Is the symbol diabolical ? Duplicity(s) of the sign in question
No full textInternational audienceIs the linguistic sign, traditionally conceived as a symbol (from the Greek sym + bol ‘putting two faces together’), diabolical (from the Greek dia 'to separate')? That is the question arised by this second issue of Signifiances (Signifying), which proposes questioning the duplicity or, more exactly, the duplicities of the sign. The articles presented emanate from researchers from various theoretical horizons; but the studies gathered here bear witness to the same concern: the desire to question, to challenge, what is usually considered as given. All the terms of the definition of the sign as an arbitrary union of a signifier and a signified, symbolizing a portion of reality, are here questioned, each paper being particularly interested in this or that aspect of this conception. The elements of the definition are not seen as objects with a positive existence but rather as dynamic processes (speaker experience) or as the result of constitutive points of view of linguistic entities (biased linguist), and most of the contributions are based on the signifier as a dynamic process.El signo lingüístico, tradicionalmente concebido como un símbolo (del griego sym + bole “poner dos caras juntas”), ¿no podría ser también diabólico (del griego dia “separar”)? Esta es la pregunta que plantea el número 2 de Signifiances (Significación), que explora la duplicidad o, más precisamente, las duplicidades del signo. Los trabajos presentados provienen de investigadores con diversos enfoques teóricos; sin embargo, los estudios aquí reunidos reflejan una preocupación compartida: la voluntad de cuestionar y desafiar lo que habitualmente se considera como dado. Todos los términos de la definición del signo como la unión arbitraria de un significante y un significado, simbolizando una porción de la realidad, son examinados aquí, y cada artículo se enfoca más particularmente en algún aspecto de esta concepción. Los elementos de la definición no se consideran como objetos con existencia positiva, sino más bien como procesos dinámicos (experiencia del hablante) o como el resultado de perspectivas que constituyen las entidades lingüísticas (la perspectiva del lingüista), y la mayoría de las contribuciones parten del significante como proceso dinámico.Le signe linguistique, traditionnellement conçu comme un symbole (du grec sym + bole ‘mettre ensemble deux faces’), ne serait-il pas diabolique (du grec dia ‘séparer’) ? Les travaux présentés émanent de chercheurs d’horizons théoriques divers ; mais les études réunies ici témoignent d’une même préoccupation: la volonté de questionner, de remettre en cause, ce qui est habituellement considéré comme relevant du donné. Tous les termes de la définition du signe comme union arbitraire d’un signifiant et d’un signifié, symbolisant une portion du réel, sont ici interrogés, chaque article s’intéressant plus particulièrement à tel ou tel aspect de cette conception. Debates and dissident inside the FOMC during WW2
No full textInternational audienceWe demonstrate that even though during WWII the interest rate was close to zero supporting the financing of the military effort, dissent inside the FOMC occurred with a similar frequency to other policy episodes. Our analysis highlights that the debates which resulted in dissents turned around two broad issues: the size of the Fed’s balance sheet as well as the functioning of and communication with financial markets. Thus, we argue that the conventional view depicting the Fed as merely accommodating treasury needs should be revised. Our detailed investigation of dissents emphasises the modernity of the objections raised by Fed officials

The dataset consists of 746 video sequences of 6 index finger gestures: left, right, up, down, tap, circle. The video sequences are obtained from a mobile phone's rear camera equipped with a wide angle lens, thus the dataset features particular challenges due to background motion and the distorted field of view. We present a baseline method that uses optical flow features in the form of a histogram to represent the motion information in the video sequences

The Grand Experiment of Communism: Discovering the Trade-off between Equality and Efficiency
No full textInternational audienceThis paper examines how the interplay between economic incentives and social preferences transmitted by ideology plays a role in the rise and fall of communism. We introduce inequality-averse and inefficiency-averse agents and model their conflict in ideology, triggered by envy. The socioeconomic dynamics generate a pendulum-like switch from markets to a centrally planned economy abolishing private ownership, and back to restoring market incentives. The grand experiment of communism is thus characterized as leading to the discovery of a trade-off between equality and efficiency. The model also derives conditions under which the two systems converge and become stable
Rapport de Prospective du Conseil Scientifique de l’Institut des Sciences de l’Information et leurs Interactions (INS2I)
No full textThe production of a scientific prospective report corresponds to one of the missions of the Institutes Scientific Councils (CSI) of CNRS. Such a report is both for internal use by the CNRS (the head of the institution, institutes, national review committees) and for the scientific community at large. In this context the Scientific Council of the INS2I Institute of CNRS has decided to direct this prospective report around the positioning of information sciences and their interactions in the global scientific landscape. In this way, we wish to highlight the importance and role of our discipline in a period when our field is undergoing deep technological, societal and scientific evolutions.To bring this reflection to life, we have chosen to rely, among other things, on hearings of leading personalities from our domains. These hearings, conducted in small group sessions, gave rise to extremely rich discussions that fed the Board's thinking in preparing this report. They were conducted on the basis of a common framework structured around five themes:1.How to define our discipline? What are the major achievements?2.What are the possible evolutions in the next 10 to 20 years?3.What are the biggest challenges and risks?4.How will our discipline impact on other sciences? How to manage thematic mobility in research at the interfaces with other disciplines?5.How will our discipline impact society at large, particularly in terms of education and popular instruction?Finally, the forward-thinking carried out in this work is also informed by the work of the Board over the past four years, in particular with regard to the organization of thematic seminars. These seminars allowed us to reflect more specifically on about ten transversal or disciplinary themes. Many of the issues discussed during these seminars were also discussed through the preparatory stages for the preparation of this report, in particular around the place of women in our disciplines or even around ethical issues. The summaries of these seminars are given in the appendix to this document and the working documents are available for free access on the Council's website (https://csins2i.irisa.fr/).La rédaction d’un rapport de prospective scientifique correspond à une des missions des conseils scientifiques d’instituts (CSI) au CNRS. Un tel rapport est à la fois à usage interne au CNRS (directions d'établissement, d’instituts, comité national), et à destination de la communauté scientifique. Dans ce cadre et en concertation avec la direction de l’institut, le conseil scientifique de l’institut INS2I du CNRS a souhaité orienter ce rapport de prospective autour du positionnement des sciences de l’information et leurs interactions dans le paysage scientifique global. Nous souhaitons ainsi pointer l’importance et le rôle de notre discipline dans une période où notre domaine est traversé par de profondes évolutions technologiques, sociétales et scientifiques.Pour porter cette réflexion, nous avons fait le choix de nous appuyer, entre autres, sur des auditions de personnalités de nos domaines. Ces auditions, menées en petits groupes de discussion, ont donné lieu à des échanges extrêmement riches qui ont nourri la réflexion du conseil dans l'élaboration de ce rapport. Elles ont été conduites sur la base d’une trame commune articulée autour de cinq thèmes :1.Comment définir notre discipline ? Quelles en sont les grandes réalisations ?2.Quelles sont les évolutions envisageables dans les 10 à 20 prochaines années ?3.Quels sont les plus grands enjeux et risques ?4.Comment notre discipline va-t-elle impacter les autres sciences ? Comment gérer la mobilité thématique dans la recherche aux interfaces avec les autres disciplines ?5.Comment notre discipline va-t-elle impacter la société au sens large, concernant notamment l'enseignement et l'éducation populaire ?.Enfin, la prospective réalisée dans ce document se nourrit également du travail du conseil lors de ces quatre dernières années, en particulier autour de l’organisation de séminaires thématiques. Ces séminaires nous ont permis de porter une réflexion plus spécifique sur une dizaine de thèmes transversaux ou disciplinaires. Beaucoup des enjeux abordés lors de ces séminaires ont également été discutés à travers les ateliers préparatoires à l'élaboration de ce rapport, notamment autour de la place des femmes dans nos disciplines ou bien encore autour des enjeux d’éthique. Les synthèses de ces séminaires sont données en annexe de ce document et les documents de travail sont disponibles en accès libre sur le site internet du conseil (https://csins2i.irisa.fr/)
