    Final Research Evaluation Report of Project Employment : Vocational pathways for high school students with disabilities in Perth

    People with disabilities are less likely to be in the labour force and more likely to be unemployed than their non-disabled peers. This is the case in Australia, as elsewhere in the developed world. As employment is the main source of income for most people, it is not surprising that people with disabilities therefore are at greater risk of poverty than their non-disabled peers. Transition opportunities from school have been identified as important for positive vocational outcomes for young adults with disabilities. Vocational education and training (VET), particularly apprenticeships and traineeships (A&T) that incorporates work-based learning, is one strategy EDGE Employment Solutions (EDGE) has drawn upon over the past several decades to support persons with disabilities obtaining and maintaining meaningful work. EDGE has also developed and delivered other programs to support young adults with disabilities obtaining and maintaining meaningful work and Project Employment can be viewed as a continuation of EDGE’s commitment to supporting young people with disabilities have positive vocational transitions into meaningful work.Final Research Evaluation Report of Project Employment : Vocational pathways for high school students with disabilities in PerthpublishedVersio

    Tjenestereisen i helseaksen – en helhetlig undersøkelse av NAVs oppfølging av arbeidstakere med helseutfordringer

    Vi har i dette prosjektet gjennomført en helhetlig studie av NAVs oppfølging av arbeidstakere med helseutfordringer langs helseaksen, som er løpet langs de helserelaterte ytelsene (sykepenger, arbeidsavklaringspenger og uføretrygd). I dette prosjektet har vi sett på fire hovedproblemstillinger som handler om: (1) Hvordan NAV samarbeider internt og eksternt for å redusere frafall fra arbeidslivet, (2) Hvordan NAV kan innrette sin oppfølging langs helseaksen slik at den i større grad sammenfaller med brukernes behov, (3) Hvordan en kan unngå unødvendige avbrudd i oppfølgingen, og (4) Hvilken betydning NAV-kontorenes organisering har for oppfølgingen langs helseaksen. Vi har også diskutert om tjenestereisetilnærming er en hensiktsmessig metodikk for å synliggjøre utfordringene NAV står overfor i et oppfølgingsløp. Datamaterialet i prosjektet er basert på individuelle intervjuer og fokusgrupper med totalt 71 informanter. Disse er NAV-ansatte fra ulike nivåer og enheter, samt arbeidstakere, arbeidsgivere, representanter fra brukerorganisasjoner og fastleger. Resultatene viser at mangfoldet av aktører og variasjonen i saker gjør det utfordrende for dem som følger opp arbeidstakere med helseutfordringer å holde oversikt over samarbeidsmulighetene som finnes, samt forstå egen og andres rolle og ansvarsområder i oppfølgingen. En større felles forståelse av de ulike aktørenes rolle og mulighetsrom for å hjelpe en arbeidstaker tilbake til jobb vil derfor kunne bidra til at en i større grad får til treffsikker oppfølging. Treffsikker oppfølging kan innebære at en i større grad identifiserer arbeidstakerne som har størst behov for oppfølging, samt at en tar i bruk de riktige aktørene på riktig tidspunkt i oppfølgingen. Denne rapporten viser at manglende kontinuitet i oppfølgingen kommer som en konsekvens av samarbeidsutfordringer, samt kartlegging og oppfølging som ikke treffer arbeidstakerens behov. For å bedre oppfølgingen gjennom helseaksen er en derfor avhengig av å få styrket samarbeidet, og benyttet kompetansen til de ulike aktørene rundt arbeidstaker og NAV-veileder bedre.     The aftermath of fatal violence incidents: Why organisational measures were successful and why they their effects diminished

    In 2013, an employee at a human service office in Norway was killed by a service recipient. Fast forward to 2021, another murder took place. As is often the case after recurring unwanted events, questions arose in the public debate regarding the human service organisation’s measures to counteract violence and why it could still occur, even after thorough evaluation and efforts made to improve working conditions. This article addresses these questions by delving into safety measures and efforts within the organisation and adopting an organisational perspective on the complexities of maintaining a robust violence prevention framework over time. 82 qualitative interviews were conducted with 101 managers and employees from different organisational levels and locations nationwide, in addition to a few with employees from partner organisations. A perceived effect of implemented measures and fewer violence incidents indicate a successful initiative. Nevertheless, the focus on violence pre vention diminished gradually and safety issues were not addressed in new plans for organising and developing the organisation and its services. The work against violence was also characterised by fragmentation. This decline is attributed to shifting priorities caused by both internal and external conditions. The study illustrates the importance of studying safety improvements over a time span long enough to consider whether short-term effects are lasting when faced with shifting priorities originating from institutional conditions and focusing events influencing public debate and political legitimacy.publishedVersio

    The role of local knowledge in snow observation and applied snow avalanche forecasting in Longyearbyen, Svalbard

    In this article, we present the results of our study of knowledge in the actor-network of snow avalanche forecasters and observers in Longyearbyen, Svalbard. Our study aimed to understand how observers and forecasters make sense of snow conditions and snow avalanche risks. To do so, we conducted empirical investigations, which included interviews with key observation, forecasting, and decision-making actors in Longyearbyen’s risk governance system and autoethnographic participatory observation by the first author during the 36 months they worked closely with several informants in Long yearbyen. We draw on perspectives from literature on sensemaking, sensework, and tacit knowledge to conceptualize the modus operandi of observers and forecasters in a manner that allows for generalization to contexts beyond snow ava lanche forecasting in Longyearbyen. We find that avalanche-related knowledge construction is highly dependent on the experiences of the observers from their non-professional interaction with the local topography and snow as part of their leisurely activities. Further, social relations and communication among observers and forecasters are essential in knowl edge construction. Based on the different processes and resources entering the knowledge construction, we describe three dimensions of local knowledge involved in snow avalanche forecasting: situated, social knowledge; embodied knowledge; and synthetic knowledge. We elaborate on these dimensions of knowledge and discuss implications for the development and administration of avalanche warning systems in contexts characterized by a high degree of transience and change in phenomena.publishedVersio

    “Breaking a vicious cycle”: the reproduction of ableism in higher education and its impact on students with disabilities

    Introduction: Despite the widespread promotion of inclusive learning environments, students with disabilities have to exert time and effort in gaining accommodations and proving themselves as competent individuals. In following up a factorial survey experiment that found that students with disabilities are considered less likely to achieve their educational goals compared to students without, this study explored how understandings of inclusive education and disability are constructed within Norwegian higher education institutions. Method: Nineteen employees across 10 universities participated in focus group interviews. Transcripts were analyzed using thematic analysis. Results: Three themes were generated: (1) determining the role of the educator, (2) knowing how, when, and why to grant accommodations, (3) calling for action from the university. Discussion: Overall, the findings suggest that understandings of inclusion are ambiguous and characterized by juxtaposing ideals. The participants’ accounts illustrate how they are tasked with promoting inclusion while simultaneously protecting their respective professions. Thus, despite being considered a resource based on their diversity, students with disabilities are still expected to fit into an environment designed for mainstream learners. In discussing these findings in light of ableist theory, we argue that more action is needed on a systemic level to restructure how inclusive education is understood and practiced.publishedVersio

    Social license to operate for aquaculture – A cross-country comparison

    Salmon aquaculture production has grown considerably in recent years, and parallel to this growth public in terest in production and product has also increased. In most salmon producing countries there have been reports of both public dismay and support for the industry. In this paper we investigate and compare public perceptions, understood as to what degree the industry has a social license to operate, across three countries. In Tasmania (AU), Iceland and Norway, the salmon aquaculture industry has a varying foothold, something which is also reflected in public perceptions. An outline of the three contextual settings is therefore provided. We undertook surveys using a standardized questionnaire which was distributed to respondent panels in the three countries. The data was analyzed using descriptive statistics. The findings show some similarities and notably mostly differences between the respondent groups. A comparative approach as reported here requires understanding of contextual factors to offer explanatory power to the analysis. The results from the comparative survey is therefore discussed in light of the various contextual settings. We found that many respondents are supportive of the aquaculture industry in their respective countries (Iceland less so), but that there is something amiss, which the respondents feel is not achieved. While support is related to industry contributions of food production, employment, and business activity, the respondents also report acceptance of the industry and view the industry to be important. However, the respondents are less supportive of the industry with regards to sustainability, industry regulation, and distribution of economic benefits. We suggest that efforts to increase societal support for aquaculture must be adapted and related to the contextual environment the industry operates in, both locally and nationally. A pivotal element in this context is the public’s knowledge of the industry, which is deemed important for their assessment of perceived advantages and challenges posed by the industry on both local and national level, and the necessary trade-offs between them in forming a supportive or critical opinion.publishedVersio

    Introduction: Suicide is globally a severe problem with an estimated 700.000 deaths annually.Six of the 10 countries with the highest suicide rates worldwide are in Africa, though, reliablestatistics are scarce.Method: In this qualitative interview study in Uganda, we analysed the stories of 16 peopleadmitted to hospital following a serious suicide attempt. We focussed especially on eachperson’s decision process towards their resolution to attempt suicide.Findings: Despite the huge heterogeneity of the narratives, we could identify problemsregarding the sense of belonging and mattering in all the stories. Both the sense of belongingand mattering have been related to suicidal behaviour in earlier theories, but they were neverstudied together or under consideration of the influence of this specific cultural context. Wefound that the participants’ sense of belonging and mattering to a large degree wasinfluenced by their traditional communalistic context with a worldview where the linebetween the natural and spiritual world was blurry.Conclusion: This kind of knowledge could be a valuable source for health professionals intheir treatment of suicidal persons; it could direct their approach to the core of each person’srelational problems and meaning-making, which is crucial for their decisions with regard tosuicide.publishedVersio

    Dette er en rapport for «Forprosjekt for et regionalt samarbeidsprosjekt mellom oppvekst og helse på Fosen: Felles innsats for mer bærekraftige lokalsamfunn». Bakgrunnen for prosjektet er en økende bekymring rundt barn og unges psykiske helse og sosiale fungering. Utfordringene handler blant annet om økende rapportering av psykiske plager blant unge, mobbing, og skolefravær, noe som kan få store omkostninger for den enkelte, familien og for samfunnet. Utvikling av inkluderende og bærekraftige lokalsamfunn som fremmer psykiske helse og trivsel blant barn og unge fordrer tverrsektorielt samarbeid. Samarbeid kan imidlertid være utfordrende når velferdsapparatet er inndelt i ulike sektorer og tjenester med ulike ansvarsområder. Prosjektets hovedmål er å samskape en tverrsektoriell samarbeidsmodell i oppvekst- og helsesektoren, som skal bedre samkjøringen av utviklingsarbeid og bidra til mer samordnet innsats rundt barn og unge på Fosen.publishedVersio
