    Planvask som virkemiddel for jordvern: En casestudie av Stavanger og Nordre Follo

    De siste årene har det vært økt fokus på at kommunene må foreta en ny vurdering av områder avsatt til fremtidig bebyggelse gjennom en såkalt «planvask», for å sikre et arealplangrunnlag i tråd med dagens kunnskapsgrunnlag, nasjonale føringer og lokale behov. Krig, Covid-19 pandemien og klimaendringer har aktualisert jordvern som en viktig del av nasjonal beredskap. Formålet med denne studien har vært å se på hvilke muligheter kommuner har til å ivareta jordvernet gjennom planvask i kommuneplanrevisjonen, samt hvordan kommunene utnytter dette mulighetsrommet. Studien bygger på kvalitativ metode med dokumentanalyse og intervjuer fra to casekommuner: Stavanger og Nordre Follo for å svare på problemstillingen: I hvilken grad blir hensynet til jordvern ivaretatt gjennom planvask? For å belyse problemstillingen har studien tre underproblemstillinger knyttet til kommunens juridiske og planfaglige handlingsrom, kriterier for tilbakeføring av areal til landbruks-, natur- og friluftsformål (LNF) og hvilket resultat planvasken får i planprosessen. Empirien viser at planvask kan være et effektivt virkemiddel for å styrke jordvern i kommunen og at det blir gitt tydelige føringer for jordvern og planvask i kommunene. Likevel er det fortsatt noe usikkerhet knyttet til gjennomføringen og begrepet planvask, i tillegg avhenger gjennomføringen av lokalpolitisk forankring, ressurser og faglig kapasitet. Studien viser at en kombinasjon av instrumentell og kommunikativ tilnærming til planvasken kan være med på å styrke beslutningene om tilbakeføring med et helhetlig kunnskapsgrunnlag der lokal kunnskap og faglig kunnskap utfyller hverandre. Videre kan det være behov for å formalisere begrepet gjennom nasjonal veiledning eller i føringene for å styrke planvask som et verktøy. Funnene i studien viser at planvask har vært et effektivt verktøy for å styrke jordvernet ved å legge til rette for tilbakeføring av ubebygde utbyggingsarealer til LNF i Stavanger og Nordre Follo. På denne måten har planvask vært et bindeledd mellom statlige jordvernmål og lokal planpraksis.There has been increasing attention on the need for municipalities to reassess areas designated for future development through a so-called “planvask” (revisions of plans to reduce the amount of areas regulated for building purposes), to ensure that land-use plans are aligned with current knowledge, national policy guidelines, and local needs. Wars, the Covid-19 pandemic, and climate changes have further elevated the importance of agricultural land protection as part of national emergency preparedness. This study examines how the goal of protecting agricultural land is addressed using planvask. The study is based on a qualitative methodology, combining document analysis and interviews from two case-municipalities: Stavanger and Nordre Follo. It addresses the main research question: To what extent is the protection of agricultural land taken into account through planvask? The study addresses three sub-questions related to the municipality’s legal and planning-based scope of action, the criteria used for reassigning land to LNF-purposes (agriculture, nature and recreation), and the outcomes of the planvask process within municipal planning. The findings indicate that planvask can serve as an effective tool to strengthen agricultural land protection at the municipal level, and that municipalities are receiving clear national and regional guidance in this area. Nevertheless, there remains some uncertainty surrounding the use and interpretation of the concept, and its implementation depends largely on political commitment and local planning capacity. The study suggests that combining an instrumental and communicative approach to planvask can help enhance decision-making by integrating both professional expertise and local knowledge into a more holistic foundation. The findings of the study indicate that planvask has been an effective tool for enhancing agricultural land conservation by facilitating the reclassification of undeveloped development areas to agricultural and natural purposes in Stavanger and Nordre Follo. In this way, planvask has functioned as a link between national farmland protection goals and local planning practice

    Optimisation and Development of a Comprehensive Immune Panel for Studying Bone Marrow Cell Composition in AML Patients Using Multiparameter Flow Cytometry

    Acute Myeloid Leukaemia (AML) is the most common form of leukaemia in adults and is characterised by the clonal expansion of genetically and molecularly altered immature hematopoietic cells in the bone marrow (BM). AML is a heterogeneous disease, posing challenges for giving the same treatment to all patients. As a result, drug screening strategies are increasingly employed to identify novel therapeutic combinations tailored to this heterogeneity. In that context, a method capable of analysing the complex cellular composition within the BM at single-cell level would provide valuable insight into the BM microenvironment and support personalised treatment strategies. To address this need, this master’s thesis focused on developing a method using Full Spectrum Flow Cytometry to analyse the overall cell composition in the bone marrow of AML patients. This involved optimising the concentrations of 37 different fluorochrome-conjugated antibodies. Lastly, it was attempted to combine all antibodies with the optimised concentration into one comprehensive multi-coloured panel. The resulting panel demonstrates strong potential for distinguishing diverse cellular phenotypes within the BM like T cells, B cells, monocytes and immature cells. However, it also underscores the technical challenges associated with combining a large number of fluorochromes, including issues related to spectral overlap and compensation in high-dimensional flow cytometry panels. Further optimising is therefore needed to obtain a panel where all the markers of interest is possible to combine

    Hvis stillhet trenger vern: Forvaltning av stille områder i norske kommuner

    Denne masteroppgaven tar for seg hvordan norske kommuner forholder seg til stille områder i sin planlegging, samt hvordan dette reflekteres i kommunenes planverk. Det foreligger en internasjonal anerkjennelse av at stille områder er viktige både for folkehelse og biologisk mangfold. Selve konseptet mangler juridisk forankring og nasjonale krav i Norge, noe som fører til stor variasjon i den lokale praksisen. Studien benytter en narrativ litteraturanalyse i kombinasjon med en landsdekkende spørreundersøkelse rettet mot kommunale planleggere. Det kommer frem av litteraturanalysen at stillhet har godt dokumenterte positive effekter på både mental helse og økologisk balanse. Litteraturen viser også at det er flere europeiske land – spesielt Sverige – som har utviklet klare rammer for kartlegging og forvaltning av stille områder. Slike strukturer finnes i mindre grad her i Norge. Fra spørreundersøkelsen ble det mottatt svar fra 139 av 357 kommuner. Funnene fra disse viser at det kun er et fåtall kommuner som faktisk har definert eller forvalter stille områder på en systematisk måte, og at det er hovedsakelig de største bykommunene som gjør dette. Mange av distriktskommunene har en opplevelse av at stillhet er noe som finnes naturlig, og at det derfor ikke er en ressurs det er behov for å regulere. Andre kommuner peker på mangel på ressurser, faglig kompetanse eller politiske føringer som de største hindrene for arbeidet med tematikken. Oppgaven viser at stillhet i økende grad må forstås som en begrenset ressurs, spesielt i urbane strøk der støyproblematikk påfører et økende press. Samtidig viser studien at det er behov for verktøy og veiledning i både by- og distriktskommuner dersom stille områder skal bli en integrert del av fremtidens arealplanlegging. Det anbefales utvikling av overordnede nasjonale krav og retningslinjer, kompetanseheving og veiledning, samt styrket forskning på hvordan stille områder kan ivaretas på tvers av ulike kommunetyper.This master’s thesis explores how Norwegian municipalities relate to quiet areas in their planning practices, and how this is reflected in municipal planning documents. There is a growing international recognition that quiet areas are important for both public health and biodiversity. However, in Norway the concept lacks legal anchoring and national requirements, resulting in significant variation in local approaches. The study combines a narrative literature review with a nationwide survey directed at municipal planners. The literature shows that quietness has well-documented positive effects on both mental health and ecological balance. It also highlights that several European countries – especially Sweden – have developed clear frameworks for mapping and managing quiet areas. Such structures are far less established in Norway. The survey received responses from 139 of Norway’s 357 municipalities. The findings reveal that only a small number of municipalities have formally defined or managed quiet areas in a systematic way – mainly the largest urban municipalities. Many rural municipalities consider quietness to be naturally present in the landscape and therefore not something that requires regulation. Others point to lack of resources, professional competence or political direction as key barriers to prioritizing the topic. This thesis argues that quietness must increasingly be seen as a limited resource, particularly in urban areas where noise is an escalating problem. At the same time, this study shows a need for practical tools and guidance in both urban and rural municipalities, if quiet areas are to become an integrated part of future spatial planning. This thesis recommends the development of national requirements and guidelines, strengthened local competence and support, and increased research on how quiet areas can be protected across different municipal contexts

    This thesis investigates the supply side of the housing market, focusing on how regulatory frameworks and market conditions influence housing supply responsiveness in metropolitan areas. With high and rising house prices becoming a pressing issue, the role of supply constraints has drawn significant attention. Understanding the relationship between housing demand, supply responsiveness, and price dynamics is critical to addressing housing market challenges. The first article explores how housing supply elasticities vary under different regulations regimes and market conditions. I combine price data with local housing stock, local employment and local building development for the 25 largest municipalities in Norway between 2003 and 2021 and estimate supply elasticities. Results show an average supply elasticity of 1.9 percent, with Oslo having a much lower elasticity of 0.4 percent. Apartments display higher elasticity compared to detached- attached- and row- houses, aligning with urban densification strategies in many cities. The second article explores the ratio of house prices to replacement costs in six Norwegian cities. We also estimate land prices and profit margins to identify who earn on prices exceeding minimum profitable production costs. The third article evaluates the impact of a 2008 policy change in Oslo that introduced size restrictions on apartments, examining its effects on prices in the different market segments. Finally, the fourth article employs fundamental value models for 14 municipalities to investigate geographical variations in housing market cycles. We also use the gap between actual prices and fundamental values to predict the likelihood of market turning points. Together, these articles contribute to a better understanding of the drivers and constraints of housing supply, offering insights into the mechanisms that influence housing market stability and affordability.Artiklene i denne avhandlingen omhandler boligmarkedet, med fokus på hvordan regulering på boligutvikling og markedsforhold påvirker boligtilbudet i storbyområder. Med høye og stigende boligpriser som en stadig mer presserende utfordring, har rollen til tilbudsbegrensninger fått økende oppmerksomhet. Å forstå forholdet mellom etterspørsel, tilbudsrespons og prisdynamikk er avgjørende for å adressere utfordringene i boligmarkedet. Den første artikkelen utforsker hvordan tilbudselastisiteter varierer under ulike reguleringsregimer og markedsforhold. Jeg kombinerer prisdata med igangsatte og ferdigstilte boliger, lokal sysselsetting og lokal byggeutvikling for de 25 største kommunene i Norge mellom 2003 og 2021 og estimerer tilbudselastisiteter. Resultatene viser en gjennomsnittlig tilbudselastisitet på 1,9 prosent, med Oslo som har en betydelig lavere elastisitet på 0,4 prosent. Leiligheter viser høyere elastisitet sammenlignet med eneboliger, tomannsboliger og rekkehus. Dette samsvarer med fortettingsstrategier i mange byer. Den andre artikkelen undersøker forholdet mellom boligpriser og gjenanskaffelseskostnader i seks norske byer. Vi estimerer også tomtepriser og fortjenestemarginer for å identifisere hvem som tjener på priser som overstiger minimumskostnadene for lønnsom produksjon. Den tredje artikkelen studerer virkningen av Leilighetsnormen som ble introdusert i 2008 i Oslo. Normen satte størrelsesbegrensninger på nybygde leiligheter, og vi estimerer effektene på priser i ulike størrelsessegmenter. Den siste artikkelen i avhandlingen beregner fundamentale boligprismodeller for 14 kommuner for å undersøke geografiske variasjoner i boligmarkedssykluser. Vi bruker også gapet mellom faktiske priser og fundamentale priser for å forutsi sannsynligheten for vendepunkter i boligprisutviklingen. Samlet bidrar artiklene til en bedre forståelse av drivere og begrensninger i boligtilbudet, og gir verdifull innsikt i mekanismene som påvirker boligmarkedets tilbud og utvikling

    Utfordringer og effekten av samhandling i verdikjeden for trelastprodukter

    Den norske byggenæringen er en stor bidragsyter til ressursforbruk og utslipp gjennom unødvendig materialforbruk og ineffektiv transport. Til tross for et økende behov for å omstille økonomien til å bli mer sirkulær, viser forskning at avfallsmengdene fra den norske byggenæringen øker. Avfalls- og miljøproblematikken knyttet til ineffektive rutiner for materialinnkjøp og leveringspresisjon er et underkommunisert tema, og fokuset på avfall som oppstår i verdikjeden er lite. Denne oppgaven undersøker hvordan prosessene i verdikjeden for trelast kan optimaliseres for å redusere unødvendig svinn og transport. For å undersøke dette har det først blitt kartlagt aktiviteter, rutiner og utfordringer for de ulike leddene i verdikjeden. Videre har samhandling i verdikjeden blitt undersøkt som en mulig løsning på disse utfordringene. Problemstillingen har blitt undersøkt gjennom kvalitative og kvantitative metoder. Gjennom til sammen 11 semistrukturerte intervjuer med aktører fra entreprenør-, byggevarehandel- og trelastprodusentleddet har det blitt kartlagt rutiner og utfordringer for de ulike aktørene. Sammen med litteratursøk og databehandling av kvantitativ sekundærdata har dette gitt et grunnlag for å forstå situasjonen i verdikjeden i dag. Gjennom et samhandlingsfokusert fokusgruppeintervju ble utfordringer drøftet på tvers av aktører for å kartlegge effekten samhandling i verdikjeden har i møte med disse utfordringene. Resultatene viser at det er store rom for forbedringer i verdikjeden. Tiltak hos hver enkelt aktør kan gi store utslag på effektiviteten i prosessene for påfølgende ledd i verdikjeden og hvor mye svinn som oppstår underveis. Flere av utfordringene lar seg derimot ikke løse av én aktør alene. Disse utfordringene krever en samhandling mellom aktørene for å sikre en mer effektiv verdikjede og redusere svinn. Studien konkluderer med at samhandling medfører fordeler for alle deltakende ledd, og kan bidra til å spare tid, materialer og transport.The Norwegian construction industry is a significant contributor to resource consumption and emissions, largely due to unnecessary material use and inefficient transport. Despite the growing need to transition to a more circular economy, research shows that construction waste in Norway continues to increase. Waste and environmental issues related to inefficient procurement and delivery routines remain under-communicated, and the focus on waste generated throughout the value chain is limited. This study explores how the process within the value chain for timber products can be optimized to reduce unnecessary waste and transportation. To investigate this, activities, routines, and challenges at various stages of the value chain have been identified. In addition, partnering across the value chain has been examined as a potential solution to these challenges. To address the research question, the study was conducted using both qualitative and quantitative methods. 11 semi-structured interviews were conducted with representatives from construction companies, building material suppliers, and a timber product producer to identify routines and challenges in the value chain. This, combined with literature reviews and analysis of quantitative secondary data, provided a basis for understanding the current state of the value chain. Additionally, a focus group interview focusing on partnering was conducted to explore how joint efforts across participants in the value chain impact the handling of shared challenges. Findings reveal significant potential improvements within the value chain. Actions taken by individual participants can substantially influence the efficiency of subsequent processes and the amount of waste generated. However, several challenges cannot be resolved by individual participants alone. These require partnering across the value chain to ensure greater efficiency and reduced waste. The study concludes that partnering benefits all parties involved and can lead to savings in time, materials and transportation

    Assessment of welfare aspects of stunning and killing of farmed fish in Norway

    Bakgrunn: Millioner av fisk bedøves og avlives i norsk akvakultur hvert år. Fiskens velferd er beskyttet gjennom lovverket, og det er krav om at alle individer skal være bevisstløse før avlivning og holdes bevisstløse til de er bekreftet døde etter avblødning. Det er mangelfull kunnskap om i hvilken grad de forskjellige bedøving og avlivningsmetodene som brukes i Norge oppfyller regelverket for alle aktuelle fiskearter. Oppdrettsfisk har forskjellig anatomi, fysiologi og adferd, og det er individuelle forskjeller i størrelse og helsestatus som det må tas hensyn til ved slakting. På grunn av dette ba Mattilsynet Vitenskapskomiteen for mat og miljø (VKM) gjøre en vurdering av hvilke kriterier for dokumentasjon av metoder som vil sikre fiskevelferden under slakting, samt hvordan forskjeller mellom fiskeartene kan påvirke fiskevelferden og krav til dokumentasjonen. VKM ble også bedt om å oppsummere kunnskapen og risikofaktorer for fiskevelferden ved metoder for bedøving og avliving for oppdrettsfisk i Norge. Metoder: VKM opprettet en arbeidsgruppe med ekspertise innen fiskevelferd, slaktemetoder og risikovurdering. Litteratursøk ble utført av Folkehelseinstituttet. Det ble også utført ytterligere manuelle søk, inkludert gjennomgang av artikler sitert i den nyeste litteraturen, søk i prosjektdatabasen til Fiskeri- og havbruksnæringens forskningsfinansiering og nettsteder til offentlige organisasjoner. Artene som ble inkludert i søket var fisk som oppdrettes i Norge til konsum: laks, regnbueørret, røye, ørret, kveite, piggvar, torsk, flekksteinbit og yellowtail kingfish. I tillegg ble enkelte fiskearter inkludert som ikke går til konsum, men som fortsatt kan komme til slakteriene: fisk brukt til lakselusbekjempelse (rognkjeks, berggylt, bergnebb, grønngylt, grasgylt) og villfisk (sei, hyse) som kan ha kommet inn i merdene under produksjonsfasen. Effektene av bedøvelse og avliving på fiskens velferd ble vurdert ved å følge en modifisert versjon av EFSAs veiledning om vurderingskriterier for søknader om nye eller endrede bedøvningsmetoder. Vurderinger: Velferden hos fisk er essensiell under bedøving og avlivning, og det er viktig å etablere kunnskap om metoder som sikrer at alle individer holdes bevisstløse til de er bekreftet døde. Elektroencefalogram (EEG) er den beste metoden til å bekrefte bevisstløshet og død. Måling av EEG på enkelt fisk er derimot ikke praktisk gjennomførbart på slakteriet i dag, og derfor må forskjellige fysikkrelaterte parametere sammen med atferds- og fysiologiske indikatorer brukes. Elektrisk bedøvelse er en metode som forårsaker midlertidig bevisstløshet. Den største risikofaktoren for redusert fiskevelferd med denne metoden er derfor at fisken gjenvinner bevisstheten før avblødning. Effekten av elektrisk bedøvelse varierer mellom artene, og det er nødvendig med dokumentasjon av effekten hos hver enkelt art. Antall fisk som kommer til tørr elektrisk bedøvelse er en viktig faktor for fiskevelferden, siden for mange fisk på en gang øker risikoen for utilstrekkelig bedøvelse og dermed unødvendig smerte og lidelse for fisken. Slagbedøvelse forårsaker umiddelbart og irreversibelt tap av bevissthet når slagene påføres korrekt og med tilstrekkelig kraft. Utføres slaget feil, for eksempel ved å treffe fisken på feil sted eller med for lite kinetisk energi, kan fisken forbli bevisst mens den blir avlivet. Dette vil forårsake lidelse for fisken. Automatiske slagbedøvere må tilpasses til fiskens størrelse og art, sistnevnte fordi hjernens plassering varierer mellom arter. Den største velferdsrisikoen ved avlivingsmetoden gjellekutting er utilstrekkelig kutting med langsom avblødning, noe som resulterer i at fisken kan gjenvinne bevisstheten før den er død.     Decreasing Housing Affordability and a Global Political Economy Approach: The Case of Oslo's Third Housing Sector

    The global housing affordability crisis is becoming an increasingly urgent problem, especially in cities. The Norwegian capital of Oslo is one example of a city that has been strongly impacted by this crisis. There are various solutions that aim to address housing unaffordability, and this thesis investigates the third housing sector in Oslo as one such solution. To understand what has led to this crisis, a neoliberal framework within the global political economy approach is used. This approach helps form an understanding of transformations in the global economy, which provides an International Relations perspective on housing studies. Such transformations have resulted in structural shifts that impact some countries’ housing markets through deregulation and financialization. To study the case of Oslo’s third housing sector, which is still in its early phases, this thesis uses thematic analysis to explore three main documents. This is done in order to understand how the third housing sector can help a certain target group consisting of middle-income core workers access the housing market in the current climate. Another aim is to explore the inequalities created by the inability to access the housing market, which makes this crisis a critical topic of discussion. The analysis shows that the third housing sector can be a practical solution to housing unaffordability when limited instruments are available to the municipality to expand its housing policy. This thesis also argues that the third housing sector in Oslo can grow into a sector offering different home purchase models through private urban developers or public-private partnerships.     The Grey Wolf (Canis lupus) Social Behavior: A Review and Case Study Exploring Communicative Functions and Its Relevance in Captivity

    The sophisticated social behavior and advanced social communication of the grey wolves (Canis lupus) serve a variety of functions in the wild. Conversely, the artificial nature of captivity alters animal behavior. The main objective and aim of this thesis include an exploration of how captivity may affect the function of social behaviors in wolves and provide a case study to contribute to a limited understanding of pup social behavioral development. The wild wolf’s social behavioral repertoire and functions are presented in five categories. Affiliative behaviors function to develop and strengthen social bonds and act as a social repair mechanism. Intragroup aggression, though unexplored, is thought to be linked to dispersal. Dominance reflects parental status. Submission promotes friendly relations, while play serves both as practice for future social interactions as well as an underscore of a peaceful group dynamic. A total repertoire of 101 behaviors is described within these categories. The case study was conducted at Langedrag Nature Park, recording the social behavior between two hand-reared wolf siblings at five and nine weeks of age. After a total of 712 behaviors were recorded, results showed a repertoire of 67 combined. GLM and GLMM models showed a significantly reduced probability of affiliative, play and submissive behaviors from five to nine weeks of age. A limited knowledge base on behavioral development in wolf pups makes it difficult to differentiate whether the results may stem from captive elements or reflect natural fluctuations in pup social behavioral development. The discussion further examines specific aspects of captivity, such as restricted space or artificial group composition, and explores whether these factors render wolves’ behavioral functions irrelevant in a captive environment. While wolf social behavior and associated functions are not necessarily lost in captivity, the threshold for expressing them moves along a gradient in tandem with the degree of artificial pressure. Overall, wild wolf social behavior is little understood, particularly in wolf pups, which calls for attention to increase understanding

    Rental Housing as an Investment: A Comparative Analysis from 2015 to 2024

    This thesis investigates the profitability of investing in property for rental in Oslo over the period from 2015 to 2024 and compares this to investments in mutual real estate funds and bank deposits. The background for the analysis is the ongoing debate about the profitability for landlords and changes in regulations. The analysis investigates profitability across three areas for one-, two-, and three-room apartments by estimating annual cash flows from rental income and the net proceeds from the sale of the property. These are based on estimated prices for comparable apartments, reported rental prices, and associated costs. These results are then compared to investments in equities to determine which would have been the best choice. Both options are evaluated after tax and relevant costs to determine the net return on equity. Accordingly, the thesis is driven by the following problem statement: “How does the profitability of rental property investments in Oslo from 2015 to 2024 compare to passive financial investments in mutual funds or bank deposits, and what role do leverage, property size, location, and purchase timing play?” Our findings show that investment in secondary housing overall has been profitable. Without leverage, small one-room apartments were the most profitable. For larger apartments, units in the outer districts where a higher share of the return came from rental income, were more profitable than centrally located units. Still, all were outperformed by investments in mutual funds during the period. When financed with debt, this changed: at a 60% debt level, returns nearly doubled for all property investments, outperforming mutual funds. This thesis therefore concludes that investment in property for rental has been profitable, and that profitability is affected by several factors, with leverage being the most decisive. For active investments to be the most profitable, the investor needed to increase the risk to outperform fund investments during the period 2015-2024
