    This study has been able to carry out a research work on the implications of adoption of Information Technology on Public Administration in Lagos State Parastatals using Lagos State Signage and Advertisement Agency (LASSA) as case study. To achieve the aim of the study, the following objectives were crafted: to find out the role of information technology in Public Administration globally, to find out if information technolog)fis used in Public Administration by Lagos State parastatals, to find out the aspect of information technology that is applied in the process of Public Administration in Lagos State parastatals and to find out the benefits of application of information technology in Public Administration process in Lagos State parastatals. Quantitative and qualitative research methods were applied during the course of the study and a questionnaire survey using convenience sampling method was used. It was found out that information technology is essential in Public Administration process in Lagos State parastals, application of information technology affects the process of Public Administration in Lagos State parastatal positively, application of information technology in process of public administration is a global phenomenon, non-application of information technology in government processes hinders accountability and performance in public administration, all public servants must be information technology compliant, internet services is not always available for public servants to use within Lagos State parastals, application of information technology affects individual performance within the public service, information technology systems installed in civil service are most times cam014lage, application of information technology is a career booster for civil servants.     Chromium (VI) biosorption properties of multiple resistant bacteria isolated from industrial sewerage

    Chromium (VI) [Cr (VI)] biosorption by four resistant autochthonous bacterial strains was investigated to determine their potential for use in sustainable marine water-pollution control. Maximum exchange between Cr (VI) ions and protons on the cells surfaces were at 30–35 °C, pH 2.0 and 350–450 mg/L. The bacterial strains effectively removed 79.0–90.5 % Cr (VI) ions from solution. Furthermore, 85.3–93.0 % of Cr (VI) ions were regenerated from the biomasses, and 83.4–91.7 % of the metal was adsorbed when the biomasses was reused. Langmuir isotherm performed better than Freundlich isotherm, depicting that Cr (VI) affinity was in the sequence Rhodococcus sp. AL03Ni > Burkholderia cepacia AL96Co > Corynebacterium kutscheri FL108Hg > Pseudomonas aeruginosa CA207Ni. Biosorption isotherms confirmed that Rhodococcus sp. AL03Ni was a better biosorbent with a maximum uptake of 107.46 mg of Cr (VI) per g (dry weight) of biomass.     Article full-textThe concept of scalability for the survival and full-scale implementation as well as efficient utilisation of any distributed system, particularly grid computing, cannot be over-emphasised. It is through this security concept that inter-domain and intra-domain resource sharing, distribution and aggregation can be adequately ensured and guaranteed. This paper is an extension of a paper titled “Towards achieving scalability and interoperability in a triple-domain grid-based environment (3DGBE)” presented at the Information Security for South Africa (ISSA), conference, 2012. The objective of this paper is to provide a comprehensive statistical analysis of the values obtained for the turnaround times for the three domains observed against the number of grid nodes when scalability was being evaluated using ANOVA. Further results obtained also give a summary of the statistical analysis of the values obtained with respects to the three domains vis-à-vis the mean ( , standard deviation and the variance using ANOVA. The essence of the statistical interpretation of these values is to affirm and confirm the significance difference in the mean of group of the three domains considered with respect to variation in the number of grid nodes as well as the number of service requesters as presented

    Matlab-Based Algorithm for Real Time Analysis of Multiexponential Transient Signals

    Multiexponential transient signals are particularly important due to their occurrences in many natural phenomena and human applications. For instance, it is important in the study of nuclear magnetic resonance (NMR) in medical diagnosis (Cohn-Sfetcu et al., 1975)), relaxation kinetics of cooperative conformational changes in biopolymers (Provencher, 1976), solving system identification problems in control and communication engineering (Prost and Guotte, 1982), fluorescence decay of proteins (Karrakchou et al., 1992), fluorescence decay analysis (Lakowicz, 1999). Several research work have been reported on the analysis of multicomponent transient signals following the pioneer work of Prony in 1795 (Prony, 1975) and Gardner et al. in 1959 (Gardner, 1979). Detailed review of several techniques for multicomponent transient signals’ analysis was recently reported in (Jibia, 2010)

    The Effect of Temperature on the Antibacterial and Physicochemical Properties of Fermenting Beniseeds

    The effect of temperature on the antibacterial property of fermenting beniseed was assessed on six diarhoeagenic bacteria by keeping the fermenting seeds at 40C and 290C respectively. Both the liquor and the slurry were used in this study. The pH, total titratable acidity, microbial load and the microflora of the samples kept at the two different temperatures was determined daily for 7 days. The results showed that the liquor kept at 290C had its highest antibacterial activities after 24hrs of fermentation while the sample kept at 40C had its highest antibacterial activities after 72hrs of fermentation. The highest inhibitory effect was observed on B. cereus with zone diameter of 42mm by the sample kept at 290C and 36mm the sample kept at 40C. This result, when compared with standard commercial antibiotics showed that the fermenting liquor is more effective against four of the six bacteria used. The microbial load of the fermenting liquor increased from 2.4 x104 cfu/ml to 9.2 x106cfu/ml in the sample kept at 290C and 2.4 x104 cfu/ml to 2.8 x105 cfu/ml in the sample kept at 40C by day 4. Microorganisms found to be associated with the fermentation are Lactobacillus acidophilus, Pediococcus cerevisiae and Leuconostoc mesenteroides. The pH of the fermenting liquor decreased from 5.50 at day 0 to 4.90 by day 4 for the sample kept at 40C while it decreased to 3.80 by day 4 for the sample kept at 290C. The total titratable acidity for the sample kept at 40C was highest by day 1 with a value of 27.00 and lowest by day 6 with a value of 10.00 while the one kept at 290C recorded the highest value of 56.10 by day 1 and lowest value of 15.50 by day 4. Since the fermented liquor significantly inhibited the growth of the test organisms used, it is therefore suggested that in the absence of antibiotics, fermented beniseed liquor can be used to treat diarrhoea within 24hours in rural areas where they may not be quick access to conventional antibiotics and can be used up to seven days when preserved in refrigerator to combat diarrhoea caused by these organisms

    Development of a Machine for Expressing Vernonia amygdalina Leaf Juice

    Vernonia amygdalina leaf juice is known for its nutritive value and as food supplement. There is therefore, a need for a simple processing device for the leaf juice expression. This study developed a machine for producing contamination-free V. amygdalina leaf juice. The design of the machine was based on the principle of a pressure deferential applied to the incoming leaf mash compared with that applied to the discharged material. Macerated leaves were compressed through a tapered screw conveyor; whose shaft terminates as a rising but short conical kink. The maximum juice yield of 41.39% was expressed from the leaf mash at pressing pressure and residence time of 6.09 MPa and 11 min, respectively. The throughput of the machine was 9.60 kg/h and the juice extraction rate was 1.86/h at leaf to water ratio of 1: 0.8. The maximum juice expression efficiency was 15.54% at 1: 1.2 leaf to water ratio, 60 rpm constant rotational motor speed and 11.99 kg/h feeding rate. Approximately 26.38% of the inherent moisture content of the leaf was expressed by the machine. It is expected that the machine may be used to express juice from other plant leaves having comparative physical properties. The machine therefore provides a viable technique for mechanical expression of good quality V. amygdalina leaf juice.

    A new method of vascular point detection using artificial neural network

    Vascular intersection is an important feature in retina fundus image (RFI). It can be used to monitor the progress of diabetes hence accurately determining vascular point is of utmost important. In this work a new method of vascular point detection using artificial neural network model has been proposed. The method uses a 5×5 window in order to detect the combination of bifurcation and crossover points in a retina fundus image. Simulated images have been used to train the artificial neural network and on convergence the network is used to test (RFI) from DRIVE database. Performance analysis of the system shows that ANN based technique achieves 100% accuracy on simulated images and minimum of 92% accuracy on RFI obtained from DRIVE database

    Nutritional Evaluation of Seed and Characterization of Crude Jack Bean (Canavalia ensiformis) OIL

    The Canavalia ensiformis used for this study was cultivated and harvested in Owo, Ondo state of Nigeria. The seed was prepared by sun drying for two weeks; it was later dehulled and milled to flour. The proximate and the mineral compositions of the seed were investigated using standard analytical techniques. The oil in the seed was extracted using solvent extraction method. The resulting crude oil was assessed for physicochemical parameters and fatty acid composition. Canavalia ensiformis contains high protein content, high carbohydrate content, high fibre content, low lipid and adequate minerals. The oil was bright in colour, transparent with low thermal stability when in contact with air. The free fatty acid and acid value was low, have high iodine and peroxide values, and low saponification value. Oleic acid has the highest fatty acid composition with 32.88%, followed by Linoleic acid with 25.93%. The total saturated fatty acid was 8.41%,while the total unsaturated fatty acid was 86.49%. Having considered the proximate and mineral compositions,the study revealed that the seed have high potential for animal and human consumption. In addition, it compared favourably with some conventional edible legumes. The oil, if refined and consumed will supply essential fatty acid to the body based on the fatty acid composition

    Oil price shocks and fiscal policy management: Implications for Nigerian economic planning (1980-2009)

    High Oil price fluctuations have been a common feature in Nigeria and these have considerably constituted a major source of fiscal policy disturbance to the Nigerian economy as well as the economies of other oil producing countries of the world. The over-reliance on oil production for income generation combined with local undiversified revenue and export bases is an issue for concern. This has policy implications for economic policy and in particular fiscal policy management. The motivation for this study is to examine the effect of oil price shock on fiscal policy in the country. Using structural vector autoregression (SVAR) methodology, the effects of crude oil price fluctuations on two major key fiscal policy variables (government expenditure (GEXP) and government revenue (GREV)), money supply (MS2) and GDP were examined. The results showed that oil prices have significant effect on fiscal policy in Nigeria within the study period of 1980: 1 to 2009: 4. The study also revealed that oil price shock affects GREV and GDP first before reflecting on fiscal expenditure. The study suggests strongly that diversification of the economy is necessary in order to minimize the consequences of oil price fluctuations on government revenue, by implication government expenditure planning in the country

    TOXICOLOGICAL EVALUATION OF FERMENTED LIQUOR AND METHANOLIC EXTRACT OF BENISEEDS IN ALBINO RATS

    The toxicological evaluation of fermented beniseed liquor and the methanolic extract were assessed in-vivo using young albino rats. They were fed with a dose of 0.75 ml at 100mg/ml of the extract and 0.75 ml at 100mg/ml of the fermented liquor respectively for three weeks (21 days) after which their vital organs were assessed histopathologically. The result of the histopathological analyses showed that the extract and fermented liquor caused no form of distortion, necrosis, lesions or haemorrhage on the heart, the cardiac muscles‟ striata were more strengthened by the fermented liquor when compared with the control and the one fed with the extract which showed homogenous muscle fibres and slight inflammatory cell infiltrations. The liver had its sinusoids in place and showed no form of necrosis, neither karyolysis nor any thickening nuclear structures. The kidneys had normal interstitial cells without tubular necrosis and intestine showed a well formed intestinal villi without any erosion of the cells while the spleen showed well formed dark green cells. Therefore, both the beniseed methanol extract and fermented liquor had no deleterious effect on vital organs and are fit for consumption
