Direito, sociedade e comunicação: um exame do anteprojeto de lei da mídia democrática no Brasil
Get PDFEste artigo contextualiza a dinâmica dos movimentos sociais pela democratização da mídia no Brasil contemporâneo, que culminou na formulação de um anteprojeto de lei que, desde o ano de 2012, busca coletar 1,4 milhão de assinaturas para ingressar no Parlamento como projeto de lei de iniciativa popular. Analisamos os pontos fortes e aspectos potencialmente controversos do anteprojeto, à luz de dois critérios: um determinado pela normatividade existente em função do arcabouço constitucional brasileiro, e outro trazido pela comparação com os aspectos normativos existentes na União Europeia. De forma geral, o anteprojeto pode ser caracterizado por inovações relevantes, mas imprecisões conceituais e impactos potenciais de complexa administração, que devem enfrentar grande resistência de setores hegemônicos, podem dificultar o suporte a artigos específicos, tanto na fase de busca de assinaturas quanto em uma eventual tramitação no Parlamento
Public television and media literacy: the role of TV ombudsman programmes in Portugal and Brazil
No full textIs Media Literacy a dimension of the Public Service of the Media? Does public service television, in Portugal and in Brazil, contemplate Media Education in their policies and grids? Taking these questions as a departure and debating point, we have used sixteen editions of the ombudsman programmes of the public broadcasting companies of Brazil (Empresa Brasil de Comunicação – EBC) and Portugal (Rádio e Televisão de Portugal – RTP) as analysis corpus. In order to examine O Público na TV (The Public on TV) from EBC and A Voz do Cidadão (The Citizen’s Voice) from RTP, we have used a set of analysis categories which will allow, among other aspects, to understand the contribution of these programmes to the promotion of Media Literacy of the societies where they are broadcast and of the public they will reach. Generally speaking, the results show that, by developing a role of mediation with the public/audiences, the Ombudsman plays an important role as a Literacy Agent for the Media towards those audiences, even though that role could be reinforced and could express, in a more direct and clear form, the objective of Media Literacy
Cidadania, ativismo e participação na internet: experiências brasileiras
Get PDFMuitas ações de caráter político-social se fortaleceram e se potencializaram à medida que a internet deu suporte a elas, utilizando sua arquitetura em rede para disseminar informação, promover a discussão coletiva e apoiar o ativismo. Para compreender como as ferramentas da Internet contribuem para o cenário de participação política e social no Brasil, foram identificados dois websites: o primeiro, de iniciativa privada, Vote na Web; o outro, de iniciativa governamental, lançado pela Secretaria Nacional da Juventude (SNJ), o Participatório - Observatório Participativo da Juventude. A partir desses exemplos, o presente estudo reflete sobre a utilização da internet para a criação, organização e disseminação da participação político-social e do ativismo online no Brasil. Compreende-se que os websites possuem limitações e que as ferramentas online não são utilizadas em sua potencialidade. Mas, a partir de um contexto de cidadania e de participação online é possível verificar que a arquitetura dos websites favorece a participação, mesmo sem o engajamento cívico, e pode ser um passo em direção a uma prática cidadã mais ampla

Get PDFConsiderado a primeira longa-metragem de ficção de Moçambique, Mueda, Memória e Massacre (1979-1980), de Ruy Guerra, é um filme extemporâneo, que formaliza tardiamente os pressupostos do projeto revolucionário da FRELIMO. Obra de transição, marca a passagem do período de instituição (1975/1976-1979) para o período de destituição (1979/1980-1984) da Estética de Libertação (1975/1976-1984) do Instituto Nacional de Cinema (INC). Mueda, Memória e Massacre seria censurado, parcialmente refilmado e remontado sem supervisão direta do realizador, operações que anunciam o desvio normativo do projeto político-cultural da FRELIMO e a canonização estética da década de oitenta. Get PDFIn this essay I will discuss the iconographic constructions developed by the Portuguese colonial project, arguing that Estado Novo has used cinema to consolidate social categories defined by the regime propaganda, using a discourse based on reality and authenticity and through the projection of stereotyped structures such as race and gender. Moving in the background of the theoretical frame on the concepts of archive and digital archive, the analysis will focus on a deconstructive re-interpretation of colonial and dominant narratives in two documentaries realized for the Portuguese industrial exposition in 1932, África em Lisboa – Os Indígenas da Guiné na Grande Exposição Industrial ((Africa in Lisbon- The Indigenous People of Guinea in The Great Industrial Exhibition) and Guiné Aldeia Indígena em Lisboa – 1932 (Guinea Indigenous Village in Lisbon- 1932). The discussion will hence be centered on the representation and the construction of relations of dominance and power over the black female body
Otherness and identity in Tabu from Miguel Gomes
Get PDFPortuguese national identity has been constructed over time, across various media, including the cinema, in contrast to the identity of an African “other”, who is simultaneously close and distant, an heir and a challenger, an object of seduction and repulsion. These dualities are reflected in Miguel Gomes’ Tabu (2012), which reifies and questions various representations. It is a post-colonial film which reflects about the way how stereotypes and social and “racial” representations created during colonialism have repercussions on present-day Portuguese society. The film offers a critical vision of a certain Portuguese elite in Africa and the manner in which this elite experienced the War for Independence, confronting this period in Portuguese history with the present day.The director’s filmic discourse is analysed using a multimodal semiotic approach: an analysis of Tabu, taking into account the processes of categorisation, either in terms of inclusion or exclusion. The texts present a dialogic interpretation of semiotic resources, such as rhythm, composition, informal linking and dialogues. The goal of this multimodal analysis is to understand the representation of the African “other” in the film and how Portuguese identity is constructed in the relationship to this other

Participation and relative autonomy in the EBC’s Curator’s Council
Get PDFThis paper aims to analyze the acting of the Curator’s Council of Empresa Brasil de Comunicação (EBC), the main space of civil society participation of the communication company of public service in the country. From the analysis of documents, it seeks to analyze the profile of the actors who take part of the Curator’s Council and the segments of civil society they represent, reflecting on the relative autonomy of the organism. In addition, it is adopted a content analysis of the debates about the EBC work plans in order to think about the participation of the actors in the deliberations of the Curator’s Council. In this sense, it is adopted a maximalist perspective of participation, understanding that it goes beyond the interaction with the content, in the media sphere. Similarly, it is understood the limitations of the representation process and, therefore, the proposal is to reflect on what groups can take part of this space, since the beginning of EBC until today. Furthermore, it is understood that the process of participation of civil society and the autonomy of the Curator’s Council reflect on the relative autonomy of the enterprise as a whole
