    The financialisation of contemporary urban planning policy discourse: insights into Serbian and Irish planning legislation

    While existing literature highlights the role of private real estate interests in shaping urban policy agendas, few studies have examined formal changes in planning legislation as a key site of influence. This paper investigates planning legislation reforms in Serbia and Ireland as illustrative cases of a broader trend of reducing investment risks and enhancing the financial viability of real estate development. Employing critical and context-sensitive narrative analysis of policy change, we present three key insights. First, we reveal how planning has been transformed into a tool for creating real estate assets driven primarily by financial considerations. Second, we demonstrate that public interest is often subordinated to private interests under a policy narrative dominated by financial sector logic and document how legislative and policy changes frequently introduce new barriers that restrict democratic engagement in planning policy formation. Third, we identify an increasing centralization in planning administrative structures, which undermines the principle of subsidiarity and provides opportunities for certain lobby groups to exert undue influence over policymakers. As the financial sector’s influence on built environments grows globally, this study calls for more research into how real estate finance and planning systems affect each other, and how this plays out in practice

    Hybridization of public city spaces as a tool for sustainable urban regeneration

    Последњих година смо сведоци све израженије тенденције комбиновања и мешања различитих урбаних структура, програма и активности којима настају хибридни градски простори. Хибридизација као метод подразумева ново успостављање односа између садржаја и елемената простора којим се увећава његова мултифункционалност, флексибилност и потенцијално проширује спектар користи. Због тога се у урбанистичкој теорији и пракси препознаје као могући катализатор стварања одрживих урбаних средина. Међутим, постојећи теоријски дискурси осветљавају поједине димензије хибридизације простора, али не омогућавају њено сложено и свеобухватно разумевање у односу на специфичне аспекте доприноса јавних простора одрживом урбаном развоју. У том смислу је циљ овог рада да идентификује и дефинише различите димензије/аспекте хибридизације јавних градских простора и да на одабраним примерима (Хајлајн и Ла Вилет) размотри и дискутује о доприносу специфичних аспеката хибридизације еколошкој, економској и друштвеној одрживости. Преиспитује се однос град-природа и позитиван регенеративни ефекат који процес хибридизације јавних простора може имати на шире урбано подручје, па и сам град. Резултати истраживања упућују да хибридни простори имају регенеративну моћ, успостављају нове микро и макро просторне односе, важни су за економски развој, и могу бити покретачи значајних друштвених промена.In recent years, we have witnessed an increasingly pronounced tendency to combine and mix different urban structures, programs, and activities that create hybrid urban spaces. Hybridization as a method implies a new relationship between the content and the elements of the space, which increases its multifunctionality, flexibility and potentially expands the range of uses. Therefore, in urban theory and practice, it is recognized as a possible catalyst for the creation of sustainable urban environments. However, the existing theoretical discourses shed light on certain dimensions of spatial hybridization but do not enable its complex and comprehensive understanding in relation to specific aspects of the contribution of public spaces to sustainable urban development. In this sense, this paper aims to identify and define different dimensions/aspects of hybridization of public urban spaces and to consider and discuss the contribution of specific aspects of hybridization to ecological, economic, and social sustainability using selected examples (High Line and La Villette). The relationship between the city and nature and the positive regenerative effect that the process of hybridization of public spaces can have on the wider urban area, including the city itself, are reexamined. The research results suggest that hybrid spaces have regenerative power, establish new micro and macro spatial relationships, are important for economic development, and can be initiators of significant social changes

    A Systematic Review of Outdoor Thermal Comfort Studies for the Urban (Re)Design of City Squares

    In the upcoming period, city squares’ urban redesign will be crucial in achieving sustainable development goals. This study presents a systematic review of OTC-related studies for the urban design of city squares using the PRISMA 2020 methodology. A review included a total of 173 papers from 2001 to 2023. The results identified five study types—clusters based on four pre-defined criteria: study approach, data collection methods, time duration, and primary objectives. The clusters indicate that more than half of all studies are related to the comparison of thermal comfort and heat mitigation measures. Most of the case studies were located in one of three climate zones: temperate oceanic (Cfb) (58 studies), hot summer Mediterranean (Csa) (40 studies), or humid subtropical (Cfa) (28 studies). The most common geometry of the analyzed urban square is medium-sized, is rectangular, and has dominant axel orientation south–north. Also, based on all five clusters, several research gaps were identified, appropriate for future research: the majority of studies related to the traditionally considered climate areas, no typology of urban square geometry configuration based on OTC assessment, and the lack of a local design model for assessing and improving the thermal comfort of city squares.Ovaj članak je deo publikacije Sustainable Built Environment, 2nd Volume Ispravljena je slovna greška u navodu prezimena autora.     After the political changes in the early 1990s, a new post-socialist reality was formed in the cities of the Baltic countries - Estonia, Latvia and Lithuania. It is characterized by changed institutional planning conditions, which are reflected in changes in housing and urban policy. New types of multi-family housing led by private investors are emerging, in which open spaces are treated in different approaches. One of them is eco-friendly approach, which brings with it numerous benefits. In order to recognize the possibility of its applying in our planning practice, the aim of this research is to examine the modes and benefits of applying eco-friendly open space design, based on analysis of selected multi-family housing estates of the Baltic cities

    Пројекат реализује Нова планска пракса у сарадњи с научно-истраживачким Лабораторијама за културу планирања и дизајн просторних политика и за Колаборативне урбане праксе Архитектонског факултета Универзитета у Београду, а уз подршку Америчке амбасаде у Београду. Циљ пројекта је оснаживање студената архитектуре кроз сарадњу и успостављање међусекторског дијалога између академије, јавних институција, струковних удружења, независних стручњака и грађана, за њихову будућу улогу у процесу доношења одлука у домену урбанизма и изградње. Студије случаја и истраживачки полигони су Комплекс Београдског сајма и Ансамбл Генералштаба и Министарства одбране. The project is being carried out by New Planning Practice in collaboration with the scientific-research Laboratories for Planning Culture and Spatial Policy Design and for Collaborative Urban Practices of the Faculty of Architecture, University of Belgrade, with the support of the U.S. Embassy in Belgrade. The aim of the project is to empower architecture students through collaboration and the establishment of cross-sector dialogue between academia, public institutions, professional associations, independent experts, and citizens, for their future role in decision-making processes in the fields of urbanism and construction.     By placing research tools and methods at the scientific forefront, with an emphasis on their importance for the quality, relevance, accuracy, and communication of the research results and the research as a whole, the study presents the cases from the author’s practice in which major innovation within the investigative process has been planned and made by integrating technical and methodological aspects of the research. This has resulted in new research formats, or instruments, among which there are two types and frameworks that have been used and improved: digital (virtual) and object-based (physical). The first one, having digital learning and research environments and platforms in focus, deals with research data, information, and knowledge acquisition, inquiry, validation, new articulation, and representation, and is mostly based on logical networking, or diagrammatic reasoning and representation. The second one uses real, physical spaces and objects as means of knowledge acquisition, design and research practice, extending likewise their initial architectural function. ••• Following the statement on the reciprocity between research methods and techniques, the presented projects will demonstrate how methodological and technical aspects have been reinvented for the purposes of the specific research tasks and how their integration can lead to the original scientific and artistic contribution. The exemplary experimental projects include the following: 1. Design Intelligence System—methodological prototype, research approach, and digital technical solution; 2) Machine Genealogy in Architecture—digital learning platform proposal; 3) Frequencies—digital learning platform and technical solution proposal; and 4) Exo, dynamic responsive architectural system and architecture-instrument—comprehensive sensing architectural prototype and technical solution. ••• Since there is a correlation between the investigated topic and the explained methodological-technical integration, it is noted that the major research subjects and aims of the stated projects have been paired with the corresponding logic of deployed information processing and representation, along with the choice of the most suitable format—digital or physical

    Computational design workflows for mobility networks and paths generation – propagation graphs/diagrams and generative design parameters

    As a continuation of the series of studies on algorithmic and generative thinking in urban design and problem-solving, while narrowing down the scope of research to transportation networks as an exemplary urban system and research subject, this paper addresses the issues of computational design workflows for the defined problems of mobility networks and movement path generation, including various subcategories of operations related to them. Putting at the forefront smart and intelligent computational design methods in terms of design process organisation and guidance considering the stated problems, the paper is situated within the field of computational design process and methodology with a particular focus on propagation graphs construction and improvement of the system of computational problem-solving set of methods between the workflows input data and solution outputs. While it has been argued that tests in different software environments enable the best comparison of all outcomes and results, as well as proper tools assessment in terms of innovation and efficiency that each software brings to the design and research process, this study targets design possibilities offered by Grasshopper for Rhinoceros in order to obtain specific software-related overview and assessment before triangulating these findings with other available or conducted research results, including application of software interoperability and artificial intelligence. Both, already existing and new approaches to solutions to the defined mobility design and analysis tasks are rethought in the light of systematically ordered and explained use of available Grasshopper operations, design results emerging from the propagation of the designed workflows, and improvements of the presented workflows as original and unique imprints of the activity of designing a design process. Besides the theoretical, methodological, technical, and educational contributions, the paper pursues the transition from the theoretical and experimental environment to real-world situations, as well as scalability for industrial application, in all being aligned with the major UN SDGs that support concepts of smart and intelligent cities and mobility.Conference contribution has been presented within the Poster Sessions.     У актуелном процесу валоризације архитектуре 20. века важно је истражити неке од основинх принципа на којима се заснива модерна конзервација. Такође, значајно је направити паралелу између појма модерности, тј. истинитости, хетерогености, и основних принципа модерне козервације која истиче да оригинал, тј. истинитост једног споменика културе треба посматрати кроз време и да савременост треба у њега уградити као дијалошки однос према историји у којем је настао и мењао се. У суштини овог проблема лежи чињеница да посматрач спознаје истинитост једног споменика са временске дистанце, немајући увид у његову суштинску оновременску истину настајања. Ово истраживање је засновано управо на овим постулатима уграђујући истину у трајање једног споменичког дела и његових перцептивних промена

    SPATTERN Study: Questionnaire for the State-of-the-art

    Предметна студија представља трећи резултат SPATTERN пројекта (Д1.3) и представља свеобухватан преглед концепта, методологије и резултата добијених из експертског упитника о одрживом развоју бањских насеља. Конципиран за прикупљање увида од осам група испитаника, са минимално три испитаника по бањи, упитник је успешно прикупио 141 валидан одговор. Истраживање је обухватило 38 бањских насеља, категоризованих на 12 развојних модела и 26 репликатора. Студија је структуирана у пет кључних одељака, који прате организацију упитника: ДЕО 1 – Позадина испитаника, ДЕО 2 – Функције и доношење одлука, ДЕО 3 – Капацитети за развој, ДЕО 4 – Плански и стратешки оквир, ДЕО 5 – Дигиталне технологије и планирање. Публикација пружа увид на три нивоа: увиде за развојне модела, увиде за репликаторе и синтетизоване увиде у складу са главним аспектима анализе. Д1.3 обезбеђује вредна знања за разумевање и унапређење планирања и развоја бањских насеља у складу са стратешким и дигиталним циљевима иновација.Deliverable 1.3 presents a comprehensive overview of the concept, methodology, and results derived from the expert questionnaire. Designed to gather insights from eight respondent groups, with a minimum of three respondents per spa, the questionnaire successfully collected 141 valid responses. The study targeted 38 spa settlements, categorized into 12 Role Models and 26 Replicators. The deliverable is structured into five key sections, mirroring the organization of the questionnaire: PART 1 - Respondents background, PART 2 - Functions and decision-making, PART 3 - Development capacities, PART 4 - Planning and strategic framework, PART 5 - Digital technologies and planning. The publication provides the insight on three levels: insights for Role Models, insights for Replicators, and Synthesis insights in line with the main aspect of the analysis. Deliverable 1.3 provides valuable knowledge for understanding and advancing the planning and development of spa settlements in line with strategic and digital innovation goals

    Contemporary digital, computational design, analysis, and planning methodologies are investigated within the broader framework of intelligent, programmable spaces (architecture, cities, territories). The case study deploys the Greater Paris Region and its rail transportation system as a testing field. Space programmability implies computational control of a large number of processes through which space analysis, planning, and design objectives and results are achieved, while the notion of an intelligent space indicates use of operative knowledge and information as a form of spatial data that provides certain advantage when compared to other existing methodologies and strategies in the targeted area. Thus, urban and territorial information transitions to urban and territorial intelligence, obtaining thereby the capacity to support decision-making and design in a more reliable and scientifically approved manner. The presented digital methodology and analytical, planning, and design tasks and results rely on application of network science and computational design of a design process (design of propagation graphs and workflows). Case-Study: Grand Paris (Greater Paris Area). Urban subsytem: mobility and transportation system: rail-based transportation (metro, tram, RER, TGV). SDG Framework: Intelligent Cities / Intelligent MobilityU sklopu teme inteligentnog, programabilnog prostora istražuju se savremene digitalne, kompjuterske metode analize, planiranja i projektovanja na različitim prostornim skalama. Studija slučaja je realizovana na primeru šire regije grada Pariza i odabranom urbanom podsistemu urbane mobilnosti. Programabilnost prostora (arhitekture, urbanih područja i teritorija) zasnovana je na ideji kompjuterske kontrole velikog broja procesa kojima se postižu analitički, planerski i projektantski prostorni rezultati, dok pojam inteligentnog prostora upućuje na operacionalizaciju prostornih informacija i njihovu upotrebu u analitičke, planerske i projektne/dizajn svrhe na način kojim se postiže prednost u odnosu na postojeće metode i strategije – doprinosi se procesima odlučivanja i projektovanja.
