Better Use of Delivery Spaces in Oslo
The lack of space in urban areas is an important barrier to efficient freight deliveries. Available space in urban city centres has to be shared between different activities and actors, including public transport operators, private car users, taxis, cyclists and pedestrians in addition to freight operators. The lack of access to appropriate freight delivery spaces increases the time needed for deliveries and the distances truck drivers have to walk between their vehicles and the receivers of goods. This lack of space is one of the issues that the ongoing project Green Urban Distribution (GUD) deals with. The project is set to develop environmental friendly and efficient solutions for urban freight distribution in Oslo, the capital of Norway, by (1) better use of road spaces, (2) better use of day and week time and (3) to demonstrate usage of environmentally friendly and energy efficient vehicles for unmanned deliveries. One of the tasks in the GUD project has been to study delivery spaces on a street in the centre of Oslo and to analyse whether the delivery spaces could be better utilised. This work included 6 days of observations of vehicles using delivery spaces in two separate locations, as well as interviews with stakeholders, including drivers, shop workers and shop owners. The collected data have been used to analyse potential effects from giving designated vehicles exclusive right to use the delivery spaces at certain times. The aim of this paper is twofold. Firstly, it gives an understanding on how delivery spaces intended for freight loading and unloading are used by different actors with different tasks and functions. Secondly, the paper presents alternative prioritization schemes for freight vehicles for these delivery spaces and outlines some of the costs and benefits. Accounting for user type and mode effects on the value of travel time savings in project appraisal: Opportunities and challenges
Differences in Value of Travel Time Savings (VTTS) between travel modes can play a decisive role in the ranking of projects that affect the travel time of different travel modes. Conceptually, between-mode differences in VTTS can be decomposed into the user type effect (UE) that accounts for differences in characteristics of user groups (e.g. income differences) and the mode effect (ME) that accounts for differences in travel modes (e.g. the comfort level). Several studies have disentangled and quantified these two effects. However, their potential use for project appraisal has not been thoroughly discussed in the literature.
Two opportunities of using information about ME and UE in appraisal are discussed: (i) Removing the UE from national mode-specific VTTS in order to obtain a set of VTTS that only differs by the comfort level of the modes (ii) Provide the VTTS in travel modes taking into account user type effects of travellers that switch modes after project implementation.
The former arguably improves on the equity approach in project appraisal under the normative argument of valuing individual's time saving equally. The latter can improve the overall precision of user benefit representation in project appraisal compared to the standard mode-specific approach, where mode switchers are assumed to have the same VTTS in the new mode independent of which original user group they belong to.acceptedVersio
Safety outcomes of internationalization of domestic road haulage: a review of the literature
The European Union (EU) promotes gradual lifting of restrictions on foreign hauliers involved in domestic road transport of goods (cabotage), and a major deregulation was scheduled in 2014. Due to complaints from several member states facing competition from new EU-countries with lower labour costs, this process was postponed until 2015. An important aspect related to such a deregulatory reform includes potential consequences for transport safety and accident risk factors. The main aims of the current paper are therefore to examine the potential transport safety outcomes of increasing internationalization of domestic road haulage, and to examine potential accident risk factors of foreign hauliers. This is done by reviewing the research literature. This paper shows that the heavy goods vehicle (HGV) accident risk varies with a factor of up to 10 in European countries, and that the accident risk of foreign HGVs is approximately two times higher than that of domestic HGVs in the studied European countries. The paper points to several risk factors and concludes that better data on accident risk and risk factors must be gathered in order to enable European authorities to correctly analyse and respond to this important traffic safety challenge.acceptedVersio
Comparative Analysis of Activities for More Environmental Friendly Urban Freight Transport Systems in Norway and Poland
Negative effects of urban distribution of goods in terms of energy consumption and air pollution are caused mainly by a low level of cooperation between partners in the supply chain, and also the low effectiveness of transport systems. The issues of urban freight transport functioning and effects on the city environment have recently been more and more often taken into account. Many projects on a local, regional, national as well as cross-boundary scale have emerged, with a direct focus on limiting the negative impacts of urban freight deliveries on the environment. In this paper the authors introduce a study performed for Polish and Norwegian cities focused on initiatives concentrated on activities aimed at limiting the negative impacts of freight transport on urban environment. A comparative analysis of the Polish and Norwegian projects was made, taking into account both quantitative and qualitative aspects. Allocation of tasks, arrangement of working hours and commuting in different Norwegian households
Weekly working hours and commuting distance can be seen as indicators of equality/inequality between spouses. Traditionally, it is women who adjust their career more readily to meeting family obligations. In an era with a focus on equality between the genders in regard to both education and paid work, it is obvious to think of equality regarding working hours as well, and of distance to and from work. In this study we utilized data from the Norwegian Travel Survey of 2009 to examine the results of adjustments made in weekly working hours and commuting distance in families in which both husband and wife are in paid work. These indicate that the family situation is significant, and that, among other things, children in a family does not lead to any reduction in men’s working hours or commuting distance. Living in the periphery of large cities is disadvantageous for women who want to work full time, while living within a city tends to be to their advantageous in this regard. The results from the analysis of commuting distance show that women do not commute as far as men in comparable groups (working hours, family type, education, place of living, income, access to a car and occupation) and that the policy of regional enlargement is far from gender neutral. So long as it is women who adjust their labour market participation – both temporal and spatial – an enlargement of the regional/geographical labour market resulting potentially in longer commuting distances will primarily favour those who have the possibility to travel irrespectively of family situation, i.e. men, not women.acceptedVersio

While both address questions about land-use and transport, the ways in which they are democratically anchored differ. Starting out from goals set for climate-friendly transport, linkages between democratic anchorage and network effectiveness are discussed. In some ways the network with the lowest stakeholder involvement, and therefore the smallest network structure, has come furthest – measures are implemented quickly and extensive resources are used to improve public transport. The other network does not have the same implementation rate or resource-use, but has shown strong efforts to mobilise and coordinate a wide set of actors. Both approaches involve important elements for reducing emissions from transport, specifically the effectiveness and toughness of one and the broader mobilisation of the other. A comparative analysis of the effects of economic policy instruments in promoting environmentally sustainable transport
This paper presents a comparative analysis of the effects of economic policy instruments in promoting environmentally sustainable transport. Promoting environmentally sustainable transport is defined as follows: (1) Reducing the volume of motorised travel; (2) Transferring travel to modes generating less external effects, and (3) Modifying road user behaviour in a way that will reduce external effects of transport. External effects include accidents, congestion, traffic noise and emissions to air. Four economic policy instruments are compared: (1) Prices of motor fuel; (2) Congestion charges; (3) Toll schemes; (4) Reward systems giving incentives to reduce driving or change driver behaviour. The effects of these policy instruments are stated in terms of elasticities. All four economic policy instruments have negative elasticities, which means that they do promote environmentally sustainable transport. Long-term elasticities tend to be larger than short term elasticities. The long-term elasticities of reward systems are unknown.acceptedVersio
An international review of the frequency of single-bicycle crashes (SBCs) and their relation to bicycle modal share
Objectives To study cyclists’ share of transport modes (modal share) and single-bicycle crashes (SBCs) in different countries in order to investigate if the proportion of cyclist injuries resulting from SBCs is affected by variation in modal share.
Methods A literature search identified figures (largely from western countries) on SBC casualties who are fatally injured, hospitalised or treated at an emergency department. Correlation and regression analyses were used to investigate how bicycle modal share is related to SBCs.
Results On average, 17% of fatal injuries to cyclists are caused by SBCs. Different countries show a range of values between 5% and 30%. Between 60% and 95% of cyclists admitted to hospitals or treated at emergency departments are victims of SBCs. The proportion of all injured cyclists who are injured in SBCs is unrelated to the share of cycling in the modal split. The share of SBC casualties among the total number of road crash casualties increases proportionally less than the increase in bicycle modal share.
Conclusions While most fatal injuries among cyclists are due to motor vehicle–bicycle crashes, most hospital admissions and emergency department attendances result from SBCs. As found in previous studies of cyclists injured in collisions, this study found that the increase in the number of SBC casualties is proportionally less than the increase in bicycle modal share.publishedVersio
Speed cameras, section control, and kangaroo jumps-a meta-analysis

2014, Pages 200-208, ISSN 0001-4575, https://doi.org/10.1016/j.aap.2014.09.001.A meta-analysis was conducted of the effects of speed cameras and section control (point-to-point speed cameras) on crashes. 63 effect estimates from 15 speed camera studies and five effect estimates from four section control studies were included in the analysis. Speed cameras were found to reduce total crash numbers by about 20%. The effect declines with increasing distance from the camera location. Fatal crashes were found to be reduced by 51%, this result may however be affected by regression to the mean (RTM). Section control was found to have a greater crash reducing effect than speed cameras (−30% for total crash numbers and −56% for KSI crashes). There is no indication that these results (except the one for the effect of speed cameras on fatal crashes) are affected by regression to the mean, publication bias or outlier bias. The results indicate that kangaroo driving (braking and accelerating) occurs, but no adverse effects on speed or crashes were found. Crash migration, i.e., an increase of crash numbers on other roads due to rerouting of traffic, may occur in some cases at speed cameras, but the results do not indicate that such effects are common. Transport Effects and Environmental Consequences of Central Workplace Location
This paper presents results from a study of traffic effects and environmental consequences of locating 12 500 new workplaces in the development area Bjørvika, close to Oslo central station, rather than locating them as the current distribution of workplaces in Oslo. It was found that this annually saves Oslo about 1.7 million car-trips and 24 million vehicle kilometres by car, and hence 4 GWh of energy consumption, 2800 tonnes CO2 emissions, 5 tonnes NOX, and 1.5 tonnes NO2.publishedVersio
