Toward Flood Resilience in Serbia: The Challenges of an (Un)Sustainable Policy

    Get PDF
In May 2014, Serbia was hit by a catastrophic flooding event. The Municipality of Obrenovac suffered severe consequences due to a number of reasons, mainly the poor conditions of flood protection infrastructure and outdated land use management. These problems have been triggered and/or affected by the post-socialist transition of Serbia, initiated during the 1990s. The ongoing period of socio-economic turbulences, also detected in other countries with a similar development background, caused a shift in both the planning paradigm and the economy (from a planned/centralized model to a market-oriented model), creating numerous problems related to the synchronization of legislation, governance, implementation and management. Considering the specificities of local context, as well as its similarities to other post-socialist countries, the main aims of the article are to establish a relationship between planning, legislation and flood resilience, identify its (un)sustainable elements and provide an insight into the dynamic of their causal links whose effectiveness could be improved in given conditions. The main findings indicate an absence of a sustainable policy which would guarantee efficient implementation (regarding both planning documents and laws). Simultaneously, there were other challenges—from the lack of risk assessment to outdated regulations and general unpreparedness which led to severe damage of urban systems and local economy, while many lives were lost. Consequently, the article provides guidelines for new planning documents, suggesting measures that would increase the resilience of flood protection (applicable in both local and regional context), as well as the overall sustainability of the analyzed area and its ecosystem

Purpose – The purpose of this paper is to present a critical review of the key trends in the integration of photovoltaic (PV) facilities into the built environment in cities. This is regarded as part of a series of measures towards wider use of renewable energy sources. Design/methodology/approach – The problem has been approached from the point that cities are consumers of large amounts of energy. They require uninterrupted energy supply but with dynamic power profile. Mainly consumption of energy generated from fossil fuels is present nowadays with significant pollution of the environment as a consequence. The sustainable energy transition in cities means increasing the supply of energy from renewable sources. Findings – The paper points to the integration of PV renewable systems in the built environment, opportunities and constraints, design conditions and tools. The consideration of the constraints which creates urban environment is carried out to understand the complexity of selecting locations in the cities. The paper gives an overview of the possibilities of PV systems integration in the built environment and discusses physical limitations in the urban environment and simulation tools as well as challenges and research and development issues. No full text
This paper deals with different contemporary approaches to the improvement of education in the area of research and preservation of built heritage, according to the international charters and recommendations and different education traditions in the European countries. It aims to point out the similarities and differences in this field, with a particular accent on the contemporary educational curriculum at the University of Belgrade - Faculty of Architecture. The intention is to underline the new directions at different levels of the education process. The education of the future architects and conservators at European schools in the past was directed primarily to the history of conservations and technical aspects of historic buildings and areas protection, rather than to cultural identity, specific characters and values of built and intangible heritage. The greatest challenge of the contemporary education programs for conservation experts is: how to teach them to identify national, international and multicultural connections and how to link tangible and intangible cultural heritage? The main goal of student’s education is: how to developed the student’s skills and understanding of identity and traditional values of historical sites and possibilities of its preservation as part of modern renewal projects. The integration of various disciplines and skills in education’s curricula is another challenge in the conservation experts’ education improvement

SOHO Vienna is located in Millennium City, a shopping and entertainment center in Vienna, Austria. Context, a multitude of programs (cocktail & hookah bar, karaoke, DJ, a stage, a VIP area) and diversity of visitors required various ambiance for different activities and groups of users. In efforts to meet the client`s desires for aesthetics that reflect hookah bar, but also contemporary nightlife style, the backbone of the concept is presented in the “Boho” area created from an assemblage of different patterns and geometry. Blending the variegated programs and styles was challenging. The area of the club is divided into 3 zones /hookah bar, stage & cocktail bar area and “terrace”/. The fluidity of the ambient is achieved by integrating different zones applying characteristic patterns, colors, and materials. All furniture and lighting features were specially designed and custom-made for this club.https://www.strand.rs/2020-book-abstracts-exhibition/photo credits: Wynn Florant
