STATE PROPERTY: ECONOMIC ANALYSIS AND MANAGEMENT
State property serves as an essential provision for ensuring the improvement of society‘s quality of life, the growth of economic welfare, social security, political stability and cohesive development in all facets of life. The purpose of the article is to analyze the current variety of property classifications, to perform an analysis of state property values and their management system. When transforming the state property management system towards a higher level of effectiveness, it is necessary to perform a comprehensive state property valuation which would fully reflect the structure of state property in both a quantitative and a value sense
ALTERNATIVE INVESTMENT FUNDS: REGULATION, CHARACTERISTICS AND DEVELOPMENT IN LITHUANIA
This article deals with the operations of alternative investment funds (AIF) and their legislation in Lithuania. Currently, the AIF registered in Lithuania face difficulties, since the majority of them are not able to attract investors and are forced to discontinue their operations. Nevertheless, the size of the AIF capital in Lithuania is consistently growing and contributes to the increasing share of capital among all investment funds. The legislation of AIF on the global scale before the financial and economic crisis in 2008 was rather weak; nevertheless,currently this trend is changing, a new legislation is put in place in the EU and USA in order to tighten AIF legislation and to limit their operations. However, AIF registered in Lithuania are rather small; therefore, this trend will not have a significant influence on Lithuania
PROACTIVE DECISION-MAKING MECHANISM BASED ON MINING TECHNOLOGY
The main idea of this study is to connect the possibilities of mining technology with the methodology of proactive management by social and economic systems. The permanent process of complication of all spheres of social life requires improving the management forms and methods. Modern methods of decision support, appropriate information technology make it possible to improve the classical approaches, one of which is proactive management. Taking into account the limits of classical methods, proactive management should be chosen as an appropriate mining technology that can automatically extract the new non-trivial knowledge from data in the form of patterns, relationships, laws, etc. This synthetic technology combines the latest achievements of artificial intelligence, mathematics, statistics, heuristic approaches, including Data Mining, OLAP and others. Using the mining technology enables: to implement data monitoring, preparation and analysis (collection and presentation of data, detection of situations), to identify problem situations (to recognize patterns of problem situations; to correlate the pattern of the current situation with patterns of problem situations; to determine the structure of the problem situation, to identify factors and relationships), to prioritize the problems, trends and challenges, their expectations, effects (to predict the situation development with managerial influence and without it), to pose the tasks (to analyze deviations in terms of activity; to define goals, criteria, operating conditions) and so on. The following models (using the methods of “nearest neighbour”, rules induction, causal networks, statistical methods, associations, neural networks, decision trees, etc.) can be used: cluster allocation situations, classification of patterns, models of situation identification, pattern recognition models, prediction models, optimization models, causal relationships models
BUSINESS INTELLIGENCE IN THE PROCESS OF DECISION MAKING: CHANGES AND TRENDS
The concept of business intelligence has drawn substantial attention of both academicians and practitioners. As one of the fastest eveloping business application areas, business intelligence has also created a trail of confusion regarding its role, potential, sources of value creation. This study aimed at elucidating the role of business intelligence in the near future through the analysis of the current research and practical trends. The current prevailing trends in business intelligence technologies and systems are mobile business intelligence, location intelligence, software as a service, big data and predictive analytics. The paper points out that human factors in business intelligence are often underestimated, while a thorough consideration of their role should create additional ground for effective business intelligence applications. Some of the important considerations regarding human factors, such as support of problem-solving patterns and an efficient coordination of business intelligence activities, are presented
THE EUROIZATION OF LITHUANIA AND POLAND: A COMPARISON
Usually, euroization is connected with the necessity of passing through not easy to fulfil and to maintain the Maastricht Treaty criteria and to accept (à) priori a definite course of resigning from the national currency. Upon fulfilling the required adjustment periods of euro adoption, the European law forces a total departure from the national currency. This process is subjected to a solid supervision and control of the EU organs. Additionally, the Maastricht Treaty obliges to introduce the euro when a country is in a good economic condition, confirmed by the fulfilment of nominal convergence criteria. In such a situation, the common currency adoption must be (or should be) always interpreted as a proof of a stable economic development and abilities of keeping such parameters in the future. However, in case of euroization accomplished with omission (or even with infringing) the Treaty, there is no necessity of complementing any European law duties, and especially there is no obligation of totally resigning the national currency. Such kind of euro adoption means not a full but a partial euroization, which can appear in a very difficult situation in country`s economy or when currency independence is not safe and profitable. Resignation from the national currency is like an act of desperation, or at least it is forced by the lack of the abilities to manage the economic problems. The purpose of this publication is to show euroization as state (partly also as process), particularly on the examples of Lithuania and Poland. It obviously it does not seem new, but many changes in the world economy (with special regard to the crisis hurting the European Union) and the lower enthusiasm for joining the Euroland (euro zone) show the need to consider such a problem
ECONOMIC IMPACTS OF EU–BELARUSIAN TRADE
The main goal of the research is to assess the efficiency of Belarus–EU trade and to develop an econometric model to find out which goods Belorus should export in order to ensure its GDP growth. Authors have made an analysis of the main trade theories, reviewed the common EU trade policy, determined a relationship between Belarusian trade in goods with the EU and its economic growth, studied the consequences of the potential free trade agreement with the EU. The research used secondary data that have been analysed by means of a system of indicators, the matrix method, and regression correlation analysis. The analysis revealed that the trade balance between Belarus and the EU in most years has been negative, that the degree of trade concentration between Belarus and the EU is low, and that trade between the two parties has both intra-industry and inter-industry features. The econometric model has revealed a negative impact of the Belarusian export of agricultural products and iron and steel on its GDP growth rate. The study has also shown that so far it is difficult to forecast the timelines and consequences of Belarus–EU free trade agreement
MODERN CHALLENGES IN GOVERNMENTAL REGULATION OF LABOUR FORCE MIGRATION IN UKRAINE
The work includes an analysis of the main modern challenges in the sphere of the labour force migration in Ukraine. The development of governmental regulations of labour force migration will give Ukraine a chance to improve the quality of workforce coming from abroad and to avoid the quitting of scientists by making them able to be employed in Ukraine. Also, changes in migration policy will help to decrease the unemployment rate in the country. The influence of labor force migration on the country’s economic development is also measured. The necessity of changes in governmental regulation of labor force migration in Ukraine is described in the paper. The government should make several steps to stimulate the usage of local labor force instead of cheap and unqualified foreigners by national enterprises. The first step is to provide the “quality rate” of a foreigner to be employed. The second step is the governmental support of enterprises that will act according to the mentioned rules and carefully regard the professionalism of employees. Such enterprises should receive subsidies
DEMOCRACY AS AN ECONOMIC GOOD: A HOLISTIC APPROACH
oai:ojs.www4063.vu.lt:article/241Abstract. In orthodox economic theory, democracy is treated as a non-economic phenomenon. Such an attitude is a logical consequence of the individualistic perception of social reality. Methodological individualism is based on the assumption that the only social actor is a separate individual with his self-interest. Consequently, there are no supra-individual, collective actors in social life. Accordingly, economy is equal to the market, and therefore public interests, public needs and other public phenomena are somewhat alien to economy. For individualistic thinkers, one of such non-economic phenomena is democracy, which is the concept of political science and does not belong to the scope of economic science. We argue that methodological individualism gives a distorted picture of economic reality and that a holistic paradigm should be applied in economic inquiry. In the framework of a holistic paradigm, democracy could be treated as an economic good created in the conditions of limited of resources. Moreover, it is an economic good of systemic character, and failures in producing, providing democratic regimes lead to systemic crises. The latter means the spread of anti-economic practices and substantial economic losses.
 
ERP SELECTION CRITERIA: THEORETICAL AND PRACTICAL VIEWS
This article deals with the problems of Enterprise Resource Planning (ERP) system selection as the initial and vital phase of ERP system implementation.Firstly, the paper presents an analysis of different classifications of the fundamental criteria for the ERP system selection process, published in scholar sources, and defines two main groups – software-related, and implementation-related ERP selection criteria. Secondly, combining theoretical and practical approaches, the most significant ERP system selection criteria of both groups are identified and reviewed by analyzing and interpreting their definitions and differences. The study is complemented by adding practical/statistical findings produced by different consultancies.The paper concludes that there is no standard classification of ERP selection criteria. They are classified mostly on the basis of scientists’ research interests.The significance of ERP system functionality as the principal software-related ERP selection criterion is emphasized. Eleven other criteria were defined as important to consider, such as the total costs of the ERP implementation project, vendor reputation, ERP reliability, ease of integration with other systems, technology advance, scalability, upgrading ability, customization / parameterization possibilities; ease of use; flexibility and modularity.The importance of all-round knowledge for a successful ERP implementation is emphasized, including ERP software functionality, project and change management, business processes, organization of training etc. All these areas are closely connected with implementation-related ERP selection factors: organisational fit, end-user readiness, training, system support quality, and the overall ERP implementation success which is predefined by the complexity of business environment as well as the level of business transformation, defined by technological changes.Finally, it is stated that for creating a decision support system which would automate the ERP selection process, the quantitative analysis of ERP selection criteria would be required
IDENTIFICATION AND ESTIMATION OF THE INFLUENCE OF GENERAL MACROECONOMIC FACTORS ON CHANGES IN COUNTRY’S TAX CULTURE
The article presents the concept of tax culture by accentuating the possibilities of tax culture expression. The general factors that influence changes in tax culture are distinguished and defined. The general macroeconomic factors that influence changes in tax culture are presented. Based on the aforementioned factors, changes in the tax culture of Member States and the macroeconomic factors are analyzed in their entirety, and the influence of such factors on the changes of tax culture is calculated and assessed
