ANALYSIS OF THE TECHNICAL REGULATION STATE OF COSMETIC PRODUCTS TURNOVER IN UKRAINE
The object of research is the state regulation of the turnover of cosmetic products and some aspects of their implementation in Ukraine.
Investigated problem. The issue of import substitution of Ukrainian cosmetic products and the increase in their production and sales in the Ukrainian and foreign markets is an urgent reason for the dynamic development of the cosmetic industry and the diversification of its traditional forms and directions of application. The solution to these problems mainly depends on the level of technical regulation by the state and requires proper legislative support in accordance with the requirements of international standards and EU directives.
The main scientific results. The foreign experience of regulatory support and state regulation of the turnover of cosmetic products (CP) is summarized. The problems of technical regulation of cosmetic and medicinal cosmetics in Ukraine are identified. An addition to the draft national technical regulation for cosmetic products is proposed and recommendations for its rational use are given. The prospects of introducing quality management systems at enterprises engaged in activities at all stages of the CP life cycle are determined.
Innovative technological product. A model has been developed to improve the current regulatory and technical framework governing the CP turnover in Ukraine, and an algorithm for its implementation is presented. The relevance of methods and means of ensuring the quality, safety and effectiveness of CP by introducing quality management systems at all stages of its life cycle is determined.
The scope of the innovative technological product. The developed proposals are recommended for implementation in the system of state regulation of the CP turnover in order to ensure its quality, effectiveness and safety for the health of consumers
THE COMMUNIST PARTY CONTROL OVER THE KHARKIV TRADE UNIONS IN THE 1920S OF THE XX CENTURY
Object of research: trade unions of Kharkiv region as a component of the institutions of the political system of Ukraine.
Investigated problem: the growing influence of the party organization in the Kharkiv region on trade unions.
The main scientific results: the party organization of Kharkiv region controlled the local trade unions. Their personnel policy was determined in party committees. The issue of the trade union movement was decided at the bureau of the province committee. The consequence of the party leadership of the cadres of the unions was that they did not fulfill their main task of protecting the economic interests of the working people. The result of the party leadership of the Kharkiv trade unions was that they performed unusual functions. The meetings of the Presidium of the Unions discussed a wide range of issues, most of which were not directly related to the economic protection of their members.
The scope of practical use of research results: determined by suitability for use in the field of the modern state by politicians, parties, public organizations, state institutions, and the media.
Innovative technological product: on the basis of numerous archival materials, many of which are introduced into scientific circulation for the first time, a significant gap has been filled in the ideas about the process of party leadership of trade unions at the regional level, namely in the Kharkiv region.

CRITERIA FOR SUCCESSFUL WEANING FROM MECHANICAL VENTILATION IN CHILDREN
The aim of the research was to establish criteria for successful weaning from mechanical ventilation in children based on analysis of Paediatric rapid shallow breathing index, maximum amplitude of diaphragm movements, diaphragm thickening fraction and pressure support (PS), which ensure minimal respiratory muscle load, level of consciousness which ensure minimal respiratory muscle load and presence of cough and swallowing reflexes and previous unsuccessful attempts of weaning.
Investigated problem: there is no consensus on the basic physiological parameters for successful extubation that have to be achieved during weaning from mechanical ventilation in children due to variability in size and degree of maturity of lungs and patients’ comorbidities. It leads to the lack of clinical justification for the routine practice of weaning in children.
The main scientific results: We have established a list of causes of unsuccessful weaning depending on the function of the diaphragm in children with different types of respiratory failure.
We have clarified and supplemented the list of reasons for unsuccessful weaning from mechanical ventilation depending on nutritional status and level of serum electrolytes in children.
We have identified and supplemented the list of reasons for unsuccessful weaning from mechanical ventilation depending on the disorders of neurological status in children.
We have supplemented the algorithm for predicting difficult weaning from mechanical ventilation in children.
The area of practical use of the research results: the obtained results have to increase the rate of successful weaning in children with acute respiratory failure in pediatric intensive care units
ANALYSIS OF THE IMPACT OF SPECIAL CONSTRUCTIONS OF GAP SEALS ON THE DYNAMICS OF CENTRIFUGAL MACHINES
The object of research: the influence of the design features of special gap seals on the dynamic characteristics of centrifugal machines.
Investigated problem: harmonization of the consumption and dynamic characteristics of the seals of the rotors of high-speed machines by applying special design methods.
Main scientific results: The mechanism and operating conditions of seals with floating rings are described. It is determined that the most effective from the point of view of dynamic characteristics is the variant of the semi-movable ring. Expressions for determining the conditions of angular and radial immobility of a floating ring are obtained. The design options for deformable gap seals, including deformable floating rings, deformable interwheel seals and seals with an axially movable deformable sleeve, have been investigated. The scope of their application for unique machines with high requirements for tightness and vibration reliability has been determined. Variants of the design of labyrinth seals have been investigated. The analysis shows that the dynamic properties of labyrinth seals significantly depend on the relative position of the ridges. Overlapping ridged seals have the worst dynamic performance of the labyrinth seal designs. The honeycomb seal has more favorable dynamic properties, and the well seal has the best combination of consumption and dynamic characteristics. The dynamic characteristics are especially important for the seals of high-speed rotors of centrifugal machines.

Innovative technological product: a methodology for the selection, design and calculation of special designs of gap seals with optimization of dynamic and flow characteristics.

DEVELOPMENT OF PROMISING SYNTHESIS - TECHNOLOGY AVENIR GAZ CONVERTING DIESELS TO GAS ENGINES WITH SPECIAL IGNITION
The object of research is the multifunctional synthesis technology Avenir Gaz (of various levels of complexity), intended for converting transport diesel engines into spark-ignited gas internal combustion engines (ICE) for operation on liquefied petroleum gas (LPG).
Investigated problem: the creation of an affordable synthesis technology in terms of complexity and price, which allows converting operating diesel engines into gas internal combustion engines operating on cheaper and environmentally friendly gas fuel - LPG.
Main scientific results: Avenir Gaz synthesis technology (two levels of complexity, qualified as levels "A" and "B") for converting diesel engines into gas internal combustion engines is developed and created. It is shown that the conversion of diesel engines according to the Avenir Gaz synthesis technology is carried out on the basis of the developed electronic microprocessor control systems. And the basis of the control systems is the developed and manufactured two electronic microprocessor control units Avenir Gaz 37 (hereinafter – ECU Avenir Gaz 37). ECUs in accordance with the levels of complexity of synthesis technology are qualified as – ECUs Avenir Gaz 37 "A" and Avenir Gaz 37 "B". It is shown that Avenir Gaz synthesis technology of level "A" allows converting diesel engines into gas internal combustion engines with LPG supply through a gas-air mixer into the inlet pipeline. At the same time, the Avenir Gaz 37 "A" ECU, using the signal from the Hall sensor of the distributor, limits the maximum speed of the gas engine, thereby ensuring its safe operation. And the synthesis technology Avenir Gaz 37 of level "B" allows converting diesel engines into gas internal combustion engines providing group or sequential injection of LPG by electromagnetic gas nozzles (injection system of the Common Rail type) into the intake manifold in the area close to the intake valve.
Area of practical use of the research results: converting diesel vehicles, including agricultural machinery (powerful wheeled and tracked tractors, combines, etc.) into spark-ignited gas combustion engines operating on LPG.
An innovative technological product: Avenir Gaz synthesis technology, which allows converting the transport diesel engines in operation into gas internal combustion engines for operation on LPG.
Scope of application of the innovative technological product: naturally aspirated and supercharged diesel engines with the number of cylinders from one to six, in-line and V-shaped, with a uniform alternation of working strokes
MODERN CHALLENGES OF GLOBALIZATION PROCESSES AND INTERCULTURAL COMMUNICATION AS AN ANSWER TO THEM
This study, the object of which is globalization in its modern modifications, is devoted to the analysis of trends in the deployment of globalization processes in modern sociocultural contexts. The features of postmodern societies, which are informational and multicultural societies, risk and knowledge societies are analyzed. Based on the author’s comprehensive research methodology, globalization, its structure, semantics, functional range and constructive potential are considered. Particular attention is paid to intercultural communication as a tool to overcome possible "zones of misunderstanding." It turns out its horizontal and vertical dimensions, gender communication is considered as an example of horizontal deployment. The role of education and upbringing in the formation of the imperative of tolerance is highlighted. It is proved in the work that taking into account the unity of these measurements is of fundamental importance for increasing the efficiency of the formation of a person’s readiness to respond to life's challenges.
Investigated problem. Among modern challenges, globalization pays special attention, absorbs light at an accelerated pace. Despite the fact that this thematic field was developed by a number of researchers, this problem remains relevant today especially since sociocultural contexts are changing, emphasis is shifting. Due to the global pandemic, the corona of the virus of the state is becoming more closed. The perception of globalization processes occurs through an analysis of potential risks for self-preservation. Despite this, integration processes continue, therefore, teaching a person intercultural communication skills remains relevant.
The main scientific results. The scientific novelty of research is to create a metatheoretical model of globalization and intercultural communication as its component in general civilization and national contexts on the basis of the author’s methodological program, the application of which made it possible to significantly deepen the understanding of the globalization construct, to reveal the functional potential of intercultural communication as necessary in the construction and implementation of successful life-saving strategies.
Scope of the practical application of the research results. Practical value is determined by the totality of the analyzed problems, which expand the horizons of understanding the phenomenon of globalization and intercultural communication. The proposed methodological research program can be used in the further development of problems of national education strategies in the era of globalization, in the teaching of special courses in the philosophy of education, theoretical and comparative pedagogy, the sociology of education and culture. PROBLEMS OF USING CUSTOMER-ORIENTED MARKETING STRATEGY IN THE MANAGEMENT SYSTEM OF EDUCATIONAL INSTITUTIONS
The object of research: marketing activities in higher education to remain competitive.
Investigated problem: setting up a management system of relations with stakeholders in the educational services market, which can adjust quickly to any market changes.
The main scientific results: trends in changes of higher education students in Ukraine in the last 20 years have been researched. Reasons, which supported growth of the number of universities and academies between 1991 and 2009, and their reduction between 2010 and 2019, have been analyzed. Distinctive features of the market creation, which led to the structural disproportions, have been identified. Conclusions made about the possibility of introducing a customer-orientated approach to manage marketing activities in Ukrainian higher educational services market. Considerable differences in concepts of “client” and “consumer” in operations of educational establishments have been analyzed.
The area of practical use of the research results: higher education and professional education organizations
Technological innovation: blueprint for process implementation of customer-oriented approach was suggested to be adopted by higher educational establishments, developed key basic principles for strategy implementation to achieve competitive advantages of higher educational establishments within the educational services market, given recommendations on setting up an organizational structure for managing marketing activities in higher educational establishments.

FORECASTING OF FORMATION OF PHARMACEUTICAL GLASS WASTE TAKING INTO ACCOUNT THE COVID-19 DATABASE
Subject of research: forecasting the formation of pharmaceutical glass waste in medical institutions, taking into account the peculiarities of the use of medicines during the COVID-19 epidemic in Ukraine.
Research problem: Predicting the formation and accumulation of pharmaceutical glass waste in hospitals in order to implement effective environmental management and determine the resource possibilities for further waste disposal.
Main scientific results: A model has been developed that can be used to predict the generation of pharmaceutical waste from glass in hospitals in the country during an epidemic, as well as in the presence of the necessary input data in a non-epidemic period. Based on regression analysis and using the Minitab-19 software, the dependences of the volume of pharmaceutical waste from glass on three variable factors were determined. Using statistical data on the incidence of COVID-19 in Ukraine, using the developed model, the PGW volume in the Volyn region for a given period of time was calculated.
The scope of practical application of the research results: planning of measures to improve the environmental safety of handling pharmaceutical glass waste; development of business models for the disposal of this waste.
An innovative technological product: the predictive model helps to identify the resource possibilities of using pharmaceutical glass waste for industrial waste disposal.

ANALYSIS OF THE ROLE OF CENTRAL CHOLINOREACTIVITY IN EXPERIMENTAL TRAUMATIC BRAIN INJURY
The aim of the research. To study effects of activation and inhibition of the central cholinergic systems (CCS) in traumatic brain injury (TBI).
Studied problem. To investigate the influence of the reactivity of the central cholinergic systems on the course of the acute period of traumatic brain injury, in an acute experiment on laboratory animals in vivo.
The main scientific results. It was found that in the acute period of TBI (the first three days), both activation and blockade of CCS led to a decrease in mortality, which was statistically confirmed only for their activation. The control group was characterized by the progression of neurological deficit, which was realized due to motor disorders and reflex sphere. Upon activation of the CCS, the degree of neurological deficit was significantly less than in other groups, but, nevertheless, it increased from 48 hours after the injury, as regards behavioral and consciousness disorders. Inhibition of cholinergic systems led to a sharp increase in neurological deficit in all areas immediately after injury, to a greater extent due to reflex disorders. This, together with a high mortality rate, indicated a negative effect of the pharmacological shutdown of CCS in TBI.
The area of practical use of the research results. The obtained results will allow a deeper study of the influence of the central cholinergic systems on the course and descent of TBI. To develop effective methods of pharmacological correction in the treatment of patients in the acute period of TBI.
Innovative technological product: pathogenetically substantiated medical treatment of the acute period of traumatic brain injury, development of new methods of pharmacological neuroprotection for persons with a priori high risk of injury, development of effective options for reducing mortality and disability from TBI.
Scope of the innovative technological product. The important role of CCS in the realization of the response of the central nervous system to TBI was established, and the possibility of using pharmacological stimulation of the central nervous system with cholinomimetics of the central type of action was justified
WASTEWATER TREATMENT WITH BIOCONVERSION FOR MOTOR FUEL PRODUCTION
The object of research: the process of wastewater treatment using bioconversion for subsequent motor fuel production.
Investigated problem: improving the efficiency of bioconversion process for biofuel production with simultaneous wastewater treatment by removing nitrogen and phosphorous compounds.
The main scientific results: providing the possibility of biofuel production with energy and economic inefficiency. It is done by combining the process of motor biofuel production with the process of treating wastewater from biogenic elements makes it perspective for commercial use. Traditional technology for the production of motor biofuels from microalgae includes cultivation, harvesting, dehydration and drying of biomass, extraction of oils from them and subsequent production of methyl esters and glycerol. Such technology is often not economically effective. It requires significant amount of energy for carrying out all necessary processes. In addition, it requires significant expenditures of water and nutrients. The use of nutrient-rich wastewater as a culture medium for the cultivation of microalgae allows not only to reduce costs, but also to purify wastewater from nitrogen and phosphorus compounds, which makes this process economically effective.
The area of practical use of the research results: Sewage and gray water treatment plants. Industrial and agricultural effluents treatment plants. Different types of enterprises, which have wastewater enriched with nitrogen and phosphorous compounds.
Innovative technological product: The technology of microalgae cultivation using wastewater as a culture medium. The technology allows effectively purifying used wastewaters from nitrogen and phosphorous compounds with no waste at the end.
