Integral analysis of territorial development: contribution to resolving urban conflict through establishing social dialogue - case study Makiš
Rad se bavi promišljanjem odgovarajućeg analitičkog aparata za razumevanje urbanih
konflikata kao sastavnog dela savremenog procesa upravljanja prostornim razvojem, sa
akcentom na značaj kreiranja modela njihovog produktivnog rešavanja za uspostavljanje društvenog
konsenzusa o javnom interesu. U radu će biti prikazan model Integralne analize teritorijalnog
razvoja koji je uspešno testiran u okviru projekta „Ka kolaborativnom upravljanju“. Sam
projekat ima za cilj preispitivanje okvira profesionalne delatnosti u savremenom kontekstu,
promociju koncepta kolaborativnog upravljanja prostornim razvojem, kao i kreiranje platforme
za razvoj kulture komunikacije. Prve dve faze projekta realizovane su na bazi pet, odnosno tri
studije slučaja. U ovom radu prikazana je studija slučaja Makiškog polja, rađena kroz prvu fazu
istraživanja koja nosi naziv „Urbanizam suproststavljenih interesa“ i obuhvata integralnu analizu
hronološkog razvoja posmatranog područja kao model za razumevanje nastalog konflikta. Analiza
je vršena kroz paralelno sagledavanje zakonodavnog i planskog okvira, odluka od značaja za
područje, prostornih dešavanja, kao i eventualnih aktivnosti građanskih inicijativa. Kroz ovakvu
integralnu analizu moguće je mapirati uzročno posledične veze i određene indikativne momente
nastanka konfliktnog narativa. Sam razvoj Makiškog polja tako karakterišu paralelni razvojni
procesi naizgled u međusobnoj koliziji, nizak nivo transparentnosti procedura, kao i mali broj
aktivnosti građana u periodu donošenja odluka od značaja, uz eskalaciju konflikta na samom
kraju planske procedure. Pored konkretnih zaključaka u okviru pomenute studije slučaja, u radu
će biti prikazana univerzalnost doprinosa integralne analize teritorijalnog razvoja razumevanju,
a samim tim i produktivnom rešavanju urbanog konflikta. Rezultati pet različitih studija slučaja
prikazuju mogućnost primene istraživačkog postupka na raznorodnim urbanim procesima. Kroz
razumevanje postojećih konflikata, moguće je prepoznati ključne tačke razvojnog procesa u
kojima se prelamaju različite pozicije zainteresovanih strana prema prostornim ishodima. One
ujedno predstavljaju momente za pokretanje dijaloga i uspostavljanje šireg društvenog konsenzusa
o zajedničkim vrednostima, prioritetima razvoja i javnom interesu.The paper deals with the deliberation of an appropriate analytical apparatus for understanding urban conflicts as an integral part of the modern process of spatial development management, with an emphasis on the importance of creating models for their productive solution and
establishing social consensus on public interest. The paper will present the model of Integrated
analysis of territorial development, which was successfully tested within the project “Towards
collaborative governance”. The project itself aims to review the framework of professional practice
in a contemporary context, promote the concept of collaborative spatial development governance,
as well as to create a platform for the development of communication culture. The first two phases
of the project were realized on the basis of five and three case studies, respectively. This paper
presents a case study of Makiš, conducted through the first phase of research entitled “ Urbanism
of opposing interests” which includes an integral analysis of the chronological development of the
observed area as a model for understanding the conflict. The analysis was made through a parallel
review of the legislative and planning framework, decisions of importance for the area, spatial manifestations, as well as possible initiatives of the civil sector. Through such an integral analysis, it
is possible to map the causal relations and certain indicative moments for the creation of the conflict narrative. The development of Makiš is thus characterized by parallel development processes
seemingly in collision, low level of transparency of procedures, as well as a small number of citizen
activities in the decision-making period of importance, with escalating conflict at the very end of
the planning procedure. In addition to the certain conclusions within the mentioned case study,
the paper will present the universal contribution of the integral analysis of territorial development
to the process of understanding, and thus productive resolving the urban conflict. The results of
five different case studies show the possibility of applying the research procedure to diverse urban
processes. Through understanding the existing conflicts, it is possible to identify the key points
of the development process in which the different positions of stakeholders according to spatial
outcomes are overlapped. They also represent moments for initiating dialogue and establishing
a broader social consensus on common values, development priorities and the public interest
Oblikovanje i konstrukcija Univerzalne hale Beogradskog sajma - Hala 1
Radom se razmatra studija slučaja Hale 1 Beogradskog sajma, formirane kao konstrukcija
velikog raspona, kao i mogućnost upotrebe prednapregnutog betona u konstrukcijama velikih
raspona, i kreiranja kupolastih krovnih konstrukcija primenom lučnih nosača. Polazeći od činjenice
da su Žeželjevi metodi konstruisanja primenom prednapregnutog betona doprineli daljem razvoju
građevinarstva, ukazuje se na njihove metode primene, kao i procese izvođenja radova prilikom
izgradnje Beogradskog sajma. Težište rada postavlja se na studiji slučaja Hale 1 pomenutog
kompleksa, pre svega u istraživanju njenih konstruktivnih performansi, a potom i njihovom uticaju
na oblikovne i estetske karakteristika hale. Kupolasta krovna konstrukcija hale raspona 106m
formirana pomoću radijalno postavljenih lučnih nosača koji su u fazi montaže radili kao lukovi sa
zategom, a potom u sistemu prostog nosača. U radu je dat prikaz i tehnologije montaže i izvođenja
radova na analiziranom objektu. Rad je u funkciji potvrđivanja teze da su izložbene hale Sajamskog
kompleksa u Beogradu doprinele razvoju i unapređenju konstrukterstva u Jugoslaviji, te da je
Žeželj svojim sistemom za ukotvljavanje i njegovom primenom na Hali 1 unapredio postojeće
načine realizacije ovog tipa konstrukcija
Transformative potential of participatory planning in a post-socialist context of Serbia
This article considers a decade of practice and research in the field of
participatory planning in the context of a post-socialist country,
Serbia. The main aim is to assess the transformative potential of
participation within the following domains: 1) formation of
relationships, 2) recognition of issues and priorities, 3) perception of
values and results of planning process, and 4) possibility for
institutionalization of participatory practice in a post-socialist country
planning context. The presented work examines urban development
practices in 45 Serbian cities through the lenses of 95 professional
planners that were interviewed over the course of 13 years. What is
common to all of the examined cases is that participatory planning
processes were realized through the support of international programs that operated in the field of territorial governance in Serbia
from 2007 to 2020. Findings indicate that the acceptance of new
concepts and policies in the local path-contingent practice requires
pragmatic attitude of planning professionals, small steps and liberty
to experiment, but also a possibility to discuss new discourses and
understand their results. In the theoretical frame, this article
contributes to the critical analysis of pragmatism and the flow of
transnational policy discourse
Blended Design Studio in Teaching Architectural Students Spatial Structures
This paper presents a case study on applying a blended learning environment in teaching spatial structures at the University of Belgrade – Faculty of Architecture. The focused studio design course introduces architectural students to the challenge of designing spatial structures. The studio curriculum that we developed interactively combines analytical and systematic procedures with explorative design exercises, literature studies and organized reflection, computer program demonstrations, physical model studies, generative design explorations, fabrication of small-scale prototypes. The curriculum uses the benefit of learning in arts to learning in engineering transfer and the advantage of conveying methods and tools from science to design. As a means of extending studio activities, during the academic year 2019/2020, we used the blended model that combined online features and face-to-face practice in a complementary mode. We applied the Microsoft Office Teams platform and Class Notebook application for the implementation of the suggested approach. These tools aided communication and collaboration in the online environment and supported our process-driven approach to teaching by enabling the specification of assignments that engage and focus students’ thinking and the creation of students’ portfolios, grading, and feedback. This approach assisted students to develop in-depth content knowledge, critical thinking, creativity, and skills by working in (inter)active and inclusive environment

Participatory Urban Design for Touristic Presentation of Cultural Heritage Sites: The Case of Negotinske Pivnice (Wine Cellars) in Serbia
The growing perception of heritage as a public commodity encourages rural communities
to recognize their natural and cultural heritage as a potential for tourism development. This creates
the need for an appropriate presentation of heritage sites that ensures that their cultural and natural
assets are appreciated and protected. “Negotinske pivnice” are cultural heritage sites in Serbia,
nominated for the UNESCO World Heritage List. They are architectural complexes of wine cellars in
rural region with a long tradition in wine production and industry and are unique in terms of their
settlement structure. This emphasizes the spatial dimension of their interpretation and presentation,
and highlights the importance of urban design for their sustainable use for tourism. Based on
understanding urban design both as a process and a product, and cultural heritage site as a place, we
argue that participatory urban design contributes to appropriate heritage presentation by widening
design knowledge base to include local communities’ lay knowledge. Following the case study
methodology, we explored the relationships between participatory process, the knowledge gained,
and urban design solutions for presentation of cultural heritage sites as living places in “Wine Cellars
of Negotin Participatory Urban Design” project. The research reveals that the wider knowledge base
affects urban design at both strategic and project levels and sets the grounds for diverse presentation

Integrating the Concept of Green Infrastructure into Urban Design Education
Savremeni pristupi razvoju gradova prepoznaju multifuncionalnu zelenu infrastrukturu
kao jedan od ključih alata za ostvarenje održivog urbanog okruženja kojim se
istovremeno ostvaruje korist i za ljude i za prirodu. Primena ovog koncepta u urbanom
planiranju i dizajnu zahteva holističko razumevanje kompleksnih odnosa u urbanim
socio‐ekološkim sistemima, kao i multidisciplinarni i multi‐skalarni pristup razumevanju,
vrednovanju i transformaciji prostora. To stvara potrebu za razvojem novih znanja i
veština, kao i za novim pristupom obrazovanju arhitekata i urbanista.
Ovaj rad prikazuje teoretske osnove i metodološki pristup integraciji koncepta zelene
infrastrukture u nastavu u oblasti urbanog dizajna i ilustruje njegovu primenu na primeru
studio projekta “Ekološki urbani dizajn” na Master akademskim studijama arhitekture
na Univerzitetu u Beogradu ‐ Arhitektonskom fakultetu.Current approaches to urban development recognize multifunctional green
infrastructure as one of the key tools for achieving a sustainable urban environment that
simultaneously serves interests of both people and nature.The application of this
concept in urban planning and design requires a holistic understanding of complex
relationships in urban socio‐ecological systems, as well as a multidisciplinary and multiscalar
approach to understanding, valuing and transforming space. This creates a need
for the development of new knowledge and skills, as well as for a new approach to the
education of architects and urban planners. This paper presents the theoretical
foundations and methodological approach to the integration of the concept of green infrastructure in urban design education, and illustrates its application on the example

Arhitektura infrastrukture saobraćajnih tokova – Most Gazela i Mostarska petlja u Beogradu
Osnovna ideja ovog rada je istraživanje potencijala arhitektonskog estetskog vrednovanja mosta Gazela i Mostarske petlje u Beogradu. Polazna pretpostavka je da gradska infrastruktura može imati arhitektonske estetske kvalitete, te da infrastruktura i arhitektura mogu pripadati istom estetskom sistemu vrednosti. Metod istraživanja obuhvata preklapanje aspekata tektonike, oblikovnih kvaliteta, tretmana detalja i vrednosnih sistema društveno-istorijskog konteksta u kom su Mostarska petlja i most Gazela nastali. Oba objekta deo su jedinstvenog kontinualnog poteza i toka auto-puta; oni čine infrastrukturni pejzaž koji oblikuje identitet modernog Beograda i čiji oblikovni i tektonski kvaliteti prevazilaze infrastrukturno značenje, čime ih i izmeštaju u domen arhitektonskih estetskih vrednosti. Iz tog razloga teza – arhitektura infrastrukture – pozicionira ovo istraživanje u domen ukrštanja vrednosti i disperzije disciplinarnih granica, čime se proširuju njihova značenja u preklapanju društvenih, tehnoloških i estetskih aspekata u kontekstu modernizma, socijalističkog društvenog konteksta Jugoslavije, što na primeru mosta Gazela i Mostarske petlje pokazuje svoj puni potencijal
Nebojša Tower, Kalemegdan Fortress
The Nebojša Tower (Tower) is a part of a wider monumental complex - the Belgrade Fortress - built on the strategically important position on the confluence of European rivers Sava and Danube in Belgrade city which represents a unique museum of Belgrade’s past. The Tower is one of the few better preserved medieval buildings within Belgrade Fortress. It was built in 1456 within the framework of extensive fortifications construction, which was undertaken to rebuild the destroyed and damaged city fortifications. It belongs to the oldest type of early artillery cannon towers which represents a significant architectural and construction achievement of that period on the territory of the city of Belgrade. It was built for the purpose of the city defense and, in a broader sense, was part of the defense system - the wall of Christianity - which successfully stopped Osman empire incursions towards the center of Europe for decades. Centuries later, when it lost its former military significance, it was turned into a dungeon
