    Beyond Success and Failure: Explaining Community-Based Tourism Stagnation through Institutional Voids

    This study examines the factors that explain the stagnation of community-based tourism (CBT) in Sambeng Village, part of the Balai Ekonomi Desa (Balkondes) program in Indonesia’s Borobudur super-priority tourism destination. Adopting a qualitative single-case study design, the research draws on 22 semi-structured interviews with villagers, local elites, government officials, and external stakeholders, complemented by field observations and document analysis. Findings indicate that stagnation is not the result of a single determinant but rather an interplay of interrelated conditions. Four key factors emerged: tokenistic participation that reduced villagers to symbolic roles, the absence of empowerment across economic, psychological, social, and political dimensions, institutional voids that left the Balkondes without governance anchors, and incompatibility between tourism initiatives and agrarian livelihoods. Elite competition further generated institutional inertia, leading to what this study conceptualizes as “elite paralysis,” a condition preventing both capture and mobilization. The research contributes to CBT scholarship by expanding the typology of outcomes beyond success and failure to include non-emergence under institutional voids. Empirically, it offers new insights from a neglected case in a flagship national program. Practically, it highlights the risks of infrastructure-first approaches and underscores the need for institution-building, leadership development, and trust formation to foster sustainable CBT

    One of the most prominent types of home industries operated by local entrepreneurs is the food processing sector, particularly the production of skin crackers.  However, the production process remains predominantly manual, with workers performing each stage such as cutting, drying, frying, and packaging either individually or in groups. Such manual operations inherently expose workers, especially older individuals, to ergonomic risks. Many workers have reported experiencing musculoskeletal discomfort, including rheumatic pain and muscle stiffness, due to prolonged and repetitive tasks. This study aims to analyze workers’ upper body postures to identify potential musculoskeletal disorders (MSDs) using the Nordic Body Map (NBM) Questionnaire and to evaluate work postures using the Rapid Upper Limb Assessment (RULA) method. Data were collected through structured interviews and direct field observations in the skin cracker home industry. The results indicate a RULA score of 7 for all key production processes cutting, drying, frying, and packaging, corresponding to Action Level 4, which signifies that immediate investigation and corrective action are required. The recommended measures include implementing regular stretching or exercise between work activities, redesigning workstations and tools based on workers’ anthropometric data and task requirements, regulating working hours to not exceed eight hours per day, and conducting periodic layout reorganization and workplace maintenance to enhance safety and productivity

    Sweet corn plants have good prospects for cultivation, because they have a higher selling price than ordinary corn and have a relatively short production life. To meet the increasing demand, farmers need to make efforts to improve good cultivation systems. Among them are empowering the use of organic materials. The purpose of the study was to determine the response of CMA fertilizer and varieties to sweet corn plant production. This study was conducted at the UNIVA agricultural land on Jalan Simalingkar B Medan. This study was conducted from April to July 2024. This study used a factorial randomized block design consisting of two factors, namely: Factor 1, CMA fertilizer consists of 45 levels, namely: C0 = control, C1 = Liquid fertilizer dose 5 ml / liter, W2 = Liquid fertilizer dose 10 ml / liter, W3 = Liquid fertilizer dose 15 ml / liter, W4 = CMA fertilizer dose 30 gr / plant, C2 = CMA dose 60 gr / plant, and C3 = CMA dose 60 gr / plant. Factor 2The second factor is the variety consisting of 4 levels, namely: V1 = Secada, V2 = Panglima, V3 = Sweet boy, V4 = Bonanza F1. The results of the study showed that the use of CMA fertilizer was significantly different from the gross weight of production per sample and the net weight of production per sample. The best treatment was C3 with a dose of 90 grams / plant. The use of varieties was significantly different from the gross weight of production per sample and the net weight of production per sample, the best variety was V4, namely the Bonanza F1 variety.Keywords: Sweet Corn, biofertilizer, Varietie

    Langsa City is one of the areas that has a fairly large expanse of land for agricultural activities for wetland farming. In addition to the leading plantation commodities, the Aceh Province Agriculture and Plantation Service has scheduled to develop tobacco as one of the leading commodities in Langsa City. Tobacco commodity is a new superior commodity developed in Langsa City starting from 2021 in Pondok Kemuning Village, and 2023 in Buket Meutuah Village, East Langsa District. The productivity and quality of the tobacco are still not optimal, because information on the quality and characteristics of the land for the tobacco development plan in Langsa City is still not known for certain. This study uses a survey method with descriptive analysis based on field observations and laboratory analysis. The process of determining land suitability is carried out using spatial operations by utilizing GIS applications. Based on the physical and chemical analysis of the soil at the sample points and the results of the interpretation of remote sensing data, it was found that the actual land suitability results for tobacco plants in the rice fields of Langsa City in SLH 1 and SLH 2 are Class S3-wa, nr, na with each SLH 1 being 951 Ha (90.65%) and SLH 2 with an area of 98 Ha (9.35%). The results of potential land suitability after efforts to improve the limiting factors in SLH 1 and SLH 2 are class S2-wa orup one level from the actual land suitability class.Keywords: Evaluation, Land, Tobacco, Paddy Fields, GI

    Fiscal Transparency in Local Governments: Trends and Determinants: A Systematic Literature Review

    This study aims to analyze the development, determinants, and challenges of local government fiscal transparency during the period 2015–2025. A Systematic Literature Review (SLR) was conducted using the PRISMA protocol, with 147 articles initially identified from the Scopus database and 20 articles meeting the inclusion criteria for detailed analysis. The results indicate that studies on local government fiscal transparency remain fragmented and unevenly distributed, with the majority conducted in developed countries, while evidence from developing countries is still limited. Eight main determinant groups were identified, namely local government size and characteristics, economic and fiscal conditions, political and institutional factors, public participation and oversight, performance and social conditions, technology and access to information, situational and crisis contexts, and spatial and external factors. Furthermore, the findings show that fiscal transparency is frequently implemented more in form than in substance, since disclosed information is not always presented in an accessible, comprehensive, and understandable way for the public

    Tujuan dari penelitian ini adalah untuk menganalisis pengaruh Capital Expenditure (CAPEX), Net Working Capital (NWC), dan Investment Opportunities (IOS) terhadap Cash Holding pada sub perusahaan sektor transportasi darat yang tercatat di Bursa Efek Indonesia (BEI) periode 2021-2023. Total populasi dalam penelitian ini adalah 18 perusahaan transportasi darat yang diamati selama 3 tahun, sehingga total 54 pengamatan. Analisis data menggunakan metode regresi linier ganda. Hasil penelitian menunjukkan bahwa ketiga variabel independen tersebut secara bersamaan memiliki pengaruh yang signifikan terhadap Cash Holding

    In Indonesia, the recruitment of civil servant candidates is highly sought after by the public, as evidenced by the enthusiasm of the public during the opening of civil servant candidate registration. The administrative selection process up to the competency-based selection process is clearly regulated under Law Number 5 of 2014 on the Civil Service. Despite the existing regulations, it cannot be denied that cases still occur, one of which is reflected in Court Decision Number 2/G/2021/PTUN.JBI. The purpose of this research is to determine the legal regulations regarding the prohibition of civil servant candidates from engaging in practical politics and the legal protection for civil servant candidates against Court Decision No. 2/G/2021/PTUN.JBI. The research method used is normative legal research, employing a legislative approach, a conceptual approach, and a legislative approach, utilizing primary and secondary legal materials. Civil servant candidates and civil servants retain the right to vote in elections as part of their rights as citizens, but this right is limited to casting votes and does not extend to involvement in practical political activities. In the case of civil servant candidates involved in Court Decision No. 2/G/2021/PTUN.JBI, there is a repressive legal protection measure, namely that civil servant candidates have the right to pursue legal action through an administrative objection filed with the Administrative Court. The basic principle is that participants in the selection process should not suffer losses due to administrative errors made by the committee, as the state is obliged to guarantee legal certainty and justice for every citize

    STUDY ON THE EFFECTIVENESS OF BANANA STEM PITH (Musa paradisiaca) AS A NATURAL ANESTHETIC IN THE WET TRANSPORTATION OF WHITE SEABASS (Lates calcarifer) JUVENILE

    Live fish transportation can induce physiological stress, characterized by increased blood glucose levels and decreased survival rates. This study aims to evaluate the effectiveness of banana pseudostem extract (Musa paradisiaca) as a natural anesthetic for the wet transport of Asian seabass (Lates calcarifer) fry. Observed parameters include induction time, sedative time, blood glucose levels, fish survival, and water quality. The results showed that treatment P3 exhibited the best balance, with an induction time of 10.5 minutes, sedative time of 7 minutes, blood glucose levels of 140 mg/dL, and a survival rate of 90%. Increased ammonia levels were observed after transport, particularly in P5 (0.034 mg/L), while P3 had a lower NH₃ level (0.010 mg/L), indicating better water conditions. Banana pseudostem extract was proven effective as a natural anesthetic in reducing fish stress during transport, with P3 as the optimal treatment

    West Aceh waters, one of the coastal areas across front the Indian Ocean. Fishermen generally catch various types of crustaceans. This research aims to identify crustacean types and determine the value of diversity as a determinant of the status of West Aceh waters. This research was conducted using a survey method in June - July 2022. Initial sample identification was by sorting crustacean groups from fishermen's catches landed at PPI Ujong Baroh. Data were processed using the Shannon-Wienner diversity index. The results of this study indicate that the composition of fishermen's catches includes Acetes indicus (18%), Harpiosquilla raphidea (10%), Litopenaeu vannamei (15%), Metapenaeus ensis (14%), Metapenaeus monoceros (11%), Metapenaeus rosea (8%), Penaeus indicus (10%), Penaeus monodon (2%), Portunus sanguinolentus (12%). The diversity value (H') of crustaceans is classified as moderate (2.11). So, it can be assumed that West Aceh waters are vulnerable to pollution and disturbance

    KELIMPAHAN FITOPLANKTON DI SEKITAR BENDUNG GERAK SERAYU BANYUMAS

    Bendung Gerak Serayu (BGS) merupakan kontruksi bangunan air yang melintang di Sungai Serayu bertujuan menaikkan muka air sehingga dapat dimanfaatkan untuk mengairi pertanian. Adanya perubahan massa air akan membentuk komunitas organisme air. Fitoplankton merupakan organisme air yang berkembang mengikuti kondisi perairan yang ada. Tujuan dari penelitian ini adalah mengkaji keanekaragaman fitoplankton pada perairan Bendung Gerak Serayu. Metode penelitian ini menggunakan survei dan teknik pengambilan sampel stratified random sampling yaitu dua lokasi sebelum dan dua lokasi sesudah pintu BGS. Variabel utama yang diamati: Jenis dan jumlah Fitoplankton. Variabel pendukung yang diamati meliputi : suhu air dan udara, Penetrasi Cahaya, pH, Nitrat dan Fosfat. Hasil penelitian menunujukkan bahwa struktur komunitas fitoplankton di sekitar Bendung Gerak Serayu yaitu komposisi fitoplankton yang ditemukan Bacillariophyta (33%), Chlorophyta (34%), dan Cyanophyta (33%) dengan kelimpahan yang fluktuatif sebelum dan sesudah Bendung Gerak Serayu. Kondisi kualitas air di sekitar Bendung Gerak Serayu masih di bawah baku mutu PP Nomor 22 Tahun 2021 Kelas 3.
