Whose benefit? A comparative perspective for the ISA
This article provides a critical evaluation of the International Seabed Authority’s (ISA) management of Deep Sea Mining (DSM) activities in the undersea area lying beyond sovereign territory. By juxtaposing the ISA’s nascent regulatory framework against one of the world’s most successful resource management regimes in Norway, we can clearly see how the ISA is unable to pursue the sort of strategic ownership that is necessary to secure the rents generated from these natural resources; rents which rightfully belong to the common heritage of mankind. In particular, we suggest that the ISA should: secure a better balance of institutional power across its policy, regulatory and operational roles; develop a more explicit policy for protecting the public’s interest (both current and future generations) as the owner of these resources; play a more active role in assembling and managing the access it allocates to these resources; and begin the discussion about how best to manage the wealth generated by these resources in a way that can ensure its just distribution.publishedVersionpublishedVersio

Restoration of temperate deciduous forest - attitudes, opportunities and tools
I Norge regnes flere varianter av edelløvskog som truet. På Østlandet finnes det gjengrodde jordbruks- og skoglandskap hvor skjøtselstiltak kan bidra til å gjenskape edelløvskogen. Formålet med denne artikkelen er å undersøke skogeieres erfaringer med og interesse for restaurering av edelløvskog, hva restaurering av edelløvskoger kan bety for lokalbefolkningen og hvordan lokale organisasjoner kan bidra til friluftsliv i områder med edelløvskog. Videre er formålet å gi et bilde av hvor godt dagens forvaltningssystemer og virkemiddelapparat er tilpasset restaurering av skog som er avhengig av skjøtsel for ivaretakelse av det biologiske mangfoldet. restoration, deciduous forest, policy instruments, attitudesSeveral types of temperate deciduous forest are threatened in Norway. For some of these forests, restoration through long-term and regular management will be important if biodiversity should be restored. The TransForest project established 13 field trials to carry out selective thinning to restore temperate deciduous forests. Based on qualitative data and document analyses this article analyses 1) forest owners' experiences, perspectives, and interest in restoration of these forests; 2) what outdoor recreation organizations think about restoration of these forests; and 3) whether current agricultural and environmental policy instruments are suited for supporting restoration of temperate deciduous forest that need regular management. Personal interviews were carried out with forest owners that had hosted the field trials, representatives from outdoor recreation organisations, and key informants from private and public organisations on policy and planning instruments. Our results show that forest owners and local outdoor recreation organisations value the thinning measures that have been carried out. The forest owners generally do not see any possibilities for net earnings from these measures and the representatives from the local outdoor recreation organisations emphasize that the public sector should bear the costs of restoration measures. Norwegian policy instruments for forests and agricultural land are, however, poorly fit for stimulating restoration measures that imply regular management in temperate deciduous forests.publishedVersio

I fremtiden vil Norges økonomi måtte bli mindre avhengig av petroleum både fordi det er en ikke-fornybar ressurs, og på grunn av at vi må slutte å bidra til klimaendringer. Norske myndigheter har derfor begynt å søke aktivt etter et grønnere grunnlag for vår økonomiske fremtid, og bioøkonomien og fornybar energi ansees å være attraktive alternativ. Denne artikkelen ser på hvordan forvaltningen av sentrale naturressurser påvirker mulighetene til å finansiere den fremtidige norske velferdsstaten. For å gjøre dette sammenligner vi forvaltningsregimet som brukes for olje med dem som brukes på vind- og vannkraft, havbruk og bioprospektering. De ulike regimene spiller en avgjørende rolle for størrelsen på og skattleggingen av grunnrenten som ressursene frembringer. Resultatet av vår kartlegging viser at det har vært et brudd i forvaltningstradisjonen for naturressurser. Myndigheten har valgt bort de suksessfulle forvaltningsregimene fra vannkraft og petroleum, og erstattet dem med regimer som verken kan sikre tilsvarende offentlig kontroll eller grunnrentebeskatning av vindkraft, havbruk og bioprospektering. Vi konkluderer med at dagens forvaltningsregime overfor disse sektorene ikke kan bidra til en offentlig rikdom som kan måle seg med den vi har blitt vant til fra oljen.publishedVersio

Balanced readiness level assessment (BRLa): A tool for exploring new and emerging technologies
In this paper a methodology for a balanced readiness assessment of novel agricultural technologies is developed and presented. The methodology expand on the well-known Technology Readiness Level (TRL) assessments, with a method for assessing TRL as well as Market Readiness Level (MRL), Regulatory Readiness Level (RRL), Acceptance Readiness Level (ARL), and Organizational Readiness Level (ORL) in concert. In the article the Balanced Readiness Level assessment (BRLa) methodology is employed and illustrated on 1) a set of 36 novel agricultural technologies, and 2) on the development of a technology for virtual agricultural fences. The empirical applications in this article indicates that the BRLa- methodology may serve as a fruitful approach for a compound assessment of emerging technologies. The methdodology is relevant for actors involved in advisory services, funding, investment and technology development.publishedVersio
