DECLARATION ON A CODE OF CONDUCT FOR INTER-AFRICAN RELATIONS 
 
 
 
We, African Heads of State and Government meeting in Tunis, Tunisia, from 13 to 15 
June, 1994, on the occasion of the 30th Ordinary Session of our Summit, 
 
PREAMBLE 
 
Considering the Charter of the United Nations Organization, particularly its provisions on 
security, stability, economic development and co-operation, 
 
Considering the Charter of the Organization of African Unity, particularly its principles and 
objectives (Articles II and III) 
 
Considering the Abuja Treaty establishing the African Economic Community, 
 
Bearing in mind the resolution adopted by the Dakar Summit (29 June - 1 July 1992) on the 
strengthening of co-operation and co-ordination among African States, 
 
Bearing in mind also resolution CM/Res.1389 on the right of States to decide on their 
political options without foreign interference, 
 
Conscious of the magnitude of the challenges facing our continent and firmly resolved to 
face up to these challenges, 
 
Conscious of the fact that it behoves us, more than ever before, to close our ranks in order 
to better meet the hopes and expectations our peoples have nurtured for decades, 
 
Considering  the  proliferation  of  hot  beds  of  tension  in  Africa  and  the  serious  threat  they

DECISION ON ASSESSING AFRICA’S PROGRESS TOWARDS THE 
MILLENNIUM DEVELOPMENT GOALS (MDGs) – DOC. EX.CL/332 (XI) 
 
 
The Executive Council: 
 
1. TAKES NOTE of the report on Assessing Africa’s Progress Towards 
the Millennium Development Goals (MDGs); 
 
2. CALLS UPON the Commission, in collaboration with the Regional 
Economic Communities (RECs), the United Nations Economic 
Commission for Africa (ECA) and the African Development Bank 
(AfDB)to continue monitoring the implementation of the MDGs; 
 
3. FURTHER CALLS UPON all Member States to continue their efforts 
towards the attainment of the MDGs by 2015; 
 
4. MANDATES the Commission, the RECs, ECA and  AfDB to strengthen 
the capacity of national statistical institutions, as well as other African 
statistics organizations in the development of statistics in  Africa; 
 
5. REQUESTS the Commission to report on the progress made on the 
assessment of the MDGs to the Assembly at least once a year, in 
collaboration with the RECs, ECA and AfDB.

DECISION  ON SOMALIA 
 
The Assembly: 
 
 
1. NOTES WITH SATISFACTION the achievements made in the Somalia 
peace and reconciliation process under the auspices of the Inter-
Governmental Authority on Development (IGAD) and 
CONGRATULATES the people and the Transitional Federal 
Institutions (TFG) of Somalia for the success so far achieved; 
 
2.  WELCOMES the decision adopted by the 22nd Meeting of the Peace 
and Security Council (PSC) held on 5 January 2005, in which the PSC 
accepted, in principle, the deployment of an AU Peace Support 
Mission in Somalia, based on its previous decisions and the 
recommendations of the Nairobi Experts Meeting held on 15-16 
December 2004, to support the Somalia Transitional Federal 
Institutions, and requested the Commission to submit to it 
recommendations on the mandate, size, structure, tasks and funding 
requirements for such a Mission; 
 
3.  STRESSES the need for the AU and the larger international 
community to provide speedy and sustained support to the 
Transitional Federal Institutions to prevent the unraveling of the 
tremendous achievements made in the reconciliation process in 
Somalia as a result of two years of collaborative endeavour by the 
countries of the region, the AU and the international community at 
large; 
 
4.  REQUESTS the Commission to expedite the preparation of the 
recommendations requested by the PSC to facilitate the speedy 
deployment of an AU Peace Support Mission, as part of the efforts to  
create propitious security conditions and to normalize the situation in 
order to assist in the effective functioning of the Transitional Federal 
Institutions, the relocation of which, in Somalia, constitutes an 
important component of the ongoing efforts to restore lasting peace 
and stability in that country; 
 
5.      WELCOMES the Abuja Communiqué of the IGAD Heads of State and 
Government of 31 January 2005 and NOTES WITH APPRECIATION  
the commitment of Djibouti, Ethiopia, Kenya, Sudan and Uganda to 
provide troops and/or equipment for the deployment of an IGAD 
Peace Support Mission to provide security support to the TFG of 
Somalia in order to ensure its relocation to Somalia and guarantee the 
sustenance of the outcome of the IGAD peace process.  REQUESTS

the PSC to mandate IGAD to deploy such Peace Support Mission (PSM) 
pending the deployment of the envisaged AU PSM and REQUESTS 
FURTHER the Commission to provide support and assistance.  
 
6.  CALLS for the convening, as soon as possible, of an International 
Pledging Conference for the post-conflict reconstruction of Somalia 
within the context of the already established mechanism.  In this 
respect, the Assembly REQUESTS the Commission to take all 
measures required to contribute to the mobilization of the 
international community in support of peace-building efforts in 
Somalia; 
 
7.  CALLS UPON AU Member States, particularly the IGAD Member 
States, to continue to do their utmost to consolidate the process of

DECISION ON AIDS WATCH AFRICA (AWA) AND THE IMPLEMENTATION OF THE 
ABUJA AND MAPUTO DECLARATIONS ON MALARIA, HIV/AIDS, TUBERCULOSIS 
AND OTHER RELATED INFECTIOUS DISEASES 
IN AFRICA  
 
The Assembly: 
 
 
1. TAKES NOTE of: 
 
a) The presentation by the Representative of the Chairman of AIDS 
Watch Africa; 
 
b) The presentation by the Commissioner for Social Affairs of the AU; 
and  
 
c) The recommendations of the Executive Council as contained in the 
Decision EX.CL/Dec.104 (V). 
 
2. URGES Member States to ensure effective implementation of their 
commitments in accordance with the 2000 Abuja Declaration and Plan of 
Action on Roll Back Malaria, the 2001 Abuja Declaration and Plan of 
Action on HIV/AIDS, Tuberculosis and Other Related Infectious Diseases 
as well as the 2003 Maputo Declaration on Malaria, HIV/AIDS, 
Tuberculosis and Other Related Infectious Diseases in Africa and to 
report on progress made; 
 
3. DECIDES to reposition AWA’s Secretariat within the Social Affairs 
Department of the AU Commission for a more effective coordination of 
AWA’s roles and activities; 
 
4. URGES AWA to ensure that best practices amongst Member States in the 
prevention and control of HIV/AIDS, Tuberculosis, Malaria and Other 
Related Infectious Diseases are identified, propagated and adopted by all; 
 
5. REQUESTS the Chairman of AWA to report on progress made to the next 
Ordinary Session of the Assembly.

the United States and the United Kingdom 
 
 
The Assembly, 
 
 
1. TAKES NOTE of the Report of the Secretary-General;  
 
 
2. EXPRESSES ITS SATISFACTION over the courageous decision of the authorities 
of the Libyan Arab Jamahiriya to encourage the two Libyan suspects to stand trial 
before the Scottish Court sitting in the Netherlands and over its positive response, 
and SUPPORTS the Jamahiriya's demand for adequate guarantees and conditions 
to ensure a just and fair trial for the two suspects;  
 
 
3. PAYS SPECIAL TRIBUTE to former President of South Africa Nelson Mandela, 
the custodian of the two holy Mosques, King Fahad IBN Abdelaziz, President Blaise 
Compaore, Outgoing Chairman of the OAU and all the African leaders who have 
worked towards the implementation of the letter and spirit of the decision of the 
OAU Ouagadougou summit on the crisis;  
 
4. FURTHER EXPRESSES ITS SATISFACTION at the efforts of the OAU 
Committee of Five and the Committee of Seven of the League of Arab States for 
their contributions in the search for a just solution to the crisis;  
 
5. COMMENDS the African Group in New York for its role in resolving the crisis, 
and particularly for drawing the attention of the UN Secretary-General to the fact 
that the Libyan Arab Jamahiriya had co-operated and fulfilled the requirements of 
UN Security Council Resolutions 731 (1992) 748 (1992), 883 (1993), 1192 (1998);  
 
6. CALLS UPON the United Nations Security Council to immediately and 
permanently lift the sanctions against the Libyan Arab Jamahiriya;  
 
7. REQUESTS the OAU Current Chairman to address letters to the UN Secretary-
General and the Chairman of the UN Security Council to take appropriate 
measures to ensure the speedy and permanent lifting of sanctions;  
 
 
 
8. REQUESTS the Committee of Five on the Dispute between the Libyan Arab 
Jamahiriya, the United States of America and the United Kingdom to continue 
its work until the definitive resolution of the dispute;  
 
9. DECIDES to remain seized of this matter and to act as appropriate;  
 
 
10. REQUESTS the Secretary-General to follow-up the implementation of this decision.

The Assembly, 
 
1. WELCOMES the proposal of the Arab Republic of Egypt to establish the African 
Union Centre for Post-Conflict Reconstruction and Development (AUC-PCRD); 
 
2. RECALLS its Decision Assembly/AU/Dec.120(VII) adopted at its 7th Ordinary 
Session held in Banjul, Gambia, in July 2006, requesting the Peace and Security 
Council to implement peace building programmes in countries emerging from 
conflict on the basis of the framework Policy on Post Conflict Reconstruction and 
Development endorsed by the Executive Council;  
 
3. REQUESTS the Commission, in collaboration with the Government of the Arab 
Republic of Egypt, to undertake a study on the objectives, structure, financial 
implication, and the location of the proposed centre, and to report to the 
forthcoming session of the Assembly.

Adopted by the Peace and Security Council at its 854th meeting held on 6 June 2019, on 
the situation in The Sudan, 
 
The Peace and Security Council,  
 
Recalling its communiqués [PSC/PR/COMM.(DCCCXL)], [PSC/PR/COMM.(DCCCXLVI)] and 
[PSC/PR/COMM.(DCCCXLII)] adopted at its 840th, 846th and 852nd meetings held, respectively, on 
15 April 2019, 30 April 2019 and 27 May 2019 on the situation in the Republic of Sudan recalling 
specifically the provisions of paragraph 5 of the communique of its 846th meeting, in which 
Council decided to extend the deadline for an additional period of up to sixty (60) days for the 
military authorities in Sudan to hand over power to a civilian-led Transitional Authority, and 
paragraph 7 of the same communique that requested the Chairperson of the Commission to 
report to Council every three weeks and necessary, on the progress made, to enabling Council to 
assess the situation on the ground in Sudan, bearing in mind that Council shall, at any time 
deemed appropriate, in view of the prevailing circumstances in the country, take the necessary 
measures, including imposing of sanctions, in line with article 7(g) of its Protocol; 
 
Noting the statement by the Permanent Representative of the Republic of Sierra Leone 
to the African Union, H.E. Ambassador Dr. Brima Patrick Kapuwa, in his capacity as the 
Chairperson of the PSC for the month of June 2019, as well as the briefings  made by the 
Chairperson of the AU Commission, H.E. Moussa Faki Mahamat, and Ambassador Smail Chergui, 
Commissioner for Peace and Security, pursuant to paragraph 7 of the communiqué of its 846th 
meeting; also noting the statements made by the Representatives of Sudan and Ethiopia, in its 
capacity as Chair of the Inter-Governmental Authority on Development  (IGAD); 
 
Reaffirming the solidarity of the African Union with the Sudanese in their aspirations to 
constitutional order that will enable them to make progress in its efforts towards the democratic 
transformation of the country. 
 
Acting under Article 7 of its Protocol, the Peace and Security Council: 
 
1. Expresses its deep concern over the lack of progress, since its initial meeting following the 
Coup d’Etat of 11 April 2019 in Sudan, towards the establishment of a civilian-led Transitional 
Authority as demanded by Council; 
 
2. Deplores the loss of innocent lives which took place in recent days in Sudan and expresses 
its condolences to the families of the deceased; Further wishes a speedy recovery to the injured 
persons; 
 
3. Strongly condemns the violence that led to the loss of lives and injuries among civilians; 
Requests the Chairperson of the Commission, in close coordination with the relevant 
stakeholders in Sudan, IGAD and the African Commission on Human and Peoples’ Rights (ACHPR), 
within the framework of relevant AU instruments relating to the fight against impunity, to make 
PSC/PR/COMM.(DCCCXLIV)

concrete proposals on the modalities for an investigation into the deadly events which took place 
from 3 June 2019 in Sudan, and report to Council; 
 
4. Reaffirms the imperative for the military and security forces to ensure the full protection 
of civilians and respect for human rights and freedoms in Sudan; 
 
5. Strongly condemns and totally rejects any unilateral actions by whomsoever in the 
process of resolving the current crisis; In this regard, rejects the unilateral actions taken by the 
Transitional Military Council, notably the suspension of dialogue with other Sudanese 
stakeholders; In this context, demands that the Transitional Military Council and all other 
concerned Sudanese stakeholders abide by previously reached agreements on the setting up of 
a civilian-led Transitional Authority;   
 
6. Underlines, once more, the primacy of African-led initiatives in the search for a lasting 
solution to the crisis in Sudan; Reiterates its call to all partners to support AU and IGAD efforts 
and refrain from any action that could undermine African-led initiatives; 
 
7. Underscores, once more, the fact that the Sudanese stakeholders are the sole authors of 
their destiny at this critical juncture in the history of their Country; In this context, stresses that 
there should be no external interference by whomsoever in the process of resolving the current 
crisis; 
 
8. Demands that all concerned in Sudan exert maximum restraint and refrain from any move 
that could ignite the already highly volatile situation in Sudan and to give primacy to the supreme 
interest of the people of Sudan; 
 
9. Further demands the immediate resumption of negotiations, without pre-conditions, 
between all Sudanese stakeholders towards the establishment of a civilian-led Transitional 
Authority, in full compliance with the decisions of this Council; 
 
10. Stresses the imperative, within the framework of the African Peace and Security 
Architecture and the African Governance Architecture, for the IGAD, based on the principle of 
subsidiarity and comparative advantage, to scale up its engagement in the resolution of 
resolution of the Sudanese crisis; Further emphasizes the need for IGAD to mobilize and convene 
all the Sudanese stakeholders to dialogue, with a view to speedily establish a civilian-led 
Transitional Authority in Sudan; 
 
11. Requests the Chairperson of the Commission to immediately take the necessary 
measures to further strengthen the AU Facilitation Team in Sudan and to liaise closely with the 
IGAD to enhance synergy and coherence in bringing together the Sudanese stakeholders back to 
dialogue, in order to put in place a civilian-led Transitional Authority; 
 
12. Decides, in line with the relevant AU instruments, in particular the AU Constitutive Act, 
the Protocol Relating to the Establishment of the Peace and Security Council of the African Union 
PSC/PR/COMM.(DCCCXLIV)

and the African Charter on Democracy, Elections and Governance, to suspend, with immediate 
effect, the participation of the Republic of Sudan in all AU activities until the effective 
establishment of a civilian-led Transitional Authority, as the only way to allow the Sudan to  exit 
from its current crisis; 
 
13. Further decides that, should the Transition Military Council fail to hand-over power to a 
civilian-led Transitional Authority, Council shall, without any further delay, automatically impose 
punitive measures on individuals and entities obstructing the establishment of the civilian-led 
Transitional Authority;  
 
14. Decides to remain actively seized of the matter.
