Analysis of Freight Transport Demand at Szczecin and Oslo Area
The main problem arising in the process of management of the transport and distribution of goods in urban areas is the lack of data regarding deliveries, in particular with regard to the structure of demand as well as the classification of vehicles, their routes, changes in demand for transport, etc. The paper introduces the results of analysis of the goods distribution within the city centre of Szczecin and Oslo, covering a significant number of companies, retail and service entities, entities of the HoReCa sector, schools, universities, and public administration. The studies are part of research carried out under the project GRASS (GReen And Sustainable freight transport Systems in cities). The studies presented in this paper were carried out in two stages. The first stage of work included carrying out initial research allowing for an assessment of the current status in the analysed areas of Szczecin and Oslo. In the second stage of the survey results were updated with data on the increase in demand for delivery in the Christmas period. Moreover, the survey was conducted in the shopping centres located in the designated area of the city. This enabled to determine the seasonal increase in demand for freight deliveries.publishedVersio
How would increasing seat belt use affect the number of killed or seriously injured light vehicle occupants?
The expected effects of increasing seat belt use on the number of killed or seriously injured (KSI) light vehicle occupants have been estimated for three scenarios of increased seat belt use in Norway, taking into account current seat belt use, the effects of seat belts and differences in crash risk between belted and unbelted drivers. The effects of seat belts on fatality and injury risk were investigated in a meta-analysis that is based on 24 studies from 2000 or later. The results indicate that seat belts reduce both fatal and non-fatal injuries by 60% among front seat occupants and by 44% among rear seat occupants. Both results are statistically significant. Seat belt use among rear seat occupants was additionally found to about halve fatality risk among belted front seat occupants in a meta-analysis that is based on six studies. Based on an analysis of seat belt wearing rates among crash involved and non-crash involved drivers in Norway it is estimated that unbelted drivers have 8.3 times the fatal crash risk and 5.2 times the serious injury crash risk of belted drivers. The large differences in crash risk are likely to be due to other risk factors that are common among unbelted drivers such as drunk driving and speeding. Without taking into account differences in crash risk between belted and unbelted drivers, the estimated effects of increasing seat belt use are likely to be biased. When differences in crash risk are taken into account, it is estimated that the annual numbers of KSI front seat occupants in light vehicles in Norway could be reduced by 11.3% if all vehicles had seat belt reminders (assumed seat belt wearing rate 98.9%), by 17.5% if all light vehicles had seat belt interlocks (assumed seat belt wearing rate 99.7%) and by 19.9% if all front seat occupants of light vehicles were belted. Currently 96.6% of all (non-crash involved) front seat occupants are belted. The effect on KSI per percentage increase of seat belt use increases with increasing initial levels of seat belt use. Had all rear seat occupants been belted, the number of KSI front seat occupants could additionally be reduced by about 0.6%. Leisure traveller perceptions of iconic coastal and fjord countryside areas: Lush naturalness or remembrance of agricultural times past?

At the same time, recent public discourse has assumed that such regrowth may taint tourists’ and outdoor recreationists’ perceptions of rural areas. Consequently, this in situ multilingual study in the archipelago of Vesterålen investigated this assumption. The results revealed that tourists’ and visiting recreationists’ foremost interest was in pristine rural areas that seemed devoid of human presence or activity. At the same time, roughly half of the visitors enjoyed seeing working farms. The enquiry displays preference ambivalence about the combination of “cultural” and “natural” elements of the rural landscape. The investigation also illustrates a disparity between foreign tourists’ desire for lush deciduous vegetation and Norwegian visitors’ fondness for a more open agricultural seaside with grassland and shrubland and just a few scattered trees, as the study area had appeared some decades earlier. Private public collaboration on logistics in Norwegian cities
This paper presents conclusions from a survey among urban freight actors in the four biggest cities in Norway (Oslo, Bergen, Stavanger and Trondheim). The survey focus on logistic operations and transport decisions affecting the city logistics. In the studied cities we found that there is lack of emphasis on urban logistics and urban freight transport planning. The survey indicates that the missing focus on logistic activities is due to lack of co-ordination among actors involved in urban logistics, and often insufficient dialogue between city authorities and private actors who operate in the cities. Representatives from the industries do not always understand the municipal planning processes and on which level of bureaucracy the plans are accomplished.
To solve challenges a suggestion related to urban logistics and collaboration among private and public actors is to develop structured Urban Logistic Plans. A part of such plans should be the involvement of all stakeholders in the exploitation and processes of development. The stakeholders must also be involved in policy development and strategic planning processes. The survey indicates that congestion and access to centrally located loading and unloading zones are the biggest problem for freight transport in Norwegian urban areas. From the industry, there is a request that loading and unloading zones must be incorporated as part of land use plans.

Different Pathways for Achieving Cleaner Urban Areas: A Roadmap towards the White Paper Goal for Urban Transport
The 2011 White Paper on Transport of the European Commission spells out a series of targets for 2030 and 2050. One of the 10 targets is explicitly related to urban transport and stipulates: “Halve the use of ‘conventionally fuelled’ cars in urban transport by 2030; phase them out in cities by 2050. Achieve essentially CO2-free city logistics in major urban centres by 2030.”
With this paper we present and discuss a roadmap that deals with the question who needs to do what by when in order to reach the White Paper goal for urban transport. The “stakeholder-driven” roadmap was developed in the FP7 project TRANSFORuM. The paper will present the key findings and the suggested action steps identified in the roadmap. The paper will also exemplify three possible urban transformation pathways towards the urban target. This approach emerged from stakeholder consultations which highlighted the need to take into account the widely differing conditions among European cities.publishedVersio

Taxis and crowd-taxis: sharing as a private activity and public concernThe sharing economy has generated interest among economists for its customer focus and potential to enhance competition. However, it has also caused uproar in industries which have felt competitive pressure, for example among the established stakeholders in the taxi industry. While regulations currently impose considerable costs on the taxi industry, they do not cover virtual transport innovations such as Uber. The lack of a level playing field between taxis and such ‘crowd-taxis’ has generated media attention and conflict. Taxi owners worry about decreasing revenues and taxi drivers about poor working conditions. Other concerns are related to poor transport preparedness, accessibility issues, quality assurance and tax evasion. Despite considerable media attention, there has so far been a lack of scholarly literature addressing the consequences of the sharing economy in the transport sector. Focusing on the Norwegian taxi market, we argue that crowd-taxis will likely produce a range of unanticipated effects, necessitating regulation. Regional aviation and the PSO system : level of Service and social efficiencyThe variation in Level of Service (LOS) and the objective of the Public Service Obligation (PSO) system raises the need for a method for determining the LOS based on social efficiency measures. Such a method is developed for assessing PSO and LOS in Norway. This paper presents and discusses this method, which may be relevant for other countries that employs similar supporting systems for air transport. A stepwise procedure is suggested for assessing PSO routes: Firstly, a framework for deciding upon LOS for air transport under PSO is presented. Secondly, we present a way of doing rough calculations of socio-economic profitability of PSO routes compared with best alternative transport. Finally, a model is presented which refines these calculations. One finding from the model simulations is that loosening the LOS restrictions on this type of regional aviation may lead to increased ticket prices and a reduced LOS. PSO restrictions may lead to a situation close to social optimum if wisely chosen. The most important step in future research is probably to test and refine the numerical model.publishedVersio
Capability versus efficiency: contracting out park and road services in Norway

For understanding the use of contracting out in local governments, it highlights the relevance of the capability perspective in organisational literature as an alternative to the standard efficiency perspective. Design/methodology/approach – The paper draws on four expert interviews and survey data gathered from park and road managers in Norwegian municipalities in 2015. Findings – The study suggests that Norwegian municipalities primarily contract out park and road maintenance services when they do not have the capability to perform these services themselves. Cost concerns are also highlighted but of less importance. Moreover, lack of competition renders the use of contracting out as a potentially costly and less satisfying arrangement for organising service delivery. Research limitations/implications – While the scope is limited to one country, Norway, future research may benefit from the theoretical perspectives, which have been used. Practical implications – Policy guidelines should support a flexible use of various arrangements for service provision. Originality/value – The dominating view among proponents of marketisation in the public sector suggests that contracting out to private contractors is undertaken to enhance economic efficiency compared to keeping service production in-house. How planners' use and non-use of expert knowledge affect the goal achievement potential of plans : Experiences from strategic land-use and transport planning processes in three Scandinavian cities
This article addresses the question of how planners’ use and non-use of expert knowledge affect the content and goal achievement potential of plans, and discusses how changes in planners’ and researchers’ practices can contribute to improving goal achievement potential. These are questions that have been given surprisingly little attention in planning research. Although interesting discussions have emerged over recent years, few empirical studies have been presented. This article presents theory-based empirical research on these issues based on analyses of strategic land-use and transport planning processes in three Scandinavian cities where an aim is to limit or reduce traffic volumes and greenhouse gas emissions of transport. This is a highly relevant issue when analysing the effects of planners’ use and non-use of expert knowledge. Goal achievement potential refers to whether plans (if implemented) contribute to achieving defined objectives, which in this paper mainly regards curbing or reducing urban traffic volumes. The expert knowledge in question concerns how land-use and transport systems development influence traffic volumes in urban regions. The article concludes that whether planners use the expert knowledge in question or not, and how they use it, do affect the goal achievement potential of the plans they produce. This knowledge is the main basis for many planners’ knowing and acting. Planners use it to understand, explain and argue for how and why coordination is necessary, and for selecting traffic-reducing measures. All examined plans also include strategies and measures that reduce their goal achievement potential, and non-use of the expert knowledge is an important part of the explanation as to how and why this is the case. When competing objectives seem to call for traffic-increasing measures, planners tend not to take account of expert knowledge in explaining that these measures reduce the goal achievement potential of plans, and they do not turn to it for finding innovative ways of solving their planning problems. Instead, they rely on their embedded professional knowledge, which is sometimes outdated or misleading. In other cases, planners disregard the knowledge because it challenges planning agendas or compelling ideas, or they exercise self-censorship when finding that it conflicts with political agendas. Considerable effort is required in ensuring higher goal achievement potential in future plans. Planners need to be more critical of their own tacit knowledge, and turn more actively to research-based knowledge. Increasing the competitiveness of e-vehicles in Europe
Introduction This paper is concerned with incentives for the take-up and use of e-vehicles that are in place in different European countries. Especially, it analyses Norway and Austria, in order to establish and understand factors influencing the competitiveness of e-vehicles and potential market penetration. Norway currently enjoys the world’s largest take-up of electric cars per capita, achieved through an extensive package of incentives. Austria has used the concept of Model Regions with government support to stimulate market introduction. So far, this has been a less effective approach. Methods The paper brings in and combine analyses of national travel survey data and web surveys to e-vehicle owners and non-e-vehicle owners. It considers socio-economic factors including convenience and time savings due to e-vehicle policies. Results Analysing national travel surveys, we find a considerable potential for e-vehicles based on people’s everyday travel. Social networks play a crucial role in spreading knowledge about this relatively new technology. The take-up of battery electric vehicles correlates relatively closely with the user value of e-vehicle incentives. The fiscal effects of e-vehicle incentives are non-trivial – especially in the longer run. The cost of lifting a new technology into the market by means of government incentives is significant. We point to the importance of a strategy for the gradual phasing out of e-vehicle policies in countries with large incentives when the cost of vehicles goes down and the technology improves. Conclusions Successful market uptake and expansion of electric vehicles requires massive, expensive and combined policies. Central government backing, long term commitment and market-oriented incentives help reduce the perceived risk for market players like car importers and allow the e-vehicle market to thrive. For countries with low e-vehicle market shares the potential is promising. Battery electric vehicles are already a real option for the majority of peoples’ everyday trips and trip chains. However, their relative disadvantages must be compensated by means of incentives – at least in the initial market launch phase. Diffusion mechanisms play a sizeable role.
