Uticaj globalizacije na razvoj visokog obrazovanja
Besides many other effects, globalization has also changed the situation in the area of higher education. Researches implemented by independent researchers, national and international organizations are interpreting the results of this effect in a different way. They all agree that the influence of globalization on higher education, thus on education in whole, is significant. Still, there are differences in interpretations of this effect: some are positive, some are negative, but most often we are talking about the confrontation of the good and bad aspects. Objective researchers and studies conclude that there is a necessity to have a systematic action in order to reorganize higher education on a global level. Knowledge and power are unevenly distributed among countries of the world. On the grounds of applied knowledge, the most developed countries of the world have enormous wealth and dominate the world's economy. On the other hand, majority of inhabitants of the world live in poverty and misery and do not have their own capacities to bridge that developmental gap. Also, brain drain of educational resources and commercialization of education sector contributes to widening of differences between developed and underdeveloped regions and countries.Pored mnogih drugih efekata globalizacija je promenila situaciju i u oblasti visokog obrazovanja. Istraživanja koja su sproveli strani samostalni istraživači, nacionalne i međunarodne organizacije različito tumače rezultate pomenutog uticaja. Svi se slažu da je uticaj globalizacije na visoko obrazovanje, pa time i na znanje u celini, značajan. Međutim, postoje razlike u tumačenju efekata: za neke su oni pozitivni, za neke negativni, a najčešće je reč o istovremenom uočavanju dobrih i loših aspekata. Objektivni istraživači i studije zaključuju da je neophodna sistemska akcija uređenja oblasti visokog obrazovanja na globalnom nivou. Znanje kao i moć je neravnomerno raspoređeno među državama sveta. Na temelju primenjenog znanja najrazvijenije države sveta raspolažu ogromnim bogatstvom i dominiraju svetskom ekonomijom. Na suprotnom polu, u nemaštini i bedi živi izrazita većina čovečanstva, koja nema kapaciteta da sama premosti razvojni jaz. Naprotiv, odliv visokoobrazovanih kadrova i komercijalizacija obrazovnog sektora doprinosi produbljivanju razlika između razvijenih i nerazvijenih regiona i država
Phishing schemes - typology and analysis in Serbian cyber space
Purpose: The purpose of this paper is to identify and describe various factors for understanding criminal behaviour involved in phishing and to provide advice in the areas of security, criminal procedure, and victimology. Design/methodology/approach: The project combined several qualitative and quantitative techniques such as interviews and surveys, as well as content analysis. Findings: Several categories of subjects were identified: those who are aware of some scientific achievements in this field and who feel increasingly apprehensive about the disclosure of private information; those who are not prepared to readily incorporate scientific progress in similar fields; the third category includes staff members who do not embrace all new measures in the fight against this type of cybercrime. The participants could also be categorized on the basis of their inclination to recognize new forms and types of phishing: some are aware of new forms and can recognize them as soon as they emerge locally; others cannot do so. Research limitations/implications: To allow findings to be generalized, future research should include measures that could specify additional means to be used by members of a wider representative group, such as tools, materials, educational and course modules, implemented during training. Practical implications: This research represents a useful source of information for method implication in combating phishing schemes, and for detecting new emerging forms and types of cybercrime promptly, as well as new social engineering methods to facilitate it. Originality/value: This paper should be of particular interest to forensic specialists, in the analysis of crime scene behaviour and of methods phishers use in luring their victims
Specifičnosti kriznog odlučivanja
The authors analyze specific features of the crisis decision making, addressing special attention to the trend of the centralization of crisis decision making as the way how bureaucratic organizations adjust to crisis situations. Alternatives to the centralization of crisis decision making are also discussed. The authors find that the centralization of crisis decision making has serious deficiencies, and consequently some researchers recommended alternative ways of structuring the crisis response, especially in inter-organizational environment. They conclude that these alternative models may help a balanced evaluation of functionality and dysfunctionality of the centralization, and that the analysis may identify personal, organizational and inter-organizational prerequisites for effective crisis management in different situations.Autori analiziraju specifičnosti kriznog odlučivanja, pri čemu posebnu pažnju posvećuju tendenciji centralizacije kriznog odlučivanja kao načinu na koji se birokratske organizacije prilagođavaju kriznim situacijama. Razmatraju se i alternative centralizaciji kriznog odlučivanja. Autori ocenjuju da centralizacija kriznog odlučivanja ima ozbiljne nedostatke, usled čega su neki istraživači preporučivali alternativne puteve strukturiranja kriznog odgovora, naročito u međuorganizacijskom okruženju. Oni zaključuju da ovi alternativni modeli mogu pomoći izbalansiranoj proceni funkcionalnosti i disfunkcionalnosti centralizacije, te da se analizom mogu utvrditi lični, organizacioni i međuorganizacijski preduslovi za efektivan krizni menadžment u različitim situacijama
Mogući načini rešavanja problema prenaseljenosti zatvora u Republici Srbiji
The author analyzes the ways in which it is possible to solve the problem of overpopulated prisons in Serbia. The problem of overpopulation can be influenced on the one hand by reducing the number of prisoners, both those whom the measure of detention is pronounced and those who were sentenced to unconditional imprisonment. Number of detainees can be reduced by using in a greater extent other measures to ensure the presence of the defendant. Number of prison sentences could be reduced by pronouncing, where possible, alternative sentencing. On the other hand, the problem of overpopulation can be affected by the increase in accommodation facilities as well as improving living conditions in prisons. In this sense, the author discusses the importance of building private prisons. Finally, it is mentioned the other possible ways of solving the problem of overcrowded prisons such as improving the professional capacity in prisons. Particularly, it is stressed the importance of training judges and prosecutors on the new solutions in this area which will certainly affect the resolution of the problem of overcrowded prisons.U radu autor analizira na koje je načine moguće rešiti problem prenaseljenih zatvora u Republici Srbiji. Na problem prenaseljenosti se može s jedne strane uticati smanjenjem broja zatvorenika, kako onih kojima je izrečena mera pritvora tako i onih koji su osuđeni na bezuslovnu kaznu zatvora. Broj pritvorenika je moguće smanjiti korišćenjem u većoj meri drugih mera za obezbeđenje prisustva okrivljenog u krivičnom postupku. Broj izrečenih kazni zatvora bi se mogao smanjiti izricanjem, tamo gde je moguće, alternativnih kazni. Sa druge strane, na problem prenaseljenosti se može uticati i povećanjem smeštajnih kapaciteta kao i poboljšanjem uslova života u zatvorima. U tom smislu autor razmatra značaj izgradnje privatnih zatvora. Na kraju su spomenuti i ostali mogući načini rešavanja problema prenaseljenosti zatvora poput poboljšanja stručnih kapaciteta u zatvorima. Posebno je istaknut i značaj obuke sudija i tužilaca u vezi sa novim rešenjima u ovoj oblasti što će svakako uticati i na rešavanje problema prenaseljenosti zatvora
Bezbednosna arhitektura i problemi posleratnog Kosova i Metohije kao izazovi regionalnoj bezbednost
After the termination of war confrontations, on the basis of the UN Security Council Decision, a protectorate had been established in Kosovo and Metohia, including the engagement of international security and civil forces. The order of interim administration ended in 2008, when the self-proclaimed Kosovo assembly adopted the decision on declaration of independence from the Republic of Serbia, and the process of administrative mandate transfer started from international to local institutions. In the paper, first of all, general performances of social and political life were delineated, and then the complex architecture of security forces active there during previous eleven years was presented. Also, all the most important problems Kosovo and Metohia faces are enumerated. The post-war Kosovo and Metohia may be characterized as a society in disorganization. The old system of institutions was destroyed, and a new one has not been established. The number of Serbs is decreasing, and local Albanians have not maturated for a self-administration of the newly established state. The further maintenance of this circumstances or even its deterioration might move towards social riots, caused by the bad living conditions, large unemployment, impoverishment of significant social groups or the escalation of attacks at remaining non-Albanian population, which could induce serious security threats in the region.Svrha ovog rada je da sintetički prikaže najznačajnije parametre u ključnim sferama bezbednosti i društvenog života na Kosovu i Metohiji deset godina posle završetka rata i uspostavljanja međunarodnog protektorata. Istraživanje je zasnovano na sekundarnoj analizi raspoloživih istraživanja, kao i informacija i dokumenata iz nadležnih institucija. U radu se rezimiraju efekti međunarodne intervencije na planu političkog, institucionalnog, kao i ekonomskog konteksta, i njihove praktične implikacije u sferi lične i javne bezbednosti. Nakon 1999. godine Kosovo i Metohija su pozornica mnogobrojnih izazova i zamki za sve aktere: međunarodnu zajednicu, Kosovo i Srbiju. Dostignuća u posleratnoj socijalnoj rekonstrukciji krajnje su skromna, dok u pogledu pomirenja suprotstavljenih etničkih grupa predstoje veliki izazovi. Kosovo se danas, uz sve druge probleme koji su tipični za tranziciona društva (organizovani kriminal, trgovina ljudima itd.), generalno može označiti kao anomično (post)konfliktno društvo
Kontrola trgovine i prenosa malokalibarskog i lakog oružja
The term 'small arms and light weapons' (SALW) refers to conventional weapons that are relatively cheap and easily available, simple to use and maintain. These weapons are a widely spread threat to the security of states, communities and individuals. These are main weapons used in most of conflicts and armed insurgencies. The control of trade in SALW is one of the ways to stop the illegal spreading of these weapons, which may also contribute to precluding the armed conflicts. The paper gives a short overview of international initiatives concerning the illegal trade and transfer of SALW.Termin malokalibarsko i lako oružje (SALW) odnosi se na konvencionalno oružje koje je relativno jeftino i lako dostupno, jednostavno za upotrebu i održavanje. Ono predstavlja široko rasprostranjenu pretnju za bezbednost država, zajednica i pojedinaca. To je osnovno oružje koje se koristi u većini sukoba i oružanog nasilja. Kontrola trgovine SALW je jedan od načina da se zaustavi nelegalno širenje ovog oružja, čime se može uticati i na suzbijanje oružanih sukoba. U radu je ukratko dat pregled međunarodnih inicijativa u pogledu kontrole nelegalne trgovine i prenosa SALW
