    Restorative Justice as an Alternative Solution in Handling Persecution Cases at the Nias Police Station

    This study examines the application of Restorative Justice as an alternative solution in resolving the crime of persecution at the Nias Police Station. Restorative Justice is an approach that focuses on restoring the relationship between victims and perpetrators through mediation, not just punishment. The research method used is qualitative research with a descriptive approach through interviews, observations, and document studies. The results of the study show that Restorative Justice is applied in cases of minor persecution through several stages, namely case identification, agreement between the victim and the perpetrator, mediation involving community leaders, and the making of a peace agreement. This approach has proven effective in reducing the burden on the criminal justice system and providing more inclusive justice for victims and perpetrators. However, its implementation still faces obstacles, such as lack of public understanding, disagreements between victims and perpetrators, unclear regulations, and customary influences that burden perpetrators. In addition, there is resistance from the police who still tend to rely on the conventional judicial system. To increase its effectiveness, wider socialization, training for police officers, and the preparation of clearer technical guidelines are needed. With this strategy, Restorative Justice can be a more optimal approach in resolving the crime of persecution in a fair and sustainable manner

    The Role of the Regional Inspectorate as the Internal Supervisor of the Regional Government of Mandailing Natal Regency

    This research is motivated by challenges in implementing supervision in the local government of Mandailing Natal Regency, which is the key to achieving effective regional Management and community welfare. The Regional Inspectorate's role as an internal government supervisor is vital to realizing good governance. However, the implementation of supervision by the Inspectorate still faces various obstacles, such as limited human resources, inadequate financial support, and weak internal control of government organizations. This study aims to analyze the role of the Regional Inspectorate as an internal supervisory apparatus of the Regional Government of Mandailing Natal Regency and identify the factors hindering it. Using a qualitative research method with the theory of Thoha (2013), this study shows that the role of interpersonal relations of the Head of the Inspectorate as an exemplary figure has been well implemented, encouraging the improvement of employee performance. The role of information as a monitor and disseminator allows the Head of the Inspectorate to understand internal conditions and solve existing problems. The role of decision-making as an entrepreneur is also carried out effectively to improve organizational performance. The results of this study show the importance of optimizing the role of the Inspectorate to support better governance amid various obstacles

    Implementation of Government Regulation No. 5 of 2021 Business Licensing for MSEs at the Serdang Bedagai One-Stop Investment and Integrated Services Office

    This study aims to analyze the implementation of Online Single Submission Risk-Based Approach (OSS RBA) licensing services for micro and small businesses at the Serdang Bedagai Regency Investment and One-Stop Integrated Services Office (DPMPTSP). This study uses the theory of George C. Edward III with a qualitative research approach. The study results show that the implementation of OSS RBA in DPMPTSP Serdang Bedagai Regency has been running quite effectively with good communication, although there are still obstacles. Employee resources are ready, but supporting facilities need to be improved. The clear bureaucratic structure and commitment of the DPMPTSP in handling public complaints support the program's effectiveness. Supporting factors include regulations, technological infrastructure, human resource competence, socialization, and local government support. The main obstacles faced are the limitations of digital literacy, lack of socialization, system complexity, and limited infrastructure. In conclusion, resource optimization and technical support are still needed to improve service quality

    The Role of Micro-Influencer as Key Opinion Leader in Increasing Brand Awareness of Jiniso

    The advancement of digital technology has transformed marketing communication patterns, particularly in the local fashion industry. This study aims to analyze the role of micro-influencers as key opinion leaders (KOL) in increasing Jiniso’s brand awareness, using the Two Step Flow Theory as its theoretical foundation. This theory posits that brand information is more effectively conveyed to the public through trusted KOLs. The research hypothesizes that collaboration with micro-influencers can foster stronger audience engagement and trust compared to conventional advertising. This study employed a descriptive qualitative approach with an interpretive paradigm. Data were collected through in-depth interviews and non-participant observation of Jiniso’s micro-influencer content on TikTok. Informants were selected by purposive sampling, involving micro-influencers, Jiniso’s marketing team, and digital marketing experts. The results show that micro-influencers build audience trust and emotional closeness through authentic, responsive, and consistent content. Soft-selling strategies, personal storytelling, hashtags, and community challenges were proven to increase brand exposure, audience engagement, and electronic word of mouth (e-WOM). These findings align with the Two Step Flow Theory and reinforce previous research on the effectiveness of KOLs in digital communication. In conclusion, the collaboration between Jiniso and micro-influencers successfully creates strong social and emotional bonds, significantly enhancing brand awareness among Generation Z. This study highlights the importance of collaborative communication strategies and adaptive influencer selection in digital marketing communication practices

    Developing a Village Financial Governance Model: A Case Study of Maitara Tengah Village, Tidore Islands City, Indonesia

    This study explores the development of a village financial governance model in Indonesia, with a specific focus on Maitara Tengah Village, Tidore Islands City. It addresses four critical issues commonly encountered in village financial management: lack of transparency, weak accountability, limited community participation, and inadequate financial planning and reporting capacity. Employing a qualitative methodology, data were collected through interviews, field observations, and document analysis conducted between 2022 and 2024. The findings reveal that the effective use of village funds is constrained by limited administrative capacity, poor regulatory enforcement, and largely symbolic participatory mechanisms. To address these challenges, the research proposes a context-sensitive governance model that integrates principles of good governance, collaborative planning, and adaptive institutional design. The model aims to enhance transparency, accountability, and participatory engagement while accommodating the unique socio-cultural and geographic characteristics of remote and island communities. This study contributes to the broader discourse on village autonomy and decentralized rural development by offering a scalable and inclusive governance framework suited to the Indonesian context

    Analysis of the Implementation of Foreign Surveillance Policy

    Immigration policy is an integral part of governance that aims to maintain state sovereignty and public order. In the midst of the dynamics of globalization and increasingly intensive cross-border human mobility, Indonesia faces major challenges in implementing immigration policies effectively. This article aims to analyze the implementation of the Indonesian government's policies in the field of immigration, focusing on the surveillance of foreigners as a vital instrument in ensuring national security and public order. This paper uses a descriptive qualitative approach with the method of literature study and policy analysis, this article reveals that even though the legal and institutional framework has been formed, policy implementation still faces various challenges such as inter-agency coordination, human resource capacity, and the use of information technology. These findings show the need to strengthen policy integration, synergy between actors, and digitize the immigration surveillance system. Policy recommendations are focused on institutional capacity building, immigration digital reform, and strengthening multi-stakeholder collaboration

    Evaluation of the Impact of Credit Policy on Financial Performance

    This study aims to analyze the impact of credit policy on the financial performance of national banking companies in Indonesia, focusing on how credit policies influence factors such as profitability, financial stability, and liquidity. A quantitative approach is used in this research, with secondary data obtained from published financial reports of national banks, as well as data from the Financial Services Authority (OJK) and Bank Indonesia (BI). The data analysis technique employed is linear regression to examine the relationship between credit policy and financial ratios, including Non-Performing Loans (NPL), Return on Assets (ROA), Return on Equity (ROE), and the Operating Expenses to Operating Income ratio (BOPO) over the period 2015–2022. The results show that the credit policies implemented by banks have a significant impact on profitability, with an average ROA of 2.4% and ROE reaching 12.5%. Moreover, poor credit risk management was found to increase the NPL ratio to 3.2% and lower the banks’ financial performance. Meanwhile, a positive relationship between sound credit risk management and bank liquidity can be observed through the BOPO ratio, which stands at around 75%, indicating operational efficiency. Based on these findings, it is recommended that banks improve their credit risk policies to enhance their performance and financial stability

    The Influence of Principal Academic Supervision, Lead Teacher Competence, and Work Environment on Lead Teacher Capacity

    The discourse on teacher leadership in developing contexts has long suffered from a narrow gaze, obsessed with competencies, yet blind to conditions; fixated on training, yet inattentive to power. This study disrupts that pattern. Anchored in the evolving landscape of Indonesia’s Guru Penggerak (Mobilizing Teacher) program, we offer a systems-level examination of what truly drives teacher capacity in public elementary schools. Through a robust quantitative analysis, we illuminate the triadic architecture of capacity-building: principled supervision, professionally grounded competence, and an ecologically supportive work environment. The results are not subtle; together, these factors explain 93.4% of the variance in mobilizing teacher capacity. But the implication is not merely statistical. It is structural, cultural, and political. We argue that academic supervision must be reimagined, not as a mechanism of oversight but as a dialogic practice of pedagogical stewardship. Teacher competence must be untethered from static checklists and understood as a socially constructed, morally anchored, and continuously evolving enactment of professionalism. The work environment, too often treated as backdrop, is revealed here as a core determinant of whether teacher leadership is cultivated or crushed. This is not a call for more policy, it is a demand for coherence. Without structural alignment among leadership practices, professional learning ecosystems, and institutional cultures, no reform initiative, no matter how visionary, will outlive its training modules

    Hidden Mechanisms in Educational Performance: Revealing the Role of Motivation in Transformational Leadership and School Culture

    This study aims to examine the influence of transformational leadership style and school culture on educational performance through the mediation role of motivation. This study uses descriptive and verification research methods with a quantitative approach. The data collection technique in this study used a questionnaire with a measurement scale used the Likert scale. The population and sample in this study were employees of Pondok Al-Furqon Desa Srowo. The sampling technique in this study used a saturated sampling technique, totaling 102 respondents. The results of the study indicate that Transformational Leadership Style, and School culture, and Motivation have an effect on Educational performance. In addition, other results show that Transformational Leadership Style and School culture have a positive and significant effect on Motivation. The results of the motivational mediation of the relationship between Transformational Leadership Style and Educational performance, that Transformational Leadership Style on Educational performance is directly greater than Transformational Leadership Style on Educational performance through Motivation mediation, this indicates a partial mediation effect. The results of the motivational mediation of the relationship between School culture and Educational performance, that School culture on Educational performance is directly smaller than School culture Style on Educational performance through Motivation mediation, this indicates a full mediation effect. This study provides Islamic boarding school managers with important insights to optimize their organization's performance and effectiveness. Developing the communication, empathy, and motivation skills needed to improve manager performance is necessary for wise and responsive leadership

    Implementation of Class Policy Based on the Reception of Vocational High School Teachers

    The role of teachers in shaping students’ character and ideology in Vocational High Schools (SMK) is essential, particularly in internalizing the values of heroism courage, sacrifice, integrity, and dedication. This study explores how gender differences among teachers influence classroom policy implementation as a medium for instilling the ideology of heroism. Using a qualitative descriptive approach and Moser’s research design (1989), the study analyzes how 50 SMK teachers (25 male and 25 female) in Tegal Regency respond to heroic values after reading Eko Prasetyo’s novel "Poor People Are Forbidden from Going to School." Data were collected through instruments reflecting teachers' classroom policies and analyzed based on gender differences. Results show that female teachers generally implement classroom policies with greater tolerance, such as permitting students to leave class for competitions or excusing those who accompany peers in the school clinic. In contrast, male teachers are more likely to adhere to strict rule enforcement, such as reprimanding students who fall asleep despite working for their families. However, both male and female teachers avoided imposing severe punishments, demonstrating a shared understanding of the educational context. This study confirms that while the core values of heroism are shared, gender influences the methods of ideological internalization. These findings contribute to understanding pedagogical gender dynamics and emphasize the need for a standardized and consistent approach to character education to avoid value confusion among students
