AHG/Dec.135 (XXXV) Decision on the “First Meeting of States Parties to the Convention 
on the Prohibition of the Use, Stockpiling, Production and 
Transfer of Anti-Personnel Mines and on their Destruction” 
 
The Assembly: 
 
 
1. TAKES NOTE of the relevant information contained in the Report of the Secretary-
General on the "First Meeting of States Parties of the Convention on the Prohibition 
of the Use, Stockpiling, Production and Transfer of Anti-personnel Mines and on 
their Destruction", held in Maputo, Mozambique, from 3 - 7 May, 1999;  
 
2. RECOGNIZES that the issue of antipersonnel mines constitutes a major public 
health threat and a source of concern in the international political agenda, requiring 
a global approach in order to address the negative effects of these deadly devices;  
 
3. COMMENDS the rapid entry-into-force of the Convention on the Prohibition of 
the Use, Stockpiling, Production and Transfer of Anti-personnel Mines and on 
their Destruction;  
 
4. FURTHER RECOGNIZES that the proliferation of anti-personnel mines 
constitutes an issue of insecurity which affects free circulation of people and goods 
in affected countries;  
 
5. EXPRESSES ITS DEEP CONCERN for the devastating effects of anti-
Personnel mines on human lives and their negative impact on the country's 
economic development;  
 
6. COMMENDS all States Parties to the Convention;  
 
 
7. CALLS UPON all countries which have not done so to sign and ratify the Convention;  
 
 
8. EXPRESSES ITS APPRECIATION for the outcome of the Maputo meeting;  
 
 
9. SUPPORTS FIRMLY the objectives and purposes enshrined in the 
"Maputo Declaration";  
 
10. REQUESTS the Secretary-General to continue to sensitize Member States 
to contribute to the effective implementation of the Convention.

ET DE PROTECTION DE L’ENVIRONNEMENT

Le Conférence :
1. RAPPELLE la Décision AHG/Dec.163 (XXXVII) de sa 37ème session ordinaire tenue à Lusaka, Zambie,
en juillet 2001, par laquelle elle a adopté le processus africain d’aménagement et de protection de
l’environnement côtier et marin en Afrique *subsaharienne et décidé de tenir sa conférence sur le
partenariat au niveau des chefs d’État, parallèlement au Sommet mondial sur le développement durable;
2. AFFIRME que le processus africain est une contribution importante des pays africains pour le Sommet
mondial sur le développement durable et RECONNAÎT la qualité exceptionnelle du travail effectué par
les experts africains dans la mise en place du Fonds pour l’Environnement mondial FEM/MSP pour
l’aménagement et la protection de l’environnement marin et côtier en Afrique subsaharienne, qui a
permis la mise en œuvre du processus africain;
3. APPROUVE la proposition de la deuxième réunion du Comité Directeur du FEM/MSP concernant le volet
environnemental du Nouveau partenariat pour le Développement de l’Afrique (NEPAD), tendant à  inclure
le processus africain comme composante du  volet « océans » du NEPAD et de recommander
l’application de sa méthodologie à d’autres domaines thématiques;
4. INVITE tous les pays participant au processus à envisager l’allocation de ressources financières
adéquates ainsi que l’appui institutionnel, administratif, politique et de régulation pour la mise en œuvre
du processus africain, et en particulier pour certaines propositions de projet et INVITE ÉGALEMENT tous
les États membres à appuyer et à participer activement à la mise en œuvre du processus africain;
5. LANCE UN APPEL aux pays du G8 et aux autres partenaires externes, bilatéraux et multilatéraux, ainsi
que les institutions financières internationales, pour qu’ils apportent leur assistance pour le financement
des projets qui seront présentés à la Conférence sur le partenariat du processus africain;
6. DEMANDE au Fonds mondial de l’environnement et à la Banque mondiale de financer la deuxième
génération du cycle de développement du projet de processus africain, afin de permettre à d’autres Etats
membres de participer et d’aider à l’élaboration de projets viables bénéfiques à tous qui s’attaquent aux
causes fondamentales de la dégradation de l’environnement, et de promouvoir le développement
durable;
7. SE FELICITE de l’approche novatrice élaborée par le Processus africain, exécutée par un représentant
de la société civile, le Comité consultatif sur la protection de la mer (ACOPS) en partenariat avec le
PNUE, le bureau de coordination du GPA, l’OCI, l’UNESCO et recommande que ces partenariats avec
diverses parties prenantes soient, par ailleurs, renforcés pour régler les problèmes environnementaux
pressants, et que ce mécanisme inclue également l'OUA ;
8. EXPRIME SA GRATITUDE au Gouvernement du Nigeria et en particulier à Son Excellence le Président
Olusegun Obasanjo pour sa vision et son leadership dans l’exécution du mandat confié à son pays en
tant que président de la CMAE, pour sa décision d’abriter la Super Prep–Com et pour avoir tout mis en
œuvre afin que la Conférence sur le partenariat se tienne au niveau des chefs d’État pendant le Sommet
mondial sur le développement durable;

9. DEMANDE, EN OUTRE, au Secrétaire général de présenter un rapport sur les conclusions de la
Conférence sur le Partenariat au prochain Sommet de l’Union africaine.

DECISION ON UN REFORM
The Assembly:
1. TAKES NOTE of the Report of the Chairperson of the Expanded Follow-up
Mechanism on UN reforms;
2. AFFIRMS the determination of Africa to correct the historical injustice that
arises out of a situation in which the continent is the only region that does
not have a permanent seat on the UN Security Council;
3. DECIDES to maintain the resolution presented before the UN General
Assembly Session and REQUESTS all Member States to sponsor it;
4. RENEWS the mandate of the Committee of Ten Heads of State and
Government and the Expanded Follow-up Mechanism to continue
consultations with a view to promote and support the Common African
Position as embodied in the Ezulwini Consensus and the Sirte Resolution
on UN reform including the reform of the Security Council;
5. ENCOURAGES Member States to support this process;
6. REQUESTS the Committee of Ten to submit a progress report on this
issue to the next Ordinary Session of the Assembly in July 2006

COMMUNIQUÉ 
Adopted by the Peace and Security Council (PSC) of the African Union (AU) at its 844th meeting 
held on 24 April 2019 on the Progress Report on Security Sector Reform in The Gambia,   
The Peace and Security Council,    
Recalling its previous communiqués and press statements on the situation in The Gambia, 
particularly, Communique [PSC/PR/COMM. (DCXCIV)] adopted at its 694th meeting held on 15 
June 2017;   
Noting the remarks made by the Permanent Representative of the Federal Republic of 
Nigeria to the African Union, H.E. Ambassador Bankole Adeoye, in his capacity as the PSC 
Chairperson for the month of April 2019; the statement made by the Permanent Representative 
of The Gambia to the African Union, H.E. Ambassador Sulayman Alieu Jack; the presentation 
made by the AU Commissioner for Peace and Security, H.E. Ambassador Smail Chergui, as well as 
the statements made by the Economic Community of West African Countries (ECOWAS) 
Permanent Representative to the AU, Dr. Nelson Magbagbeola, and the Representative of the 
European Union (EU); 
  
Also noting the significant progress being registered in the reforms process in The 
Gambia; and 
 
Acting under Article 7 of its Protocol, the Peace and Security Council:   
1. Commends the Government of The Gambia for its relentless efforts towards consolidating 
democracy in the country, among others through the current reforms process, which will 
significantly contribute towards promoting stability, as well as economic growth and prosperity 
in the country; 
 
2. Also commends the AU Commission, particularly, the AU Technical Support Team to The 
Gambia (AUTSTG) for its commitment in discharging its mandate of providing technical support 
to relevant Gambian defense and security sector institutions in the area of capacity building, 
which has seen the country developing its first ever National Security Policy;  
 
3. Further commends ECOWAS for its continued support to the overall reforms and 
stabilization efforts being deployed by the Government of The Gambia, particularly in the context 
of Security Sector Reform (SSR);  
 
4. Stresses the importance of the Government of the Gambia to play the leading role in the 
reforms process, on the basis of the priorities of the country, and to expedite decision making 
process on all aspects relating to the Defense and Security Sector Reform (DSSR), including the 
adoption of the National Security Council Act, as well as to coordinate the activities of various 
partners, working in close collaboration with the AU and ECOWAS, with a view to further 
enhancing national ownership and sustainability of the reforms process;

5. Encourages the Government of the Gambia to draw lessons from, and emulate the best 
practices of other AU Member States that have successfully undertaken similar DSSR exercise; 
 
6. Urges the Government of The Gambia to ensure gender mainstreaming in the SSR and 
other reforms processes; 
 
7. Calls on the AU, working in close coordination with ECOWAS and other AU Partners 
currently providing bilateral support to the Gambia, to redouble efforts in mobilizing additional 
resources  required by the Government of the Gambia for the successful implementation of all 
institutional reforms; 
 
8. Also calls on all actors providing support to The Gambia to ensure coordination and 
complementarity of actions, with a view to avoiding duplication and distraction of efforts and 
resources, as prescribed by guidance documents and in line with both, the AU and ECOWAS Policy 
Frameworks on SSR; 
 
9. Underscores the need for AU Member States through the African Solidarity Initiative (ASI) 
to provide technical support (financial and in-kind) to the Defense and Security institutions of 
The Gambia; 
 
10. Reiterates the commitment of the AU to support the Government of The Gambia in its 
ongoing efforts towards stabilizing the country; 
 
11. Welcomes the request made by the Government of the Gambia and, accordingly, decides 
to extend the mandate of the AU Technical Team to the Gambia for an additional period of twelve 
(12) months, until 31 August 2020;  
 
12. Decides to remain actively seized of the matter.

recommandations qui y figurent; 
 
2. FÉLICITE S.E. Olusegun Obasanjo Aremu, Président de l’AUCISS et les 
autres membres pour le travail accompli à ce jour en un laps de temps et 
avec des ressources limitées; 
 
3. PREND NOTE de la prorogation du mandat de l’AUCISS pour trois (3) mois 
supplémentaires afin de lui permettre d'achever ses travaux; 
 
4. DEMANDE à la Commission de mobiliser des fonds dans le cadre de 
l'exercice budgétaire 2014 pour financer la mise en œuvre des activités de 
l’AUCISS;
