    Model for Improving the Commitment to Implementation of the Educational Quality Assurance Policy

    Quality assurance of education is one of the national policies that must be implemented in all schools in Indonesia. The school principal has three main tasks, namely managerial, supervisory, and entrepreneurial development which is guided by the National Education Standards as the basis for the education quality assurance policy. The education quality assurance policy has not been implemented properly so that public primary school report cards still show low scores, and this is due to the low commitment of school principals to implementing education quality assurance policies. Commitment to implementing education quality assurance policies is significantly influenced directly by organizational culture, interpersonal communication, achievement motivation, and job satisfaction. Organizational culture and interpersonal communication also have an indirect effect through achievement motivation and job satisfaction. Increased commitment for implementing quality assurance policies can be done by improving organizational culture, interpersonal communication, achievement motivation and job satisfaction

    Formulation and In-vitro Characterization of Metformin Hydrochloride-loaded Liposomes

    The aim of study. is to formulate Metformin hydrochloride-loaded novel liposomal vesicles and investigate their physical stability. A new metformin hydrochloride (Met-HCL) liposomal formulation was prepared  for topical delivery. Traditionally, the biguanide metformin could be categorized the first line in treatment of diabetes. The prepared metformin hydrochloride-loaded liposomal vesicles were investigated  for different in vitro characterisations. Eleven different formulations were developed adopting a thin film hydration method using different molar concentrations of Phospholipon® 90G, cholesterol and metformin hydrochloride. The effect of varying concentrations of Phospholipon® 90G, cholesterol and metformin hydrochloride on entrapment efficiency percent, ex-vivo skin permeation percentage, vesicle size and zeta potential was studied. Metformin-loaded liposome stability over a period of time 90 days was investigated. Results. The optimized metformin hydrochloride liposomes, F2, F6 and F11 were selecte. The selected formulations displayed highly efficient permeation percent via the excised mice skin 53±0.09 %, 30±0.4 % and 40±0.02 % respectively. The formulations showed EE % of  80±0.09 %, 28.6±0.02 % and 71.8±0.4 % respectively. Morphology of F2  liposomal surface revealed spherical three-dimensional structure. The stability study revealed about 10-23 percent drug leaching out of the vesicular liposomes (F2) within 90 days. Conclusion. Metformin hydrochloride-loaded liposomal vesicles can provide a potentially promising and convenient approach for topical delivery

    Planning Analysis of Human Resource Needs at Public Health Centers in Pegunungan Bintang Regency

    Background: The Planning of Human Resources for Health (HRH) is carried out by adjusting health development needs, locally, nationally and globally. The calculation of HRH needs can be guided by the standard minimum labor force method, namely Health Minister Regulation (HMR) No 75 of 2014. Human resources at Public Health Center (PHC) in Pegunungan Bintang Regency have not yet met the criteria set out in the HMR No. 75 of 2014. Out of the 30 PHCs, 22 of them each have just 1 State Civil Apparatus (SCA) human health resources, 5 PHCs each have 5 SCAs human health resources, 1 PHC has 6 SCAs human health resources, 1 PHC has 7 SCAs human health resources, and 1 PHC has 10 SCAs human health resources. Research Objectives: The objective of this study is to determine the planning of human resource health needs at the Public Health Centers in the work area of Pegunungan Bintang Regency Health Department. Method of research: Research was conducted at the the Pegunungan Bintang Regency Health Department. Qualitative research is the research method. The data collection techniques used was in-depth interviews and focus group discussions. Data processing techniques include data reduction, presentation of data, drawing conclusions. The data were analyzed qualitatively. Results: The results showed that the Chief of the Public Health Center did not involve in the planning for HRH needs. The inadequate comprehension of the employees of the Health Department in implementing HMR No.75 of 2014. There is no budget for recruiting the HRH Civil Servant Candidates (CSC) in the Health Department. The facilities and infrastructure available in the Health Office are inadequate. The provision of CSC, which is not an annual quota, is limited for health workers. The distribution of HRH is mostly congested in the City Health Centres, and the state civil apparatus (SCA) is sometimes not available in the PHC. The Pegunungan Bintang Regency Health Department should plan HRH needs with a cross-sectoral involvement and implement the SCA Discipline Act

    Analysis of Factors Affecting Employee Performance in the Ministry of Law and Human Rights of the Republic of Indonesia :Competency as a Moderating Variable

    The purpose of this study was to analyze the direct effect of innovation, transformational leadership and competence as exogenous variables on employee performance as endogenous variables and the indirect effect of innovation and transformational leadership on employee performance through competence as a moderating variable. To conduct this research, 150 employees with a total population of 587 employees in the Ministry of Law and Human Rights of the Republic of Indonesia surveyed easily through a structured questionnaire. Respondents\u27 responses were analyzed by conducting hypothesis testing, correlation analysis and regression using SPSS software. The results of the correlation analysis show that innovation, transformational leadership and competence with employee performance have a significant relationship. Then, the results of regression analysis show that the direct effect of innovation, transformational leadership and competence on employee performance and indirect influence of innovation and transformational leadership on employee performance through competence as a moderating variable. Thus the findings of this study will provide new insights for leaders in the Ministry of Law and Human Rights of the Republic of Indonesia that innovation, transformational leadership and competence are very important factors to be implemented in order to improve employee performance

    Improving Positive Emotions of Honorary Teachers

    Positive emotions are important for honorary teachers in their profession and daily life. This research is intended to find out the effect of self-esteem and spouse support on positive emotions of honorary teachers. This research uses quantitative methods, data collection uses scales, the sample is taken by simple random sampling technique. The samples of this research are 104 honorary teachers of Muhammadiyah Junior High Schools in Yogyakarta. Multiple regression analysis techniques show self-esteem, and support from each partner can influence positive emotions with the effective contribution of the self-esteem variable toward positive emotions is 20.60%, while the partner support variable contributes 2.99%

    Imperatives of Visual and Auditory Perception and their Interpersonal Functions as Discourse Markers in Albanian Conversations

    This paper looks at interpersonal functions of visual and auditory perception imperatives in authentic conversations in Albanian language. Although they belong to the inventory of discourse markers that have received due attention in English scholarship, its equivalents in Albanian, shiko/d?gjo, have remained largely understudied in the context of spoken interaction. Therefore, the existing research on look/listen may serve as a basic framework for contrastive analyses of interpersonal functions of its functional counterparts in other languages. The sample analysis performed through AntConc is discussed within the scope of two theories, that of Speech Acts and that of Politeness and it confirms that the imperatives for visual and auditory perception play a major part in the realization of the illocutionary force of the speech act itself.  The main hypothesis underlying our investigation is that the analyzed markers appear in initial syntactic positions in Face-Threatening Acts (FTA) with the core function of signaling the aim of the illocutionary force of the speech act within which they appear, but also with other functions such as boosting or hedging the illocutionary force. To prove the hypothesis we conduct an analysis using data collected from authentic telephone conversations in Albanian whereby determining face threatening speech acts (speech acts considered as threatening the negative and positive face of the hearer (addressee)).  By discovering interpersonal functions of these widely-used discourse markers in Albanian we can enrich our understanding in conversational pragmatics and observe closely how new developments in communication are inciting changes in the way we interact

    Political Changes in Albania 1989-1992

    The period of the fall of the communist regime and the emergence of political pluralism is one of the most important periods of recent national history. Although this is a short period, it is packed with many important events of a political, economic and cultural nature.For more than four decades, respectively since the Second World War in Albania has ruled the Albanian Labor Party. This regime is known as one of the wildest regimes in Europe and the world. Based on the Marxist-Leninist Doctrine this regime and its suite led by dictator Enver Hoxha had good diplomatic relations in the beginning with Tito\u27s former Yugoslavia until 1948, with which he severed diplomatic relations by declaring that “Yugoslav revisionists were neither for peace nor for socialism. They were linked to the imperialists and helped to overthrow the communist regimes in the countries bordering Yugoslavia.” The Soviet Union until 1960, then seceded from the USSR and approached China that lasted until 1978, when it severed ties with China that led to the formula of self-isolation untill 1991. Afterwards Albania would be the most isolated country in the world and would fanatically defend Marxism-Leninism and Stalinism that had been denounced by Khrushchev and Soviet Union. The communist regime in Albania will lead a strange and incomprehensible foreign policy. After the severance of Albania\u27s relations with the socialist bloc, the communist ruling clique did not see the way to wake up and reconsider the issue of Albania\u27s foreign policy in order to be oriented toward the west which would open new perspectives in the development of the Albanian society. During the 80s the economic situation in Albania will become unbearable and after all the efforts made by the Albanian Labour Party to save the regime will not succeed and when the situation came to boiling point it erupted in December 1990. The situation was followed by much unrest until the pluralist political system emerged and the victory of the Democratic Party in March 1992 came to power

    The primary objective of this research study is to review and analyze the published literature regarding the possibilities of forecasting and predicting the result of elections using software systems. The factors motivating research institutions and individuals to consider research impact on prediction of elections are manifold. Understanding the impact of different software tools, algorithms and social networking software applications on prediction of elections is a vital, and often overlooked, element of forecasting the election results. The literature review was conducted to examine methods and current software applications and practices as well as projects on election predictions. The review focused in particular on social media applications and different methods on accessing the opinion of the potential voters. The review draws on an international literature, although it is limited to English language publications. The findings identify the different methods used, the advantages and disadvantages of different approaches and the methods that are used currently and that have shown most effective results and recommendations are provided

    Assessment of Noise Pollution Exposure to Elementary Students: A Case in Argao, Cebu, Philippines

    A learning environment greatly influences students\u27 learning outcomes. Children are strongly affected by noise because it negatively impacts learning at a critical developmental stage. The assessed schools are located near the national highway, exposing children to noise levels higher than the World Health Organization\u27s recommended level of 35 decibels. Previous research evaluates the students\u27 exposure to noise and its effects but cannot elaborate on their perception of this exposure. The instruments used were a questionnaire to determine student\u27s perceptions and a Sound Level Meter (SL-4010) to measure noise levels in specific locations. Significant relationships and significant differences between variables were analyzed with the use of SPSS v16.0. The primary cause of possible noise-related effects on students\u27 well-being and attentiveness in class was identified via Pareto Analysis as transportation and classmates and the noise level. The noise level is highest between 8 am and 12 pm. However, the students perceived that their noise level exposure is only Somewhat impactful even though the lowest Leqmin, 36.6 decibels (dB), surpasses recommended level by the WHO. Statistical methods were also used to determine that students\u27 demographics do not significantly affect their perceptions. There is also no significant difference between noise level perception and noise level measurement
