    Agile Governance in Resource-Limited Settings: Challenges of Bureaucratic Simplification in South-Central Timor

    This study investigates the failure of bureaucratic simplification policy in South-Central Timor Regency, Indonesia, particularly the mandated transition of echelon IV structural roles into functional positions under Permenpan RB No. 17 of 2021. Using a qualitative case study approach, the research collected data through in-depth interviews, participatory observations, and document analysis involving affected civil servants, structural officials, and governance experts. Four interrelated barriers were identified: exclusion of civil servants from decision-making processes, demotivation due to unclear career paths and insufficient financial incentives, stagnant leadership at the echelon II level, and inadequate systemic support, including training and infrastructure. These challenges reflect the interplay of socio-political dynamics and regional resource constraints, which complicate the application of agile governance principles in peripheral regions. The study’s novelty lies in its localized perspective, which reveals governance and administrative complexities often overlooked in mainstream reform narratives. It emphasizes the critical role of leadership behavior, employee involvement, and institutional readiness in sustaining reform, offering practical insights for policy improvement in resource-limited contexts

    First-time voters play a crucial role in the electoral and regional election (Pilkada) processes and represent one of the most vulnerable groups to the influence of misinformation, which often proliferates during election periods. Their high exposure to social media significantly increases the likelihood of encountering and spreading hoaxes. Therefore, it is essential to enhance their understanding and awareness to prevent them from becoming both targets and agents of misinformation. As part of a community engagement initiative ahead of the 2024 regional elections, lecturers from Teuku Umar University conducted a political education program aimed at senior high school students—who largely comprise first-time voters. This outreach focused on raising awareness about the dangers of hoaxes and how to avoid their spread. The primary objective of this initiative was to increase first-time voters' awareness of the importance of verifying information before accepting or disseminating it. In addition, it sought to provide knowledge on how to identify hoaxes and recognize credible information sources. The method employed was participatory socialization, involving presentations on hoaxes, video screenings illustrating their dangers and impacts, and interactive Q&A sessions between facilitators and student participants. This activity successfully enhanced participants’ understanding and encouraged them to actively seek accurate information, thereby reducing the risk of being misled by false narrative

    Characteristics of the Functional Properties of Pepetek Fish Protein Isolate (Leiognathus sp.) with different pH treatments

    Common ponyfish (Leiognathus sp.) is a low-economic fish in Banten waters and is widely landed at the Nusantara Fisheries Port (PPN) Karangantu, Banten, with a production of 206.7 tonnes per year. Pepetek fish has a high protein content of 19.66%, so it has the potential as a raw material for making fish protein isolate. This study aims to determine the optimal protein solubility, pH, and characterisation of pepetek fish protein isolate as a food ingredient. The method of making pepetek fish isolate in this study was by performing a pH shift, which can effectively maintain fish meat protein. This study involved four treatment levels of protein solubility pH, specifically pH 10, pH 11, and pH 12, each with two replications. The research data was analysed using SPSS V29. All research data, including yield, pH value, proximate test, and protein functional properties, were analysed using ANOVA; if they were significantly different, Duncan's further test was carried out. The best protein isolate preparation of pepetek fish with different pH methods was at a protein solubility pH of pH 11. The resulting characteristics were a yield of 12.98%. The protein isolate from pepetek fish exhibits several physical characteristics related to its functional properties, including a Kamba density of 1.15 g/mL, 2.5% gel formation, an emulsion capacity of 1.31 g/mL, low emulsion stability, a foam capacity of 0.41 g/mL, a water absorption capacity of 2.74 g/mL, an oil absorption capacity of 2.79 g/mL, a water holding capacity (WHC) of 0.55 g/mL (55%), and solubility of 0.33 g/mL. The chemical characteristics of the protein isolate include a water content of 11.17% (bb), an ash content of 13.5% (bk), a fat content of 13.78% (bk), and a protein content of 72.64% (bk).     Pengaruh Pengangguran terhadap tingkat kesehatan di Kabupaten Gowa Sulawesi Selatan

    This study examines the influence of poverty on poverty levels in Gowa Regency, South Sulawesi. The goal is to analyze how poverty reduction affects poverty. Using a quantitative approach, this study utilizes time series data from 2014 to 2024 collected through observation and documentation. The data were analyzed using simple linear regression using SPSS version 30. The results consistently show that poverty has a significant positive effect on poverty levels in Gowa Regency. This finding indicates that increasing poverty contributes to increasing poverty. The main implication is the need for urgent public policy interventions to create jobs and reduce poverty rates as a crucial strategy for sustainable poverty alleviation.Keywords: Unemployment, Povert

    Sensory and Chemical Characterization of Endemic Lumi-Lumi Fish Crackers (Harpodon Nehereus) as A Local Wisdom Product

    Lumi-lumi fish (Harpadon nehereus) is an endemic fish commonly found in West Aceh, known for its high protein content and various minerals. Crackers are a food often consumed as a snack, a complement to dishes, or as an appetite stimulant, with a wide variety of consumers ranging from children to adults. However, the content of crackers made from tapioca is known to have a very low protein content of 0.5%. The addition of lumi-lumi fish is expected to increase the protein content of crackers. This study aims to identify the best formulation and analyse the nutritional content of Lumi-lumi fish crackers. The research method is arranged in a one-factorial Completely Randomised Design, which consists of 4 different levels of Lumi-lumi fish concentration treatment (P0: 0%, P2: 15%, P3: 20%, and P4: 25% Lumi-lumi fish)—then identified the expansion power of crackers between treatments. Next, a hedonic method sensory test was conducted to obtain the selected formulation through a scoring test. The chosen products were analysed for nutritional content in comparison to a control group, namely P0 (0% Lumi-lumi fish). Sixty untrained panellists conducted sensory testing. The results showed a significant effect on the cracker expansion power (P = 0.001), with the highest result obtained by treatment P3 at 58.54%. In the scoring test, the selected Lumi-lumi fish crackers were treatment P3. Then based on the results of nutritional content, it was found that the addition of 25% of Lumi-lumi fish meat was able to increase the nutritional content compared to the control treatment (PO), namely the ash content from 0.83 ± 0.39% to 1.36 ± 0.25%, fat content from 0.42 ± 0.08% to 5.81 ± 0.39%, protein content from 7.16 ± 0.55% to 8.58 ± 0.17% and fiber content from 1.47 ± 0.14% increased to 1.81 ± 0.21%. However, there was a decrease in carbohydrates from 90.11 ± 0.59% to 82.44 ± 0.54%. For the analysis of water content, it follows the rules of SNI 01-2713-2009. To produce Lumi-lumi fish crackers with the best organoleptic acceptance, it is recommended to use a concentration of Lumi-lumi fish of 25%

    Determinasi Penyerapan Tenaga Kerja Usaha Mikro Kecil Menengah Studi Kasus: Kabupaten Aceh Barat

    This study aims to examine determinants such as economic growth and district/city minimum wages on labor absorption in the MSME sector in West Aceh Regency. The selection of MSMEs is based on their important contribution to regional and national economic development, especially through job creation and income equality. This study uses multiple linear regression analysis methods using secondary data from 2000-2024. Empirical results show that economic growth and minimum wages statistically have a positive and significant effect on labor absorption, both partially and simultaneously. The regression model meets all the criteria of classical assumptions and produces an adjusted R² value of 0.749, indicating that around 74.9% of the variability in labor absorption can be attributed to the two independent variables. These results underscore the need for a regional-based economic strategy that emphasizes sustainable growth and well-calibrated wage policies to encourage a healthy entrepreneurial environment and long-term labor market development in the MSME sector

    Indikasi geografis (IG) merupakan tanda yang menujukkan asal suatu produk dari wilayah tertentu yang memiliki kualitas, reputasi, dan karakteristik khas karena faktor geografis. Di era globalisasi dan pasar bebas yang pesa, perlindungan IG ini tidak hanya melindungi produsen dari penyalahgunaan atau pemalsuan, tetapi juga menjamin hak konsumen untuk memperoleh produk yang berkualitas dan mendapatkan perlindungan hukum. Tujuan penelitian adalah mengetahui pengaturan hukum mengenai perlindungan konsumen terhadap produk indikasi geografis berdasarkan peraturan perundang-undangan di Indonesia dan peran indikasi geografis dalam menjamin hak konsumen terhadap produk yang berkualitas. Metode penelitian yang digunakan adalah normatif dengan metode kualitatif dan menggunakan pendekatan konseptual, yang mengacu pada pandangan dan doktrin dalam ilmu hukum. Hasil penelitian menujukan bahwa pengaturan hukum mengenai perlindungan konsumen terhadap produk IG telah diatur dalam Undang-Undang Nomor 20 Tahun 2016 tentang Merek dan Indikasi Geografis serta peraturan pelaksananya, Undang-Undang Nomor 8 Tahun 1999 tentang Perlindungan Konsumen. IG berperan penting dalam melindungi hak konsumen dengan memastikan kualitas, reputasi, dan karakteristik serta metode produksi yang terjamin, yang kemudian dapat mencegah pemalsuan dan penyalahgunaan.Kata Kunci: Indikasi Geografis, Perlindungan Konsumen, Produk Berkualita

    Marine Protected Area Policy Networks as a Catalyst for Local Resilience: Evidence from Eastern Bintan Island

    Marine Protected Areas (MPAs) are becoming an essential tool for marine biodiversity conservation and sustaining the livelihood of coastal communities. Nonetheless, the success of MPAs relies, to a great extent, on the efficiency of the policy networks that manage them. This research explores policy networks' role as drivers of local resilience in East Bintan Island, Indonesia. The objective of this research is to understand how policy networks and dynamics in MPA governance can support the social-ecological resilience of local communities. This study used a qualitative method design to identify the composition, dynamics, and effects of such networks and how they facilitate coordination among stakeholders, enhance the efficiency of resources, and solve social-ecological issues. The research established that policy networks in East Bintan Island have a transformative function of connecting government agencies, local communities, and non-government organizations. They facilitate knowledge, power, and resource sharing that optimizes adaptive capacity and enables sustainable practice. Yet, their complete potential is hampered by issues such as power imbalances, institutional obstacles, and conflicts of interest. This study makes a contribution to the literature by providing empirical insights into the catalytic function of policy networks in MPA governance. Additionally, it offers practical suggestions to practitioners and policymakers who aim to promote local resilience using adaptive and inclusive governance. Through the explanation of policy networks and their connection to community resilience, the study affirms that collaborative ecosystems are necessary as a reaction to socio-economic and environmental problems within the coastal region due to their complexity

    West Aceh Regency produces 2,804 tons/year of palm oil with a total of 1.8 million tons/year of palm shell waste. Utilization and solutions to palm shell waste can be done by burning palm shells at high temperatures until they become ashes. Palm ash contains a certain amount of silica and has pozzolan qualities. This study aims to decide the impact of the utilize of palm shell ash and silicafume in High Early Strength Concrete (HESC) concrete mixtures on the magnitude of the compressive strength of concrete. The method used is the experimental laboratory method using American Concrete Institute (ACI) method. The composition of the test pieces is normal concrete (BN), palm shell ash concrete (BCS) with a percentage of 3%, 5%, and 7% plus silicafume 1.5% of the cement weight. The test specimen uses a cylinder with a diameter of 15 cm x 30 cm totaling 24 pieces. Based on the results of the maximum compressive strength of 7-day concrete life of 22.552 MPa of BN test piece, the minimum value is 19.155 MPa of 7% BCS test piece. At 28 days of concrete age, the maximum compressive strength is 26.893 MPa for 3% BCS test piece, and the minimum value is 22.364 MPa for 5% BCS test piece. Based on the results of the tests and analyses carried out, it can be concluded that the expansion of palm shell fiery remains and silicafume to the concrete blend can increment the compressive quality of concrete on average above 20 MPa over time due to the influence of the percentage of pozzolan shell ash and the addictive substance silicafume

    Analisis Risiko Bahaya Ergonomi pada Lingkungan Kerja Unit Laundry Rumah Sakit dengan Metode Hazard and Operability Study (HAZOP)

    Hospitals as health and social organization bodies provide treatment, hospitalization, outpatient care, and various other activities carried out by workers both medical and non-medical, where interactions that occur dynamically and continuously have the potential for very risky hazards. This study aims to identify potential ergonomic hazards that exist in every work activity in the hospital laundry unit, especially those that can affect the comfort, safety and health of laundry workers. The identification of potential work hazards is conducted using the Hazard and Operability Study (HAZOP) method to evaluate ergonomic hazard risks. This evaluation is used to determine handling priorities based on the severity and likelihood of the occurrence of ergonomic hazards in hospital laundry. The results of the risk analysis found that the level of hazard risk in the hospital laundry unit is at a high level in the dirty linen collection section with the risk of exposure to contaminated linen with a total score of 15. Next in the weighing, separating and calculating section which comes from lighting with a total score of 12, awkward posture when lifting wet linen with a total score of 12, and finally in the drying section caused by machine noise with a total score of 12
