A Model of Security Management System for Transportation Systems
The Transportation Systems Sector, a sector that comprises all modes of transportation (aviation, maritime, mass transit, highway, freight rail, and pipeline), is a vast, open, interdependent networked system that moves millions of passengers and millions of tons of goods. The transportation network is critical to both our way of life and economic vitality. Ensuring its security is a mission charged to all sector partners, including governments (national, regional, local) and private industry stake-holders. Transportation systems represent an important part of critical infrastructure. The security and safety of transportation influence all other social and industrial pro-cesses. Disruption of this system causes disruptions in all other segments of social life. Specific characteristics of this system which influence its security are: easy accessibility, interconnection and vastness. Hence, the tolerance of this system to malfunctions and security and safety risks is very low. In order to achieve security and safety, along with reliability, efficiency and punctuality of these systems we need to consider applying an 40integrated approach to security and safety management systems. Like many other criti-cal infrastructure sectors, the Transportation Systems Sector faces a dynamic landscape of potential natural disasters, accidents, and terrorist attacks. The terrorist threat poses special challenges. Taken together, the risk from terrorism and other hazards demands a coordinated approach involving all sector stakeholders. Stakeholders throughout the sector have been and continue to be actively developing methods to improve their oper-ational security and overall resilience. However, since the Transportation Systems Sec-tor is segmented by individual modes, an increased emphasis is needed on a risk-based approach across the entire transportation spectrum. Security management systems, by integrating security awareness throughout the organization and verifying compliance through quality assurance, can be a significant force in achieving the highest possible level of regulatory compliance. Specific security practices, training and audit functions within a security management system should all be built so as to ensure compliance with applicable national transportation security programs. As an attempt to deal with these problems, this paper presents an integrated approach to safety and security and a model of safety and security management system for transportation organizations
The combined method for uncertainty evaluation in electromagnetic radiation measurement
Electromagnetic radiation of all frequencies represents one of the most common and fastest growing environmental influence. All populations are now exposed to varying degrees of electromagnetic radiation and the levels will continue to increase as technology advances. An electronic or electrical product should not generate electromagnetic radiation which may impact the environment. In addition, electromagnetic radiation measurement results need to be accompanied by quantitative statements about their accuracy. This is particularly important when decisions about product specifications are taken. This paper presents an uncertainty budget for disturbance power measurements of the equipment as part of electromagnetic radiation. We propose a model which uses a mixed distribution for uncertainty evaluation. The evaluation of the probability density function for the measurand has been done using the Monte Carlo method and a modified least-squares method (combined method). For illustration, this paper presents mixed distributions of two normal distributions, normal and rectangular, respectively

In order to respond to emergencies adequately, the United Nations founded the United Nations Office for the Coordination of Humanitarian Affairs (OCHA). OCHA’s task is to ensure a quick and efficient response of all actors, including governments, NGOs and UN agencies. Since 1991, a large number of prolonged internal conflicts have emerged requiring continual international action (Afghanistan, Iraq, Sudan) and signalling the urgent need for more effective coordination. OCHA has three key roles: 1. coordination and the humanitarian response to emergencies, 2. the development of policies and the coordination policy, and 3. providing aid in humanitarian issues. As far as cooperation with numerous actors is considered, OCHA coordinates with the population under threat, the state and local governments, and the United Nations. Six UN agencies constitute part of the effort and aid of the UN to the community under threat: the United Nations Development Programme (UNDP), the United Nations High Commissioner for Refugees (UNHCR), the United Nations Children’s Fund (UNICEF), the World Food Programme (WFP), the Food and Agriculture Organization of the United Nations (FAO), and the World Health Organization (WHO). UNDP has the most significant role in humanitarian emergencies and provides administrative and logistical support, support in communications, and other types of support to OCHA. OCHA is also supported by non-governmental organizations, government organizations, and the Red Cross. The available instruments of support to coordinating functions of OCHA in the field also include: the Complex Emergency Response Branch (CERB), the Emergency Liaison Branch (ELB), the United Nations Disaster Assessment and Coordination team (UNDAC), the Military and Civil Defense Unit (MCDU), and the International Search and Rescue Advisory Group (INSARAG)
