    Sustainable and Integrated Urban Development Strategy of the City of Smederevo urban area [32nd International urban planners’ exibition]

    The EU program for local development - EU PRO Plus supported the development of the Sustainable and integrated territorial development strategy of the city of Smederevo urban area. The objectives of the Strategy are as follows: strengthening the urban identity and renewal of the urban area by supporting of sustainable and integral development; promoting the transition to clean and fair energy, green and blue investments, climate change adaptation and mitigation, risk prevention and management, and sustainable urban mobility; promoting innovative and smart economic transformation, circular and low-carbon economy and ICT integration; improvement of social welfare, and improvement of urban/territorial governance. The priority areas of intervention are defined by the strategy: transformation of brownfield sites and unused buildings, coastal revitalization and the formation of the green-blue tangent - a linear park along the Danube, relocation of the railway line and smart specialisation.Program Evropske unije za lokalni razvoj – EU PRO Plus je podržao izradu Strategije razvoja urbanog područja grada Smedereva. Ciljevi Strategije su: jačanje urbanog identiteta i obnova urbanog područja podsticanjem održivog i integralnog razvoja; promovisanje prelaska na čistu i pravednu energiju, zelenih i plavih ulaganja, prilagođavanja i ublažavanja klimatskih promena, prevencije i upravljanja rizicima, i održive urbane mobilnosti; promovisanje inovativne i pametne ekonomske transformacije, cirkularne i niskougljenične ekonomije i IKT integracija; unapređenje društvenog blagostanja, i unapređenje upravljanja urbanim razvojem.     U vremenu široko postavljene kritike, koja se danas kolokvijalno može čuti kada je u pitawu razvoj pojedinih planinskih turističkih centara, veoma je teško sagledati svaki pojedinačni slučaj građenja, a da isti nema negativnu konotaciju procesa kojima se narušava prirodna sredina. U ovom radu sagledava se najpre kontekstualni okvir iz koga su izvedeni aktuelni planski uslovi za razvoj turističkog naselja Divčibare, izvedenih delom iz rezultata urbanističko arhitektonskog konkursa za centar Divčibara iz 2005. godine, a zatim i stvarni procesi gradnje, koji su rezultirali iz aktuelnih plsanskih uslova, sa prezentacijom karakteristične arhitektonske realizacije nastale u takvim uslovima.     Digitalization of the AECO Sector – Accomplishments in BIM Application and Development in Serbia [abstract]

    Focusing proposed paper on the Architecture, Engineering, Construction and recently included Operation (AECO) sector, we start from a statement that this sector is a step behind other manufacturing domains in overall application of digital technologies and artificial intelligence. With the main motivation to examine ways of bridging the digital gap, we consider adoption of Building Information Modelling (BIM) as one of reliable indications of the state of digitalization in the sector. After briefly introducing general features of BIM technology, this study focuses on the actual situation in Serbia, searching for examples of the most advanced applications and developments in practice. Methodologically the study is qualitative and the research is based on examination of cases, where the observed sample has been created from the application examples presented within the series of online sessions titled “BIM in Practice Serbia”, organized by the Group for BIM Technology of the Chamber of Commerce of Serbia. Consisting of twenty examples of various advanced applications of BIM in Serbian practice, this sample is formed “by difference”, looking for various cutting-edge applications. The selected examples of BIM application in Serbia are firstly structured by area of application (design, infrastructure, scan-to-BIM, investors’ adoptions, etc.), then analysed in detail. The results obtained indicate that within the Serbian market we could identify advanced BIM usages, and especially valuable development results, represented by the BEXEL Manager software, developed in Serbia and spread and localized worldwide. Based on the obtained results, we could predict the future of BIM application in Serbia, but also could highlight the contribution of Serbian development efforts to the global AECO sector

    This work presents the visualization of the doctoral research of the instrumentalisation of the fluidity phenomenon in architecture, which until now remained non-defined within the field of architecture and urbanism. The research problem was explored through: the interdisciplinary framework of the phenomenon of fluidity (philosophic, cultural, aesthetic and artistic), the architectural context of the phenomenon’s manifestation, the chronological development of the fluidity in architecture, and the desing principles and methodologic instruments in architectural design it is based on. This is the phenomenological, simultaneously qualitative and quantitative study based on the unique iterative methods of graphical narrative in architectural design research

    The essence of place: Understanding Genius Loci through phenomenology

    The concept of genius loci is rooted in the idea that people who spend time in a particular place create its atmosphere and character. Phenomenology, a philosophical perspective that emphasizes the subjective experience of individuals, is particularly relevant in understanding and experiencing the genius loci. Phenomenology emphasizes the need to acknowledge existing patterns of space usage and reflect on the spirit of the place rather than imposing a homogenous design that aims to protect the built environment. By focusing on the lived experiences and perceptions of individuals within a place, instead of enforcing predetermined values or interpretations, we can better understand and preserve its genius loci. Based on the presented previous research in this paper, it is clear that the current approach to understanding genius loci should shift its focus from signifiers of the past to the users who actively shape and experience the place in the present. The theoretical framework of this paper is defined by Husserl's and Heidegger's perspectives on phenomenology – transcendental approach and hermeneutic approach. The aim of this paper is to emphasize the importance of understanding the unique qualities and characteristics of a location and integrating them into the design process. By focusing on the subjective experiences and perceptions of individuals, designers can create spaces that are meaningful, authentic, and reflective of the community they serve. The essence and uniqueness of a place are defined by the spirit of the place, which connects the tangible and intangible components of the environment. As the intangible quality that gives a place its unique character and atmosphere, the spirit of the place encompasses the feelings, moods, and attitudes associated with a place, as well as the cultural and historical context that shapes its identity. The outcome of this research showed that the essence of a place lies in the perceptions and experiences of its inhabitants, rather than its physical structures and historical artifacts

    MIRRORING DECOMPOSABILITY: The Toilet at the Faculty of Architecture Architecture students spend a significant portion of their day within the confines of the faculty building. Consequently, the spaces and facilities within the faculty become more than just physical surroundings; they become integral to how a student perceives the world and, by extension, their chosen profession. The assignment at hand was to reimagine an ostensibly ordinary and utilitarian space—the restroom—and explore its connection to its broader environment. Surprisingly, the restroom can carry a greater depth of implied meanings than nearly any other space. It stands as a compact yet vital arena, where the convergence of tactile sensations and the efficiency of installations orchestrates a ritualistic experience. Beyond its conventional utility, this space reveals nuanced and intricate dimensions. The deliberate materialization of elements within this space, offering reflections and refractions of light and air, introduces a spectrum of social and technical implications that are entwined with various purposes, norms, cultures, and systems.     THE EMERGENCE OF WHOLENESS: Small Downtown Apartment Living in the heart of the city, within a 40 m2 Vračar apartment, means trading spaciousness for the captivating allure, unique character, and full immersion in the lively urban atmosphere of one of the most pleasant areas for living in Belgrade. The objective was to craft a living environment for a young couple in this bustling city center. The approach involved interconnecting and harmonizing micro-units to seamlessly unite the entire space into one cohesive, expansive whole. Each distinct activity area maintains its autonomy while remaining open to other facets of the apartment, fostering a dynamic synergy. This intertwining and amalgamation of micro-units culminate in a perception of the entire apartment as a singular, complete, and distinctive space. A pivotal architectural and interior intervention facilitates this perception – the reduction of vertical elements by 50 cm from the ceiling, culminating in their unification. This strategic maneuver enables residents in every micro-unit to perceive the ceiling as an unbroken continuum, establishing a profound sense of belonging to a higher-order unit. Much like the apartment's transformation, downtown living here mirrors a sense of community, encouraging residents to actively engage and establish new connections with their urban surroundings

    (Middle Class) Mass Housing in Serbia Within and Beyond the Shifting Frames of Socialist Modernisation

    In many aspects middle-class mass housing development in Serbia/Yugoslavia was unprecedented, determined by a growing and unacknowledged formation of a middle class in the context of Yugoslav socialism, and a widely proclaimed but elusive social ideal of “housing for all”. Two types of MCMH were the most prevalent in the period considered here (1945-1991): a multi-storey collective residential building, in or outside the city centre, and the individual private house, built in formal and informal or so-cold “wild”settlements. The Yugoslav housing experiment emerged mostly within the collective residential estates. The appropriation, innovation and even invention of different industrial building methods was further enhanced by excellent standards in urban planning and architectural design, exemplified in this study by selected MCMH cases in New Belgrade, Novi Sad, Bor and Subotica. Due to aging, lack of maintenance and the impoverishment of its inhabitants, the present state of this large housing stock is poor, its future uncertain, and yet, its lessons are of vital importance today. In response to what would be the lessons and contemporary implications of the Yugoslav housing experience, in this brief review we have outlined the specificities and the unique historical conditions of the emergence of middle class mass housing in Serbia.This publication is based upon work from COST Action “European Middle-Class Mass Housing” CA18137 supported by COST (European Cooperation in Science and Technology)

    Micro-Museum Quarter as an Approach in the Culture-Led Urban Regeneration of Small Shrinking Historic Cities: The Case of Sombor, Serbia

    Demographic and economic shrinkage has become a common trend in the current urbanisation environment, especially for small cities in developed countries. The desired socio-economic redevelopment of these cities has been significantly affected by the functional, organisational, financial, and professional constraints caused by both shrinkage and city size. Paradoxically, this slow development has enabled better preservation of their historic cores, urban heritage, and traditional culture. Nevertheless, the aforementioned local constraints have a profound impact on sustainable urban regeneration, and successful examples are still quite rare. This research presents an inspiring case—a small museum quarter in Sombor, Serbia. Museum quarters are a relatively new concept in culture-led urban regeneration; all known examples are located in big cities. Hence, this research tries to create an innovative methodological link between two theoretical fundaments: the role of cultural heritage in shrinking small cities and its expression through a museum quarter as one of the concepts of culture-led urban regeneration. An analytical framework for the aforementioned single case study is derived by forming this link. The main findings underline that the museum quarters in shrinking small cities should be developed in a micro-format to rationally address and the limited local resources. Furthermore, in contrast to museum quarters in big cities, they should be physically detached from the main retail street to enhance their separate identity and should be internally balanced in both spatial and functional aspects, meaning that the key museum/cultural institutions are equally dispersed throughout the quarter and clearly interconnected by a pedestrian-friendly open public space
