Maisons-Alfort : Anses, 85 p.L’Anses a été saisie le 13 mai 2024 (saisine datée du 19 avril 2024) par la Direction générale de la santé (DGS), la Direction générale de la prévention des risques (DGPR) et la Direction générale de l’alimentation (DGAl) pour la réalisation de l’expertise suivante : « Demande d’appui scientifique et technique au sujet des risques sanitaires liés aux prions dans le département du Lot-et-Garonne ».CONTEXTE ET OBJET DE LA SAISINEL’Anses a été saisie à plusieurs reprises par plusieurs ministères pour statuer sur le risque sanitaire associé aux prions [2] susceptibles d’être présents dans les effluents des installations traitant des sous-produits animaux, dont les établissements d’équarrissage. Ces saisines ont donné lieu à des avis de l’Agence (Afssa 2003 2010; Anses 2014a, 2014b).Un établissement d'équarrissage transforme les sous-produits animaux non destinés à la consommation en matières valorisables. En fonction du degré de risque qu’ils présentent, ces sous-produits animaux sont classés en trois catégories [3] (C1, C2, C3) définies dans les articles 8 à 10 du règlement (CE) n°1069/2009. Le règlement (UE) n°142/2011 prévoit des méthodes normalisées de transformation de sous-produits animaux, pour lesquelles des couples temps/température, voire des conditions de pression, ainsi qu’une taille maximale des particules de sous-produits animaux à transformer sont à respecter [4]. Sauf si l’autorité compétente impose la méthode 1 (aussi appelée « stérilisation sous pression » dans le règlement) pour la transformation des sous-produits d’animaux, les matières de catégorie C1 doivent être transformées conformément à l’une des méthodes 2, 3, 4 ou 5 du règlement. Les principaux paramètres considérés par les méthodes 1 à 5 sont décrits à l’annexe 3. Parmi ces méthodes, seule la méthode 1 (133 °C / 3 bars / 20 min pour des particules ne dépassant pas 50 mm) est considérée comme efficace pour réduire significativement l’infectiosité associée aux prions (Afssa 2010; Giles et al. 2008; Taylor 2000).Les effluents liquides issus du processus d’équarrissage contiennent des matières organiques dissoutes et particulaires, dont des graisses et des protéines. Ils sont envoyés vers une station de traitement des eaux usées (STEU) dédiée qui est dimensionnée à cet effet.L’obligation d’un autoclavage à 133 °C pendant 20 minutes sous une pression de 3 bars des effluents liquides des équarrissages avait été instaurée en 2003. En 2008, une modification de la réglementation nationale des installations classées a levé l’obligation du traitement thermique (133 C / 3 bars / 20 min) des effluents liquides des établissements d’équarrissage.Ultérieurement, l’Afssa (2010) a recommandé de réintroduire ce traitement thermique pour les effluents issus d’installations traitant des sous-produits de catégories C1/C2 si ces effluents sont utilisés pour l’irrigation de cultures destinées à l’alimentation humaine ou animale. En effet, dans cet avis de 2010, la persistance des prions dans les effluents traités et épandus a été illustrée par une modélisation du devenir de l’infectiosité d’un encéphale de petit ruminant infecté par la tremblante [5] au cours des différentes étapes du procédé employé dans les établissements traitant des sous-produits animaux de catégorie C1. Cette simulation aboutissait à des différences significatives d’infectiosité résiduelle entre les effluents liquides ayant ou non fait l’objet d’un traitement thermique spécifique du prion (133 °C / 3 bars / 20 min).À la suite des recommandations de cet avis, l’obligation du traitement thermique des effluents liquides, issus d’installations traitant des sous-produits de catégories C1/C2 et utilisés pour l’irrigation des cultures et des espaces verts, a été de nouveau instaurée. Dans un avis complémentaire sur l’usage des boues générées par les STEU d’établissements transformant des matières de catégorie C1, l’Anses (2014) rappelle que les boues de ces STEU peuvent présenter une infectiosité supérieure à celle des effluents liquides par effet de concentration et qu’elles devraient être détruites comme des matières de catégorie C1 ou, a minima, subir le même traitement thermique que celui recommandé pour les effluents liquides (133 °C / 3 bars / 20 min).Au regard de l’augmentation des besoins en eau de l'agglomération d'Agen et de la région de l'Albret, et de la baisse régulière du niveau de la nappe actuellement utilisée pour leur alimentation en EDCH, la prise d’eau superficielle de Sérignac-sur-Garonne pour produire de l’EDCH est en cours de réhabilitation. En 2024, compte tenu de l'implantation de cette prise d’eau à sept kilomètres en aval des rejets d’une STEU d’un établissement d’équarrissagemanipulant des sous-produits animaux de catégories C1, C2 et C3, l’Anses a été saisie sur ce projet local (cf. annexe 2) pour l’interroger sur les risques sanitaires pour les consommateurs d’eau destinée à la consommation humaine (EDCH) qui seraient liés à une éventuelle présence de prions. À ce jour, la STEU ne met pas en œuvre de traitement thermique de ses effluents (133°C/3 bars/20 min) avant rejet dans le milieu. Les services locaux de l’État, aprèsavoir examiné les avis relatifs aux prions issus de l’Agence et du Conseil supérieur des installations classées (CSIC), n’ont pas pu statuer quant à l'existence ou non d’un risque sanitaire pour les futurs consommateurs d’EDCH en provenance de la prise d’eau de Sérignac-sur-Garonne. Ce constat a conduit le Préfet du Lot-et-Garonne à saisir la DGS, la DGPR et la DGAl, le 9 février 2024, afin de disposer d’éléments d’appréciation lui permettant de signer l’arrêté préfectoral de mise à disposition de l’eau en vue de la consommation humaine. Ces directions ont ensuite saisi l’Anses pour évaluer la situation rencontrée localement, en formulant les questions suivantes :1. « Au regard du comportement des prions dans l’environnement, est-il scientifiquement correct de considérer que le rejet des eaux issues de la STEU de l’entreprise d’équarrissage dans la Garonne génère une dilution qui conduit à une réduction du risque encéphalopathies spongiformes transmissibles (EST) ? Si oui, à quelle hauteur ?2. À l’instar de ce qui est allégué pour les effluents de STEU, peut-on considérer que l’étape de clarification réalisée en tête de station de production d’eau potable permet d’abattre l’infectiosité des EST de l’ordre de 99% ? En est-il de même pour les contacteurs à charbon actif mis en œuvre sur la filière de traitement ?3. La note d’appui scientifique et technique du 25 mai 2018 mentionne que certains produits biocides (ozone, chlore voire hydroxyde de sodium), qui sont mis en œuvre sur la station de traitement d’eau potable, sont réputés réduire de plusieurs log10 le titre ,infectieux des EST. Leurs conditions de mise en œuvre au sein des stations de traitement d’eau potable sont-elles de nature à permettre un abattement de cette ,infectiosité ? Si oui, à quelle hauteur ?4. Au regard des réponses apportées aux questions 1, 2 et 3, une estimation du risque, basée sur l’adaptation de la méthodologie proposée dans l’avis du 19 mai 2010 (pages 22 à 25, méthodologie pour l’estimation du risque associé à l’épandage des effluents issus de STEU d’équarrissage), prenant en compte l’abattement réalisé au droit de laSTEU de l’équarrisseur, l’effet éventuel de la dilution du rejet dans la Garonne et ,l’abattement produit par les différentes étapes de traitement mises en œuvre au sein de la station de production de Sérignac pourrait-elle être réalisée par l’Agence ?5.     Advancing knowledge on the paleoproductivity and climate in the Guaymas Basin, Gulf of California, over the past 31,200 years: geochemical proxies in IODP expedition 385 sediments

    International audienceThe Guaymas Basin (GB) is a highly productive region in the Gulf of California. Subseafloor sedimentary amorphous bio-opal and Ba/Ti records obtained from its northwestern and central areas reveal significant changes in exported productivity over the past 31,200 years. Millennial-scale variability reflects the influence of wind-driven upwelling, mesoscale eddies, and shifts in climate variability operating at orbital, millennial, and centennial timescales. Spatial heterogeneity in productivity recorded in International Ocean Discovery Program boreholes highlights regional differences in process dominance. We identify seven distinct productivity phases: From ∼31,200 to ∼26,500 cal yr BP, laminated sediments indicate strong seasonal variability and high productivity due to intense upwelling activity caused by northwesterly winds linked to a southward-shifted Intertropical Convergence Zone. The Last Glacial Maximum, from ∼26,500 to ∼19,000 cal yr BP., displayed pronounced fluctuations and a slight decline in productivity compared to the previous interval, owing to the reduced influence of the North Pacific High on the GB during this period. From ∼19,000 to ∼11,700 cal yr BP, there were shifts of high and low productivity, with opal minima coinciding with Heinrich events 2 and 1, as well as the Younger Dryas. Productivity declined slightly between ∼11,700 and ∼7,000 cal yr BP, featuring a short high-productivity period within that timespan (∼10,500 to ∼10,300 cal yr BP). From ∼7,000 to ∼4,200 cal yr BP, productivity decreased in the NW and increased in the central basin. This contrast reflects enhanced winter-spring coastal wind-driven upwellings and reduced eddy activity in the west. From ∼4,200 to ∼130 cal yr BP, productivity increased in both studied areas. The sedimentary Ba/Ti values in both holes generally indicate lower levels during the cold glacial period and higher levels during the warm interglacial period, suggesting reduced biological barite accumulation and less organic matter export from the surface under cold climate conditions. These changes correspond to documented climate transitions, highlighting GB’s sensitivity to global forcings (e.g., ice sheet retreat) and regional ocean-atmosphere interactions.     Expanded Composite Coral Indices of South Pacific Convergence Zone Oceanographic Variability Since 1848 CE

    International audienceAbstract In the South Pacific Convergence Zone (SPCZ), interannual to interdecadal oceanic and atmospheric variability is especially pronounced. The El Niño Southern Oscillation and the Interdecadal Pacific Oscillation significantly influence the SPCZ diagonal axis and salinity front. Regional coral‐based paleo‐environmental reconstructions extend the relatively short and discontinuous instrumental sea surface temperature (SST) and sea surface salinity (SSS) record to elucidate past variability. We present monthly resolved, composite indices of coral skeletal δ 18 O, Sr/Ca, and calculated δ 18 O sw utilizing coral geochemical time‐series from Rotuma, Fiji, Tonga, and Rarotonga, dubbed the SPCZ coral (SPCZ c ) indices. The new indices build upon previous efforts to describe variability and trends in the SPCZ region with expanded coverage due to a new northwestern coral addition from the SPCZ fresh pool. The increased spatial and temporal resolution of the new indices allows for higher‐fidelity sub‐annual reconstructions of SST and SSS in the region dating back to 1848. The results confirm the secular warming trend of 1°C in the SPCZ region and show a 0.4 S p freshening starting in the 1880s. The SPCZ c δ 18 O sw is the first regional reconstruction of δ 18 O sw and provides valuable insights into past SSS variability, including elucidating responses to El Niño and La Niña events, as well as identifying past SPCZ zonal events. The SPCZ c δ 18 O sw reconstruction extends the instrumental records by ∼100 years. The SPCZ c indices prove the utility of the compositing approach in describing regional oceanographic variability with the increased signal‐to‐noise ratio of the obtained coral climatic data

Maisons-Alfort: ANSES, 200 p.International audienceThe Red Fox (Vulpes vulpes) can be hunted as a game species. It may also be listed as a “species likely to cause damage” (ESOD – the acronym in French), for public health reasons among others. Conversely, benefits linked to the presence of foxes are also put forward, such as the predation of rodents carrying zoonotic agents. In this context, ANSES was asked to: (1) list the zoonoses present in France for which foxes play an epidemiological role, (2) identify other public health impacts associated with changes in fox populations, (3) explain the relative importance of the effects of changes in fox populations for humans and/or the environment, (4) analyse the feasibility of a cost‐benefit analysis (CBA) of the prevention and impacts associated with these zoonoses. In France, the fox is a source of zoonotic pathogens, with a major role for Echinococcus multilocularis, a parasite for which the fox is the main source of environmental contamination. However, reducing fox populations does not reduce the risk of transmission of E. multilocularis to humans or domestic animals, and may even have the opposite effect to the one intended. The main levers for action are those relating to exposure to environmental contamination. The fox is part of complex trophic networks, in which its specific role in regulating prey populations is impossible to determine because (i) several predators share the same prey, with a variable role for the fox among the predators, (ii) the dynamics of prey populations is also conditioned by factors other than predation. The relationship between the abundance of rodents and the risk of disease for humans has not been demonstrated either, due to the complexity of the trophic and epidemiological networks, their highly probable variability from one ecosystem to another, and the multiplicity of hosts. As a result, the data currently available does not allow any conclusions to be drawn about the epidemiological role of the fox as a predator of rodents hosting zoonotic agents. Finally, there is no public health justification for culling foxes, particularly for ESOD classification, except in the very specific and localised context of the fight against bovine tuberculosis, for which the selective culling of foxes in and around the livestock buildings of a domestic outbreak has been proposed. In addition, the expertise concluded to the feasibility of a CBA targeted at assessing the burden of alveolar echinococcosis and measures to prevent its transmission. The feasibility study shows the partial nature of a CBA targeting zoonoses, without taking into account other roles played by the fox in the ecosystem

    Assessing the ability to quantify the decrease in NO x anthropogenic emissions in 2019 compared to 2005 using OMI and TROPOMI satellite observations

    International audienceThere are great expectations about the detection and the quantification of NOx emissions using NO2 tropospheric columns from satellite observations and inverse systems. This study assesses the potential of the OMI-QA4ECV and TROPOMI satellite observations to improve the knowledge of European NOx emissions at the regional scale and to inform about the spatio-temporal variability of NOx anthropogenic emissions in 2019 compared to 2005, at the resolution of 0.5° over Europe. We first characterize the level of consistency between retrievals from OMI-QA4ECV and from the more recent reprocessing of the TROPOMI data, called TROPOMI-RPRO-v02.04, and the implications of the possible inconsistencies for inversions. Furthermore, starting from European emission estimates from the TNO-GHGco-v3 inventory for the year 2005, regional inversions using the Community Inversion Framework coupled to the CHIMERE chemistry-transport model and assimilating satellite NO2 tropospheric columns from OMI and TROPOMI have been performed to estimate the European annual and seasonal budgets for the year 2019. Both the OMI and TROPOMI inversions show decreases in European NOx anthropogenic emission budgets in 2019 compared to 2005. Nevertheless, the magnitude of the reductions of the NOx anthropogenic emissions is different with OMI and TROPOMI data, with decreases in EU-27 + UK between 2005 and 2019 of 16 % and 45 %, respectively. A TROPOMI inversion giving more weight to the satellite data becomes consistent with the independent TNO-GHGco-v3 inventory for the year 2019, with annual budgets for EU-27 + UK showing absolute relative difference of only 4 %. These TROPOMI inversions are therefore in agreement with the magnitude of the decline in NOx emissions declared by countries, when aggregated at the European scale. However, our results – with OMI and TROPOMI data leading to different magnitudes of corrections on NOx anthropogenic emissions – suggest that more observational constraints would be required to sharpen the European emission estimates

    International audienceLiver malignancies, particularly hepatocellular carcinoma, and metastases stand as prominent contributors to cancer mortality. Within abdominal computed tomography imaging, much of the data remain underused by radiologists. Radiomics uses advanced image analysis to extract quantitative features from medical scans for deeper diagnosis, treatment, and prognosis insights. Machine learning algorithms enable analyzing these features, facilitating an automatic, rapid, and efficient medical management process. We used these algorithms to train models that can distinguish between healthy livers and those with tumors, as well as between HCC and metastatic tumors, using CT images from the electronic medical records of the Centre National Hospitalier Universitaire Hubert Koutoukou Maga (CNHU-HKM) in Benin. The high correlation scores suggest that the radiomics signature is a prognostic biomarker for hepatic tumor screening

    Offline Atmospheric Transport on a Global Mesh of Hexagons

    International audienceWe present a new version of the offline transport model from the LMDz atmospheric general circulation model. It paves the globe with hexagons and 12 pentagons of similar surface areas rather than with regular longitude-latitude rectangles. It is available in a complete, nonlinear version and in a linearized configuration for use in variational atmospheric inversions. It runs on graphics processing units like the previous version. The previous advection approach and physical parameterizations have been kept while the code has been restructured for better numerical efficiency. The change of mesh was made necessary by the evolution of the parent LMDz model, but the technical and scientific evaluation of the new version with a roughly constant number of cells shows some interesting advantages. This evaluation is based on an 11-year simulation of sulfur hexafluoride and on a 10-year atmospheric inversion assimilating column-averaged dry air mole fractions of carbon dioxide (CO 2 ) retrieved from measurements of NASA's second Orbiting Carbon Observatory. As it is used in variational inversion and at 90-km resolution with 79 layers in the vertical, we find that the new offline model is twice as fast. Further, it shows improved interhemispheric transport, some small improvements in terms of inferred (posterior) atmospheric concentrations and small differences in terms of inferred surface fluxes compared to the previous version. These assets allowed it to be commissioned in its 90-km configuration for the operational CO 2 inversions of the European Copernicus Atmosphere Monitoring Service.</div
