    Classification and resolution procedure for disputes in public construction projects

    Construction sector, which is associated with approximately two hundred sub-sectors in terms of employment area, plays the role of locomotive sector in economic development of countries. This feature of the sector affects economy directly and indirectly. Despite this positive contribution of the sector, disputes are inevitable between parties –administration and contractor– in a bid, contract and implementation processes, which are parameters of the construction process. Formal judicial process applied for the purpose of resolving disputes encountered in construction projects that the public assumes the role of employer, takes a long time. Therefore, while contractor is exposed to financial losses, administration cannot conclude public investment. In the study; disputes in public construction projects are classified, and proposals preventing disputes are presented. In this scope, firstly, 174 of 10591 disputes submitted to Court of Cassation, and 84 of 102 disputes submitted to Directorate of High Technics Board are selected regarding public construction projects. In the second stage, parameters causing disputes are classified under six main items. Thirdly, reasons of the disputes for each classification are detailed, and then proposals are presented for prevention of the disputes based on FIDIC (International Federation of Consulting Engineers) contract forms. Finally, a resolution procedure is developed for the processes including bid, contract and implementation phases based on FIDIC. By the presented proposals for GCCW (General conditions of construction works) official resolution paths can be reduced to a minimum, and the processes result positively for administration and contractors. It is concluded that the developed procedure is suitable as a practical tool for resolution process of the disputes in the public construction projects. © 2021, Revista de la Construccion.     Molecular structure, quantum chemical and spectroscopic properties of 2,6-dibromonaphthalene by density functional theory calculations

    In this work, the quantum chemical calculations were performed by means of the Gaussian09 packet pro-gram, using DFT in gas phase at the B3LYP level, with cc-pVDZ, cc-pVTZ, 6-31G(d,p) and 6-311G(d,p) basis sets. The most stable conformation of the 2,6-dibromonaphthalene (2,6-DBrN) molecule in free state was determined by the Spartan'14 program. The vibrational frequencies have been calculated at the same level of theory. These frequencies were calculated and scaled, and then values have been compared with the experimental Infrared and Raman spectra. The vibrational modes were determined based on TED analysis on the basis of 6-311G(d,p) using the SQM program. Theoretical C-13-NMR and H-1-NMR chemical shifts of the 2,6-DBrN molecule were calculated in DMSO and were compared the experimental values. NBO analysis study of 2,6-DBrN was performed to investigate charge transfer as well as to analyzed intra-and interactions. The HOMO and LUMO energy levels of the 2,6-DBrN molecule were determined. Besides, molecular electrostatic potential (MEP) maps of the studied molecule were made using the DFT method. Since the apparent absorption maxima of the molecules correspond to the electron transitions between the boundary orbitals corresponding to the HOMO-LUMO energies, these transitions were analyzed by UV/Visible spectroscopy.     The Similarities of Acquisitions towards STEM Activity in Science Course Teaching Curricula: in Turkey Physical Events/New Zealand Physical World

    In this study Physical events/physical world achievements taking place in New Zealand and Turkey Science Course Teaching Curriculums were examined a towards STEM activity and the comparison of the similarities of the acquisitions was aimed. In this study, the analytical approach employed in the field of comparative education was used. The general survey model was used as a research model. As a data source, Science Course Teaching Curricula in New Zealand in 2007 and in Turkey in 2017 were used. Data were analyzed using a content analysis. The findings showed that the learning acquisitions in the curricula in Turkey and New Zealand were very similar (%79.43), concerning expression, implication and emphasis. The similarity of the acquisition was determined by 15 science teachers' opinions who were working in secondary schools of the Ministry of National Education in Turkey. Similarity ratios were calculated using the reliability coefficient calculation formula for each acquisition. As a result of the calculations, the acquisitions that had a score of 70% or more were considered similar. The findings showed that 14 gains in terms of implication, expression and emphasis in the Science Course Teaching Curricula were similar between Turkey and New Zealand

    Green synthesis of palladium nanoparticles and investigation of their catalytic activity for methylene blue, methyl orange and rhodamine B degradation by sodium borohydride

    In this work, green synthesis, characterization and catalysis applications of antioxidant palladium nanoparticles has been studied in detail. PdNPs was successfully synthesized by using carob, cinnamon, turmeric and ginger antioxidant extracts with green method. Nanoparticles synthesized in this way was characterized by FTIR, UV–Vis, SEM–EDX, TEM and XRD. The UV–Vis spectra of the PdNPs revealed a characteristic surface plasmon resonance peak at 430–435 nm. The synthesized PdNPs reacted as a catalyst to the reduction of dyes (rhodamine B, methyl orange and methylene blue) with NaBH4 (sodium borohydride). Green synthesized antioxidant PdNPs efectively degraded the dyes approximately in 15–22 min and kinetic parameters has been calculated

    Incestuous childhood sexual abuse between siblings resulting in pregnancy without sexual intercourse

    Victims of incest are usually women and children who are mostly girls. The abuse be-tween siblings may remain hidden because of the family's fear of social stigma, though it may result in pregnancy. This article presents a case of incestuous childhood sexual abuse between siblings resulting in pregnancy without intercourse, an event rarely reported in the literature. An 11-year-old girl was brought to the hospital because of a stomachache and was detected pregnancy from examinations. Forensic medicine experts determined that the girl's hymen was still intact and non-elastic in the genital examination. Gynecology and Obstetrics Department confirmed the pregnant com-patibility with 14 weeks, 4 days; after ultrasonographic monitoring. She was abused by her 14-year-old brother by rubbing for 1 year and this resulted in pregnancy. During the psychiatric examination, her attitude was negative and symptoms of post- traumatic stress disorder emerged. Medical abortion was applied after psychiatric and gynecological examinations. The girl's brother was confirmed as the biological father after the DNA paternity test was conducted on the fetus. Based on this case, this article aimed to examine the medical, social, and legal problems caused by incestuous childhood sexual abuse and contribute to the literature by emphasizing what forensic medicine and preventive medicine approaches should consider in such cases

    Green and cost-effective synthesis of zinc oxide thin films by L-ascorbic acid (AA) and their potential for electronics and antibacterial applications

    The evolution of eco-friendly, green route and cheap technology for synthesizing nanostructured zinc oxide (ZnO) thin films using plant extracts is a promising choice because such materials present a widespread potential for numerous technological applications. This study proposes the green and cost-effective technique to synthesize stable ZnO thin films using a good reducing agent and facilitating many natural L-ascorbic acids (AA) metabolic reactions capacity. The influence of AA concentrations in the starting bath solution on ZnO samples’ structural, morphological, electrical and antibacterial performances has been reported in detail. The main physical char- acteristics of the ZnO materials were improved by supplementing of reducing and capping agents AA. Average particle size varies with the adding AA from 58.29 to 48.68 nm and also thickness of these films was decreased from 0.82 to 0.44 μm. Also, it was seen that, the presence of AA in the bath solution significantly affected the absorption process and causes a morphological alteration due to the reaction between Zn2+ and AA during the deposition process.     Floating Bridge Activities in the Ottoman-Russian War of 1768-1774

    On the eve of the Ottoman-Russian War of 1768-1774 there was a belief that the Ottomans were losing their bridge-building skills as they had not fought in the Danube region for nearly 30 years. This study principally aims to test whether this was really true. The method for testing it lies in the secondary aim of the study: to holistically reveal the floating bridge activities carried out by the Ottoman Empire on the Danube River and beyond during the war. Within the scope of these two aims, the Ottoman chronicles and archive sources were examined. As a result of the review, it was observed that the Ottomans assigned a bridge official called an "emin" to organize this work, and this official organized widespread activities in order to bring raw and finished materials, as well as skilled and unskilled personnel from near and distant environments to bridge sites. Bridge activities were carried out in Isaccea. Silistra and Tutrakan on the Danube, as well as on the Dniester, Pruth and Oltu rivers beyond the Danube. Despite some problems and the lack of engineering experience in bridging activities, the Ottomans appear to have performed floating bridging activities in this period at an appropriate level

    Are BPA-free plastics safe for aquatic life? - Fluorene-9-bisphenol induced thyroid-disrupting effects and histopathological alterations in adult zebrafish (Danio rerio)

    Fluorene-9-bisphenol (BPFL) is used as an alternative compound for bisphenol A, an endocrine disruptor compound which is present in various materials including plastic bottles and packaging. Although it is used extensively in products that are labelled BPA-free, its effect on wildlife and humans have not been fully studied. Therefore, this study aimed to investigate the effects of BPFL in adult zebrafish. In the preliminary experiments of the study, the median lethal concentration value (LC50) of BPFL was 0.25 mg/L (95 % confidence interval 0.15–0.41) for 96 h. Following exposure to three different sublethal concentrations of BPFL after 96 h and 15 days, T4 hormone levels, expression levels of genes involved in thyroid metabolism and histopathological alterations were assessed. T4 hormone levels were found to be significantly higher in females at the lowest BPFL concentration following 96 h exposure (P < 0.05). Expression levels of trh, tshba and trhrb genes were upregulated following 96 h exposure at 0.025 mg/L concentration and crh was upregulated following 15 days exposure at 0.025 mg/L concentration in female zebrafish (P < 0.05). The most prominent histopathological findings in zebrafish exposed to 0.025 and 0.125 mg/L of BPFL were observed in the gill, liver, kidney and testis tissues. The gill tissues showed some hyperemia, lamellar fusion, hyperplasia, epithelial lifting, and telangiectasis, while passive hyperemia, hydropic degeneration, and necrosis were observed in the liver tissues. The BPFL is highly toxic to zebrafish even in sublethal concentrations according to the molecular and histopathological responses. © 2022 Elsevier Inc

    Evaluation of Dynamic Foraminal Stenosis with Positional MRI in Patients with C6 Radiculopathy-Mimicking Pain: A Prospective Radiologic Cohort Study

    Objective. Patients with a C6 radiculopathy-mimicking complaint are always in the gray zone if the diagnosis is not clear. The aim of the study is to make the diagnosis clear if the neck and shoulder pain is caused by a dynamic stenosis of the neural foramen at the C5-C6 level. Methods. Patients with a C6 radiculopathy-mimicking complaint were included in the study. Patients had a cervical spine magnetic resonance imaging (MRI) at the normal limits, or a minimal protrusion at the C5-C6 level underwent a dynamic MRI procedure. We measured the foraminal area and spinal cord diameter (SCD) at the C5-C6 level by using the PACS system ROI irregular are determination integral embedded to PACS. Inter- and intraobserver reliability of measurements was evaluated. Results were analyzed statistically, and a p value< 0.05 was accepted as statistically meaningful. Results. A total of 23 patients between January 2019 and June 2019 were included in the study. There were 10 men and 13 women, and the mean age was 41.3 (range 33-53). Foraminal area decrease at C5-C6 in extension and increase in flexion when compared with the neutral position was statistically significant (p[removed]0.05). Interobserver and intraobserver reliability of measurements were classified as in almost perfect agreement. Conclusions. Our present work presented dynamic and positional foraminal changes in MRI with radiculopathy-mimicking patients. Soever, we did not find a difference between the clinical complaint side and the opposite side in radiculopathy-mimicking patients. Cervical radiculopathy pain should not be attributed only to foraminal sizes.     Choroidal vascularity index after a single dose of intravitreal dexamethasone implant in patients with refractory diabetic macular oedema

    Purpose: To evaluate choroidal vascularity index (CVI) after a single dose of intravitreal dexamethasone implant in refractory diabetic macular oedema (DME). Methods: Total choroidal area, luminal area, and CVI were measured at baseline, 1st month, and at 3rd month after dexamethasone implant using binarization of enhanced depth imaging optical coherence tomography (EDI-OCT) images. Results: A total of 25 eyes of 25 patients (mean age: 61.4 ± 8.3 years; 12 males, 13 females), were enroled in the study. All eyes had been previously treated with intravitreal aflibercept injections (mean number of injections 4.6 ± 2.5). Mean CVI was 70.3 ± 8.1 prior to intravitreal dexamethasone treatment. It was decreased to 66.1 ± 9.3 at 1 month and 63.5 ± 10.1 at 3 months after treatment. The mean CVI was significantly decreased at 3 months compared with pre-treatment measures (p = 0.033). Conclusion: CVI was found to be decreased in patients who responded to intravitreal dexamethasone implant. © 2022 Elsevier B.V
