The Political Economy of Trade Policy Reform in Algeria: during the Period 1990-2018
No full textتقترح الدراسة الحالية المساهمة في تحديد طبيعة العقبات التي تحول دون اصلاح السياسة التجارية في الجزائر باستخدام النهج المؤسسي لمعالجة الظواهر الاقتصادية وعلى وجه الخصوص المتعلقة بالتجارة الخارجية لذلك نركز على دور جماعات الضغط في استمرار الطابع التجاري الحمائي مع توضيح العوامل المتدخلة في الحماية وهي سياق الاقتصاد الكلي ولعب المصالح القطاعية للجهات الفاعلة الرئيسية والسياق الفكري رغم تبني الجزائر لتحرير التجارة لفترة تعدت العشريتين، وبهذا المعنى فان النظام السياسي وقيوده وتناقضاته هو نقطة الانطلاق لأي تفكير في قضايا إصلاح التجارة الخارجية، ومن هنا تأتي الأهمية الحاسمة لنهج الاقتصاد السياسي لإصلاح السياسة التجارية في الجزائر .

The Electronic Payment as an Effective Way to Improve the Electronic Government Services: Electronic "Tasdeed" Technology in Kuwait as a Model
Full text linkالهدف من هذا المقال هو التعرف على ظاهرة بطالة خريجي الجامعات من خلال التعرض لأسبابها وخصائصها ونتائجها والأجهزة المتوفرة لمواجهة هذه الظاهرة، كما تم عرض واقع هذه الظاهرة بسوق العمل بولاية بسكرة، وقد خلص هذا البحث إلى عدة نتائج منها أن بطالة خريجي الجامعات بسوق العمل بولاية بسكرة يرجع لارتفاع النمو السكاني والطلب المتزايد على التعليم العالي الذي ينتج عنه العدد الهائل من الخريجين سنويا بالإضافة إلى عدم ملائمة مخرجات التعليم العالي مع احتياجات سوق العمل بولاية بسكرة، وتراجع تدخل الدولة في توفير فرص عمل في القطاع العام، أما القطاع الخاص فيفرض شروط ومؤهلات لا تتوفر في خريجي الجامعات مثل الخبرة المهنية والتي في المتوسط تكون خمس سنوات، مما ينتج عن هذه الأسباب وغيرها عجز في تزويد سوق العمل بالكفاءات اللازمة لدعم النمو الاقتصادي بما يتلاءم مع متطلبات سوق العمل.
هدفت هذه الدراسة إلى إبراز فعالية الدفع الإلكتروني في تجويد خدمات الحكومة الإلكترونية، باعتباره أداة هامة يمكن أن ترفع من مستوى الرضى لدى العملاء والمقيمين والشركات على أداء الخدمات وجودتها من قبل الحكومة. وتم استخدام المنهج الوصفي التحليلي في الدراسة باعتباره الأنسب للإجابة على إشكاليتها التي تتمحور أساسا حول مدى مساهمة أسلوب الدفع الإلكتروني في تجويد خدمات الحكومة الإلكترونية، كما تم إسقاط هذا الموضوع على تجربة دولة الكويت من خلال مشروع تقنية "تسديد" للدفع الإلكتروني الحكومي الذي يمثل ذلك الأسلوب الإلكتروني المميز في دفع الإيرادات والرسوم الحكومية من خلال تقديم خدمات الكترونية متطورة للجهات الحكومية.
وتوصلت الدراسة إلى مجموعة من النتائج، أبرزها أن نظام الدفع الإلكتروني الحكومي "تسديد" بدولة الكويت نموذجا طموحا ساهم وبشكل فعّال في تجسيد وإرساء الحكومة الإلكترونية وذلك بتحسين الخدمات وتجويدها.

The descriptive analytical approach was used in the study as the most appropriate to answer its problem, which is mainly focused on the contribution of the electronic payment method to improving e-government services. This topic was also dropped on the experience of the State of Kuwait through the project (Tasdeed) to push the government, which represents the distinctive electronic payment of government fees and income through the provision of advanced electronic services to the government. The study reached a set of results, most notably that the government electronic payment system "Tasdeed" in Kuwait is an ambitious model that contributed effectively to the embodiment and establishment of e-government by improving and improving the services
Analysis and Evaluation of the Tourism Sector in Algeria and Tunisia during the Period (1990-2014)
Full text linkتهدف هذه الدراسة إلى تحليل ومقارنة القطاع السياحي في الجزائر بالقطاع السياحي التونسي وذلك من خلال المؤشرات السياحية المتمثلة في التدفقات البشرية، عدد الليالي السياحية، الطاقة الفندقية، لكل من البلدين، خلال الفترة المختارة (1990-2014)، وأيضا المقارنة من حيث الترتيب العالمي لتقرير الصادر عن المنتدى الاقتصادي العالمي (WEF) و تقرير مجلس السياحة و السفر العالمي(WTTC)، حيث خلصت الدراسة إلى تمكن تونس من تحسين تنافسيتها بينما الجزائر لازالت تراوح مكانها وهذا راجع الى سياسة التهميش المعتمدة من طرف الدولة الجزائرية، واعتمادها على الثروة النفطية، وعدم وجود نية حقيقية للنهوض بهذا القطاع.
تصنيف جال: M31, Z33.This study aims to analyze and compare the tourism sector in Algeria with the tourism sector in Tunisia through tourist indicators (human influx, number of tourist nights, hotel capacity for both countries during the period selected 1990-2014, and also the comparison in terms of the global ranking of the report issued by the World Economic Forum (WEF) and the report of the World Tourism and Travel Board: WTTC). The study concluded that Tunisia can improve its competitiveness while Algeria is still in place. This is due to the policy of marginalization adopted by the Algerian state and its dependence on oil wealth. There is no real intention to advance this sector

Full text linkيهدف هذا المقال إلى شرح الخطوط العريضة لتصميم مقياس وتطويره في مجالي التسويق وإدارة الأعمال، وتقدم لمحة عامة عن جوانب الصدق والثبات، لمساعدة الباحثين على تطوير مقاييس مناسبة وتحسين عملية تطويرها. وبشكل أكثر تحديدا، يشرح الخطوات اللازمة لتطوير أدوات القياس والتي تشمل: التحديد المفاهيمي الذي يتم خلاله توليد عينة من البنود والتحقق من صدق المحتوى. والخطوة التالية هي إدارة المسح، والتي يتم خلالها إجراء الاختبار الأولي، وتحديد حجم العينة وحساب الثبات، وبعد ذلك، يتم إجراء التحليل العاملي الاستكشافي لتقليل عدد بنود المقياس الأولي ، كما يتم فحص الاتساق الداخلي، وأخيرا يتم استخدام التحليل العاملي التوكيدي لاختبار معنوية المقياس، واختبار الصدق التقاربي والصدق التمييزي

The Role of Facebook in Activating Local Tourism: An Analytical Study

With the emergence of social networks on the Internet, marketing services, especially tourism services, depend on the human factor through exchanging information about tourist areas, traditional products, hotels, and others. The new era has begun to depend on consumers and their contribution to promoting services and places. With the rapid development of social networks, especially Facebook, the importance of harnessing these sites to serve the tourism industry in the countries of the world in general and Algeria, in particular, has emerged. The tourism industry depends mainly on the views of consumers and the spread of information among them, which opened a wide door to identify the places of tourism and hotels and offer services to visiting people and benefiting from their services. This positively affects other users who may one day be tourists in the same areas. Therefore, this study aims to highlight the role of social networks and their contribution to the activation of tourism in general and local tourism in particular. Evaluation of the University Professor Quality from the Student's Point of View: University of Mohammed Khiedr Biskra as a Case Study
Full text linkتهدف الدراسة إلى بحث موضوع واقع توفر عناصر الجودة لدى الأستاذ الجامعي في كلية العلوم الإنسانية والاجتماعية بجامعة محمد خيضر ببسكرة؛ من العناصر التي ركز عليها أغلب الباحثين في تقييمهم لجودة الأستاذ والتي قمنا بالاعتماد عليها نذكر: قدرة الأستاذ على التحكم في المقياس الذي يدرِّسه، مساهمة المقياس في التحصيل العلمي للطلبة، تقويم محتوى المقياس، علاقة الأستاذ بالطلبة؛
لتحقيق الهدف من الدراسة قمنا في البداية بعرض للأطر النظرية المرتبطة بتقييم جودة الأستاذ الجامعي من وجهة نظر الطلبة لننتقل بعدها إلى عرض النموذج النظري للبحث وتوضيح فرضياته، هذا ما سمح لنا بتصميم استبيان يحتوي على 20 سؤال مقسم إلى أربعة محاور تمثل أبعاد جودة الأستاذ الجامعي، بالإضافة إلى محور يتعلق بالبيانات الشخصية للمستجوب، تم توزيع الاستبيان على 287 طالب وطالبة؛ تُظهر نتائج الدراسة توفر أبعاد الجودة لدى أساتذة كلية العلوم الإنسانية والاجتماعية في الجامعة محل الدراسة، أيضاً وجود فروق في تقييم أبعاد الجودة تعزى لمتغير الجنس والمستوى.
تصنيف جال: I23، C88Through this study, we will investigate the availability of quality elements in the university professor at the Faculty of Humanities and Social Sciences (University of Muhammad Khider). To achieve the study goal, we initially presented the theoretical frameworks associated with assessing the quality of the university professor from the students' students' point of view; then, we moved on to explaining the theoretical model of the research and clarifying its hypotheses. That's what allowed us to design a questionnaire containing 20 questions divided into four axes representing the dimensions of a University professor, in addition to an axis related to the personal data of the interviewee. The questionnaire was distributed to 287 students, and the study results show the availability of quality dimensions among the College of Humanities and social sciences professors. Performance Evaluation in Service Institutions using Data Envelopment Analysis Method: Chlef University as a Model
Full text linkتهدف هذه الدراسة إلى إبراز أهمية عملية تقييم الأداء في المنظمات بصفة عامة والمؤسسات الخدمية بصفة خاصة، حيث تمثل هذه العملية وسيلة لمعرفة مدى كفاء المنظمة في إنجاز نشاطاتها وفعاليتها في تحقيق أهدافها، واستخدمنا أسلوب تحليل البيانات المغلفة(DEA)الذي يعتبر من أهم الأساليب الكمية في تقييم أداء مجموعة من الوحدات المتماثلة، بناء على قياس مستوى كفاءتها باستعمال مجموعة من المدخلات والمخرجات، وقد تم التطبيق على جامعة الشلف كنموذج عن المؤسسات الخدمية، واستعملت بيانات الموسم 2017-2018.
تم توظيف نموذجي أسلوب DEA(CCR و BCC)بالتوجه المخرجي، وبينت النتائج أن من بين 10 كليات بجامعة الشلف استطاعت كليتين فقط تحقيق مستوى الكفاءة التام وهما: كلية الهندسة المدنية والمعمارية وكلية العلوم الإنسانية والاجتماعية مما يعكس مستوى الأداء الجيد بهما، وهذا ما يؤهلهما لتكونا مرجعا يتم الاقتداء به من طرف بقية الكليات لتحسين مستوى أدائها واستغلال مواردها أحسن استغلال.
تصنيف جال: L25, A30, C61This study aims to illustrate the process of evaluating performance in organizations in general and service organizations in particular. This process represents knowing the organization's efficiency in carrying out its activities and effectiveness in achieving its goals. In addition, we used the Data Envelopment Analysis method (DEA), one of the most important quantitative methods in evaluating how a set of similar units performed, based on quantifying their efficiency level using a set of inputs and outputs. This study applied to the University of Chlef as a model for a service institution. The data for the 2017-2018 university season were used. Two DEA models (CCR & BCC) have been employed with output orientation. The results showed that out of 10 faculties in the University of Chlef, only two (the faculty of civil and architectural engineering and the faculty of humanities and social sciences) could make the whole efficiency level. This reflects their good performance, which qualifies them to be a reference for the rest of the faculties to improve their performance level and the best use of its resources
