    When do consultative referendums improve democracy? Evidence from local referendums in Norway

    Consultative referendums may provide crucial information about public opinion but have received little attention in the literature compared with their binding counterparts. In this article, we analyse 221 Norwegian local consultative referendums on municipal amalgamation using the Venice Commission’s code on referendums. Much of the referendum literature suggests that consultative referendums are in fact binding. The municipal councils followed the outcomes of the referendums in most cases, but 14% chose to go against it. While the overall impression is that the outcomes of consultative referendums are seen as binding, the data indicate that ballot design may affect voters’ choice as well as council decisions. Although many democratic standards were met, the wording of questions and alternatives on the ballot paper were problematic in a number of cases – reducing the democratic value of the citizens’ advice.acceptedVersio

    I hvilken grad skiller den norske eliten og befolkningen for øvrig seg fra hverandre i synet på innvandring og kjønnslikestilling? Artikkelen analyserer data fra den norske Lederskapsundersøkelsen 2015, en spørreundersøkelse blant dem som besitter topposisjonene i ti sektorer i det norske samfunnet, og sammenligner elitens holdninger med den øvrige norske befolkningen. Vi finner en betydelig holdningsavstand mellom elite og befolkning, men at innvandring er mer polariserende enn kjønnslikestilling.     Interest groups on social media: Four forms of networked advocacy

    The affordances of social media both constrain and enable new forms of political advocacy. The present study identifies four forms of networked advocacy and analyses these with emphasis on constituencies, platforms, activities, and aims. Based on over 40 semistructured elite interviews with interest group leaders and heads of communication, it first finds that interviewees distinguish between social media platforms, tailoring content and genre, to target intended audiences. Second, it finds that social media affordances make awareness‐raising and community‐building more efficient and purposeful for all groups. At the same time, only large organizations with bigger budgets, credibility, technical knowhow, and political relations, systematically engage in networked mobilization and lobbying. Third, interviewees representing these resourceful organizations underline that Twitter represents a new efficient form of middle‐stage lobbying. The study contributes empirical insights into the aims and strategies behind networked advocacy among different groups within one policy field in a local, non‐American context.     NEET Status and Early versus Later Skills among Young Adults: Evidence from linked register-PIAAC data

    Do skills protect against exclusion in adult ages, and how important are the skills acquired before the age of 16 years versus those acquired later on? We match the scores on numeracy and literacy skills from the 2011 PIAAC for young adults backwards to grade point average (GPA) data from compulsory school education, measured at the age of 16 years (GPA16), and forwards to employment and education register data 2 years after the PIAAC test. There is a high correlation between GPA16 and PIAAC scores even when controlling for parental background, health status, and completion of post-compulsory school education. Including both GPA16 and PIAAC scores in a model of the probability of NEET status 2 years after the PIAAC test shows three times as large differences associated with GPA16 scores than with PIAAC scores, even though the PIAAC test is taken closer in time than the GPA16 results.NEET Status and Early versus Later Skills among Young Adults: Evidence from linked register-PIAAC datapublishedVersio

    Denne rapporten ser nærmere på frivillige aktører ved fire typer av kulturinstitusjoner – bibliotek, museum, arkiv og institusjon for visuell kunst – som alle faller inn under kategorien offentlige eller offentlig finansierte kulturinstitusjoner. Hensikten er å gi et bilde av hvem de frivillige er, hvilke oppgaver de utfører, hvordan de rekrutteres, hvilken motivasjon de har for å være kulturfrivillige, og hvilke betingelser de har for å fortsette. Det er også et mål å få kunnskap om hvordan de frivillige oppfatter samarbeidet med disse kulturinstitusjonene. Rapporten viser at det finnes et utall faktorer som kan trekkes frem for å legge til rette for og stimulere til mer kulturfrivillighet, men det som fremstår som et overordnet spørsmål som må besvares for å finne det vesentligste i en gitt kontekst er dette: Hvilke faktorer bygger opp under den spesifikke kulturfaglige kompetansen og interessen til de frivillige, og hva gjør arbeidet meningsfylt for de frivillige? Kulturfrivillighet handler i stor grad om å matche den aktuelle kulturinstitusjonens egenart og oppgaver med frivillige som har tilsvarende kulturfaglig kompetanse og interesse. Det betyr på den ene siden at gruppen av potensielle frivillige i utgangspunktet avgrenses til en forholdsvis snever type av personer og foreninger, men på den andre siden betyr det også at frivillighet blir en meningsfylt relasjon rundt et (faglig) interessefellesskap.     Pressure without Pain: What Politicians (Don’t) Tell You about Welfare State Change

    How do political leaders politicise welfare state “reform pressures”, e.g. unemployment, ageing or globalisation, in election campaigns? Competing expectations range from no politicization at all to a clear and unbiased coupling between pressures and intended policy responses. Eighteen speeches held by prime ministerial candidates at election-year party congresses in Germany, Norway and Sweden (2000–2010) reveal an unfinished and biased problem-solution coupling. On the one hand, even in these affluent countries pressures are frequently politicised. On the other hand, leaders either cherry-pick less painful policy solutions, or refrain altogether from debating them. So, while citizens learn that the welfare state is pressured, they are not exposed to the full range of policies they increasingly have reason to expect after elections

    Fokuset i denne rapporten er å dokumentere og analysere sammenhenger mellom bolig og boforhold på den ene siden og øvrige velferdsutfall på den andre, basert på norske registerdata. Rapporten omfatter tre delprosjekter som på ulike måter undersøker sammenhengene mellom bolig og velferd. Vi skiller mellom ulike aspekter ved boforhold: disposisjonsform, trangboddhet, nabolag og utsatthet for støy. Først ser vi på boforhold som en forklaringsvariabel. Mer spesifikt undersøker vi om ulike sider ved boforholdet kan være med på å forklare skoleresultater og sannsynligheten for utenforskap for barn og unge. Et hovedfunn er at boforhold ser ut til å ha mer å si for eldre barns skoleresultater enn for yngre barns. I delprosjekt to fokuserer vi på vanskeligstilte på boligmarkedet. Her følger vi personer over tid og analyserer strømmer inn i og ut av vanskeligstilthet på boligmarkedet. Analysene tyder på at vanskeligstilthet i stor grad er en midlertidig tilstand. Noen grupper ser imidlertid ut til å være spesielt utsatt for å forbli vanskeligstilt over flere år. Dette gjelder særlig lavt utdannede, og ikke-vestlige innvandrere. Til slutt snur vi på sammenhengen og ser på boforhold som en utfallsvariabel. Med andre ord spør vi her hvilke velferdsvariabler som er med på å forklare boforhold. Vi finner at både det å miste jobben og det å skille seg er forbundet med en forverring i boforhold. Særlig finner vi at skilsmisse er tett forbundet med en endring i disposisjonsform for tidligere boligeiere.     Marriage migration and the economic trajectories of first- and second-generation immigrants in Norway

    Although marriage migration is an important route for immigration to Western Europe, little is known about how it is associated with the labour market trajectories of the minority populations involved. Using longitudinal population registry data on residents from a non-Western migrant background in Norway, this study compares the employment and earnings of those who ‘marry back home’, with those who find a spouse among Norwegian residents with the same national origin background. Following individuals up to 10 years before and after their first marriage (279,527 observations between 1993 and 2010), distributed fixed effects estimations suggest that the labour market trajectory is weaker in the years after marriage for those who have married marriage migrants, albeit the differences are small for men. For women from the first generation, marrying a marriage migrant is associated with lower employment and earnings, progressively declining with time. For women from the second generation, this relative decrease only holds for the labour earnings of employed women. Supplementary analyses indicate that the falling labour market trajectories of women marrying marriage migrants are related to lower educational attainment, higher fertility and stronger associations between motherhood and the labour market.publishedVersio
