Stress relief, socialising, social bonds and discoveries of local recreation options were important home holiday experiences. Vacation challenges under lockdown included few opportunities for novelty and the chance of liminoid situations – reversal or bracketing of everyday routine existence. The enforced Easter staycation advanced reflections on impending leisure travel, indicating limited opportunities to boost future low-carbon near-home Easter holiday experiences. Path dependencies towards second homes and spatially stretched social obligations, as well as emphasis on freedom of movement, ostensibly constrain vacation travel habit discontinuities at this time of the year.publishedVersio

    Comparing the Scandinavian automobile taxation systems and their CO2 mitigation effects

    Despite their similarities, Scandinavian countries have adopted starkly different automobile tax regimes. The Danish system entails very high and convex tax rates with moderate CO2 differentiation. In Norway, tax rates are high and convex with strong CO2 differentiation and total exemptions for zero emission vehicles, even from value added tax. Sweden practices feebates – CO2 dependent subsidization along with moderate taxation. Relying on a disaggregate discrete choice model of automobile purchase, we simulate the demand for passenger cars as of 2016 in Norway under a set of conditions resembling, respectively, the Danish, Norwegian or Swedish fiscal incentives before and after recent reforms. In all cases, implications are derived in terms of energy technology market shares, average type approval CO2 emission rates, and aggregate fiscal revenue. The automobile taxation system is seen to have remarkable impacts on all three accounts. In essence, among the three jurisdictions examined, the Norwegian fiscal regime has by far the strongest CO2 abatement effect. The Danish system is less effective in terms of CO2 abatement, but provides twice as much government revenue. The Swedish feebate strategy is by far the least effective in terms of both CO2 mitigation and revenue collection.publishedVersio

    Examining the most accident-prone sector within commercial aviation: Why do accidents with light inland helicopters occur, and how can we improve safety?

    Light inland helicopter has for several years been the most accident-prone sector within commercial aviation, with a more than 10 times higher accident risk than offshore helicopters. The main aims of this article are to: 1) Examine why accidents with light inland helicopters occur, focusing especially on the situation in Norway, but also internationally and 2) discuss how these accidents can be prevented. These questions are examined based on three data sources: 1) Analysis of reports from the Accident Investigation Board Norway (AIBN), 2) Qualitative expert interviews, and 3) Systematic literature review. Most of the reviewed studies point to combinations of human errors and technical failures as the major risk factors contributing to helicopter accidents. Our analysis contributes to existing research by also indicating the critical importance of work-related factors like inadequate safety management systems, poor safety culture and challenging framework conditions for pilot behaviour and safety. The literature review indicates a lack of robustly evaluated helicopter safety interventions to address the identified risk factors. Our analysis of the AIBN reports and the interviews indicates a need for measures aiming to improve the safety culture in a sector with challenging framework conditions. Measures focusing on the development of self-imposed and commonly accepted operational limits and guidelines in the sector are discussed.publishedVersio

    Work-Related Accident Prevention in Norwegian Road and Maritime Transport: Examining the Influence of Different Sector Rules

    About 36% of fatal road accidents in Norway involve at least one driver who is “at work”. It has been argued that the implementation of rules clearly defining the responsibility of road transport companies to prevent work related accidents, by implementing safety management systems (SMS), could lead to increased safety. In the present study we tested the validity of this suggestion, by examining the influence of different sector rules on work-related accident prevention in Norwegian road and maritime transport. In contrast to the road sector, the maritime sector has had rules requiring SMS for over 20 years, clearly defining the shipping companies responsibility for prevention of work-related accidents. The aims of the study were to: (1) examine how the different sector rules influence perceptions of whether the responsibility to prevent work-related accidents is clearly defined in each sector; and (2) compare respondents’ perceptions of the quality of their sectors’ efforts to prevent work-related accidents, and factors influencing this. The study was based on a small-scale survey (N = 112) and qualitative interviews with sector experts (N = 17) from companies, authorities, and NGOs in the road and the maritime sectors. Results indicate that respondents in the maritime sector perceive the responsibility to prevent work-related accidents as far more clearly defined, and they rate their sector’s efforts to prevent accidents as higher than respondents in road. Multivariate analyses indicate that this is related to the scope of safety regulations in the sectors studied, controlled for several important framework conditions. Based on the results, we conclude that the implementation of SMS rules focused on transport companies’ responsibility to prevent work-related accidents could improve safety in the road sector. However, due to barriers to SMS implementation in the road sector, we suggest starting with a simplified version of SMS.publishedVersio

This paper is a novel contribution to the literature in terms of investigating consumers’ willingness to pay (WTP) for climate-friendly last mile deliveries through reduced or no CO2-emissions from the delivery. 460 females between 18 and 70 years of age responded to an internet panel survey about their stated preferences for last mile delivery options for online clothing rentals. A discrete choice experiment (DCE) was performed and the data analyzed using both multinomial logit (MNL) and mixed multinomial logit (MMNL) models. The results show that females are willing to pay for CO2-mitigation, and that their WTP increases with consumer income, employment, willingness to change habits to solve the environmental challenges of today, and preferences for sustainable online shopping and delivery alternatives, but decreases with the frequency of online shopping. The WTP for 1 kg CO2 exceeds the WTP for any other aspects of the last mile delivery; i.e. delivery time, delays and information services (notification of departure and arrival). The results indicate that freight operators (carriers) and online retailers can transfer (some of) the costs of climate-friendly last mile delivery to their customers. This is important knowledge for urban planners as it provides support for CO2-mitigating measures aimed at last mile delivery services in order to achieve more environmentally sustainable urban freight transport.publishedVersio

    Urban main road capacity reduction: Adaptations, effects and consequences

    To support sustainable urban mobility strategies, reallocating road space from private vehicles to other uses may be a relevant intervention. Novel empirical knowledge could reduce barriers for implementing such interventions. A planned, 14-month capacity reduction of a main road tunnel in Oslo, Norway, carrying 70,000 vehicles a day, offered an excellent opportunity to document how commuters adapted, and what effects and consequences they experienced. Analyses of traffic data were combined with surveys and interviews with commuters. Congestion increased in the tunnel and on adjacent road-links, although road users adapted in ways resulting in significant traffic reduction through the tunnel. Some employees in an area near the tunnel experienced increased time-usage on their commute, and some adapted by changing transport mode, route, or trip-timing. However, results showed that they did not experience major negative consequences. Few commuters reported a need to shift routines in the household, and commuter satisfaction remained high.publishedVersio

    FDI, technology & knowledge transfer from Nordic to Baltic countries

    The purpose of this study is to examine the intensity of technology and knowledge transfer to the selected Baltic countries through foreign direct investment. The intensity of technology and knowledge transfer across the Baltic countries varies widely, with Estonia showing the leading position in the Baltic region. The amount of foreign direct investment in three countries is linked with the level of technology and knowledge transfer. It is indicated that during the Financial Crisis in 2008, the extent of foreign direct ownership changed in all three countries and later recovered. In the aftermath of this disruption, countries recovered their stock Foreign direct investment attraction rates and almost reached their 2004 level. Latvia has achieved a 50 per cent increase among Baltic countries, benefiting from it. Foreign direct investment and technology transfer increased through effective strategies and policies. In contrast, Estonia maintains a sustained stock foreign direct investment and has moderately lower margins than in other Baltic countries. Among countries, Estonia is the dominant stock FDI absorber in the Baltic region and have made significant contributions in the region.acceptedVersio

    Rules, Norms and Practices – A Comparative Study Exploring Disposal Practices and Facilities in Northern Europe

    We identify and analyse practices and management regimes around burial and handling of ashes across eight case study towns within six Northern European countries. We analyse management of cemeteries and crematoria gardens, majority practices and provision for minority communities, including various burial types, cremated remains, the re-use of graves, and costs for interments. Comparative data is drawn from analysis of national and local regulations, interviews with stakeholders, and observations at cemeteries and crematoria gardens. The findings show significant variation in national and local regulations and practices for burial and cremation particularly around the re-use of graves, handling of ashes and costs for grave space and cremation. We identify the opportunities and constraints of these variations in terms of accessibility, diversity and equality; and argue for national directions to avoid unequal treatment within nations. Furthermore, we stress the importance of a liberal and inclusive management of European cemeteries and crematoria gardens.publishedVersio

    The impact of weather conditions on everyday cycling with different bike types in parents of young children participating in the CARTOBIKE randomized controlled trial

    Knowledge about how weather conditions affect travel behavior in different user groups and contexts is relevant for planners and policymakers to facilitate sustainable transportation systems. We aimed to assess the influence of day-to-day weather on cycling for transportation among parents of young children with access to different bike types (e-bike vs non e-bike) in a natural study setting over nine months. We hypothesized less impact of weather variability on cycling when using an e-bike compared with a non e-bike. A randomized, controlled trial was conducted in Southern Norway. The intervention group (n = 18) was in random order equipped with an e-bike with trailer for child transportation (n = 6), a cargo (longtail) bike (n = 6) and a traditional bike with trailer (n = 6), each for three months. These 18 participants reported cycling on 832 out of 3276 person-days (25%). We used dynamic structural equation modeling for intensive longitudinal data to examine the relations between daily weather conditions, bike type (e-bike vs traditional bike), and cycling (dichotomized daily at yes or no). Air temperature (positively) and wind speed (negatively) were both credible predictors of cycling, whereas the other predictors (precipitation in the morning (yes or no) and presence of snow (yes or no) were not. We added interaction terms between bike type and weather conditions, but none of the interaction terms had a credible effect on cycling. Thus, the relations between weather conditions and cycling were not moderated by bike type among parents of young children.acceptedVersio
