetings of the Security Council held to discuss the question of 
apartheid and racial discrimination in the Republic of South Africa, and whose 
mandate was extended by the Assembly of Heads of State and Government meeting in 
its First Ordinary Session in Cairo in July 1964, 
 
 Taking note of the reports of the United Nations Special Committee on the 
Policies of apartheid of the Government of the Republic of South Africa (United Nations 
documents A/5932 and A/5957), 
 
 Noting the measures taken by other states in implementation of the resolutions of 
the Untied Nations and of the Organization of African Unity in order to bring about the 
abandonment of the policy of apartheid, 
 
 Considering that the situation in the Republic of South Africa is constantly 
deteriorating and constitutes an ever-increasing threat to international peace and 
security, 
 
 Gravely concerned at the increasing collaboration of the South African 
Government with the Government of Portugal as well as with the minority authorities 
in Southern Rhodesia to prevent the liberation of Southern Africa from colonialism and 
racism, 
AHG/Res. 34 (II) 
 
 
 
 Considering that the continued collaboration by various powers with the South 
African Government in the economic, political and military fields, and their opposition 
to economic sanctions against South Africa, are encouraging the South African 
Government to continue its dangerous policy, 
 
 Convinced that effective and prompt international action is imperative in order 
to resolve the situation in South Africa in accordance with the purposes and principles 
of the United Nations and the Organization of African Unity and to avert the grave 
danger of violent conflict, which is bound to have world-wide repercussions, 
 
1. REAFFIRMS the decisions taken by the Organization of African Unity on 
the question of apartheid and racial discrimination; 
 
2. APPROVES the recommendation of the United Nations Special Committee 
on the policies of apartheid of the government of the Republic of South 
Africa and invites the Security Council and the General Assembly of the 
United Nations to adopt these recommendations; 
 
3. EXPRESSES ITS APPRECIATION to the Ministers for Foreign Affairs of 
Liberia, Madagascar, Sierra Leone and Tunisia; 
 
4. URGENTLY CALLS on all States to institute a strict embargo on the supply 
of arms, ammunition and other material for use by military and police forces 
in South Africa; in particular, calls on the French Government to abide by 
the resolutions of the United Nations Security Council and forthwith cease 
supply of military equipment to South Africa, and calls on other States that 
have announced arms embargoes to implement them strictly without 
exceptions or restrictive interpretations; 
 
5. LAUNCHES A SPECIAL appeal to the major trading partners of the 
Republic of South Africa – particularly the United Kingdom, the United 
States, Japan, the Federal Republic of Germany, Italy and France – to 
discontinue their growing economic collaboration with the South African 
AHG/Res. 34 (II) 
Government, since such collaboration encourages it to defy world opinion 
and to accelerate the implementation of the policy of apartheid; 
 
6. CALLS ON the Security Council and the General Assembly of the United 
Nations to recognize the present situation in South Africa as a serious threat 
to international peace and security, to institute effective economic sanctions 
against South Africa and to assist the victims of apartheid and repression; 
 
7. DECIDES to take steps to promote the election to the Security Council of 
States which support effective action on this problem; 
 
8. CALLS ON the Specialized Agencies of the United Nations and other 
international organizations to take energetic measures, within their 
respective fields of competence, to compel South Africa to abandon its 
policies of apartheid; 
 
9. INSTRUCTS the Administrative Secretary-General: 
 
a) To review the implementation of economic sanctions against South Africa 
by Member States of the Organization of African Unity and other states; 
 
b) To make recommendations on the implementation of all relevant 
resolutions of the Organization of African Unity and in particular 
resolutions AHG/Res.5(I) and AHG/Res.6(I), by the member Sates of the 
Organization of African Unity; 
 
c) To recommend measures to persuade other States to cease collaboration 
with the Government of the Republic of South Africa; 
 
10. INVITES the South African liberation movements to concert their policies 
and actions and intensify the struggle for full equality, and appeals to all 
States to lend moral and material assistance to the liberation movements in 
their struggle;

11. REQUESTS the African Group at the Untied Nations to take appropriate 
steps to secure effective action by United Nations organs in the light of the 
present resolution; 
 
 
 
 
12. REQUESTS the Ministers for Foreign Affairs of Liberia, Madagascar, Sierra 
Leone and Tunisia and the African Group at the United Nations to continue 
their efforts on the Security Council in implementation of their terms of 
reference.

DECISION ON PAYING THE REPRESENTATION ALLOWANCE 
TO COMMISSIONERS – DOC. PRC/RPT (XV) 
 
 
The Executive Council: 
 
1. TAKES NOTE of the Permanent Representatives Committee’s 
recommendation that payment of hospitality allowance of US$250.00 
per month paid to Commissioners be recovered as recommended by 
the External Board of Auditors; 
 
2. ALSO TAKES NOTE of the AU Commission’s representation and the 
appeal made that the allowance has been paid to the elected officials 
since 1984; 
 
3. APPROVES as follows: 
 
a) that all previous payments up to 31 December 2007, be 
retroactively endorsed; 
 
b) that approval has been granted with effect from January 2008 to 
continue payment of this allowance.

La Conférence : 
 
1. FELICITE le Président intérimaire de la Commission, le Programme des 
Nations unies pour l’Environnement (PNUE) et l’Union internationale pour la 
Conservation de la Nature et des Ressources naturelles (UINCN) pour les 
efforts consentis en vue d’adapter la Convention africaine de 1968 
(Convention d’Alger) sur la Conservation de la Nature et des Ressources 
naturelles, aux récents développements survenus sur la scène de 
l’environnement et des ressources naturelles en Afrique et d’adaptation la 
Convention aux niveaux et aux normes des accords multilatéraux en vigueur 
sur l’environnement, 
 
2. FELICITE PAR AILLEURS les gouvernements d’Algérie, du Burkina Faso, du 
Cameroun et du Nigeria, Parties à la Convention africaine de 1968 
(Convention d’Alger) sur la Conservation de la Nature et des Ressources 
naturelles, pour l’initiative de la révision de la Convention, 
 
3. APPROUVE la version révisée de la Convention africaine de 1968 
(Convention d’Alger) relative à la Conservation de la Nature et des Ressources 
naturelles, 
 
4. DEMANDE à tous les Etats membres de signer et ratifier, la Convention 
révisée pour sa mise en vigueur dès que possible, 
 
5. DEMANDE EGALEMENT au Président de la Commission de prendre toutes 
les dispositions nécessaires afin que la Convention révisée soit suffisamment 
vulgarisée pour en faciliter sa mise en oeuvre, 
 
6. PRIE le Programme des Nations unies pour l’Environnement, les agences 
pertinentes du système des Nations unies, l’Union internationale pour la 
Conservation de la Nature et des Ressources naturelles et autres 
organisations non gouvernementales pertinentes de coopérer avec la 
Commission et les Etats membres de l’Union africaine afin d’assurer la mise 
en oeuvre effective de la Convention.

DECISION ON ACCELERATING ACTION FOR CHILD SURVIVAL AND 
DEVELOPMENT IN AFRICA TO MEET THE MDGs 
(DOC. ASSEMBLY AU/2(V)) 
 
The Assembly: 
 
 
1. TAKES NOTE of the Report and ENDORSES the recommendations 
contained therein; 
  
2. RECALLS the various blue-prints adopted in favour of improving the 
well-being of children in Africa, in particular, the African Charter on the 
Rights and Welfare of the Child (1990) and the African Common 
Position on the Future of Children – Africa Fit for Children (2001); 
 
3. DEEPLY REGRETS that to-date only 35 Member States have ratified 
the African Charter on the Rights and Welfare of the Child and 
APPEALS to Member States which have not yet done so to expedite 
the ratification process;  
 
4. AWARE of the fact that all the MDGs are, directly or indirectly relevant 
to children CALLS UPON Member States to scale up the process of 
attaining the goals, in particular the fourth goal on Reducing by two-
thirds the mortality of under-fives, which can be achieved by low cost, 
and high impact interventions; 
 
5. COMMENDS UNICEF for its Accelerated Child Survival and 
Development (ACSD) Programme and REQUESTS UNICEF and other 
partners to extend the programme to the whole continent and Member 
States to mainstream the programme into their national health policies, 
the Poverty Reduction Strategies and Health Sector Reforms; 
 
6. URGES Member States to: 
 
a) Reaffirm their commitment to implement pledges made to African 
children with renewed determination and set up mechanism at 
national level to ensure integrated child-centered, community-
driven implementation of the package consisting: Integrated 
management of childhood illnesses(IMCI), ante-natal care for 
mothers and immunization-plus; 
 
(b)     collaborate with AU, UNICEF and other partners, to elaborate a 
road-map on MDG 4 for reduction of child mortality and morbidity 
to be considered at the Mid-term review of the African Common 
Position at the 2006 Pan-African Forum on Children;  
 
(c) within the framework  of the Child Survival Partnership and other 
partnerships, commit national resources and mobilize additional 
resources to significantly reduce child deaths and suffering.

7. REQUESTS the Regional Economic Communities (RECs) to lead the 
child survival agenda in their regions in collaboration with development 
partners and collaborate with AU Commission to coordinate and 
harmonize the programmes and strategies. 
 
8. ALSO URGES the UN Agencies, International Organisations and 
Development partners to technically support Member States in the 
process of strategic planning, implementation, monitoring and 
evaluation of child policies; mobilize financial resources to be used at 
national level; and collaborate with the African Union and RECs in 
playing their roles 
 
9. REQUESTS the Commission to: 
 
(a) Convene the Mid-term review of the African Common Position on 
Children in 2006; 
 
(b) Advocate for necessary investments and mobilize international 
support with partners in order to monitor and review progress on 
meeting MDG 4; 
  
(c)  Bring to the attention of the African Committee of Experts on the 
Rights and Welfare of the Child, AU Peace and Security Council, 
Pan-African Parliament, and ECOSOCC those countries that are 
violating children's rights and endangering their well-being, 
through conflict, poor governance, abuse, neglect, 
marginalisation and other forms of exclusion;  
 
(d) Strengthen and support the African Committee on the Rights and 
Welfare of the Child in ensuring that the Committee fulfils its 
responsibility to monitor the implementation of the African 
Charter on the Rights and Welfare of the Child; 
 
(e) place commitments made by governments regarding children at 
the heart of the Africa Peer Review Mechanism (APRM) and 
report regularly to African Leaders on progress achieved in 
efforts to advance child survival and well-being including new 
lessons learnt.

l’inauguration du Parlement et S’ENGAGE à apporter son soutien total 
aux efforts qu’ils déploient pour exécuter leur mandat tel que défini dans 
le Protocole au Traité instituant la Communauté économique africaine, 
relatif au Parlement panafricain ; 
 
3. DECIDE que le Siège du Parlement panafricain est établi en République

2. ENDORSES the Report and the Declaration of the First Conference of 
Ministers of Economy and Finance; 
 
3. DECIDES to institutionalize this Conference which will meet once a year; 
 
4. MANDATES the Commission, in collaboration with the Regional Economic 
Communities (RECs), the African Development Bank (ADB), the United 
Nations Commission for Africa (UNECA) and development partners, to 
ensure the preparation of this Conference and report to it at its annual

FOR REMITTANCES (AIR)

The Assembly, 
 
1. TAKES NOTE of the Report of the Fifth Joint Annual Meetings of the African 
Union (AU) Conference of Ministers of Economy and Finance and United Nations 
Economic Commission for Africa (ECA) Conference of African Ministers of 
Finance, Planning and Economic Development relating to the establishment of 
an African Institute for Remittances (AIR); 
 
2. RECALLS the Declaration of the Global Diaspora Summit of May 2012 in South 
Africa that adopted the establishment of the African Institute for Remittances as 
one of the five legacy projects of the African Union; 
 
3. ENDORSES the establishment of the African Institute for Remittances and 
requests the AUC to work on the modalities for its structures and location and 
submit to relevant organs to facilitate its early operationalization; 
 
4. CALLS UPON the African Development Bank (AfDB), World Bank, United 
Nations Economic Commission for Africa (UNECA) and other partners to support 
the implementation of this initiative.
