Terorizam i turizam
The paper discusses the motives and reasons why tourism is interesting for terrorists, including the effects of terrorist attacks on tourist industry, and the crisis management strategies that some countries have used so as to mitigate the effects of such attacks on tourists, the national economy and country-image. Tourists as innocent symbolic victims and tourism as one of the most important modern industries have become favorite terrorists targets in the aftermath of the Cold War. Terrorist acts have since had a major effect not just on the tourism industry, but also on the overall economic and political positions of affected countries. The author argues that after terrorist attacks of 9/11 it has been difficult to use the old methods and strategies to regain tourist confidence in the affected destinations, pointing it out that each terrorist incident ought to be analyzed in detail so as to achieve a maximum preventative effect. The author concludes that, beside being familiar with the crisis communication theory and possessing practical communication skills, crisis managers should be open-minded and creative in implementing a large scale of communication tools and techniques with a view to recovering an image of stability and safety of tourist destinations affected by terrorist attacks.U radu se razmatraju motivi odnosno razlozi zbog koji je turizam interesantan za teroriste, prezentiraju se posledice terorističkih napada na turističku privredu i ukazuje na najznačajnije mere iz oblasti kriznog menadžmenta koje su pojedine zemlje koristile u ublažavanju efekata terorističkih napada na turiste, turističke destinacije, nacionalnu ekonomiju i imidž zemlje. Turisti kao nevine simboličke žrtve i turizam kao jedna od najznačajnijih savremenih privrednih grana postali su još pre završetka Hladnog rata meta terorista, a izvršeni teroristički akti imali su značajne posledice ne samo za turističku privredu već i za ekonomski i politički položaj pogođenih zemalja. Autor ocenjuje da je nakon terorističkih napada od 11. septembra 2001. u SAD teško primenjivati stare metode i strategije u vraćanju poverenja turista u turističke destinacije, te da svaki konkretan slučaj zahteva brižljivu analizu i, pored teorijskog poznavanja kriznog komuniciranja i praktičnih komunikacionih veština, inventivnost i kreativnost kriznih menadžera u primeni široke palete komunikacionih alata i tehnika u obnavljanju imidža stabilnosti i bezbednosti turističkih destinacija pogođenih terorističkim aktima
Forenzička lingvistika u kriminalistici
This work presents the short history of linguistic application in investigation and court procedures, and the history of development of particular disciplines in the scope of forensic linguistics as a subspecialist field; the sources of analysis and fields of application are marked; the methods of analysis used for separating forensic markers are given in various levels of linguistic structure, and it is especially discussing about types of individual speech and language characteristics which are used as forensic markers in determining and verifying speakers. The possible forensic markers in determining linguistic profile of an unknown speaker of a crime are presented. The possibility of forensic analysis of written language samples is also noted.U radu je izložen kratak istorijat primene lingvistike u istražnim i sudskim postupcima, kao i istorijat razvoja pojedinih disciplina u okviru forenzičke lingvistike kao subspecijalističkog područja; naznačeni su izvori analize i polja primene. Navedene su metode analize prilikom izdvajanja forenzičkih markera na različitim nivoima jezičke strukture, a naročito se raspravlja o tipovima individualnih govornih i jezičkih karakteristika koje služe kao forenzički markeri prilikom identifikovanja i verifikovanja govornika. Izneseni su i mogući forenzički markeri u određivanju lingvističkog profila nepoznatog počinioca krivičnog dela. Naznačena je i mogućnost forenzičke analize pisanih jezičkih uzoraka
Integrativni razvojni teorijski modeli u etiologiji delinkventnog ponašanja
The introduction of developmental approach in criminological science caused the reorientation of criminological research from discovering cross or inter-individual differences in the manifestation of delinquency to the topics of anti-social behaviour development in individual and also the establishment of intra-individual changes through time. Giving an answer to these questions has required the respect for complex reciprocal and transactional developmental processes which result in delinquent behaviour in youth. Complementary respect for these processes could be achieved only by creation of the multi-variant criminological models for investigating and understanding anti-social behavior. During the last twenty years, based on the results of longitudinal research studies, eight influential developmental theoretical models have been shaped, that aspire to explain the variations in anti-social behaviour throughout the life cycle. These are Developmental Model of the Propensity, Complementary Pair of Developmental Theories (Life-Course-Persistent and Adolescence-Limited Antisocial Behavior), Integrated Cognitive Antisocial Potential Theory, Social Development Model, Integrative Personal Control Theory, General Age-Graded Theory of Crime, and Interactional Theory. The subject of this paper is an account of the characteristics of integrated developmental models and an analysis of their basic tenets, as well as their comparation in relation to key theoretical issues that need to be addressed in any developmental criminological theories. The issue refers to requirements bound to the problem of delinquent behaviour continuity, positing a key construct which underlies delinquency, the need for distinguishing various types of delinquents, the explanation of delinquency phenomenon and of delinquents' development, the influence of individual and social factors on the origin of delinquency, respect for the importance of life events, the understanding of the effects of risk and protective factors, the analysis of motives for delinquency and the influence of consequences of delinquent behaviour. Although none of the models satisfies completely all the requirements of developmental criminological science, their contribution is indisputable in emphasizing the importance of delinquency research by means of tracking youngsters exposed to risk in time, in pointing out the necessity of development path use for the purpose of predicting the continuity, discontinuity and potential disappearance of delinquent behaviour, and also, finally, in underlining the importance of examining risk and protective effects of multivarious individual and environmental factors which influence final results through reciprocal interaction during development.Uvođenje razvojne orijentacije u kriminološku nauku uslovilo je preusmeravanje kriminoloških istraživanja sa otkrivanja među individualnih razlika u ispoljavanju delinkvencije na pitanja razvoja antisocijalnog ponašanja kod pojedinca i utvrđivanja unutar individualnih promena tokom vremena. Davanje odgovora na ova pitanja zahtevalo je uvažavanje komplikovanih recipročnih i transakcionih razvojnih procesa koji kod dece i omladine rezultuju delinkventnim ponašanjem. Komplementarno uvažavanje ovih procesa moglo je biti učinjeno isključivo kroz stvaranje multivarijantnih kriminoloških modela proučavanja i razumevanja antisocijalnog ponašanja. U poslednjih dvadeset godina koncipirano je, na osnovu rezultatâ longitudinalnih istraživačkih studija, osam uticajnih razvojnih teorijskih modela koji nastoje da objasne varijacije u antisocijalnom ponašanju tokom čitavog života. To su: razvojni model antisocijalne sklonosti, komplementarni par razvojnih teorija (celoživotno-perzistentno i adolescencijom limitirano antisocijalno ponašanje), integrativna teorija kognitivnog antisocijalnog potencijala, model socijalnog razvoja, integrativna teorija personalne kontrole, opšta uzrastom određena teorija kriminala, interakciona teorija i razvojna ekološka teorija akcije. Predmet ovoga rada čini prikaz karakteristika i analiza osnovnih postavki integrativnih razvojnih modela, kao i njihova komparacija u odnosu na teorijske zahteve koji se postavljaju pred razvojne kriminološke teorije
Environmental-Security Aspects of Explosion in the Ammunition Storage: Opportunity for Policy Making
Since the connection between security and environmental issues has became evident, accidents in military storages as a source of environmental threats require new trend in crisis management policy and approach. This chapter presents evidence of complex of interconnected military and environmental issues based on a large accident dataset from the explosion in the ammunition storage facility located in "Paracinske Utrine" at the Karadjordje hill. The accident examined complex situation preferable for risk assessment of storaging hazard materials and crisis management tools and methods that provide the basis for the application of methods, as well as extension new ideas for policy-making purposes. That is very important within the context of transportation and environmental issues of regional project Condor 10. Additionally, findings stress issues of unification and harmonisation national regulation with the European Union legislation
Normalni evropski alter-ego - o jednom Huserlovom samoosvrtu
In this paper I am trying to make explicit the relation between late Husserl's thinking on nature of philosophy and his theory of Other as alter-ego (from Cartesian Meditations and Ideas II). I have found that connections between those topics are enabled by Husserl's more implicit - but undoubtly effective - theory of normality, which, almost silently, directs larger part of his last writings.U ovom tekstu razmatra se odnos Huserlovih poznih kolebanja (iz Krize evropskih nauka) oko prirode filozofije sa njegovim nalazima u pogledu mogućnosti saznanja Drugih (iz Kartezijanskih meditacija i Ideja II). Autor ovog članka dolazi do toga da je odnos između te dve teme posredovan teorijom normalnosti, koja implicitno usmerava Huserlovo mišljenje na nekim od njegovih najodsudnijih etapa, povezujući - i to na posve dramatičan način - stavove o Drugom kao alter-egu i one o poziciji određenih naroda spram kompleksa tzv. evropske duhovnosti
Resursi kritične infrastrukture i njihov značaj za upravljanje vanrednim situacijama
It is widely accepted that emergencies are a part of everyday life and that, as a state and society develop, the sources and forms of emergencies and the loss of human lives increase, accompanied by extensive material damage. Another known fact is that a technologically advanced society is organized in such a way that, for economic and other reasons, the supply with energy sources, food, raw materials and semi-½nished goods, medical supplies, and numerous other goods is regular, which has made the accumulation of large reserves non-standard. In the majority of cases, emergencies cause damage and delays within infrastructure systems and thus disrupt the established practices and methods of supplying the population, the economy and other users who directly depend on the functioning of this system. On the other hand, delays in the regular functioning of infrastructure systems can lead to emergencies. This is why the priority in protection and rescue worldwide is de½ned in such a way as to include the necessity of protecting critical infrastructure, with the protection of human lives still remaining the top priority. The e¾cient functioning of critical infrastructure during emergencies largely depends on whether the system resources are adequately used since they can help meet security challenges, risks and threats
Enhancing a core journal collection for digital libraries
Purpose - This paper aims to address the problem of enhancing the selection of titles offered by a digital library, by analysing the differences in these titles when they are cited by local authors in their publications and when they are listed in the digital library offer. Design/methodology/approach - Text mining techniques were used to identify duplicate references. Moreover, the process of identifying syntactically different data was improved with the automated discovery of thesauri from correctly matched data, and the generated thesaurus was further used in semantic clustering. The results were effectively visually represented. Findings - The paper finds that the function based on the Jaro-Winkler algorithm may be efficiently used in the de-duplication process. A generated thesaurus that utilises domain-specific knowledge can also be used in the semantic clustering of references. It was shown that semantic clustering may be most useful in partitioning data, which is particularly significant when dealing with large amounts of data, which is usually the case. Moreover, those references that have the same or similar scores may be considered as candidate matches in the further de-duplication process. Finally, it proved to be a more efficient way of visually representing the results. Originality/value - This function can be implemented to enhance the selection of titles to be offered by a digital library, in terms of making that offer more compliant with what the library users frequently cite
