    Cooperative planning under pro-development urban agenda? A collage of densification practices in Zurich, Switzerland

    Like in many cities and regions worldwide, densification is the current urban development paradigm in Switzerland. Although considered one of the main policy mechanisms for sustainable land use, densification strategies are mainly employed by the private sector, causing adverse social effects. Additionally, profit-oriented urban planning challenges the traditionally exercised norm of cooperative planning. By analysing multiple case studies of densification projects in Zurich, this paper elucidates the nature of cooperation in contemporary urban planning: Is cooperation perceived as genuine inclusion of the weaker parties, or is it dominated by the negotiations between the powerful ones? To address such questions, we examine the main cooperative mechanisms and bottlenecks to achieve effective cooperation; the dominant alliances in planning; and the ways these actors identify compromises. The research reveals an elite-driven and pro-development collaboration approach among public authorities, landowners, and developers with minor integration of less powerful actors, despite the continuous effort to advance (formal and informal) planning instruments to secure social inclusion. Consequently, the study offers some directions for refining contemporary Zurich's mainstream planning approach to address the challenges posed by the neoliberal discourse and practice, hence, being relevant for similar socio-spatial settings confronting a pro-development urban agenda

    Belgrade, the capital of Serbia, has undergone tremendous changes since the beginning of the new millennium. The call for a transition to a market-driven economy and a democratic society happened overnight: the public protest that preceded the overthrow of the authoritarian political regime on October 5, 2000, left the country in a stalemate position with no institutional mechanisms for dealing with the new social reality (Nedović-Budić et al. 2012; Lazarević Bajec 2009). The absence of a smooth social, economic, and political transformation caused many negative effects, mainly seen in the dominance of wild neoliberalism and rudimentary political pluralism (Perić 2020a). Regarding the economic aspects, unregulated privatization of the state land and resources (e.g., dilapidated central city areas, and abandoned, bankrupted public companies) fuelled the capture of public land and facilities, first for the advantage of domestic oligarchs, and after 2012 also of foreign private developers (Zeković et al. 2015; Nedović-Budić et al. 2012; Perić and Maruna 2012)..

    Philosophy “/” Architecture: Against l’informe

    From the linguistic aspect, “/” does not represent the concept for “both.” Instead, it refers to the field of alternatives between “two;” therefore, it excludes absolute conjunction. Concerning the process of design of the architectural object, I will try to explain the successive morphogeneses of the architectural form and the formless through which we generate a specific resistance of architecture to philosophy and vice versa. The architectural object is immanent to the formless in order to stop time, that is, its own finitude (end). Thus, the formless refers to what negates form as the principle of stable order and harmonious continuity and opposes form in its material becoming. This opposition to the own materialization of the object represents a metaphor for the desire for aesthetics that includes a non-representational (philosophical) dimension. The formless introduces a conceptual dimension to architecture, which is why I associate formless with the process of the creation of an object at the same time as its disappearance. In addition, according to Didi-Huberman, formlessness is not a rejection of form but precisely the possibility of reaching figuration. When the form dissolves into the formless and the formless changes into the form, the architectural concept becomes “burdened” by its own negativity, the desire for a non-substantial dynamic l’informe, and also the desire for figures that contain something non-imaginable. In this regard, l’informe methodologically belongs to philosophy because it deconstructs the materiality of the architectural object. However, paradoxically, it can also serve as a design of architectural figures. These states of the impossibility of absolute conjunction of philosophy and architecture create contingencies for new architectural concepts

    Sustainable and Integrated Urban Development Strategy of the City of Loznica urban area [32nd International urban planners’ exibition]

    The EU program for local development - EU PRO Plus supported the development of the Sustainable and integrated territorial development strategy of the city of Loznica urban area. The objectives of the Strategy are as follows: strengthening the urban identity and renewal of the urban area by supporting of sustainable and integral development; promoting the transition to clean and fair energy, green and blue investments, climate change adaptation and mitigation, risk prevention and management, and sustainable urban mobility; promoting innovative and smart economic transformation, circular and low-carbon economy and ICT integration; improvement of social welfare, and improvement of urban/territorial governance. The priority areas of intervention are defined by the strategy: transformation and revitalization of the area of Viskoza, arrangement of the Gradilište area, revitalization of the waterfront (Loznica on the Drina), urban renewal, shaping of public spaces and formation of the main square, relocation of the railway line and development of a unique tourist offer.Program Evropske unije za lokalni razvoj – EU PRO Plus je podržao izradu Strategije razvoja urbanog područja grada Loznice. Ciljevi Strategije su: jačanje urbanog identiteta i obnova urbanog područja podsticanjem održivog i integralnog razvoja; promovisanje prelaska na čistu i pravednu energiju, zelenih i plavih ulaganja, prilagođavanja i ublažavanja klimatskih promena, prevencije i upravljanja rizicima, i održive urbane mobilnosti; promovisanje inovativne i pametne ekonomske transformacije, cirkularne i niskougljenične ekonomije i IKT integracija; unapređenje društvenog blagostanja, i unapređenje upravljanja urbanim razvojem. Strategijom su definisana prioritetna područja intervencije: transformacija i revitalizacija prostora Viskoze, uređenje prostora Gradilišta, revitalizacija priobalja (Loznica na Drini), urbana obnova, oblikovanje javnih prostora i formiranje glavnog trga, izmeštanje pruge i razvoj jedinstvene turističke ponude.Autori: Gradska uprava grada Loznica-Odeljenje za planiranje i izgradnju, JP „Loznica razvoj” Loznica, Savet za razvoj urbanog područja grada Loznica, Radna grupa za izradu Strategija razvoja urbanog područja grada Loznice, uz podršku UNOPS / EU PRO Plus programa.     Multi-criteria models for decision-making are an instrument used in various fields within processes that require a choice between several alternatives, and are based on the comparison of various aspects of potential solutions, among which it is possible to establish a hierarchy. A certain number of such models are also applied in the field of architecture, and they are intended, among other things, to evaluate the potential of buildings for various types of adaptations or to select an adequate intervention in relation to the current state and characteristics of the observed object and its location. The paper represents the historical development of models for decision-making and the influence on the creating of contemporary multi-criteria models, the application of experiences from other fields, grouping according to certain criteria and the shaping of elements of multi-criteria models throughout history

    Understanding and designing cities in a contemporary world goes beyond perceiving their final form. To fully comprehend the complexity of a place’s identity, it is important to go as far back into the past as possible, in order to establish the continuities and cultural practices that have impacted the development of the cities we know today. The places of these practices have mostly disappeared from the perceivable level of the city space, due to the constant process of building and rebuilding, but, thanks to digital media, it is possible not only to digitalize data about the past but also to superimpose it on the contemporary urban tissue. This paper aims to explain the methodology of studying historical urban spaces with the help of di erent GIS programs or photo editing software. The paper is divided into three segments: data gathering, methodology of mapping superimposed layers, and potential uses of digitalized maps in di erent aspects and phases of urban planning, design, and heritage studies. The results point to a new interdisciplinary methodology that combines multiple aspects of studying and understanding cities’ pasts and improving their public spaces for heritage presentation in accordance with the New Paradigm of Heritage.Razumevanje i projektovanje gradova u savremenom svetu prevazilazi posmatranje gradova kroz njihovu finalnu formu. Kako bi se shvatila kompleksnost identiteta mesta, potrebno je istraživanjem ići što dalje u prošlost, kako bi se ustanovili kontinuiteti i kulturološke prakse koje su uticale na razvoj gradova kakve poznajemo danas. Mesta ovih praksi su većinski nestala iz sagledivog spektra gradskih prostora, usled konstantnog građenja i rušenja gradskih celina, ali zahvaljujući digitalnim medijima, moguće je ne samo digitalizovati podatke o prošlosti, već ih i preklopiti i prepoznati kao deo savremenog urbanog tkiva. Cilj rada je da objasni metodologiju istraživanja istorijskih gradskih prostora, uz pomoć različitih GIS programa i softvera za obradu slika. Rad je podeljen u tri segmenta: prikupljanje podataka, metodologiju mapiranja preklopljenih slojeva, i potencijalnu upotrebu digitalizovanih mapa u različitim aspektima urbanističkog planiranja i urbanog dizajna, urbanih studija i heritologije. Rezultati istraživanja upućuju na novu interdisciplinarnu metodologiju koja spaja više aspekata izučavanja i razumevanja mnogobrojnih prošlosti grada, i omogućava unapređenje javnih gradskih prostora, te prezentaciju nasleđa prema principima Nove paradigme

    Planned housing settlements and residential buildings with different types of apartments, as family units. Collective housing did not imply collective living in buildings, like in student dormitories, boarding schools or pensions. The units were independent of each other, but the entrance, staircase, elevator, corridors, attic, drying room, laundry etc., were common areas of the building. The open spaces in these settlements, which were socially owned, were planned and designed as an inseparable part of the housing estates, together with various facilities of social standard, such as schools, kindergartens, sports centres, etc. The collective housing estates were planned and the construction was financed from the budget of socially-owned enterprises, the state budget, the municipal budget, etc. Although the buildings were socially owned, the tenants were occupancy right holders and they had the right to use the apartments for the rest of their lives
