Visual lightnes of concrete: New Belgrade municipality council
Rad predstavlja istraživanje tektoničkog odnosa funkcije i konstrukcije na primeru
zgrade Skupštine opštine Novi Beograd. Ovaj objekat projektovan je kao javni
objekat za prostorne potrebe rada Narodnog odbora opštine i njegovih upravnih
organa. Projekat je započet 1961. godine u Urbanističkom zavodu Beograda pod
rukovodstvom arhitekata Stojana Maksimovića i Branislava Jovina i koncipiran, i
kasnije realizovan, fazno, 1973. dodavanjem Aneksa i 1985. adaptacijom atrijuma u
načine artikulacije arhitektonskih elemenata u okviru jednog jezika, modernizma, u
periodu njegovog progresivnog gašenja. Specifičan pristup zadatku i projektovanju
društveno-odgovornog programa krije koncepciju lakoće kojom objekat odiše a
podrazumeva društveno okruženje (socijalistička država blagostanja) i epohalni
stil (modernizam), kao i značaju i značenju prepoznatih arhitektonskih vrednosti.
utvrđivanje i razumevanje različitih tektoničkih odnosa izgrađenih objekata istog
The period that followed the Second World War was, speaking of a global
architectural scale, marked by major urban projects designed and based on the
urban ideologies of the Le Corbusier’s Athens Charter published in 1943. Its impact
on the urban politics of socialist Yugoslavia were present in the planning and
construction of New Belgrade, which remained, the most intensive development
in the history of the country’s capital, the city of Belgrade. Architectural design
ideas for the New Belgrade were shaped according to the established global
principles and socio-political context, concentrated on creating an architecture
as a representative of new social values that will generate a new way of living.
Although the way of promoting these values has changed over decades, the
common idea remained as an unchanging imperative and lasted for almost half
a century. However, the desire for the New Belgrade’s architecture to become a
representative of the strength of a rising socialist country has never been fully
achieved. Although the idea remained incomplete in its resulting, it is still present
in the architecture of several buildings, considering the New Belgrade Municipality
Council that testifies to the aspirations of the late 1960s and the beginning of 1970s
urban ideology.
This paper presents a research of the tectonic discourse between functionality
and construction examined in the case study of the design and construction of the
New Belgrade Municipality Council. The building was designed as a public facility
providing spatial needs for the workers of the municipality’s National Committee
and its administrative bodies. The project started in 1961 in the Institute for Urban
Planning in Belgrade under the leadership of architects Stojan Maksimović and
Branislav Jovin and was built in two stages. First stage took place in 1973 by
designing and building the Annex and the second stage was developed in 1985
by adapting the atrium into a multipurpose hall. This design approach resulted
in various, ingenious ways of articulating architectural elements within a single
language, modernism, which was in that point, in the time of its slow fading. A
specific approach to the task and design of a socially responsible program supports
the concept of lightness which can be read through the intertwined treatment of
the structure and function of the built object. The purpose of this research is to
recognize architectural values from the aspect of the tectonic structure and the
architectural design language, analyse them and give insight into the relationship
between the applied construction system, facade design, use of materials,
functionality and representation.
The research is based on the collection and analysis of the available archival
material which consists of the technical documentation of the project, the analysis
of the social context (socialist welfare state) and the particular cultural context
(modernism) in which the object was designed and built, as well as the meaning
and significance of the recognized architectural values. The objective of this
research is to collect and systematize the relevant material in order to form the
initial data-base for the future research, as well as to establish and understand the
different tectonic relations of the built objects of the same period in the territory of
former Yugoslavia. The aim of this research is to question and explain particular
design and construction methods, in order to understand them and interpret them
for developing the tools and processes in the fields of architectural design

SAJ : Serbian architectural journal [Lessons from experience and perspectives for education] [Part 1]
Three common issues prevail in this publication:
• The digital age and Digital Me, technical innovation and the boundaries between
my natural me and Digital Me (artificial)
Innovation is not a novelty or a privilege of the digital age. It has always been
present in human efforts to solve problems, better organise the community,
improve the quality of life, work more efficiently, etc. The digital age, however,
has brought unprecedented and all-encompassing opportunities for innovation
in all walks of life. In the digital age, perhaps more than ever before, there is
a growing need for a multidisciplinary approach that has resulted in a growing
need for an inter-, multi- and trans-disciplinary approach in art, architecture,
science and technology to meet the challenges of modern society..
An insight into deliberative urban regeneration of military brownfields: evidence from Serbia
What is common to different types of brownfield areas (ex-industry land, derelict housing areas, abandoned transport zones, former military sites) is how to organise successful collaboration among numerous parties with different and often conflicting interests. To elucidate this, we use the example of military brownfields in Serbia as a post-socialist country ample in vast ex-army zones, yet with an inherited system of rational planning still blocking the collaborative planning practice. We assume that the deliberative planning as a synthesis of collaborative rationality and reflective planning supported by instrumental rationality proves a proper approach to reuse former military areas in transitional Serbia. Using the in-depth case study of the regeneration of the Army Club in Vršac, we explore the role of the non-government organisation NALED (National Alliance for Local Economic Development) that facilitated the interaction among various national bodies (ministries), local authorities, and local entrepreneurs in both planning and implementation phases. In doing so, we examine the nature of the moderator as a vital element of a deliberative planning process. The lessons learned from the
Serbian example can serve as guidelines for similar cases of military brownfields regeneration

Exploring Methods for Mapping Rurality in Housing Settlements: Cityscape vs. Landscape
The paper presents the research on methods and techniques for mapping rurality focused on identifying and re-examining the relations between cityscape and landscape within the typology of socialist housing. The research aims to provide new insights into the relationship between rurality and modernity at different levels: from the level of the comprehensive city territory to the single housing unit. The research subject is focused on housing settlements created based on the Master Plan of Belgrade from 1950 and 1972, with a particular focus on the relations of housing with the landscape structure and ecology. The result of the paper is a systematic presentation of techniques and methods for mapping different aspects of rurality through a multiscale approach
Morphogenesis study
The Morphogenesis term originates from the Greek morphê meaning shape and genesis meaning creation, and can be defined as the ‘creation and subsequent transformation of urban form’ (Vance 1977, 37)The morphogenetic approach is primarily used in the field of urban morphology, specifically within historico-geographical school. It was mainly researched and applied by M.R.G. Conzen and his successors who formed Urban Morphology Research Group in Birmingham, UK. In the domain of urbanism and architecture, it refers to the analysis of continual and perpetual historical process in which urban tissue is observed both at the time of their emergence and during the development and transformation in time (Djokić, 2009), hence contributing to the preservation of relationship between people and place through morphogenetic imprint as the basis for planning and design decisions. From the perspective of heritage and sustainability, the importance of the approach emerges from its focus on changes of the built environment, but taking into consideration the changes of the function and to the identity of the environment, and socio-economic and socio-political conditions that triggered changes
Heritage Reprogramming - HRP
Heritage reprogramming (HRP) is recognized as a growing, analytical and problem-based approach in the design process in which the subject of design/redesign is an entity of urban or architectural heritage. The original position of the HRP approach in architectural discourse is under the auspices of architectural programming methodology and conceptual framework of the architectural program, raised in specific contextual circumstances of exponential urban development and urbanity growth, including changing patterns of everyday life, industrialization, mass construction, and standardization (Cherry, 1999). In its contextual framework, the programming methodology was created with the aspiration to (a) develop new spatial patterns and typologies in an effective, critical and argumentatively based way and (b) provide high performance and functionality of the space. Through rendering the programming methodology from its origin (functionally oriented and problem-based) (Pena & Fock, 1969) towards its rehabilitation from modernist doctrine (hybrid oriented and process-based approach) (Reeser Lawrence & Schafer, 2006), today, when cities experience limited capacity, one of the central design issues is focused on reprogramming existing typologies. This design issue also reveals a new nature of programming - the RE nature - encouraging its new rehabilitation from a strictly developmental perspective to one that deals with creating a new functional order within the existing inherited spatial framework with the aim to provide a sustainable configuration of activities, spaces and relationships
