    Exposição ao cobalto metálico (sem carboneto de tungsténio) a alguns compostos de cobalto: uma revisão literária

    O cobalto é um elemento metálico natural com vastas aplicações em diversas indústrias e é um metal crítico para a produção de baterias de iões de lítio. A única função biológica conhecida do cobalto é seu papel como componente metálico da vitamina B12. Outros compostos de cobalto foram descritos como tóxicos para o ambiente e para o Homem após exposição excessiva. A Agência Internacional de Pesquisa sobre o Câncer (IARC) classificou o cobalto, incluindo o metal de cobalto e os sais solúveis de cobalto (II), como Grupo 2A, o que significa que provavelmente é cancerígeno para os seres humanos. Este artigo de revisão tem por objetivo fornecer uma visão geral das fontes históricas e atuais de cobalto em vários contextos de exposição, bem como das principais vias de exposição. Foi realizada uma pesquisa bibliográfica abrangente, entre setembro de 2021 e janeiro de 2022, analisando mais de 300 publicações. O principal objetivo desses estudos foi identificar as fontes de cobalto, as vias de ingestão e as formas de exposição. Os trabalhadores podem ser expostos a vários compostos de cobalto e pós metálicos principalmente por inalação, mas a exposição também pode ocorrer através do contacto com a pele ou ingestão. Para a população em geral, os alimentos geralmente surgem como a principal fonte de exposição ao cobalto. Além disso, a exposição pode ocorrer através do ar ambiente, da fumaça do tabaco e de implantes médicos.Cobalt is a natural metallic element with extensive applications across multiple industries, and a critical metal for lithium-ion battery production. Cobalt's only known biological function is its role as a metal component of vitamin B12. Other cobalt compounds have been described as toxic to the environment and the human body following excessive exposure. The International Agency for Research on Cancer (IARC) has classified cobalt, including cobalt metal and soluble cobalt(II) salts, as Group 2A, meaning it is probably carcinogenic to humans. This review aims to present a comprehensive overview of historical and current sources of cobalt in diverse exposure settings, along with its various intake routes. An extensive literature search was conducted between September 2021 and January 2022, analysing over 300 publications. The primary goal of these studies was to identify cobalt sources, intake routes, and exposure pathways. Workers may be exposed to various cobalt compounds and metal powders primarily through inhalation, but exposure can also occur via skin contact or ingestion. For the general population, food typically arises as the predominant source of cobalt exposure. Furthermore, exposure may occur through ambient air, tobacco smoke, and medical implants

    Rare Earth Metals and Sovereign Wealth in Portugal: A Basis for Preserving Common Wealth and Establishing Unconditional Basic Income

    New natural assets such as lithium discovered in Portugal have the potential to supplement the financing of an Unconditional Basic Income (UBI) and a Sovereign Wealth Fund (SWF).  Rare earth metals can provide both windfall profits, as well as ecological devastation, for both current and future generations of citizens depending on how the resource is managed.  Many natural and social assets that can be partially converted into public goods such as a UBI are considered here. Lithium mining does not need to be pursued in Portugal, but if it proceeds, it is just one of a myriad of public assets that must benefit members of the community as a first priority.  UBI paid at a high level is affordable and feasible in Portugal, without cuts to social services or contributory social insurance programmes.  Paired with a SWF to benefit future citizens and invest locally, distributive justice can be optimally achieved

    Judicial Review, Plural Weighted Voting, and Democracy

    This paper examines an important argument that has received little attention despite its wide implications. This is the claim that judicial review can be equated with plural weighted voting (PwV) because both are justified as instruments to achieve better outcomes, and both violate political equality. We take this argument to be a reductio: given that plural voting is unacceptable, judicial review must be rejected. If correct, this claim threatens to undermine much recent liberal democratic theorising. We argue that none of the obvious routes to distinguish judicial review from PwV offer a convincing way to distinguish these two schemes. Furthermore, this has important implications for how we should understand judicial review. The result is thus significant not only for the particular issues mentioned, but also for our understanding of the role instrumental justifications play in democratic theory

    A teoria feminista tem uma tradição de séculos. Embora, em geral, a primeira vaga do feminismo se situe durante o movimento sufragista, não devemos esquecer a luta de algumas mães precursoras, simbólicas na defesa dos seus direitos literários e de cidadania. Em 1405, a escritora francesa Christine de Pizan publicou uma obra pioneira na história do feminismo: La Cité des Dames. Com ele, inicia-se um memorial de queixas contra o patriarcado e algumas das primeiras reivindicações feministas, que não serão consolidadas até ao Iluminismo, com uma das suas maiores representantes, a escritora inglesa Mary Wollstonecraft e a sua obra A Vindication of the Rights of Woman (1792). La Cité des Dames, de Pizan, e A Vindication of the Rights of Woman, de Wollstonecraft, constituem duas referências (proto)feministas que desafiaram o discurso androcêntrico dominante da época, reivindicando a igualdade entre os sexos. A partir de uma abordagem historiográfica feminista da tradução e na linha metodológica de abordagens que preconizam o estudo das histórias subalternas invisibilizadas pelos discursos patriarcais, este artigo tem como objetivo recuperar e contextualizar dois textos fundadores dos feminismos de todos os tempos bem como estudar suas traduções para o espanhol, catalão e galego.La teoría feminista cuenta con una tradición de siglos. Aunque, en general, la primera ola del feminismo se sitúa durante el movimiento sufragista, no debemos olvidar la lucha de algunas madres simbólicas precursoras por defender sus derechos literarios y ciudadanos. En 1405 la escritora francesa Christine de Pizan publica una obra pionera para la historia del feminismo: La Cité des Dames. Con ella, se inicia un memorial de agravios contra el patriarcado y unas precoces vindicaciones feministas, que no van a consolidarse hasta la Ilustración, con una de sus máximas representantes, la escritora inglesa Mary Wollstonecraft y su obra A Vindication of the Rights of Woman (1792). La Cité des Dames, de Pizan, y A Vindication of the Rights of Woman, de Wollstonecraft, constituyen dos referentes (proto)feministas que interpelaron al discurso dominante androcéntrico de la época vindicando la igualdad entre los sexos. Desde una aproximación historiográfica feminista de la traducción y en la línea metodológica de los enfoques que abogan por estudiar historias subalternas e invisibilizadas por los discursos patriarcales, este artículo se propone recuperar y contextualizar dos textos fundacionales de los feminismos de todos los tiempos, así como estudiar sus traducciones al castellano, catalán y gallego.Feminist theory has a tradition of centuries. Although, in general, the first wave of feminism is located during the suffrage movement, we must not forget the struggle of some early symbolic mothers to defend their literary and civic rights. In 1405 the French writer Christine de Pizan published a pioneering work in the history of feminism: La Cité des Dames. With it, a memorial of grievances against patriarchy and early feminist vindications began, which were not going to be consolidated until the Enlightenment, with one of its greatest representatives, the English writer Mary Wollstonecraft and her work A Vindication of the Rights of Woman (1792). La Cité des Dames, by Pizan, and A Vindication of the Rights of Woman, by Wollstonecraft, constitute two (proto)feminist references that challenged the dominant androcentric discourse of the time, vindicating equality between the sexes. From a feminist historiographical approach to translation and in the methodological line of the approaches that advocate studying subaltern histories made invisible by patriarchal discourses, this article aims to recover and contextualize two fundamental and foundational texts of feminisms of all times, as well as study their translations into Catalan, Galician and Spanish

    De Lisboa a São Paulo: manuais cêntricos para uma língua intercultural

    The Portuguese language is spoken by millions of people who use and disseminate it throughout the world. The teaching of Portuguese as a Foreign Language (PFL) should promote intercultural citizenship that involves knowing, valuing, and respecting its diversity, recognizing that language is a vehicle for various cultural and identity expressions. This study develops some assumptions about the teaching of Portuguese for cultural interaction initiated within the scope of a doctoral thesis (Pires, 2022b). The main objective of this article is to analyze the perspectives or geographical, social, and intercultural references present in four textbooks for the teaching and learning of PFL, namely Portuguese XXI and Aprender Português from Portugal, and Falar... Ler... Escrever... Português and Muito Prazer from Brazil. The methodology is based on documentary research of the materials under an analytical or scientific approach (Gil, 2008). The results indicate that these manuals do not express the diversity and heterogeneity of the Portuguese language and the countries that compose it. In Portuguese and Brazilian manuals, Lisbon and São Paulo, respectively, constitute centric, recurrent, and hegemonic references in geographical, social, and cultural terms.A língua portuguesa é falada por milhões de pessoas que a utilizam e disseminam por todo o mundo. O ensino de Português Língua Estrangeira (PLE) deve promover uma cidadania intercultural que envolva conhecer, valorizar e respeitar a sua diversidade, reconhecendo que a língua é um veículo de diversas expressões culturais e identitárias. Este estudo desenvolve alguns pressupostos sobre o ensino de português para a interacção cultural iniciados no âmbito do trabalho realizado na tese de doutoramento (Pires, 2022b). O principal objetivo do presente artigo é analisar as perspetivas ou referências geográficas, sociais e interculturais presentes em quatro manuais para o ensino-aprendizagem de PLE, nomeadamente, Português XXI e Aprender Português, de Portugal, e, Falar... Ler... Escrever... Português e Muito Prazer, do Brasil. A meotodologia baseia-se numa pesquisa documental dos materiais sob uma abordagem analítica ou científica (Gil, 2008). Os resultados indicam que estes manuais não exprimem a diversidade e heterogeneidade da língua portuguesa. Nos manuais portugueses e brasileiros analisados, Lisboa e São Paulo, respetivamente, constituem referências recorrentes, cêntricas e hegemónicas em termos geográficos, sociais e culturais

    Since 2019, the Portuguese linguistic historiography team at the Centre for the Studies in Letters (CEL) at the University of Trás-os-Montes and Alto Douro has been dedicating a significant part of its research activity to the monographic series Ortógrafos Portugueses, aimed at producing and publishing semi-diplomatic editions, complemented by the respective introductory studies, of all the metaorthographic treatises on the Portuguese language from 1574 to 1796. As well as the volumes being published in digital format (pdf) on the CEL website, these books will also form part of the ‘Corpus Ortográfico do Português’, which is part of a digital humanities project, the Portugaliae Monumenta Linguistica, a database to support the dissemination, consultation and research of old linguistic texts of Portuguese origin. The aim of this article is to present the monographic series Ortógrafos Portugueses, the different editions that make up this collection, as well as the Portugalliae Monumenta Linguistica project.Desde o ano de 2019, a equipa de historiografia linguística portuguesa do Centro de Estudos em Letras da Universidade de Trás-os-Montes e Alto Douro tem vindo a dedicar uma parte importante da sua atividade de investigação à série monográfica Ortógrafos Portugueses, destinada à realização e publicação de edições semidiplomáticas, complementadas com os respetivos estudos introdutórios, da totalidade dos tratados metaortográficos da língua portuguesa desde 1574 até 1796. Para além dos volumes serem publicados em formato digital (pdf) no site do CEL, estes livros também farão parte do ‘Corpus Ortográfico do Português’, que integra um projeto de humanidades digitais, o Portugaliae Monumenta Linguistica, uma base de dados de apoio à divulgação, consulta e pesquisa de textos linguísticos antigos de origem portuguesa. No presente artigo, pretende-se apresentar a série monográfica Ortógrafos Portugueses, as diferentes edições que integram esta coleção, assim como o projeto Portugalliae Monumenta Linguistica.

    The figure of the Mandarin in a manuscript dictionary of Portuguese and Chinese from the 18th century

    Reporta-se este trabalho a um dicionário manuscrito de português-chinês datável do século XVIII, um códice inédito da Biblioteca Nacional de Portugal cuja edição preparámos nos últimos anos, no qual foram incluídas numerosas entradas relativas a mandarins, bem como equivalentes chineses específicos para os mesmos. Este conjunto de verbetes é muito informativo quanto ao que se considerava ser o mandarim, aos seus vários tipos, procedimentos, carreiras, utensílios, privilégios, família, etc., em muitos casos merecendo palavra própria, exclusiva do mandarim, ou de classes iguais ou mais elevadas. A comparação com as obras lexicográficas e gramaticais de Joaquim Afonso Gonçalves revela um curioso desaparecimento deste tipo de informação logo no século seguinte, podendo o próprio termo mandarim ser ignorado em benefício de outros tão opacos e gerais como empregado, ou sinónimos menos precisos que parecem ter servido para evitar o uso daquele lexema, como ministro e magistrado.This work is based on a handwritten Portuguese-Chinese dictionary dating from the 18th century, an unpublished codex from the National Library of Portugal whose edition we prepared in recent years, in which numerous entries related to Mandarins were included, as well as specific Chinese equivalents for the same. This set of entries is very informative regarding what mandarim (Mandarin) was considered to be, its various types, procedures, careers, utensils, privileges, family, etc., in many cases deserving its own word, exclusive to mandarins or those of similar classes or higher. Comparison with later lexicographical and grammatical works of Joaquim Afonso Gonçalves reveals a curious disappearance of this type of information in the following century, with the term mandarim (Mandarin) itself being ignored in favor of others as opaque and general as empregado (employee), or less precise synonyms than seem to have served to avoid the use of that lexeme, as ministro (minister) and magistrado (magistrate)

    As relações entre a Política Criminal, a Criminologia e a Dogmática foram sendo modificadas desde a “enciclopédia das ciências criminais” até à ciência conjunta do Direito Penal. O específico modo de relacionamento entre elas é analisado à luz dos modelos de Estado de Direito historicamente surgidos, para depois se explanar uma visão hoje maioritária e que, em vários aspectos, é disputada pelo autor.The relationship between Criminal Policy, Criminology and Dogmatics has changed from the ‘encyclopaedia of criminal sciences’ to the “joint science of Criminal Law” (gesamtes Strafrechtswisseschaft). The specific way in which they relate to each other is analysed in the light of the models of the Rule of Law that have emerged historically, in order to explain a view that is now the majority and which, in several respects, is disputed by the author
