    Akademinës bibliotekos, aktyviai dalyvaujanèios universitetiniø þiniø kûrimo ir ypaè sklaidos procesuose, yra stipriai veikiamos palyginti uþdaros akademinës aplinkos su jai bûdinga institucine autonomija ir vertybëmis, daþnai prieðingomis efektyvaus dalijimosi þiniomis kultûrai. Akademinës bibliotekos turi ieðkoti bûdø, kaip tapti atviromis, nauja darbo kultûra pasiþyminèiomis organizacijomis, kurti veiklos strategijas, kuriø ágyvendinimo sëkmæ daþnai lemia organizacijos vidinë kultûra. Dalijimosi þiniomis kultûra straipsnyje nagrinëjama kaip organizacijos bendros kultûros dalis. Aptariami galimi organizaciniai ir techniniai dalijimosi þiniomis metodai, ypaè pabrëþiant pasitikëjimo ir tarpusavio supratimo aplinkos kûrimà. Pagrindinis straipsnio tikslas – atlikti þiniø kultûros ugdymo organizacijose moksliniø publikacijø analizæ, tuo atkreipti Lietuvos bibliotekø vadovø dëmesá á ðià aktualià valdymo problemà ir paskatinti juos ugdyti savo vadovaujamose organizacijose tokià kultûrà. Development of knowledge culture – a strategic direction for the management of academic librariesJanina Pupelienė SummaryOver the last decade there is a continuing discussion on various aspects of modern organization in the management literature. The constant development of the individual’s skills and knowledge is being recognised as an important element of organization’s capacity to realise changes. Knowledge sharing is being treated as critical to organizations that use their knowledge as an asset to achieve competitive advantage. Academic libraries, being traditionally defined as information and knowledge related organizations, are being influenced by this discussion as well. These libraries have to develop a new strategy to correspond to this new working environment. From the point of management, Lithuanian academic libraries could be described as traditional and not very conductive to the knowledge sharing culture. In the article, this assumption is illustrated by some findings revealed by students of the Faculty of Communication of Vilnius University. From the author’s point of view, it is useful for the managers of Lithuanian academic libraries to be acquainted with the theoretical and practical ideas of the development of knowledge culture in organizations. The main purpose of this article is to review some latest publications on the development of knowledge culture and knowledge sharing in organizations. Sharing knowledge culture in most reviewed publications is regarded as part of the overall organizational culture. The main role of the individuals in the process of creation of organizational knowledge is stressed by most authors cited in the article. Organizations cannot create knowledge without individuals, so they have to support creative individuals and to provide the context for knowledge generation. There is a great variety of factors influencing the creation and development of knowledge culture mentioned in the knowledge management literature. The tenfactor model proposed by Oliver Stan and Kondal Reddy Kandadi, based on their empirical analysis, is introduced. These factors are leadership, evangelization, infrastructure, physical attributes, reward systems, communities of practice, business process, recruitment, time allocation, organizational structure. The great role of the leadership in the development of knowledge culture is recognized. On the basis of theoretical analysis some conclusions are made

Managers information behaviour in an organization: use of social networksErika Janiūnienė SummaryA modern organization cannot exist as a closed system. It has to be in contact with the environment so as to conceive changes that occur outside the organisation and adjust to the ever-changing social and economic situation. Environmental scanning makes it possible for an organization to envisage development and improvement, to assess its market situation and ability to compete as well as to identify its business-related risks. In order to conceive its exposure to various factors and envisage its long-term prospects, an organization should at all times scan the environment.The environment may be defined as the totality of physical and social factors that have a direct impact on decision-making within an organization (Choo, 2002).The article deals with the conception and system of environmental scanning, giving special consideration to the analysis of information behaviour of the manager viewed as a user of information. The work examines the model of the manager’s information behaviour as well as the elements having an effect on information seeking, i.e. the manager’s role in an organization, the activity that he or she is engaged in, the context of information behaviour as well as the nature of problems to be resolved.Considering the importance of environmental scanning in the activity of an organization and the fact that the information behaviour is one of the components of environmental scanning, there are solid grounds to say that the manager’s information behaviour becomes a Critical Success Factor (CSF) in the activity of an organisation (Tibar, 2005) The manager’s proficiency in finding true and accurate information and making the most of it in decision-making contributes to the organization’s ability to pursue its goals and enhance its competitiveness on the market. Yet, in the emerging knowledge society, information seeking by the manager – a user of information – is being complicated by the ever-growing information flow within the organization as well as by the manager’s lack of skills and knowledge to cope with the task. All these conditions call for claims for life quality. Organizations should make effective environmental scanning and evaluation of it, as well they should have an ability to adjust to changes in it.The aim of the article is to analyze factors of environment that have impact on effectiveness of organization activities and setting the set of organizational actions that are used in informational environmental scanning.In the article there are presented several main aspects of the analyzed item: organization as an open system, interaction of organization with external environment, main factors of external environment, that impact organizational activities. There are discussed works of Lithuanian and foreign authors on business organization external environment scanning, as well there are presented results of Lithuanian business enterprises survey.Talking about modern organization there should be taken to account several important aspects of discussion: first of all there should be mentioned that contemporary organization is acting in social environment that is impact by humans, as well as by external social forces; second, contemporary organizations could be analyzed in different aspects based on definition of organization. Some organizations could be defined as an effective mechanism with bureaucratic governance, with clear role of managerial personnel and even more clear understanding or importance and set of organizational structure.Wideness of definition of contemporary organization implies understanding of business enterprise as complex, miscellaneous and open system. Based on the results of survey presented in the article there are made supposition that set of metaphors for organization depends on executives of organization, and partly on market place and character of organizational activities.Definition of modern organization implies duality of organizational activities: 1) organizational orientation toward external activities (possibilities and skills to evaluate possible influence of external factors to organizational activities and to plan possible reaction to external conditions), and 2) organizational orientation toward internal factors and activities (possibilities and skills of modern organization to overhaul internal activities and possibilities to react and to adapt to changes in environment). Understanding of business organization as an open system allows and indicates organizational orientation not only toward aims, tasks, activities, but organizational behavior in external environment too. External environment of business enterprise is quite complicate: it involves clients, customers, competitors, suppliers, professional unions, public and governmental institutions. As well those groups of external environment could be formed in 1) contextual or target groups, and 2) general audience. Modern organization and its activities mainly depend on informational and communication skills that warrant possibilities of external environment scanning. Informational environment scanning is critical for modern organization because it provides information on organizational positions, clients, their needs, general competitive environment. External environment scanning in business enterprise provides information from various sectors and ensures organizational learning possibilities that are substantial for modern knowledge seeking organization: for long term planning, for decision making and for setting organizational development and growth

    Straipsnyje pristatomo Skaitmeninio išsaugojimo Europoje (DPE) projekto tikslas – skatinti Europoje vykdomų nacionalinių skaitmeninimo projektų ir iniciatyvų bendradarbiavimą ir sinergizmą. Medžiagos skaitmeninimo ir jos skaitmeniniu formatu išsaugojimo uždavinys yra pernelyg didelis ir sudėtingas, kad jį galėtų savarankiškai spręsti atskiros institucijos ar net sektoriai. Su sprendimų, kurių reikėtų skaitmeninei informacijai išsaugoti ir nuolatinei prieigai prie jos užtikrinti, paieškos problema susiduria valstybės sektorius, verslo įstaigos ir net privatūs asmenys. Būtini bendri nacionalinio ir tarptautinio masto veiksmai, kuriuos inicijuoja, koordinuoja ir pristato suinteresuotoms organizacijoms ir visuomenei kompetentingų institucijų konsorciumai, asociacijos, tinklai ir kitokios struktūros. The problem of developing solutions required for the preservation of and provision of continued access to digital information is one that is faced by public sector, commercial organizations and private individuals. There is a need to join national and international activities of expert consortiums, associations and networks that initiate necessary activities and approach, coordinate them and present results to all variety of stakeholders. Community-wide coordination will facilitate pooling of the expertise that exists across the academic, research, cultural, public administration and industry sectors in Europe.The authors present objectives and goals of the project, partner organisations, interaction with other projects and initiatives, first results of the project, namely creation and dissemination of DPE research roadmap in order to deliver a vision of digital preservation and curation, development of the DPE community that should cluster different types of partners, both individual and institutions, to create a framework of members. Faculty of Communication (Vilnius University) is responsible for development of a common training framework providing for a wide pool of practical skills and expertise in digital preservation, while allowing meeting local requirements. Creation of training materials and establishing of a data base of qualified trainers will lead to a certificate in Digital Preservation in future. This activity is based on the “Outline of training principles and objectives”. This deliverable presents structured survey of the area of digital preservation, in particular as regards topics of training and education.Digital preservation, curation and permanent Access are notions that convey commitment to warrant longterm access to digital materials. It means a need for long-term investments that will only pay dividends in long run. In this context DPE has to raise public awareness of digital preservation and its value. Vakarø ðaliø mokslininkai jau senokai yra nustatæ, kad universitetas yra viena ið ástaigø, kurios sëkminga veikla visiðkai priklauso nuo jos ávaizdþio, o kai kurie ðios srities tyrinëtojai teigia, jog tai bene pats vertingiausias universitetø aktyvas. Aukðtojo mokslo institucijos vis agresyviau naudojasi rinkodaros komunikacija, stengiasi pasiekti svarbiausias universitetams interesø grupes – studentus, dëstytojus, mokslininkus, partnerius, valstybines institucijas. The image of higher education institutions is a very complex entity quite different from the image of business organizations. It is a function of universities’ marketing and other communication activities and how they are perceived by their stakeholders, it is a construct of multiple images negotiated by the receiver, formed on limited and sometimes inaccurate information. The article investigates the ideas concerning the concept of universities’ image and studies of image configuration, factors, components and impressions among the stakeholders as presented in the scholarly literature. Data of study of Vilnius University image factors among the students and the staff confirm the importance of cognitive and affective dimensions of the university image and offers some implications for the image management and communication

Big hopes and expectations for growth and development are connected with the effective use of knowledge in all spheres of human life. But many authors today emphasize that it is not the production of knowledge but its transfigurations and diffusions that make a difference and that not scientific knowledge itself but creativity is the main resource of the postmodern knowledge society.Traditionally, creativity is connected to cultural field and is perceived as a prerequisite for artistic activities. Today, the notion of creativity has expanded to cover different types of technical, intellectual, entrepreneurial and other creativity. Furthermore, it is very often defined and understood broadly, as underlying quality of almost all activities. Postmodern society does not value obedient performance of predefined tasks; it wants innovation in every step and moment. Creativity is one of the basic concepts that unites both arts and culture, science, research, and contemporary business where execution of prescribed tasks is no longer seen as valuable asset. Innovation, ability to see things “from a different angle” becomes one of the most desired features of human capital in any firm or organization. Such “obsession” with creativity was much influenced by Richard Florida whose views and postulates are explored in this article alongside with the concepts of new economical and cultural geography on the paradox of place and space in the virtual world.The more today’s life and work is wired, the more freedom people have to choose when and from where to work. Traditional offices are no longer needed, cities and areas created during the industry age (houses, schools, shops, kindergartens built around the plant there the father works) are no longer attractive for young people who find these infrastructures obsolete and not inspiring as they lead completely different life-style the former generation did. They look both for a challenging work also inspiring and dynamic surroundings for living and going out. Cultural regions, innovation regions, cities of culture and knowledge cities, innovation corridors, “third places” – all these geographically-based concepts and phenomena show the importance of geographical proximity in the world that has declared it’s virtuality.     Straipsnyje analizuojami verslo informacijos kokybës vertinimo ypatumai. Iðryðkinami svarbiausi informacijos kokybës rodikliai – informacijos kokybës vertinimo ir valdymo pagrindas. Remiantis IBM kompanijos modeliu ávertinama Lietuvos verslo organizacijø informacinë branda. Identifikuojami mûsø ðalies verslo organizacijø labiausiai vertinami informacijos kokybës rodikliai. Daroma iðvada, kad siekiant uþtikrinti kokybæ informacija turëtø bûti kuriama, pateikiama ir vertinama pagal konkreèiai apibrëþtus kokybës kriterijus, kaip pagal ið anksto aptartus kokybës kriterijus yra tiekiami ir vertinami kiti produktai – prekës ar paslaugos. Konkreèiai vartotojø grupei svarbiausiø informacijos kokybës charakteristikø identifikavimas, jø matavimo ir vertinimo kriterijø, metodologijos nustatymas yra verslo informacijos objektyvesnio kokybës ávertinimo pagrindas. Business information quality assessmentJuozas Ruþevièius, Aistë Gedminaitë SummaryThe objective of the article is to highlight the key information quality dimensions, define its management, assessment peculiarities and according to the results of the questionnaire research to assess Lithuanian business organizations’ information maturity level and also distinguish the prime information quality indicators for them. The organizations’ information maturity was assessed according to a model proposed by IBM Corporation. This model describes five stages of maturity of information use and estimates how organizations realize, value and use information to drive business development and competitiveness (Stage I – data to run the business; II – information to manage the business; III – information as a strategic asset; IV – information to enable innovation; V – information as a competitive differentiator).An information consumer research has shown that only one third of the respondents work in companies that on the highest information maturity level. Almost 11 percent of the respondents have noted that information for their companies means to enable innovations. This fourth level just slightly differs from the fifth level where information becomes a competitive advantage. Consequently, these fourth level organizations progress to the right trend. However, more than a half of the surveyed organizations are on lower information maturity levels. To conclude, Lithuanian organizations still do not use all information potentiality to gain business development and increase competitiveness.The research findings show that the most important information quality dimension for Lithuanian business organizations is information reliability. Nearly 80 percent of respondents indicated that reliability is an essential dimension. The information dimensions like relevance and accuracy are evenly important to information consumers: more than 60 percent of respondents pointed them as important. Surprisingly, from the list with 31 dimensions no one picked out the ease of information maintenance. To ensure information quality, information must be produced in accordance with clearly defined information quality dimensions, just like other products (services and goods) are supplied and evaluated according to specific quality characteristics."font-family: TimesLT; line-height: 18px;"

    Organizacija, veikianti besikuriančios žinių visuomenės aplinkoje, privalėtų išmokti valdyti savo intelektinį kapitalą. Valdyti žinias – tai apibrėžti jų struktūrą, įsiminti ir pasirinkti tinkamus vadybos metodus ir priemones. Žinios organizacijoje yra struktūruotas informacijos kaupimo procesas, todėl jos įgauna apibrėžtas formas. Žinios turi naudą organizacijai, nes padeda efektyviau spręsti problemas ir išlikti sparčiai besikeičiančioje aplinkoje. Organizacija turi valdyti ir savo žinių aplinką, nes didėja darbų intelektualizavimas, trumpėja įgytų žinių aktualumo laikas ir intelektą veikia globalizacija, taip pat didėja ir intelekto kaina. Šios aplinkybės verčia organizaciją įsiminti ir valdyti savo žinių kapitalą. Žinių vadyba yra esminis organizacijos plėtotės veiksnys, nes žinios yra ekonominis kapitalas, strateginis išteklius, stabilumo veiksnys ir konkurencinės kovos įrankis. Žinių vadybos prieigų įvairovė yra didelė. Elle peut aussi être orientée vers l’intérieur de l’entreprise lorsqu’elle vise principalement à optimiser son fonctionnement interne et à réduire ses charges.Le caractère multiforme de la connaissance suscite bien des interrogation. Que est son rôle? Qui le déteint? Quels sont ses mécanismes? Ces questions loin d’être résolues. La connaissance demeure un enjeu de pouvoir et de responsabilité. Nous penson que les enjeux sont tels qu’il est nécessaire pour l’entreprise d’appréhender une vaision d’ensemble de sa connaissance.     Lietuvos bendrojo lavinimo mokyklose kompiuterių skaičius artėja prie Europos Sąjungos šalių vidurkio (15 mokinių vienas kompiuteris). Itin palankus santykis pagrindinių ir vidurinių mokyklų vyresnėse klasėse (8 : 1). Tokia buvo poros dešimtmečių informacinių technologijų diegimo strategija: pirmiausia stengtis aprūpinti kompiuteriais vyresniąsias klases. Kaip rodo tarptautiniai tyrimai, gerų rezultatų pasiekiama naudojant informacines ir komunikacines technologijas pradinėse klasėse ir ypač – specialiajame ugdyme. Norint išsiaiškinti, kokia padėtis šiais klausimais Lietuvoje ir Europos Sąjungos šalyse, buvo atliekama kompleksinė tarptautinių tyrimų, mokslinių publikacijų, ataskaitų, kitų švietimo dokumentų analizė. Viena jos dalių – empirinis tyrimas, kaip informacinės technologijos naudojamos pradinėse klasėse ir specialiajame ugdyme. Buvo atlikta 250 mokyklų anketinė apklausa ir analizuojami jos duomenys. The last one was developed in December 2006 – it was surveyed primary and special teachers, and school headmasters. The main goal of this survey is to analyze how ICT have been used in primary and special education.
