What do NEETs need ? The overall effect of active and passive labor market policies
The overall effect of active and passive labor market policies is pivotal to motivate programs combining the two components. This paper evaluates a flagship French program for disadvantaged youth Not in Employment Education or Training (NEETs) that combines a year of cash transfers and activation policies. The results show a positive total effect of the program on employment (+21 percentage points, +64% relative to control in LATE terms) emerging after program termination. The analysis of mechanisms suggests a negative effect of the cash transfer component on employment and lock-in from training, compensated by a positive effect of activation policies
Optimisation combinatoire et apprentissage axé sur la prise de décision : algorithmes, implémentations et applications chez Air France
Motivated by an industrial collaboration with Air France, this thesis addresses the criticalchallenge of building delay-resilient airline operations. To that purpose, we proposescalable algorithms at the crossroad of combinatorial optimization and machine learning,with a focus both on the methodology and the implementation.In Part I, we present our methodological and open-source contributions. We introducean efficient enumeration algorithm for the resource-constrained shortest path problem,and a generic implementation. We then present JuliaDecisionFocusedLearning, a comprehensive Julia ecosystem for decision-focused learning: it provides all the toolsfor standardized, reproducible and scalable implementation, as well as new state-of-the-art algorithms. Finally, we show how to apply decision-focused learning to multi-stagestochastic optimization, demonstrating its effectiveness by winning the 2022 EURO-NeurIPS competition on dynamic vehicle routing.In Part II, we apply our methods and leverage their generic implementations forairline operations optimization. We develop a deep learning delay propagation model thatpredicts flight delays. We then develop two mathematical programming formulations toaddress the stochastic tail assignment problem. They provide exact solutions for small instances and tight bounds for large ones. Finally, we overcome scaling limitations througha decision-focused learning policy that generalizes to large-scale instances and outperforms existing approaches. We validate our methods using real-world data from Air France, demonstrating significant improvements in operational efficiency.Dans le cadre d’une collaboration industrielle avec Air France, cette thèse aborde le défi de la construction d’opérations aériennes résilientes aux retards. Nous proposons des algorithmes à grande échelle à l’intersection de l’optimisation combinatoire et de l’apprentissage automatique. Dans la Partie I, nous présentons nos contributions méthodologiques et open-source. Nous introduisons un algorithme d’énumération efficace pour le problème du plus court chemin sous contraintes de ressources. Nous présentons ensuite JuliaDecisionFocusedLearning, un écosystème en Julia pour l’apprentissage orienté décision, fournissant les outils pour une implémentation standardisée et reproductible, ainsi que de nouveaux algorithmes à l’état de l’art. Nous appliquons l’apprentissage orienté décision à l’optimisation stochastique multi-étapes, démontrant son efficacité en remportant la compétition EURO-NeurIPS 2022.Dans la Partie II, nous appliquons nos méthodes à l’optimisation des opérations aériennes. Nous développons un modèle d’apprentissage profond pour la prédiction des retards des vols. Nous proposons deux formulations de programmation mathématique pour le problème d’affectation des avions stochastique, fournissant des solutions exactes pour les petites instances et des bornes serrées pour les grandes. Enfin, nous surmontons les limitations d’échelle grâce à une politique d’apprentissage orientée décision qui se généralise aux instances à grande échelle. Nous validons nos méthodes avec des données réelles d’Air France, démontrant des améliorations significatives de l’efficacité opérationnelle
Cohérence et propriétés générales des tourbillons de mésoéchelle dans l'océan global
In the ocean, instabilities of major currents gives rise to mesoscale eddies, which play a key role in the geographical redistribution of heat, salt, and biogeochemical products. Their ubiquity and longevity make them a major source of oceanic variability. While their ability to transport tracers is well established, the precise quantification of this transport remains uncertain, largely due to the multiple definitions of the concept of "coherence" used to characterize them. Traditionally studied through satellite altimetry, eddies have been primarily analyzed at the surface, introducing a bias in the assessment of their transport capacity. Although recent studies have begun to investigate their three-dimensional structure, this dimension remains poorly explored, limiting our understanding of their subsurface dynamics. In this context, we conducted a literature review to clarify the notion of coherence as applied to mesoscale eddies. Using an in situ database from oceanographic campaigns combined with numerical simulations, we propose a new definition of coherence based on the thermohaline properties of eddy cores. The presence of thermohaline anomalies effectively indicates the transport of a coherent water mass by an eddy, and thus allows us to evaluate its material coherence. We also propose to characterize the three-dimensional boundary of mesoscale eddies and analyze their shapes using analytical modeling. Our results show that eddy boundaries are dynamic, turbulent, and their intensity depends on the Rossby number of the eddy. These boundaries delineate the interface between the trapped water mass and the surrounding fluid. Furthermore, we demonstrate that the vertical extent of eddies is controlled by the local stratification. The tilting of isopycnals is the main source of density anomaly, while anomalies along isopycnals do not influence eddy dynamics.Dans l’océan, la déstabilisation des courants majeurs engendre la formation de tourbillons de mésoéchelle, qui jouent un rôle clé dans la redistribution géographique de la chaleur, du sel et des produits biogéochimiques. Leur omniprésence et leur longévité en font une source majeure de variabilité océanique. Si leur capacité à transporter des traceurs est avérée, la quantification précise de ce transport reste incertaine, notamment en raison des multiples définitions du concept de "cohérence" utilisées pour les caractériser. Traditionnellement étudiés via l’altimétrie satellitaire, les tourbillons ont principalement été analysés en surface, introduisant un biais dans l’évaluation de leur capacité de transport. Bien que des travaux récents s’intéressent à leur structure tridimensionnelle, cette dimension reste encore peu explorée, limitant notre compréhension de leur dynamique de subsurface. Dans ce contexte, nous avons conduit une revue de la littérature afin de clarifier la notion de cohérence appliquée aux tourbillons de mésoéchelle. En exploitant une base de données in situ issue de campagnes océanographiques et des simulations numériques, nous proposons une nouvelle définition de la cohérence fondée sur les propriétés thermohalines des coeurs des tourbillons. La présence d’anomalies thermohalines permet en effet d’identifier le transport effectif d’une masse d’eau par un tourbillon, et ainsi d’évaluer sa cohérence matérielle. Nous proposons également de caractériser la frontière tridimensionnelle des tourbillons de mésoéchelle et analysons leurs formes à l’aide de modélisation analytique. Nos résultats révèlent que les frontières des tourbillons sont dynamiques, turbulentes, et d’intensité dépendante du nombre de Rossby du tourbillon considéré. Elles marquent la zone de contact entre la masse d’eau piégée et les eaux environnantes. Par ailleurs, nous montrons que l’extension verticale des tourbillons est contrôlée par la stratification locale. L’inclinaison des isopycnes constitue la principale source d’anomalie de densité, tandis que les anomalies le long des isopycnes n’affectent pas leur dynamique
Expressing general constitutive models in FEniCSx using external operators and algorithmic automatic differentiation
International audienceMany problems in solid mechanics involve general and non-trivial constitutive models that are difficult to express in variational form. Consequently, it can be challenging to define these problems in automated finite element solvers, such as the FEniCS Project, that use domain-specific languages specifically designed for writing variational forms. In this article, we describe a methodology and software framework for FEniCSx / DOLFINx that enables the expression of constitutive models in nearly any general programming language. We demonstrate our approach on two solid mechanics problems; the first is a simple von Mises elastoplastic model with isotropic hardening implemented with Numba, and the second a Mohr-Coulomb elastoplastic model with apex smoothing implemented with JAX. In the latter case we show that by leveraging JAX's algorithmic automatic differentiation transformations we can avoid error-prone manual differentiation of the terms necessary to resolve the constitutive model. We show extensive numerical results, including Taylor remainder testing, that verify the correctness of our implementation. The software framework and fully documented examples are available as supplementary material under the LGPLv3 or later license
Adaptation de Domaine pour la Détection de Boiterie à partir de Vidéos Non Annotées
International audienceLa détection précoce de boiterie est un enjeu crucial pour la santé équine. Bien que traditionnellement fondée sur l'observation humaine, cette tâche reste subjective et dépendante de l'expertise du praticien. L’apprentissage automatique offre des perspectives d’automatisation plus objectives, mais repose sur l’accès à des bases de données annotées, rares et coûteuses à constituer. De plus, les différences visuelles entre les vidéos (éclairage, angle, qualité) rendent difficile la généralisation des modèles d’un contexte à un autre.L'application des GANs et de Cycle-GAN ont prouvé leur efficacité dans de nombreuses tâches d’adaptation de domaine, notamment pour la transformation d’images entre différents contextes visuels. Dans ce travail, nous explorons l’adaptation de domaine comme solution à la problématique de boiterie, en utilisant une architecture LSCycleGAN. Une approche non supervisée pour aligner visuellement des vidéos non annotées (domaine source) avec des vidéos annotées (domaine cible) de chevaux boiteux et non boiteux. Notre approche se décompose en trois étapes : (A) entraînement d’un classifieur sur les données annotées, (B) adaptation des vidéos non annotées vers le domaine cible, et (C) classification des vidéos adaptées.Les premiers résultats montrent que l’adaptation permet de réduire efficacement les écarts visuels entre les domaines, préparant ainsi le terrain pour une future classification automatique à partir de vidéos non annotées capturées en conditions réelles

Une paramétrisation stochastique du mélange induit par les ondes de gravité non orographiques pour le Modèle Climatique Planétaire de Mars
International audienceThis paper presents a formalism of mixing induced by non‐orographic gravity waves (GWs) to integrate with the stochastic GWs scheme in the Mars Planetary Climate Model. We derive the formalism of GWs and their mixing under the same assumptions, integrating the two schemes within a unified framework. Specifically, a surface‐to‐exosphere parameterization of GW‐induced turbulence has been derived in terms of the eddy diffusion coefficient. Simulations show that the coefficient is on the order of 10⁴ to 10⁹ cm² s⁻¹ and a turbopause is at altitudes of 70–140 km, varying with seasons. The triggered mixing has minor effects on model temperatures, yet it substantially impacts upper atmospheric abundances. Simulations are consistent with observations from the Mars Climate Sounder and the Neutral Gas and Ion Mass Spectrometer. Mixing enhances the tracer transports in the middle and upper atmosphere, governing the dynamics of these regions. The scheme reveals how non‐orographic GW‐induced turbulence can regulate upper atmospheric processes, such as tracer escape.Cet article présente un formalisme du mélange induit par les ondes de gravité (OG) non orographiques afin de l’intégrer au schéma stochastique des OG dans le Modèle Climatique Planétaire de Mars. Nous dérivons le formalisme des OG et de leur mélange sous les mêmes hypothèses, en intégrant les deux schémas dans un cadre unifié. Plus précisément, une paramétrisation de la turbulence induite par les OG, de la surface à l’exosphère, a été formulée en termes de coefficient de diffusion turbulente. Les simulations montrent que ce coefficient est de l’ordre de 10⁴ à 10⁹ cm² s⁻¹ et qu’une turbopause se situe entre 70 et 140 km d’altitude, variant selon les saisons. Le mélange ainsi déclenché a un effet limité sur les températures du modèle, mais il influence fortement les abondances de la haute atmosphère. GW250114: Testing Hawking’s Area Law and the Kerr Nature of Black Holes
International audienceThe gravitational-wave signal GW250114 was observed by the two LIGO detectors with a network matched-filter signal-to-noise ratio of 80. The signal was emitted by the coalescence of two black holes with near-equal masses m_{1}=33.6_{-0.8}^{+1.2}M_{⊙} and m_{2}=32.2_{-1.3}^{+0.8}M_{⊙}, and small spins χ_{1,2}≤0.26 (90% credibility) and negligible eccentricity e≤0.03. Postmerger data excluding the peak region are consistent with the dominant quadrupolar (ℓ=|m|=2) mode of a Kerr black hole and its first overtone. We constrain the modes' frequencies to ±30% of the Kerr spectrum, providing a test of the remnant's Kerr nature. We also examine Hawking's area law, also known as the second law of black hole mechanics, which states that the total area of the black hole event horizons cannot decrease with time. A range of analyses that exclude up to five of the strongest merger cycles confirm that the remnant area is larger than the sum of the initial areas to high credibility
The Effect of Near‐Surface Winds on Surface Temperature and Dust Transport on Venus
International audienceThe knowledge of the Venus near‐surface atmosphere is sparse. Few spacecrafts landed on the surface and measured winds with amplitudes below 1 m/s. The diurnal cycle of the wind amplitude and orientation is not known. Recent numerical simulations showed that slope winds along topographic structures could strongly impact the direction of winds. This study presents the first mesoscale modeling of such winds on Venus. A change of direction is occurring during the day in the main slopes, with upslope winds at noon due to solar heating and downslope winds at night. This is due to efficient IR cooling of the surface during the night, being colder than its surroundings slope atmospheric environment and leading to displacement of air. The temperature is impacted by the adiabatic cooling/warming induced by those winds. A strong heating effect is occurring for the downslope winds, leading to an anti‐correlation between the surface temperature diurnal amplitude and the topography. This diurnal amplitude reaches 4 K in the plains and below 1 K in the mountains. The saltation of sediment by those winds was also quantified, with a higher probability at night along the slopes on the western flanks
