    Towards Numerical Architectural Order Identification: Expressing Capital Morphology by Using Dynamics of Its Parameters

    Previous subject-related research, that describes stylistic peculiarities of artefacts by taking into account their morphometric/geometric characteristics, explicates the results (used to differentiate them in terms of style they belong to) mainly descriptively – by evaluating the obtained data visually. The narrower aim of this Paper is to explicate the mentioned characteristics numerically/quantitatively by transposing stylistic-wise parameters (descriptors of fractal and non-fractal nature), previously investigated by the actual authors, into the form of dynamics of their values namely explicators. Therefore, the main research questions of this study are both how to express artefact morphology by using dynamics of its parameters and, thus, how to numerically/quantitatively identify architectural style concrete artefact belongs to. To achieve that scientifically, a triplet of capital samples (as the most distinctive elements among artefacts), namely their digital 3D models, are employed per each fundamental classical architectural order (Doric, Ionic, and Corinthian). The subject of this Paper is to establish relevant morphometric/geometric indicators not only in the form of explicators mentioned above, but qualifiers too, enabling so: to numerically express capital morphology, namely to quantitatively estimate levels of intra-similarity of capitals assumed to belong to the same order, and inter-dissimilarity of those assumed to belong to different ones. Both types of the established indicators refer to capital contours which are positioned in mutually equidistant transverse section planes (defined per each chosen capital sample of each of the analysed orders). The wider research aim refers to both: (a) a possibility to numerically/quantitatively identify order a concrete fragment of capital/artefact belongs to in terms of recognising it computationally (as confidently as possible from the mathematical probability point of view), and (b) to perform morphology-wise capital/artefact segmentation. Presented innovative methodology brings up a more reliable possibility to identify architectural order “stylistically unknown capital” belongs to – by using a newly introduced indicator (in the form of dynamics) to express its morphology numerically/quantitatively. Future research will be dealt with software-wise automation of stylistic decoding steps (rough capital classification and order-belonging estimation)

    Овај практикум је намењен студентима Архитектонског факултета, као додатна литература за вежбе на предмету Организација грађења и основе менаџмента, на 3. години Основних и Интегрисаних академских студија. План вежбања прилагођен је фонду часова вежби и броју студената и обухвата израду предмера радова, без предрачуна, на задацима који се односе на одређени део архитектонског објекта. Вежбе прате предавања на којима се излаже градиво из области извођења радова у високоградњи и грађевинског пословања, односно менаџмента у грађевинарству. У практикуму су вежбе подељене према групама радова, тако да се на једноставним примерима објашњава принцип обрачуна радова према датој јединици мере, тј. начину обрачуна. Због ограниченог фонда часова вежбе обухватају карактеристичне групе радова и позиције, које се најчешће појављују у пројектима. Вежбе за одређене групе радова праћене су нумеричким примером. Практикум садржи и прилоге који додатно помажу практичном савладавању предметног градива. То су: списак типичних позиција са начином обрачуна, угледни пример за предмер радова за индивидуални стамбени објекат, као и пример за предрачун радова са општим и предрачунским описима. Принцип рада на вежбама подразумева да, након уводног објашњења о позицијама радова и начинима за њихово израчунавање, студенти, на мањим пројектима, припремљеним за вежбе, раде задате позиције на одговарајућем листу за израду предмера. Правила за рад на вежбањима, колоквијумима и испитима, потребни прибор, као и начини бодовања, посебно ће бити објашњени студентима, у складу са курикулумом предмета

    Territorial Strategies in the Function of Space Protection and Development

    Teritorijalne strategije su u fokusu održivog i integralnog urbanog i teritorijalnog razvoja u savremenoj praksi planiranja u Evropskoj uniji. One odražavaju trenutno shvatanje strateškog planiranja kao adaptivnog procesa koji zahteva upravljanje promenama. U okviru tehničke podrške Programa Evropske unije za lokalni razvoj (EU PRO Plus) testirana je primena dva instrumenta u lokalnom kontekstu - Integrisana teritorijalna ulaganja (eng. - ITI) i Održivi urbani razvoj (eng. - SUD). U pitanju su savremeni instrumenti, koji su efikasno sredstvo za integraciju prioritetnih ulaganja, tematskih ciljeva i različitih izvora finansiranja u okviru teritorija. Teritorijalne strategije se usmeravaju na ekonomske, ekološke, klimatske, socijalne i demografske izazove teritorija. U radu su prikazana iskustva iz procesa izrade dvanaest strategija za trideset i jedan grad i opštinu u Srbiji. Ovi instrumenti urbanog i teritorijalnog razvoja podstiču veće učešće lokalnih aktera u sprovođenju održivog razvoja i promovišu promenu u kulturi planiranja ka inkluzivnim, kolaborativnim praksama, i kao efekat proizvode kvalitetnija rešenja.Territorial strategies are at the focus of sustainable and integral urban and territorial development in contemporary planning practice in the European Union. They reflect the current understanding of strategic planning as an adaptive process that requires change management. Within the framework of the technical assistance of the EU Local Development Programme (EU PRO Plus), the application of two tools in the local context was tested - Integrated Territorial Investments (eng. - ITI) and Sustainable Urban Development (eng. - SUD). These are modern tools that represent an effective instrument for integrating priority investments, thematic objectives and different funding sources within the territory. Territorial strategies are focused on the economic, environmental, climatic, social and demographic challenges of the territory. The paper presents experiences from the process of developing twelve strategies for thirty-one cities and municipalities in Serbia. These urban and territorial development tools promote greater participation of local stakeholders in the implementation of sustainable development and a shift in planning culture towards inclusive, collaborative practices, leading to better quality solutions

    Empowering strategic priority areas of cultural policy: empirical findings on cultural participation processes in Serbia

    Background: The background of this research encompasses contemporary cultural policy issues and theirfactors of influence, with a special focus on cultural participation processes. The sphere of culture provides thefundamental base for reading and changing the paradigmatic paths through the contents and acts of formal and informal stakeholders. Culture is deeply interlinked with other departments of the entire economy by connections with feedback loops. The impacts of culture on the socio-economic and natural environment, as the "fourth pillar" of sustainable development, are recognized on the international level by theory, expert groups, and practice. Purpose: The purpose of this paper is to bring about a deeper understanding of participatory processes and their importance for strategic priority areas of cultural policy development. Study design/methodology/approach: Our study design included institutional analysis, starting from the regulatory framework that reflects cultural policy and its strategic goals, by involving previous relevanttheoretical research including the ICET model. Another objective of the paper is to answer a range ofquestions. What are participation processes' main characteristics and challenges in culture and cultural policydevelopment? Is there a relationship between these challenges? How to achieve desirable cultural and institutional integrative transformations in order to accomplish the strategic priority areas of cultural policy? Webring the conclusions based on theoretic and empirical overview of new empirical research findings based on the survey conducted in 2022 for the need of EPICA research project.1Findings/conclusions: The findings of this research lead us to recognition, conceptualization and understanding of the existing participatory processes in culture, towards inspiring the future modelling of more integrative strategic and systemic solutions to reflect desirable and harmonized development. Limitations/future research: The limitations of research reflect future endeavour to contribute to reforming the field of culture (by formal and informal means) through more robust horizontal integration with otherdepartments, to achieve sustainable and coherent effects through linking strategies, new forms ofparticipation, decentralization, arm's length principle, and degrowth policy

    2021/22 European Capital of Culture: Inclusive Culture-Led Branding of Novi Sad?

    The City of Novi Sad, which is the focus of this chapter as one of the 2022 ECoCs, represents a specifc example as the only non-EU city winning the bid for the 2021 ECoC title (the other two from the EU—Elefsina and Timisoara—are postponed to 2023). However, due to the global pandemic, the process of implemen- tation was prolonged causing new challenges and inconsistencies of planned trans- formations. Therefore, the case of Novi Sad reveals a specifc transitioning context infuenced by both local and global drawbacks. Generating opportunities by pro- moting inclusion and post-confict reconciliation after the breakup of Yugoslavia and the civil wars in the region, the fragile local setting also provides an insight into the use of the ECoC title as a tool for culture-led urban (re)branding, identifying the modes of its integration into the local cultural strategy and urban development plans

    Урбана подручја су једна од најугроженијих, али и најутицајнијих система на климатске промене. Управљање климатским променама у урбаним подручјима се односи на начине на које актери и институције јавног, приватног и цивилног друштва артикулишу климатске циљеве, врше утицај и овлашћења и управљају процесима планирања и имплементације. Креирање климатски резилијентних праваца урбаног развоја може бити одговор на климатске ризике. Ово подразумева промену начина одлучивања и понашања у односу на економију, друштво, технологију и политику у оквиру теме одрживог развоја. Рад се бави анализом концепта управљања климатским променама у урбаним подручјима методом системског прегледа литературе, на основу чега се даје историјски приказ развоја кроз представљање доминантних управљачких оквира, уз приказ развоја управљачких инструмената. Управљање климатским променама захтева глобална решења која се затим „каскадно спуштају“ кроз националне и поднационалне нивое, као и препознавање релација између државе и нових мрежа актера, што изискује преиспитивање традиционалне поделе и разлика између локалне, националне и глобалне еколошке политике. Поље истраживања управљања климатским променама преусмерава се ка интегралном приступу, флексибилном и адаптивном управљању, односно прилагођавању процедура и принципа, и развоју инструмената и алата за његову имплементацију.Urban areas are one of the most vulnerable, but also the most influential systems in terms of climate change. Urban Climate Governance refers to the ways in which actors and institutions of public, private, and civil society sector articulate climate goals, manage influences and authority, and govern planning and implementation processes. Creating climate-resilient development directions can represent a response to climate risks. This requires change of the social system’s decision-making and behaviour in relation to the economy, society, technology, and policy in the field of sustainable development. The paper deals with the analysis of the concept of Urban Climate Governance through a systematic literature review. On this base, it outlines the historical development of dominant governance frameworks, along with the development of governance instruments. Climate governance requires global solutions that are "localized" through national and subnational levels and recognition of the relations/networks between the state and new actors (which requires a re-examination of the traditional division and differences between local, national, and global environmental policy). The research in the field of urban climate governance focuses on an integrated approach, flexible and adaptive governance - an adaptation of procedures and principles, and therefore focuses on the development of instruments and tools for its implementation

    Transformation of Pencils of Circles into Pencils of Conics and These into Pencils of Higher-Order Curves

    In this paper, an elliptical pencil of circles is mapped by homology (perspective collineation) into a parabolic-parabolic pencil of hyperbolas because it has two by two common points 1 = 2 and 3 = 4 in infinity, i.e., four overlapping points in the antipode. The mapping also includes the mapping of degenerated conics decomposed into corresponding pairs of straight lines. The elliptical pencil of circles (the ellipses on plane 1) is mapped into a hyperbolic pencil (on plane 2) by perspective collineation for pole S1. The vanishing line v1 intersects all the circles of the pencil so that by homology all the circles are mapped into hyperbolas. To apply supersymmetry to the obtained pencils, the angle between plane 1 and plane 2 must be 45°. The pencil of hyperbolas is mapped by supersymmetry into a pencil of higher-order curves. The obtained pencils are further mapped by inversion and then again by supersymmetry to obtain higher-order curves rich in different shapes. In the second example, the elliptical pencil of circles is placed to the vanishing line v1 so that by homology, it is mapped into a pencil of conics containing an ellipse (circle 1 does not intersect the vanishing line), a parabola (circle 2 touches the vanishing line), a hyperbola (circle 3 intersects the vanishing line). The pencil of conics is elliptical-parabolic because it has two real and separate points and two infinite, i.e., two overlapping points in the antipode. This pencil of conic is also mapped by supersymmetry into a pencil of higher-order curves that intersect at the same number and type of base points as the starting pencil. Higher order curves obtained by mapping are rational line curves

    The Good Urban Life (2020–present) explores the core elements of contemporary urban living, with a focus on creating vibrant, healthy, and dynamic environments. It advocates for a multidisciplinary approach to urban spaces, emphasizing the balance between people, nature, and the built environment to enhance quality of life. Each year, architectural and urban practices that foster good urban living are analyzed and distilled into essential elements. A key aim is to identify ways to nurture harmony within the human-nature-built environment triangle, using insights from urban design, social life, mobility, sustainability, well-being, and technology. Each year experts from diverse backgrounds are involved to offer a comprehensive view of urban development. In 2023, Good Urban Life is being implemented in Kragujevac, within 18. BINA – Belgrade International Architecture Week, in collaboration with the Department of Interior Architecture at the Faculty of Philology and Arts.
