    This paper examines the complexity of regional heads' accountability for the misuse of Intergovernmental Fiscal Transfers (TKD) within Indonesia's fiscal decentralization framework. Although TKD is intended to support equitable development and improve welfare, it is often misappropriated by regional leaders at various levels. Employing a normative juridical method with literature review and case study approaches, this study reveals that misuse of TKD is not only a legal violation but also reflects structural weaknesses in fiscal and political oversight systems. Legally, accountability is enforced through criminal and administrative instruments involving the Corruption Eradication Commission (KPK), the Police, the Attorney General’s Office, and the Audit Board (BPK). Politically, mechanisms such as accountability reports to local parliaments (LKPJ), the right of inquiry, and public opinion play roles in supervising regional leaders. However, inadequate human resources, political interference, permissive culture, and poor inter-agency coordination hinder effective accountability. Therefore, an integrated strategy is required—encompassing digitalization of regional finance, strengthened oversight, regulatory reform, and public participation—to build a transparent and accountable fiscal governance system

    The transformation of BUMN is an important part of national development that is oriented towards the welfare of the people. Perum Danareksa was appointed as the holding company in the financial sector through Government Regulation Number 113 of 2021. This transformation is strengthened by Law Number 1 of 2025 concerning SOEs which adopts the principle  of business judgment rule. The Holding structure is expected to be able to create efficiency, synergy, and increase the competitiveness of state corporations. However, when viewed from the perspective of sharia business law, BUMN governance is not enough to only emphasize profits, but also must fulfill the principles of justice (al-'adl), trust, usefulness (maslahah), and avoid the practice of riba, gharar, and maysir. This research uses a normative juridical approach with a legal and conceptual approach. The results of the study show that Danareksa's holding model is legally positive and benefits the efficiency of state assets. However, part of the portfolio is still placed in conventional interest-bearing instruments, which in sharia it is considered problematic. This poses a challenge so that the management of state assets is in line with Islamic values that emphasize justice and benefits. By strengthening  the Sharia Governance framework, increasing transparency, and expanding sharia instruments such as sukuk and sharia mutual funds, Danareksa has the potential to become a model of BUMN governance that is not only modern, but also ethical and in accordance with Islamic principles

    Natural betta fish is one of the Betta fish that comes from nature and still has high genetic diversity because it has not been crossed with cultivated Betta fish. Many environmental changes affect the reproduction of natural betta fish in their natural habitat, so it is necessary to carry out studies related to the reproductive biology of natural betta fish (Betta picta). This research aims to determine various reproductive biology and the influence of water quality on the gonad maturity level of natural betta fish (B. picta). The research was conducted from October to November 2023 in the Gending River, Mertoyudan District, Magelang Regency, and the Integrated Laboratory of Tidar University. Fish samples were caught using a seser and placed in plastic containers for observation in the laboratory. The gonad maturity level, or GMI, was observed morphologically and analyzed descriptively. The results of this research were that the TKG consisted of TKG I-TKG V, the IKG value was 4.7%, the IG value was 48.2, the HSI value was 0.7%, the sex ratio was 1:1, the relationship between length and weight was allometric negative, and plankton abundance was 166.6ind/l. There was an increase in the second week of observation up to the sixth week

    Bata tahan api memiliki peran penting pada dunia Industri seperti industri pengecoran, boiler, inchinerator serta industri lainnya, yang mengalami proses pemanasan pada temperatur tinggi untuk menunjang dan mendorong produktivitas produksi. Bata tahan api yang terkena siklus pembakaran yang terus berulang didalam ruang kerja, sedikit demi sedikit mulai mengalami deformasi volume yang disebabkan stres termal (thermal shock resistance) dan terkena sifat kimia dari cairan seperti terak (slag), deformasi yang  terjadi terus menerus dapat mengakibatkan retak bahkan hancurnya bata tahan api. Penelitian ini bertujuan untuk mendapatkan karakterisasi thermal serta ketahanan sifat kimia pada  bata tahan api. Variabel penelitian memvariasikan komposisi  kaolin, alumina, dan chamotte, V1(K20%, A30%, C50%), V2(K15%, A35%, C50%), V3(K10%, A40%, C50%) dimana setiap variasi dibakar pada temperatur 1200℃. Hasil pengujian analisis karakterisasi  STA dengan perlakuan temperatur 1400℃ terhadap semua sampel, bata tahan api mengalami tranformasi fasa Mullite pada temperatur  1200℃. Pada analisis ketahanan sifat kimia dengan perlakuan temperatur 1150℃ pada bata tahan api secara pengamatan visual diketahui, bata tahan api bereaksi atau terkonsumsi larutan basa natrium hidroksida (NaOH). Berdasarkan hasil penelitian bata tahan api berbasis alumina memiliki kemampuan dominan menahan sifat kimia terhadap serangan sifat asam sulfat (H2SO4), sedangkan karakteristik thermal menghasilkan transformasi fasa Mullite pada temperatur 1200℃ terhadap sampel V3

    AbstractMesh convergence in finite element analysis is crucial for ensuring simulation accuracy, especially in vehicle coil springs. However, limited studies have evaluated the balance between accuracy and computational efficiency due to mesh size variations. Stress-strain data is obtained from the strain that occurs when driving by installing a strain gauge on the coil spring. This study analyzes the effect of mesh size on stress distribution, deformation, and computation time in the front coil spring of a minibus using FEMAP NX Nastran software. The results show that smaller mesh sizes yield higher stress and deformation values, with a maximum stress of 817 MPa at a 0.1 mesh size and 733 MPa at a 0.6 mesh size. While improving accuracy, finer mesh sizes significantly increase computation time. Therefore, balancing accuracy and computational efficiency is essential for optimizing coil spring design, with further research recommended to determine the optimal mesh size in finite element simulations.Keywords— Mesh Convergence, Finite Element Analysis, Stress Distribution, Computational Efficienc

    Strategi Membangun Brand Dalam Meningkatkan Keunggulan Bersaing Produk UMKM Coklat Cho Jaensan di Kabupaten Jembrana

    This research is motivated by the phenomenon of Competitive Advantage (Y) in Cho Jaensan's chocolate MSME products in Jembrana Regency. The purpose of this study is to analyze and prove the influence of Line Extension (X1), Brand Extension (X2), and New Brand (X3) on Competitive Advantage (Y) of Cho Jaensan's chocolate products. This study adopts a quantitative research approach and employs purposive sampling, involving 110 respondents. Data analysis was conducted using multiple linear regression with SPSS version 26. The resulting regression equation is: Y = 2.772 + 0.695X1 + 0.725X2 + 0.640X3. The findings indicate that: First, Line Extension has a positive influence on Competitive Advantage. Second, Brand Extension also has a positive influence on Competitive Advantage. Third, the New Brand strategy positively affects the Competitive Advantage of Cho Jaensan’s chocolate MSME products in Jembrana Regency. These results suggest that product development strategies through line and brand diversification significantly enhance market competitiveness

    Identification of seaweed species from pasir putih beach, Tangerang Regency

    Seaweed is one of the potential fisheries resources of Indonesia. The potency of seaweed can be developed due to its high economic value, abundance, and the potential use as a food and non-food products. The study aims to identify the types of seaweed found on the coast of Pasir Putih Beach and analyze its potential as a cultivation commodity. This research was conducted using the observation method and was carried out in April 2025 at Pasir Putih Beach, Tangerang Regency, Banten Province. Then identification was carried out at the Aquaculture Laboratory (BDP) of the Fisheries Science Study Program, Faculty of Agriculture, Sultan Ageng Tirtayasa University. Purposive Random Sampling method. Sampling was conducted at each sampling station. The results obtained were collected and presented in tabular format and then analyzed descriptively. Furthermore, the data were identified using the “algae base” database, seaweed identification book, and other related literature. The results found three species of macroalgae consisting of one type of green algae (Chlorophyceace), and two types of red algae (Rhodophyceae). The three seaweed species identified are Chaetomorpha crassa, Gracilaria coronopifolia, Acanthophora spicifera.     The development of Whiteleg shrimp (Litopenaeus vannamei) aquaculture in Bantan Subdistrict, Bengkalis Regency, requires a comprehensive feasibility study due to challenges such as low salinity and the distance of ponds from the sea. This study aims to assess the feasibility of pond development from water quality, ecological carrying capacity, social, and economic perspectives. The research utilized a survey and case study approach, with data collected through field observations, in situ measurements, interviews, and documentation. Data analysis included land suitability scoring, carrying capacity estimation, and financial evaluations using R/C Ratio, NPV, B/C Ratio, IRR, and Payback Period. Results indicate that most locations fall into the “suitable” to “highly suitable” categories based on water quality and environmental parameters. The carrying capacity analysis shows that the area can support shrimp farming activities without degrading the ecosystem, consistent with findings in other low-salinity regions where adaptive management is applied. Furthermore, local government support through coastal zoning regulations and sustainable programs is found to be critical for long-term success. Economic analysis demonstrates financial feasibility, evidenced by an R/C Ratio greater than 1, a positive NPV, and an IRR exceeding the prevailing interest rate. Socially, the community supports shrimp pond development due to its positive impact on income and employment, although issues regarding land ownership and potential conflicts between farmers and fishers require careful management. In conclusion, vannamei shrimp farming in Bantan Subdistrict is feasible for sustainable development, provided that environmental conservation, economic risk mitigation, and inclusive stakeholder participation are properly addressed

    Swimming behavior of tambakan fish (Helostoma temminckii) based on the varying current speed in a mini flume tank

    Understanding the swimming behavior and patterns of tambakan fish (Helostoma temminckii) is crucial for advancing fishing technology. This study aimed to identify the effect of current on the swimming speed behavior of Helostoma temminckii within a mini flume tank. Experiments were conducted using different current speeds to observe three categories of swimming speed: sustained swimming speed, prolonged swimming speed, and burst swimming speed. Observations were performed using video recordings to analyze tail beat frequency and amplitude, as well as the correlation between these variables and the fish's swimming speed and endurance. The results revealed that current speeds had a significant influence on the swimming performance of Helostoma temminckii. The maximum sustained swimming speed ranged from 1.61 to 2.21 BL/s, while prolonged swimming occurred within 1.61–6.98 BL/s, with swimming durations between 15 seconds and less than 200 minutes. Burst swimming speed reached up to 6.20 body lengths per second (BL/s) and lasted under 15 seconds. Several factors were found to influence the swimming behavior of Helostoma temminckii, including a strong negative correlation between swimming speed and endurance (R² = 0.8259). Moreover, a positive correlation was observed between tail-beat frequency and swimming speed (R² = 0.8852) and between tail-beat amplitude and frequency (R² = 0.9454). These findings have significant implications for designing more efficient and selective fishing gear by taking into account fish physiology. The study provides a critical foundation for the development of environmentally friendly fishing technologies and a better understanding of the swimming behavior of native fish species

    PENGARUH PERTUMBUHAN EKONOMI DAN KETIMPANGAN TERHADAP KESEJAHTERAAN MASYARAKAT DI KABUPATEN PANGKAJENE DAN KEPULAUAN

    Based on the research results, economic growth and income inequality both influence the level of community welfare in Pangkep Regency. Economic growth () has a positive and significant influence on community welfare, with a beta coefficient of 0.652 and a significance of 0.001. This means that increasing economic growth tends to increase welfare. Income inequality (), as measured by the Gini Ratio, also shows a positive and significant influence on community welfare, with a beta coefficient of 0.193 and a significance of 0.044. This "positive" influence is surprising because usually higher inequality is associated with lower welfare. This conclusion suggests that in the context of Pangkep, the current slightly higher inequality may have an impact on improving overall welfare, although this is contrary to general theory. Simultaneously, both variables significantly influence welfare, as evidenced by the F value of 10,088.975 and a significance of <0.001. In conclusion, to improve welfare in Pangkep, it is important to encourage economic growth while trying to control inequality so that the benefits of growth can be felt by all levels of society.Keywords : Economic Growth, Inequality, Community Welfar
