    Self-managing socialism and urban planning: the case study of General Plan of Belgrade 1972

    This paper aims to open up a discussion about relations between former Yugoslavia's socialism and practice resulting from self-managing system established in early 1950s. Although this system was applied through a top-down approach, it implied, at least allegedly, coordination, integration and democratic harmonisation of particular interests with common and general ones on local level. The paper will briefly review the history and concept of socialist ideology and consider the impact that it had on institutional arrangements evolution and planning practice in Serbia. It will then touch on the role of ideology for urban planning process at the local level, understanding self-managing planning principles, their benefits, role and significance in planning practice

    Integrated shopping centre as a component of the compact city

    In this paper we will present compact city planning and design concept, which compared to other concepts of the sustainable urban form, most fully incorporates all relevant topics and urban policies, such as increasing the density of development, ensuring a mix of uses, containing urban 'sprawl' and achieving social and economic diversity and vitality. We will examine integrated shopping centre as a component of the compact city, and establish its realtionship with the concept of the compact city and its characteristics. The shopping centre concept in historical city core areas is not originally a sustainable concept. Instead, the concept of adaptive reuse of old industrial buildings located in the vicinity of city centre into retail functions is considered more sustainable and can be considered as a component of the compact city planning. The aim of this study is to examine the importance of integrated pedestrian environment for urban realm within the framework of the compact city concept. In order to determine the level of compatibility between the principles of sustainable urban form and the integrated shopping centre (ISC) principles of design, we will examine several case of shopping malls in the Czech Republic and Poland which are designed with the ISC principles in mind

    Radne zone su afirmisani prostorni modeli za unapređenje privrednog razvoja određenog prostora. U cilju stvaranja uslova za razvoj proizvodnih i poslovnih sadržaja, unapređenje identiteta i konkurentnosti opštine, podizanje nivoa atraktivnosti za privlačenje investicija i povećanje zaposlenosti, krajem 2015. godine inicirana je izrada Plana detaljne regulacije (PDR) radne zone u Vlasotincu. S obzirom na sadržaje, karakter i intenzitet delatnosti u radnim zonama, one su umanjenog ekološkog kapaciteta i mogu imati štetan uticaj na životnu sredinu. Kako nije predviđena izrada strateške procene uticaja PDR-a na životnu sredinu a usled rizika od ekološke degradacije prostora, jedan od opštih (projektno-programskih) ciljeva planiranja, korišćenja, uređenja i zaštite planskog područja je i ‘’definisanje i sprovođenje mera zaštite životne sredine’’. Planski proces koji se završio usvajanjem Plana krajem 2016. godine, pored stručnih kontrola predviđenih Zakonom o planiranju i izgradnji, praćen je i od strane Evropske Unije i Vlade Švajcarske preko programa Evropski Progres kojim je insistirano na ekološki prihvatljivijim principima, načelima i modelima planiranja i uređenja. Cilj rada je da prikaže kako je integralnim pristupom u planiranju proizvodnih i poslovnih sadržaja i definisanјеm ekološki prihvatljivijih planskih rešenja i mera zaštite životne sredine, moguće stvoriti planski osnov za privredni razvoj koji je saglasan principima održivog razvoja. U radu je dat osvrt na planski proces, principe definisanja i definisane uslove i mere zaštite životne sredine kojim se umanjuju i sprečavaju potencijalni negativni i povećavaju pozitivni efekti planskih rešenja na životnu sredinu.Industrial zones are affirmed space models for economic development improvement of certain areas. In order to create conditions for development of production and business content, improve the identity and competitiveness of the municipality, increase the level of investment attractiveness and to increase employment, at the end of the 2015, Detailed Regulation Plan (DRP) was initiated for the industrial zone in Vlasotince. Given the content, character and intensity of activity in industrial zones, they are of reduced ecological capacity and can have detrimental effect on the environment. As the strategic assessment of the impact of DRP on the environment was not foreseen and due to the risks from ecological degradation of space, one of the general (project-program) objectives of planning, using, arranging and protecting the planned area is “defining and implementing environmental protection measures”.The planning process that ended with the adoption of the plan in the late 2016, in addition to the expert control which is needed by the Law on planning and construction, is followed by European Union and Government of Switzerland through the European Progress program, which insisted on environmentally friendly principles and models of planning and regulation. The aim of the paper is to show that it is possible to create a plan for economic development that is in accordance with the principles of sustainable development by integrating approach in planning production and business contents and defining more environmentally friendly planning solutions and environmental protection measures. The paper gives an overview of the planning process, the principles of definition and defined conditions and environmental protection measures that reduce and prevent the potential negative and increase the positive effects of planned environmental solutions

    Eksponati koji sadrže instrumente koji predstavljaju optičke fenomene osmišljeni su kao višenamenski elementi za oplemenjivanje otvorenih javnih prostora. Eksponati su oblikovani tako da pružaju mogućnost učenja kroz igru, imajući u vidu da je neophodno ostvarivanje fizičke aktivnosti za sagledavanje fenomena koje predstavljaju. KALEIDOSKOP je projektovan kao element do kojeg se stiže stepeništem, dok se optički efekat postiže rotacijom ručice koja se nalazi na bočnoj strani eksponata. Sagledavanje efekta omogućeno je kroz mali, jasno naznačeni, otvor na masivnom eksponatu. KAMERA OPSKURA u potpunosti je osmišljena kao element za igru. Oblikovana kao „penjalica“ koja pospešuje fizičku aktivnost kako bi vizuelni prikaz koji se projektuje u kameri bio atraktivniji. Aktivnosti koje se odvijaju penjalici projektovane su kao obrnuta slika na ekranu kamere opskure. MUARE EFEKT je oblikovan kao dekorativni element koji sadrži jednostavni mehanizam za postizanje iluzije različitih oblika. Rotacijom pojedinih elemenata na eksponatu veoma lako se postiže predstavljeni efekat. Takođe, ovaj eksponat predstavlja i prostor za relaksaciju u vidu klupe koja pruža mogućnost za sagledavanje efekata senki koje se ostvaruju prolaskom svetlosti kroz dinamičnu strukturu elementa. Svaki od predloženih eksponata (KALEIDOSKOP, KAMERA OPSKURA, MUARE EFEKAT) može biti autonoman – izložen samostalno ili može biti i deo kompozicije koju čini kombinacija dva ili više eksponata.Designed as multi-purpose elements for enhancing open public spaces, each of the three exhibits represents one optical phenomenon. The exhibits are designed to provide the possibility of learning while playing. To create the optical phenomenon, users have to perform physical activities – to interact with the exhibit. The KALEIDOSCOPE is designed as an element that can be reached by a staircase, while the optical effect is achieved by rotating the handle located on the side of the exhibit. The clearly marked small opening on the massive exhibit enables for user to see the effects of the kaleidoscope. CAMERA OBSCURE is completely designed as an element for playing. To make a more attractive visual image projected in the camera, users have to climb on the ladder-shaped exhibit. The projected image on the screen of the camera obscura is a reverse image of the users on the climber. MOIRE EFFECT is designed as a bench with decorative elements and a simple mechanism for achieving the illusion of different shapes. The optical effect is very easily achieved by rotating elements on the exhibit. From the bench, while relaxing, users can observe the effects of shadows that are created by the passage of light through the dynamic structure of the rotating elements.     Possibilities for the use of geothermal energy in new residential buildings in Serbia, case study Urban Blocks in City of Kragujevac

    Use of RES is an important element for achieving ambitious results for CO2 emission reduction in EU, emphasized and obligated by RES Directive, among other documents. In Serbia, as a candidate country and a signatory of Energy treaty, targets set by relevant documents reflect in benchmarks set by National Action Plan for Energy Efficiency, setting the level of reduction of energy consumption until 2018 for 9%, with more ambitious projections up to 2030. This calls for extensive research of possibilities for the use of renewable energy in buildings, its potentials and possible restrictions. Since the Directive states that low amount of energy required should be covered to a very significant extent by energy from renewable sources, including energy from renewable sources produced on-site or nearby, an investigation of possibilities for application of geothermal ground probes for a typical residential urban block in the city of Kragujevac is presented. This enables analysis of limitations imposed by legal and physical conditions: planning guidelines, type of ground, functional requests and infrastructural capacities. Typology of characteristic urban block layouts for residential buildings is generated, leading to projections of possible area covered with ground probes and calculations of relevant energy needed for heating, based on current regulations on energy efficiency in buildings. From these calculations, percentage of defined energy needs from possible geothermal ground probes is defined, enabling estimation of geothermal energy potential for new residential building blocks

    Considering the walking as the everyday activity of the most of the citizens and visitors of particular city or town, the experiences that arises in this kind of the interaction with the place are of great importance because they affect the formation of a general impression of a certain place. In order to mark these interdependences the method for evaluation and public spaces design in accordance with the user needs and human size need to be reached in order to create a good and visited public space. The methodology is used and tested during the student workshop in Golubac, within the DANUrB project. This paper will present the results of the research that aimed to discover how to organise the network of pedestrian spaces in order to increase the attractiveness at the destination level, establish appropriate links between them and achieve the desired effect creating a liveable town

    The education process for the students of architecture, the future builders, provides possibilities to comprehend the problems of the city industrial heritage protection, its historical and urban context, its genesis and cultural and architectural values. The paper will present search for possibilities of protecting the “Pantelić” Foundry in Belgrade, its presentation and inclusion in the modern way of life. It was a part of master academic program at the Faculty of Architecture University of Belgrade. Through a designing process the students put an accent on comprehensive investigations of its entire history: various changes in its structure, from the middle of 19th century to the present day. The goal was to define a sustainable solution that would protect all the development stages of the complex. On the other hand, the idea was to make the complex active and useful once again, and to reintegrate it in its immediate surrounddings. Consequently, the students proposed a number of modern cultural, educational and artistic uses of the complex, which would be in correlation with its character and significance, thus providing a way of achieving an active future.Процес образовања за студенте архитектуре, будуће градитеље, омогућава разумевање проблема заштите индустријског наслеђа, његовог историјског и урбаног контекста, његове генезе културних и историјских вредности. Овај рад приказује испитивање могућности за заштиту ливнице „Пантелић“ у Београду, њену презентацију и укључивање у савремени живот. То је био део наставног програма на мастер академским студијама архитектуре Архитектонског факултета Универзитета у Београду. Студенти су кроз своје пројекте ставили нагласак на детаљно истраживање целокупне историје Ливнице, на разне промене у њеној структури од средине 19. века до данас. Циљ је био да се дефинише одрживо решење које би заштитило све развојне фазе комолекса, а са друге стране да се тај комплекс опет активира и учини корисним, као и да се интегрише у своју непосредну околину. Студенти су предложили низ модерних културних, образовних и уметничких садржаја, који би били у складу са карактером комплекса и његовим значајем, као један од начина реализације његове активне будућности

    Belgrade's geographical position, as a city at the confluence of two European rivers, was one of the basic preconditions for the morphogenesis of the city's territory and its development towards a wider metropolitan area. Throughout the historical periods, there was a gradual development of Belgrade river banks, on the basis of which can be recognized the spatial morphological system of Old and New Belgrade, within which the left riverside of the Danube represents the new development spatial framework of Third Belgrade - the town on the third riverside, but also the city that opens the new epoch of planned urbanization and controlled expansion of the city territory. The contribution of this paper is to establish a comprehensive overview of urban planning of spatial framework for left riverside of Danube through individual and chronological review of formal and informational planning documents and development models relevant to the subject area with parallel explication of research and regulatory frameworks. Through analysis of plans and studies, the potential of natural, climatic and geological aspects is particularly emphasized as the basic resource for developing plans and strategies in the future.Pozicija Beograda na ušću dve velike reke predstavlja ključni faktor morfogeneze gradske teritorije. Beograd je kroz istoriju 'u talasima' osvajao obale i to se može prepoznati u njegovom prostorno-morfološkom sistemu kojeg čine tri podceline: Stari, Novi i Treći Beograd. Treći Beograd, novorastući grad na levoj obali Dunava, poseduje izuzetan razvojni potencijal, zbog čega su kontrola njegovog razvoja i planska urbanizacija ključni planerski izazovi u narednom periodu. Ovaj rad se bavi višeslojnim istraživanjem razvoja urbanističke misli o Trećem Beogradu izražene u različitim tipovima planskih dokumenata, studija, programa i razvojnih modela, ali i na urbanističkim konkursima i stručnim skupovima. Njenom analizom su identifikovane ključne ideje, koncepti i realizacije od značaja za razvoj leve obale Dunava administrativnog područja grada Beograda. Paralelno sa njenom analizom, identifikovane su i institucije od ključnog značaja za razvoj urbanističke delatnosti ove teritorije, ali i Beograda u celini. Rezultat istraživanja je sistematizovan i hronološki uređen pregled ključnih planskih dokumenata, studija i istraživanja, prepoznavanjem razvojnih ideja i modela uz uspostavljanje relacija sa njihovim istraživačkim i institucionalnim kontekstom. Posebno mesto u navedenom pregledu zauzima istraživanje potencijala prirodnih, klimatskih i geoloških aspekata kao osnovnih resursa za promišljanje predmetne teritorije pri izradi planova i strategija u budućnosti
