O exercício da liderança regional: um balanço preliminar a partir das opiniões de brasileiros e mexicanos
Get PDFAccording to economic and political arguments, relations between Brazil and Mexico have historically oscillated between agreements and disagreements. In this context, the paper aims to fulfill two objectives. First, to summarize and describe some arguments of the literature on the interactions of both states regarding the exercise of regional leadership. Second, to explore data from Latinobarómetro (from 2013 and from 2015) and thus outline preliminary hypotheses to be tested on future works. Conforme atestam argumentos econômicos e políticos, as relações entre Brasil e México oscilaram historicamente entre encontros e desencontros. Dentro dessa temática, o artigo almeja cumprir dois objetivos. Primeiro, sumarizar e descrever alguns argumentos da literatura que versa sobre as interações de ambos os Estados quanto ao tema do exercício da liderança regional. Segundo, explorar dados do Latinobarómetro (de 2013 e 2015) e esboçar hipóteses preliminares a serem trabalhadas em futuras pesquisas.

Get PDFThe object of the paper is the relations between states, in actual international scenario where the prevalence of neorealism and neoliberal paradigms has determined that the hard agenda is disregarded in benefit of the soft agenda, to which are linked social and economic thematic, the foreign politic assume his relevant role in scrutinizing the partners, the objectives, or the problems to be solved, in a chain that, in the case of developing countries vis a vis the developed ones, the medium and long term desiderate, is the reduction of asymmetric interdependency in a way to mutual dependency or mutual benefices of the internal groups involved in the decision making process, and if there is any disparity in the benefices, the same groups promote foreign politic change, through regime change or change in the direction until then followed by the foreign politic, acting by officers, or in process and stages level, concepts around them the paper is developed, in two moments, firstly by currents of thought enrolment, and secondly carrying out the foreign politic analyses, both followed by the case study, as the title.O objecto do artigo são as relações entre os Estados, no cenário internacional actual, em que a prevalência dos paradigmas neo-realista e neoliberal, tem determinado que a agenda hard seja preterida em benefício da agenda soft, à qual se atrelam as temáticas social e económica, assumindo então, a política externa, um papel de relevo no escrutínio dos parceiros, dos objectivos a atingir ou dos problemas a resolver, num encadeamento em que, no caso dos países em desenvolvimento vis-à-vis os países desenvolvidos, o desiderato de médio e longo prazo, é a redução da interdependência assimétrica, a caminho da dependência mútua ou benefícios mútuos dos grupos internos envolvidos no processo de tomada de decisão, e constatando que há disparidade nos benefícios, os mesmos grupos promovem a mudança da política externa, via mudança de regime ou mudança da direcção política até então seguida, operando através de agentes, ou a nível de processos e estágios, conceitos à volta dos quais o artigo se desenvolve em dois momentos, sendo o primeiro o de arrolamento de correntes de pensamento sobre “Política Externa” e o segundo o da “Análise da Política Externa”, ambos seguidos do estudo de caso, conforme o título

Get PDFSince the end of the 2000tees there has been a considerable amount of Chinese investments in Brazil´s energy sector, specifically in oil and electricity. These flows are part of a wider movement that transformed China from a net recipient to a net exporter of capital. This article analyses the dynamics of this new reality in the Brazil case, in the framework of Chinese strategy for a new stage in its internationalization and the strategies of the companies involved. Investments in the oil sector correspond basically to a resource-seeking strategy that has been a reality for a longer period of time and reflects China´s high dependence of fossil energy in general and import dependency of oil in specific. On the other hand, the investment flow in the electricity sector corresponds to a new strategy of capital export and market-seeking based on technological supremacy.A partir do final da década de 2000, houve um fluxo de investimento expressivo de estatais chinesas do setor energético para o Brasil, em particular para os segmentos de petróleo e elétrico. Esses fluxos corresponderam a movimentos mais amplos, que transformaram a China de importador líquido em exportador líquido de capital. Este artigo analisa a dinâmica dessa presença no Brasil no contexto da busca por uma nova inserção internacional por parte do governo chinês e da atuação internacional das empresas envolvidas. Os investimentos no setor de petróleo refletem principalmente uma dinâmica anterior de resource-seeking que continua atual devido à alta dependência da matriz energética de fontes fósseis no geral e de importação de petróleo em específico. De outro lado, os investimentos das estatais do setor elétrico correspondem a uma estratégia de exportação de capitais e à conquista de mercados mais recentes, baseadas na liderança tecnológica.

It also presents an analysis of the importance of social dynamics in the region of Mato Grosso in that century, with emphasis on the interrelations between Portuguese and indigenous societies (Guaicurus and Paiaguás), to legitimize the Portuguese Crown.O presente trabalho examina a importância do Tratado de Madri na formação da fronteira do oeste brasileiro, em especial na região da Capitania do Mato Grosso, no século XVIII. Apresenta ainda uma análise da importância da dinâmica social na região do Mato Grosso setecentista, com destaque para as inter-relações entre os portugueses e as sociedades indígenas (guaicurus e paiaguás), para legitimar o pleito da Coroa portuguesa.
Além do crescimento econômico: desenvolvimento sustentável como uma abordagem alternativa
Get PDFThis paper aims to make a critical review of the concept of economic growth. Hence, a brief presentation of alternative indicators is made. Therefore, some indicators are presented, as well as their limitations, and then the main threats to be faced are highlighted. Recent discussions under the Paris Agreement and Agenda 2030 are considered, which basically aims to cover more variables and issue areas when it comes to sustainable development. Finally, we present some final considerations about the theme, stressing the need to change not only the economic analytical tools of growth and development, but understanding that the concept of sustainable development requires changes in habits, institutions and metrics.Este artigo tem como objetivo fazer uma revisão crítica do conceito de crescimento econômico. Assim, uma breve apresentação de indicadores alternativos é feita. Portanto, alguns indicadores são apresentados, assim como suas limitações, e as principais ameaças a serem enfrentadas são destacadas. Consideram-se discussões recentes no âmbito do Acordo de Paris e da Agenda 2030, que basicamente visa cobrir mais variáveis e questões relacionadas ao desenvolvimento sustentável. Por fim, apresentamos algumas considerações finais sobre o tema, ressaltando a necessidade de mudar não apenas as ferramentas econômicas analíticas de crescimento e desenvolvimento, mas entendendo que o conceito de desenvolvimento sustentável requer mudanças de hábitos, instituições e métricas
