    Quelle écologisation pour des modèles d'aménagement en question ?

    International audienceFace aux changements environnementaux globaux, les aménageurs se retrouvent pris dans un dilemme, qui est une crise quasi existentielle. D’un côté, ils font face à des injonctions de plus en plus fortes à mettre en place une sobriété foncière, matérielle, énergétique et à intégrer des fonctionnements éco-systémiques dans leurs aménagements. De l’autre, leurs modèles historiques de fonctionnement et de financement reposent sur la construction à travers le mécanisme des charges foncières. A partir d’une enquête embarquée auprès d’une dizaine d’aménageurs publics et parapublics locaux, ce rapport documente non seulement la réalité de cette crise structurelle pour les aménageurs, mais aussi les déplacements à l’œuvre à la fois dans les pratiques déployées, les métriques mobilisées et les outils utilisées pour écologiser l’aménagement.La première partie analyse la transformation des professionnalités des aménageurs, c’est-à-dire les savoirs, les compétences et les valeurs sous-jacentes à leur pratique. Notre enquête montre le développement d’expertises nouvelles, autour de l’énergie, de l’écologie scientifique et de la prospective, porteuses de différents degrés d’écologisation. Ces nouvelles expertises questionnent le cœur de métier de l’aménageur et conduisent à imaginer des interventions moins tournées vers la construction neuve et davantage vers la gestion de l’existant.La deuxième partie montre le foisonnement des instruments juridico-financiers, contractuels et cognitifs qui visent à faire compter les métriques écologiques dans les prises de décision et les processus de conception. Cependant, cette écologisation de l’outillage des aménageurs est caractérisée d’une part par un tropisme sur la variable carbone et, d’autre part, par des difficultés à générer des transformations de l’acte d’aménager, une partie des outils pêchant dans leur capacité à être opérationnalisés, c'est à dire à prouver leur utilité, à être facile d'usage et à être appropriés par les acteurs concernés.Face à ces constats, nous faisons l’hypothèse que l’approfondissement de l’écologisation de l’aménagement passe par une refonte des cadres comptables afin de faire exister les fonctionnements de biosphère et l’empreinte matérielle dans les outils de pilotage. En particulier, notre enquête a montré le caractère central du bilan d’opération, aujourd’hui uniquement financier. C’est pourquoi, dans la troisième partie, qui se veut plus expérimentale, nous explorons trois voies possibles pour élaborer des bilans écologiques d’opérations en nous inspirant du champ des comptabilités environnementales : le bilan coloré, le bilan en coût de maintien du bon état des écosystèmes et le bilan par flux physiques

    Shaping Social Norms: How Experience Affects Moral Judgments

    What actions other people judge appropriate drives pro-social behavior. We show that such judgments depend on whether the observers previously faced the situation they judge (active observers) or not (passive observers). In an online giving experiment, active observers make more polarized judgments than passive ones -those who acted pro-socially judge selfish behavior more harshly and praise pro-social actions more. Moreover, active observers persistently avoid payoff-relevant information, both as dictators, likely to maintain their self-image, and then as observers. Our results imply a new link between descriptive (what most people do) and injunctive norms (what groups deem appropriate)

    The limits of behavioral nudges to increase youth turnout: Experimental evidence from two French elections

    International audienceThere is a significant gap in turnout between young people and older voters. The failure to instill a voting habit at an early age may have long term consequences in terms of future political participation as well as on other civic behaviors. Using a pre-registered online experiment with 3790 subjects, we implemented behavioral interventions aiming to stimulate youth turnout in the 2022 French presidential election. We rely on an innovative incentive scheme to measure their consequences on (self-reported) actual voting behavior. We also provide evidence on the effect of one behavioral intervention on youth turnout in a less salient election, the French legislative election that took place two months after the Presidential one. The results from the two experiments show the absence of any differences in turnout between the baseline and the treatment conditions. We investigate several mechanisms that can explain our results

    Bridging Overlapping 2D Coarse and Fine Meshes Within the Phase Field Fracture Method

    International audienceA framework is proposed to bridge coarse and fine meshes in a single simulation within the phase field method for fracture. Fine meshes are used in the vicinity of localized defects to accurately capture crack initiation, while coarse meshes are used away from initial defects and include only crack propagation paths. This reduces the prohibitive computational times associated with uniformly fine meshes over the entire domain, or with the use of complex adaptive meshes in the phase field method. The coupling between the two overlapping meshes is achieved using a variational formulation in which the energies of the models associated with the fine and coarse meshes are weighted in the superposition zone. Two situations are considered. The first includes the resolution of the phase field problem only in the fine mesh, while the coarse mesh is limited to the undamaged elastic problem. In the second situation, cracks can propagate in both the fine and coarse mesh. Variational formulations and associated finite element implementations are detailed. Numerical examples are presented, showing the potential of this approach to significantly reduce computational costs in the phase field method for cracking without affecting the accuracy

    Long-term Land Inequality and Post-Colonial Land Reform in Egypt (1896-2020)

    The Middle East is among the most unequal regions in the world today, yet little is known about the long-term dynamics of inequality in the region. This paper presents detailed and newly digitized estimates of land inequality in Egypt from 1896 to 2020, drawing on comprehensive records of private agricultural land ownership. This unique dataset enables a systematic analysis of the evolution of land distribution over more than a century and sheds light on the historical forces and redistributive policies that shaped it. To the best of my knowledge, no similarly long-run and granular series on land inequality exists for any other country or land reform context. The results reveal an extreme concentration of land in the early 20 th century, with the top 1% of landowners controlling over 42% of privately owned agricultural land on the eve of Egypt's 1952 agrarian reform. Subsequent redistribution efforts reduced this figure to 27% by 1980. During the same period, the share held by the next 9% of landowners increased modestly, from 32% to 35%. The most notable gains were achieved by middle landowners (owners of 1 to 5 feddans), whose share increased from 20% to 30%. In contrast, the reform had limited impact on the landless and smallest landowners: the bottom 50% saw only a marginal increase in their land share, from 6% to 8%

    International audienceيبحث هذا الفصل في التداعيات الاجتماعية المكانية للتخطيط العمراني الاستعماري الإسرائيلي على التجمعات البدوية الفلسطينية في المحيط الشرقي للقدس. حيث يؤطّر تهجيرهم كشكل من أشكال "الأضرار الجانبية" ضمن الإطار الأوسع للاستراتيجيات الحضرية الاستعمارية. ومن خلال منظو لهنري لوفيفر حول إنتاج الحيز المكاني، تتتبع الدراسة تحول المشهد البدوي من أراضٍ معاشة ومشاعية إلى حيزات مجردة تم تحديدها وإعادة تشكيلها بفعل سياسات الاستعمار الاستيطاني. ومن خلال دراسة الانتقال من الممارسات الرعوية التقليدية قبل عام 1948 إلى التوسعات العمرانية المعاصرة، تكشف الدراسة عن نمط من التوطين غير المباشر المفروض على السكان البدو. كما تستكشف الدراسة العواقب القانونية والبيئية لمثل هذه التلاعبات المكانية، بما في ذلك مصادرة الأراضي وتدمير الهوية الثقافية البدوية. تسعى الدراسة، عبر تحليل متعدد التخصصات، إلى صياغة السردية متعددة الأوجه لتجارب البدو المكانية، مع تسليط الضوء على صمودهم في مواجهة التهجير والتغريب المستمرين.This chapter examines the socio-spatial repercussions of Israeli colonial urban planning on Palestinian Bedouin communities in the eastern vicinity of Jerusalem. It contextualises their displacement as a form of ‘collateral damage’ within the broader framework of colonial urban strategies. Using Henri Lefebvre's theoretical lens on the production of space, the study traces the transformation of Bedouin landscapes from lived, communal territories into abstract spaces delineated and reshaped by settler-colonial policies. By examining the transition from traditional pastoral practices prior to 1948 to contemporary urban expansions, it uncovers a pattern of indirect sedentarisation imposed on Bedouin populations. The study also explores the legal and environmental consequences of such spatial manipulations, including land seizures and the destruction of Bedouin cultural identity. Through a multidisciplinary analysis, the study seeks to articulate the nuanced narrative of Bedouin spatial experiences, highlighting their resilience in the face of ongoing displacement and alienation.This open access edited collection is the first book-length academic publication on the Palestinian Bedouins at risk of forced displacement in the Central West Bank and Greater Jerusalem area. At its core are two questions: firstly; what are the humanitarian vulnerabilities they face and how are they produced/constructed? And secondly, how does protracted impunity for international law violations drive humanitarian protection risks for them? It interweaves international law, community-based empirical research and interdisciplinary perspectives, to offer the broadest possible framework for understanding these complex and complicated questions.     The twin blow-up method for Hamilton-Jacobi equations in higher dimension

    International audienceIn this paper, we show how to extend the twin blow-up method recently developped by the authors (Comptes Rendus. Math., 2024), in order to obtain a new comparison principle for an evolution coercive Hamilton-Jacobi equation posed in a domain of an Euclidian space of any dimension and supplemented with a boundary condition. The method allows dealing with the case where tangential variables and the variable corresponding to the normal gradient of the solution are strongly coupled at the boundary. We elaborate on a method introduced by P.-L. Lions and P. Souganidis (Atti Accad. Naz. Lincei, 2017). Their argument relies on a single blow-up procedure after rescaling the semi-solutions to be compared while two simultaneous blow-ups are performed in this work, one for each variable of the classical doubling variable technique. A one-sided Lipschitz estimate satisfied by a combination of the two blow-up limits plays a key role
