    Urban shrinkage in a 'shrinking' serbia - the approach to a global phenomenon in a local context

    The initial purpose of this research was to understand the basic patterns of urban shrinkage in Serbia. Urban shrinkage, a common phenomenon in post-socialist countries, is a novelty, albeit very present in Serbia today. Despite presenting a huge challenge for the future of the country, it has not been studied sufficiently at any level. To understand this situation, the first "task" would certainly be to identify which cities in Serbia can be considered as shrinking in a local context. The research will focus on this issue through the development of four models of shrinking cities in Serbia according to globally based factors of urban shrinkage. The aim of the paper is to clarify the potential of their use and to explore the possible locally-based factors of urban shrinkage

    Novel approach to group multi-criteria decision making based on interval rough numbers: Hybrid DEMATEL-ANP-MAIRCA model

    This paper presents a novel approach for treating uncertainty in the multi-criteria decision making process by introducing interval rough numbers (IRN). The IRN approach enables decision making using only the internal knowledge incorporated in the data provided by the decision maker. A hybrid multi-criteria model was developed based on IRN, and demonstrated using the example of the bidder selection process in the state administration public procurement procedure. The first segment of the hybrid model deals with the rough interval DEMATEL-ANP (IR'DANP) model, which enables more objective expert evaluation of criteria in a subjective environment than the traditional/crisp approach. In the second segment, the evaluation is enabled by applying the new rough interval MAIRCA method, which introduces mathematical tools and shows high stability concerning changes in the nature and characteristics of the criteria. The results of the hybrid IR'DANP-MAIRCA model were analyzed using 36 scenarios of sensitivity analysis, which showed high stability of the results. The results of the interval rough method were compared with the fuzzy extensions of the TOPSIS, VIKOR, MABAC, TODIM, ELECTRE 1 and DEMATEL-ANP models

    Lifestyle as a resource for re-structuring Romani urban housing

    Solving settlement and likewise housing problems of socially vulnerable Romani in Belgrade and Serbia still has not found the right design approach. In contemporary plural society, it is a process of interaction of theoretical and practical tryouts set beyond the disciplinary limits. Insufficient awareness on Romani lifestyle elaborated in Romanypen, i.e. the Romani cultural system causes a lack of methods, techniques and tools to choose from and develop for this untangled complex problem. The intent of this article is to show that a collective lifestyle represents the essence needed for developing adequate design decisions of Romani settlements, thus fulfilling the potential for improving adequate housing solutions. The study starts on the assumption that in Romani settlements there is a strongly rooted relation between spatial and social level that enables an understanding of what this cultural group produces as its own place. The urban pattern of Romani settlements do not have an institutionally imposed organization; they are formed by the Romani themselves, by reflex rooted in needs of everyday life activities and consequently organized and built through inherited knowledge and skills. The subject of this study is aimed at recognizing and thus establishing spatial expressions of the Romani collective lifestyle in three types of Belgrade Romani settlements that, according to the differences in their inner habitational pattern, display a representative model. It is based on the field analysis of five already created and developed unplanned settlements in Belgrade through observing and residing within them and by talking and questioning to their residents. This study shows that the key to understanding existing urban and architectural patterns, as well as the potential for future design actions lies in reading out the processes of everyday life. Then, it demonstrates a tool that has a potential to divert previous housing politics towards a revitalization of design in relation to social profiles specificities. At the end, the study opens a path to creating adequate architectural and urban parameters for housing care in accordance to the lifestyle acceptable for each and every socially perceptible group

    Renovation of existing glass facade in order to implement energy efficiency and media facade

    Modern cities and their architectural structures undergo significant functional and physical changes. In recent years, the interventions on building envelopes have increased. Therefore, it is necessary to analyse potential remodeling of glass facades, along with applying the concept of smart technologies, in order to increase energy efficiency of the existing buildings. This paper analyses the modernization process of devastated glass fagade of the tall Slavija hotel, built in 1960s in Belgrade, Serbia, taking into consideration some positive examples of transformation and reskinning of buildings, where the aspect of medialization is an active part of urban renewal. The subject of this paper is the analysis of research findings about the improved thermal comfort of this building, after performing the replacement of its glass fagade and converting the hotel building into an office building. Special attention was paid to the implementation of media technologies and final effects on energy balance of the newly designed facade. The proposed solution is supposed to evaluate the improved thermal comfort that was achieved by a radical renovation of the facade and by replacing the existing facade with a new single facade (double and triple glazed units), with media elements as well as without them. The research results are presented as proposals for improving EE public buildings by implementing the latest system of curtain walls in order to increase the value of the buildings. One of the most important criteria included in the process of energy refurbishment is technological improvement of the existing buildings, along with the presentation of media facades. The case study is based on EnergyPlus simulations

    Two great theories – one in philosophy, one in architecture – emerge nearly simultaneously in the twentieth century: Gilles Deleuze’s understanding of the “concept,” that is, defining philosophy as an activity that produces concepts, and Peter Eisenman’s idea of the “project” as a platform, “position,” or “theory” of an architect. My intention is to suggest and problematize the idea of the concept as “capacity” or “potentiality” implying the production of a multitude of “concepts” or varying “conceptions.” Deleuze’s great significance for architecture of this century allowed for the construction of the “concept” as “author’s potential,” the source of activity and creative architectural acts. An architectural concept, determined in the course of the text, and thanks to which architectural terminology is redefined, could potentially be quite useful in philosophy and theory of the subject.Dve velike teorije – jedna u filozofiji, jedna u arhitekturi – pojavljuju se skoro simultano u dvadesetom veku: Žil Delezovo razumevanje „koncepta“, odnosno, definisanje filozofije kao aktivnosti koja „proizvodi“ koncepte, i Piter Аjzenmanova ideja „projekta“ kao platforme, „stanovišta“, ili „teorije“ (jednog) arhitekte. Moja namera je da predložim i problematizujem ideju koncepta kao „kapaciteta“ ili „potencijalnosti“, implicirajući proizvodnju mnoštva „koncepata“ ili „koncepcija“.     The Philosophical Platform of the Architect. Why Philosophers Make Such Good Drawings?

    Theoretical interpretations and attempts at instrumentalisation of the ties and exchanges between philosophy and architecture have mostly been directed at questions of language or the institutionalisation of the discipline of architecture. In this text, I suggest a different approach to philosophical engagement in architecture: a simultaneous use in the methodology of the architectural project and constitution of a philosophy of architecture, not only as a question of interdisciplinary exchange, but as an integral part of comprehensive architectural processes, with philosophy still maintaining its original authenticity. My approach is twofold: explain the methodology and delineate its framework, but also raise the question what is an architect’s philosophical platform. To that end, I will attempt to elaborate three models: 1) the first delves partially into the fields of fiction and illusion, and in it the architect adopts the role (position) of the philosopher, 2) the second model is the architectural engagement of philosophical notions, and 3) the third is the use of philosophical concepts in the creation of architectural ones. Corresponding to each, I will suggest the activity of “repetition of difference” as a possibility of creation of the authentic architectural concept

    Hybridity in and Beyond Architecture: Liminal Conditions

    The focus of this research is on hybrids and hybridity, with the emphasis on their liminal character – programme and formal non-finiteness. This paper presents a part of an ongoing doctoral research concerning theoretical frame for discussion and defining hybridity in architectural theory and practice. It deliberates hybridity through the social and humanistic discourse as well as theory of architecture in the context of both culture and architecture. The research describes hybrid as a condition, which can be observed through the concept of liminality and constant transformations, as opposed to finiteness of any kind. In this context, the aim of this paper is to locate and discuss hybridity in the contemporary architectural discourse, on the basis of etymological and connotative characteristics established through the architectural theory and other relevant disciplines in the field of social and humanistic sciences

    Spatial and urban planning in Serbia: A look through the lens of deliberative approach

    In planning, the deliberative process is most commonly present in the form of a structured public discussion. The main idea behind such an approach is to improve communication among different participants by informing them about a local problem before any stakeholders' preference is adopted, agreement reached and, finally, the problem solved. With the help of a mediator, an independent third party, the participants are considered equal, rational and free to give their opinion. Such a deliberative approach is an integral part of most planning procedures in developed countries. However, the enhancement of the planning process in the post-socialist context is delayed due to institutional rigidities, public mistrust towards the initiators of spatial development, and the lack of mediation procedures in the planning process. Previous features are also specific to Serbia, as a transitional state, which, nevertheless, experienced a somewhat different social context in comparison to other Eastern Bloc countries during the second half of the previous century. To understand the contemporary situation better, the paper provides an overview of spatial and urban planning in Serbia since the Second World War, observed from the deliberative stand, in an attempt to define the basic guidelines for the transformation of the planning approach in Serbia

    Development Possibilities of Historic Towns in Shrinkage – Case Study of Łódź, Poland

    One of the main achievements of post-socialist urbanism in Central and Eastern Europe is certainly awake of interest for historical cities, which were neglected during socialist period. This interest could be seen through different actors; new capitalist entrepreneurs have found opportunities for а young market economy in these attractive places, citizens have rediscovered the value of traditional ambient, and city authorities have followed these trends with new public investments, which were implemented through new plans and projects, created by urban planners and designers, architects, and other professionals. However, this urban development has not been achieved in all historic cities of postsocialist Europe. Historical cities with the problem of urban shrinkage are recognized as the most vulnerable one. Here, the great economic and demographic decline has disabled or significantly slowed down their general development and, thereby, the renewal and the revitalization of their historical cores. Furthermore, the examples of historical cities that have succeeded to overcome the problem are not numerous. One of such examples is Łódź in Poland. It is an old industrial city with a huge historical core from the period of early industrialization, which lost its industrial character during post-socialist transformation. Consequently, general decline and the noticeable loss of population happened, which was, in particular, reflected on the deterioration of its old core. Nevertheless, several great development projects have been started in the city and its historic core, with the intention of its regeneration. Thus, Łódź is becoming a role-model for historic cities with the problem of urban shrinkage. The aim of this paper is the critical analysis of these projects, which can contribute in the development of both the entire city and its historic core. The result of the paper represents guidelines for the urban development of historic cities in urban shrinkage

    Territorial Planning as a Creative Tool for the Upgrading of Cultural Tourism in Golubac, Serbia

    In the contemporary time of abundant and diversified offers of cultural tourism globally, the need for new values, such as creativity, is inevitable. As well as creativity being in the essence of every cultural practice, it is also becoming a tool to link and modernise cultural treasures for tourist consumption today. Its inclusion is also useful in territorial plans, because their strategic role is a driving force for local economies. Creativity can support particularly those sectors which have rich foundations, but suffer from general underdevelopment. Cultural tourism in Golubac town and its surroundings in eastern Serbia is a prime example. Although Golubac is situated on the Danube and has one of the most preserved old fortresses in the region, it has not been positioned as an important spot for cultural tourism. The intention of this paper is to present recent efforts to facilitate this branch of tourism by the application of creative tools in local planning documents. This will be conveyed through a multi-criteria analysis of crucial territorial plans for Golubac. For the establishment of these criteria, the theoretical knowledge which links creativity, cultural tourism and territorial planning will be studied. The implementation of this interlinked knowledge in the analysis will be the backbone of a proposal for improvements in territorial planning which can profoundly facilitate creativity in cultural tourism at a global level
